Editor honoured by NSUI

Your monthly neighbourhood magazine's editor Zahid H Javali was honoured by the National Students Union of India on the late Dr Abdul Kalam's 86th birth anniversary celebrations last month. And the timing was just right. The magazine celebrates its 5th anniversary this month. It's perhaps the only glossy magazine in India that is dedicated to just one neighbourhood. There are tabloids and newspapers ofcourse, but never has there been a magazine for one locality. Zahid has been a journalist for the last 21 years. "I am honoured because Dr Kalam is someone I respect the most," he says. "And I was doubly pleased that I had to deliver a quick pep talk to students... another segment of people closest to Dr Kalam." The others who were honoured on the occasion included environmentalist Yellappa Reddy, educationists Prof Amaravathi and Gopal Reddy and our indomitable resident activist of HSR, retired brigadier RS Murthy. Kudos to all of them!

IIMB study on Residents Watch ) Call The Indian Institute of Management, Bangalore (IIMB) is now doing a case study on Residents Watch and it's use of social media for bettering the community. Five years ago, we set up the Facebook Group, which now boasts of almost 2500 members. More recently, we created a Facebook Page (ResidentsWatch) for real-time updates to the residents and already, over 1000 people are following it. And more than two years ago, we set up the Residents Watch group involving all the sectors of HSR Layout there are eight resident welfare associations and more than 10 apartment associations. It is still the only group that has all the associations under one umbrella in addition to having prominent resident activists, government officials, local politicians and the Bangalore media. It is this proactive nature of this magazine that has caught the attention of IIMB. May this study lead to many more neighbourhoods having social media vehicles to better their respective areas. Cow falls into an open drain Open drains are not only an assault on our noses but can also be fatal, animals included. The other day, a resident found a cow that had fallen into a drain near Nagarjuna Apartments in Sector 2. It's about time the BBMP officials covered all the drains to stop this from happening again. "Or should we wait for someone to die?" ask the concerned residents of HSR Layout. We agree.

BDA Complex to turn into a mall?

Civic monitoring app required

The Bangalore Development Authority (BDA) planned to revamp the Indiranagar BDA complex more than three years ago but nothing happened because the deeply entrenched shopkeepers protested that they would lose their livelihood. But that is just one of the reasons. The real reason is that the BDA is good at mooting ideas but bad at implementation. Now, the BDA has come back with the same proposal, this time, to revamp six of their BDA complexes, including HSR, at a collective budget of Rs 330 crore. A tender has been floated for a public-private venture, but we don't know if this will also remain only on paper. In any case, the HSR Layout project will come up on 4.93 lakh square meters of land at a redevelopment cost of Rs 150 crore. Right now, there are 107 shops at the complex who will be displaced by this move. However, they can become tenants in the new mall, but will invariably have to pay a higher rent for the extra luxury. City Development minister KJ George launched the ‘Fix My Street’ app for citizens to report on civic problems involving the BBMP. However, there are already two popular apps that do exactly the same thing: BBMP Sahaya and IChangeMyCity. And yet, we have not seen real issues getting solved, first-hand. And this is particularly when we raise a pothole complaint. We get an SMS that the case is assigned, and then, escalated and then closed, but the pothole remains. How will the Fix My Street app really help if these have already failed? Will the minister's inner circle monitor the app, issue instructions and monies to fix civic issues on priority basis? Therefore, Residents Watch replied to George's tweet that he should instead launch an app that shows the money granted for civic works in real-time. When a certain road is granted money on paper and this is reflected in the app, citizens can flag it to alert the concerned authorities or even go to the court that it was not done. This will cut down corruption significantly. But is transparency going to be ushered by the powers-that-be or is it just confined to political opportunism and stunts during the election year?

Fresh Menu fined Responding to repeated complaints by residents Thota and Faraz in Sector 3, the BBMP finally took action on the Fresh Menu restaurant on 18th C Main. It had become a nuisance in the locality as its kitchen waste was flowing on to the road. Health inspector Vinod fined them twice and they appeared to have been behaving since then.

The sewage treatment plant that is coming up in Sector 4 is a secondary treatment plant for 35 million litres per day. However, the BWSSB still has no answers on how much of the treated water will be let into the Agara lake as the daily evaporation rate is less than 1 MLD. Sector 3 sewage overow issues

Storm water drain work begins

According to BWSSB engineer Saibanna and chief engineer (waste water) Ramakrishna, there are two main reasons why the sewage is overflowing in HSR and surrounding areas. The overflow in low lying areas during rains is because the rooftop pipes in most houses are connected to sewage lines, and many citizens in apartments are pumping out rain water filled in the basement into the sewage drains. The drains are not able to carry the huge load that is illegally being pumped into them. According to the officials, a 60 million litres per day (MLD) pumping station is getting commissioned. Once that becomes operational, the problem will stop. A list of the erring apartments and houses is being generated, so the specific resident welfare associations can communicate to them and explain their wrongdoing. Alongside, BWSSB will issue notices to these people for violating the law and causing much hardship to everyone around.

After much dilly-dallying and making populist announcements, the state government has finally released Rs 29 crore towards drain work in HSR Layout. "Much of that money will go into erecting culverts on rain-affected drains like 5th Main, 9th Main and so on," says resident Prem Kumar. Another of his ideas to make McDonald's junction signal-free hit a road hump when proactive traffic inspector Rao Ganesh was shunted out within 15 months because a section of residents was not happy with his no-parking implementation in HSR Layout. The new traffic inspector Rajashekar is no patch on him. Therefore, the idea remains on paper so far until Rajashekar gets his act together.

MLA Satish Reddy, who is also in the group, immediately got into action and stopped the photoshoot by calling the cops. The film's lead actor even went up to the residents' houses and apologised to them.

Last month, experts from the Horticulture department conducted a workshop on simple, traditional organic farming techniques that can do wonders in a limited space, including a tiny balcony or backyard. Senior citizen MR Krishnamurthy has a pressing question: "When will they permanently fix the mess?" The resident of Sector 7 is pointing to the mess on 18th Cross off 14th Main Road. Not only is the road non-motorable, it becomes a cesspool of sewage as stormwater drain overflows on to the road and inside his house when it rains rhinos. Pointing at the cross road next to his house, he says, "These roads have not been tarred for over ten years now." Two-time MLA Satish Reddy has many questions to answer for. In the election year, the residents contend that he has done nothing for the inhabitants of Sector 3 who raised the issue of flooding more than a year ago. "He promises much but delivers nothing" is the common refrain among residents. BBMP Joint Commissioner Veerabhadraswamy and incharge executive engineer Muralidhar are turning a blind eye to the proceedings. BBMP Commissioner Manjunatha Prasad and city development minister KJ George visited the flooded areas more than a month ago, but nothing is happening at a breakneck speed to fix the issues that plague the low-lying areas of HSR Layout. The biggest casualty of incessant rains and flooding are the roads. Some of the roads can literally break your back. Supplement that with record rainfall and you have the best recipe to create a pothole. The BBMP workers will swing by and patch up the area that will go back to square one within a month's time. Such is the shoddy work that the

BBMP is only making promises that it cannot deliver. When much pressure was put on them to make the contractors responsible for the maintenance of roads, the BBMP released the names and numbers of contractors in-charge of the roads. One look at the list and we realised that only the major roads in HSR were covered. If you search for 'HSR Layout', most of the cross roads and interior roads are not even on the BBMP's radar... only the usual suspects were there: 27th Main, 24th Main, 19th Cross, 14th Main, 22nd Cross and so on. And these are usually roads that are re-tarred even if they suffer no damages whereas the interior roads are left unattended for several years. Such is the callousness with which the agencies and the netas function. Says resident Kamesh R: "Why should we contact the contractors? It's not our job. On what basis is the BBMP collecting taxes? They are just trying to pass the buck and save themselves from taking up their responsibility." Who will bell this pothole mafia? While the question hangs in the air, one cannot disagree when resident Lalithamba says, 'HSR is full of pot roads'.

The Radio Gal

Pinky Chandran runs the city's first community radio station By ZAHID H JAVALI Pinky Chandran's next-door neighbour is Sector 5. A resident of Teacher's Colony, she runs Bangalore's first community radio station, Radio Active 90.4 MHz. "I moved in here 14 years ago," says the 38-year-old. "My earliest memories of this area were only FernHill Apartment and Aranya restaurant. Beyond that, going towards the other sectors of HSR on late evenings was a bit intimidating as there were hardly any street lights and plenty of empty plots. Today, it is buzzing with more parks, more buildings and unfortunately, more traffic." Radio Active celebrated its 10th anniversary this June and has had many firsts so far. This Jain University's media venture is a platform for many diverse communities, including auto drivers, waste-pickers, sex workers, sexual minorities, garment workers, domestic workers, poets, people with disabilities, neighbourhoods, NGOs and even children.

One of the station's high points was when it hosted Shiv Kumar, the world's first radio jockey who happened to be an auto driver. "I boarded his auto on MG Road and noticed that his auto had full of certificates applauding his honesty by the city police commissioner,” recalls Pinky. “I invited him over to the studio for an interview when he dropped me at my office. After the interview, we explained the concept of a community radio and casually remarked that he should start hosting shows. The next day, we invited all the auto union heads and a few auto drivers for a discussion and that’s how the show Mukha Mukhi (face to face) was launched in 2010. In 2011, Shiv Kumar was shortlisted for the Namma Bengaluru Awards as well. The show has been running since then." Today, the station's radio jockeys include garment workers, domestic workers, waste pickers, scrap dealers, animal activists, poets, North-East communities, sex workers and more. Radio Active is blazing away round-the-clock with almost 11 hours of original programming and an average of 10 shows a day. One such show is RJ Shanthi's. "In May 2015, she was invited by a fellow sex-worker to a discussion program at our station where she spoke her heart out through a poem she had composed," recalls Pinky. Soon, she began hosting the show that featured life stories of sex workers and also addresses issues like housing, social security and the need for decriminalisation of sex work. RJ Radha Mani hosts a radio show for the community of People Living with HIV/AIDS (PLHIV) and the residents of Srirampura. "Radha’s husband was HIV+ but he was unaware of it till it was too late," says Pinky. "In 2003, she lost her husband, but she reached out to other people like her to keep her sanity. She started working with World Vision, an NGO for five years, where she counselled people. In 2013, she took part in the Community Women Broadcaster’s Workshop conducted by Radio Active CR 90.4 MHz, on behalf of Commonwealth Educational Media Centre For Asia (CEMCA). It was at this

workshop where she felt that her voice is important and felt the need to reach out to the PLHIV community. She began as a volunteer at the station and eventually joined us full time.” Pinky is not just a community media practitioner, but also a writer, photographer, poet, social worker, researcher and part-time painter. An avid dog lover and pet parent, she loves to wander around and take up social causes along the way. "My typical day begins with rolling on the carpet with Puchi, my Indie dog, followed by aqua aerobics and then I head to the radio station," says Pinky about her daily itinerary. "Apart from running the station and the other initiatives I am part of, it really depends on what I am working on. I just wrapped up a study on 'valuing urban waste' and why there is a need for a comprehensive recycling policy by the Indian government. I am also doing a paper on tracing Bangalore’s history of waste management since 2009." That's not all. She is working on a festival to be held in February ("it's under wraps") and volunteering for Pickle Jar, a curating platform for film festivals, conversations and programmes of social relevance. Pinky is also an active member of the Solid Waste Management Roundtable Bangalore. "I am passionate about promoting three-way segregation of waste at source, at the household level, through the 2bin1bag model," she says. In addition, she advocates community recycling programs and saying 'no' to dumping unsegregated waste at faraway places or someone’s farm or worse, landfills. She is also on the board of HasiruDala, a membership-based organisation of waste pickers, buyers and waste sorters in Bangalore. "We are working to recognise the contribution of waste pickers and highlight their role in diverting waste from the landfills. We are also working towards securing them the benefits of

social security, improved working conditions and educational opportunities for their children." Pinky's work log is endless. She was also the Joint Secretary of the Community Radio Association, a registered body of operational community radio stations in India. Her work included conducting workshops, creating newsletters, fundraising and liaising with the government, among other things.

Right now, she is a member of the International Association of Women in Radio and Television (IAWRT), and International Association for Media and Communication Research (IAMCR) and a Steering Committee Member of the South Asian Network for Community Media (SANCOM) based in Hyderabad. With so much at work, she still manages to make time for other pursuits. Like spending time with her doggie, curling up with a book (she’s currently reading Game of Thrones and Maid in India), writing poetry, painting and travelling. In addition to learning how to salsa, cook or play musical instruments. Essentially, anything that catches her fancy. But ask her about her future plan, and she quips: "Live in the moment". 100gets CCTV HSR itscameras own public library for HSR residents

Complements two existing private libraries and one mobile public library By SAFIYA SAYEED. Pic: Tara Banu Book lovers and magazine readers are in for a treat. Their long-pending demand has finally been met. Last month, a public library opened its doors to HSR residents at the Samarthanam Trust for the Disabled building in Sector 4. This is all thanks to a joint venture between City Central Library, Bangalore South, and Samarthanam. "Spread over 17x34 feet, it's a hall with bookshelves neatly divided into adult, kids and different languages," says K Lalitha, heading the library division at Samarthanam. Right now, there are books in English and Kannada. Hindi will be added soon. Not to mention, all the newspapers and magazines you would be familiar with. The other libraries that HSR boasts of are Just Books in Sector 1 and Discover Kids in Sector 7. While these are paid for, the public library is a completely free library subsidised by Samarthanam and the government of Karnataka. Mobile library since 1994 And then, there is the bookmobile or mobile library run by the state government. The idea of it was floated way back in 1983 by chief librarian KG Venkatesh and later promoted by R Desai in 1994. It's particularly popular among housewives. The Devaraj Urs mobile library is a blue bus that traverses the East and South route with 25 points over the course of a week with pitstops in Girinagar, Avalahalli, HSR Layout, JP Nagar, Koramangala and CV Raman Nagar, among others. At every stop, the van stays put for 45 minutes to an hour, depending on the rush. There are over 7000 members covering the East to South 26

corridor. And it's no small library. "Each bus has over 7000 books at any given time," says librarian and driver John Celestine for the last 24 years, a record no less. Going by its readership, 80% of the books are in Kannada. The rest are in English, Tamil, Telugu and other languages. "The mobile library charges them Rs 101 for three books with a reading time of 15 days. They can be renewed again if they choose." Here’s how HSR roads can go 100 CCTV cameras pothole-free for HSR residents By ASHWIN MAHESH

Square sections of tar have appeared on various roads, as BBMP and the government scramble to resurface the city. While these will provide immediate relief, they will also become reason why we end up with the same problem By OURthe FEATURE WRITER later. This is the trap we need to get out of. In crisis mode, we must do something now and not guarantee a future crisis. There is only one way to solve the problem. We have to bite the bullet, and start doing the things that will solve the problems in the long run, even if it means enduring some more pain today. The public will understand, if what is being put in place is a more permanent solution. If the roads are merely resurfaced, the job can be done in 6-8 months. But in short order, various people will begin digging the roads — e.g. home owners connecting to power and water lines, or BWSSB searching for its next leak / blockage. If, on the other hand, we decide to do it right — by making road widths uniform, allocating a minimum width space for the footpath, ducting the utilities, and making the entrances to all properties in line with the footpaths, and strengthening the surface — that will take time, and can’t be done in time for the elections. If I had to guess, I don’t think that voters will reward ‘good roads’ done hastily which they know won’t last. If anything, their impression about road conditions is more or less settled by now. Much better, therefore, to do it right this time. Even if it takes a while. Every city in the world needs a program to deal with deteriorating road conditions. The good ones anticipate it better, and prevent it better. Neither of these can be done fully, in any case, but both can go a long way towards keeping roads in fairly good condition.

– Build to a better quality, using stronger materials. – Design well, and separate the utilities properly. – Pay particular attention to areas where road friction is high. – Create forward contracts to fix newly formed potholes quickly. – Let local citizens know and participate in all of this, in every ward. These can work. The existing ones will not, by and large.
