ith this issue, we embark on our fourth year of operations. It has been an eventful three years of bringing out Residents Watch every month – that’s 36 issues in all. Along the way, some landmarks were reached. Here are a few of them.
1. Four months ago, we launched the Residents Watch Whatsapp Group for select civic activists, elected representatives, officials and resident welfare associations. Through the group, we have managed to create more awareness and even fixed emerging problems on the fly. And a few problems were tackled offline after discussing them threadbare online. 2. The third anniversary issue culminated in Residents Watch organising a massive protest against the KCDC on October 31. Within ten days of announcing our protest online, chief minister Siddaramaiah visited the KCDC for a ground reality check. It’s historic because in the 40 years of KCDC’s existence, no CM has ever visited it. 3. Creating awareness of old and new commercial establishments in town has always been a constant exercise, but this sort of residential guide in an all-colour glossy format is a first to Bangalore and perhaps India. There are city guides, but no neighbourhood magazines like Residents Watch. 4. We are now available not only in print but also online and as a phone app – just download the Magzter app and search for ‘Residents Watch’. All the issues of the last three years are online (www.residentswatch.in). 5. We are now known as a vociferous voice of the people who don’t think twice in damning the perpetrators, be it the elected representatives, officials or associations. We have no political or religious affiliation. We are only friends of justice and the truth. Our agenda is clear. Be the voice of the people, by the people and for the people. I have no political ambitions. I have been a journalist for the last 19 years and will continue to be so. Jai hind!

NEIGHBOURHOOD NEWS ‘SHUTDOWN OR BEHAVE’ CAMPAIGN GETS CM’S ATTENTION Residents Watch did the unthinkable. Being an active administrator of two groups, Residents Watch (for HSR Layout), and SPNIT/HSRxFed (for Somasunderpalya), editor and publisher Zahid H Javali managed to drive enough enthusiasm into residents that the entire campaign was drawn up from these two Whatsapp groups with engaged members helping with the fixing of the date, time and venue of the protest against the Karnataka Compost Development Corporation (see Page 18 for more details). The idea came about after Sector 2 resident Lalithamba reported that the compost unit was taking 250 tonnes per day, double the amount of mixed waste for ‘processing’. However, mixed waste cannot be eco-friendly and the stench can be felt up to 2km radius, right up to Sector 7, depending on the wind speed and direction. Over 30,000 words went back and forth in just the Residents Watch Whatsapp group and double the count in the SPNIT/HSRxFed Whatsapp group. The effect was palpable. A Facebook events page was created and over 300 people joined to say that they were attending the Oct 31 protest at Somasunderpalya Lake. Posters, email campaigns, tweets and whatsapp activism reached a peak. Many residents woke up from their deep slumber and took up the gauntlet and not only agreed to be there but over 50 people turned up to be volunteers for the event. It was historic, because principal campaigner Anis Padela never got more than five apartment dwellers turning up on a previous KCDC protest led by MLA Satish Reddy in June this year. The only people who supported at the time were villagers that the MLA had gathered. At the time of going to press, atleast 1000 people were expected to be present on Oct 31 – an all-time record for any protest that has ever happened in HSR Layout or Somasunderpalya. That’s not all. A fortnight before the protest, the news had reached chief minister Siddaramaiah. On his first ‘Bangalore Rounds’ trip after the recent municipal elections, he chose to include KCDC on his rounds. This
was within ten days of announcing our protest date on Whatsapp. That saw over 150 residents thronging the KCDC main entrance on Kudlu Road on October 17th. The list of demands by the residents were promptly handed over to the CM and we had a talk with mayor Manjunath Reddy and Bangalore Development minister Ramalinga Reddy as well. “Why do you want to organise a protest when the CM himself has come to solve your problems?” Reddy asked editor Zahid Javali. “Why should we, if he does?” was the prompt reply. While the CM did promise the protesting residents that their problems will be looked into, including reducing waste being processed, nothing official came of it as government work involves time and bureaucratic red tape. So the residents decided to go ahead with their protest to spread more awareness and pressure the state government into finding a permanent and more viable solution to the garbage crisis faced by Bangalore. This goes to show that a residents’ protest that is powered by a media watchdog can bring an entire state government machinery to sit up and take notice. Nobody can wish away constructive criticism. And nobody can wish away a vocal votebank.
GAS PIPELINE: PROFESSIONAL JOB
Piped gas is soon going to be a reality in HSR Layout. The work that started two months ago is pleasing many residents because of the professional way in which it is being carried out. The road that is cut is promptly tarred to cause minimal obstruction, something that the BBMP should learn from.

“Plastics block drains and release toxic dioxins when burnt. Yet, grocery stores continue to spend thousands every month on fresh plastic bags,” says HSR resident and anti-plastic advocate and techie-turned graphic designer Smita Kulkarni. Here is where her bunch of green volunteers formed a team called Stonesoup (stonesoup.in) and introduced ‘Borrow-a-Bag’ scheme in around
Kavitha: “If people cared about Agara Lake, they should have demanded a pipeline from the existing Madivala STP. No STP of BWSSB is working properly as per their own report -- it’s non-functional or underused.” The grapevine is that the STP is the result of an ego tussle between Member of Legislative Council Ugrappa and Member of Legislative Assembly Satish Reddy. We urge both of them to come round and work for the best interests of HSR residents. If Satish Reddy is fighting against KCDC, it’s foolish to be in favour of an STP at Agara Lake. Get your priorities right, Mr MLA. Kavitha had the last word: “An STP is needed only for bigger lakes like Bellandur or Varthur. They are using Agara Lake land to help the SEZ project coming up next door.”
OXFORD COLLEGE MESS 31 stores in HSR Layout. On Oct 2, the volunteers, including children, adults and senior citizens, gathered on 24th Main to campaign against disposable plastic bags. “We stood outside grocery stores with hand-made posters urging people to refuse plastic bags and either take their own bags or borrow cloth bags,” says Smita. “We clapped for people stepping out without a plastic bag - either carrying their shopped items in hand or in a borrowed bag or in their own bags. We sang ‘Say NO to plastic’ to the tune of ‘Happy Birthday to you’. Stores like Aishwarya reported a reduction of 30% in their plastic spend following the campaign. We will have regular campaigns in front of different grocery stores in HSR Layout and other areas to reduce consumption of single-use plastic bags.” More power to Smita and her Stonesoup core team of Malini Parmar, Deepa Vijay, Meera Nair, Priya Ramasubban and Archana Kashyap.
AGARA LAKE: THE ARGUMENT CONTINUES
The Sector 7 Residents Welfare Association (RWA) won a case in court and got the installation of Sewage Treatment Plant in Agara Lake re-sanctioned. But the argument continues with those opposed to it, including Residents Watch. Says lake activist Kavitha Reddy: “It’s stupid and criminal to have an STP. Even an independent DPR study said Agara Lake does not need an STP.” Prem Kumar, the secretary of Sector 7 RWA maintained his ground: “The honourable High Court of Karnataka has ordered to install an STP at the lake within six months. If the government fails to do it, it leads to contempt.” Jayakrishnan Pillai who lives in the vicinity of the lake is mighty upset. “The lake has existed for centuries just with rain water. As residents, we should be apolitical and set egos aside when it comes to such key issues.” Resident Watch’s biggest complaint with the executing agency in this case, the BWSSB (Bangalore Water Supply and Sewerage Board), is that they failed to maintain STPs in the past, so how can they be trusted? Adds

On September 3rd, Sector 1 resident Kavitha Reddy alerted Sector 4 RWA president Vijayalakshmi through the Residents Watch Whatsapp Group about Oxford College pumping water on to the road and creating a mini lake. “They have made a big hole in the compound just to put out the pipe,” Kavitha reported. Within four days, Vijayalakshmi reported that she had visited Oxford College and saw that the water was cleared. “Sec 4 RWA secretary Chandrashekar spoke to the college authorities not to let their sewage on to the road. Now, it has slowed down.” Kavitha was happy and said: “Was action we do not see on ground now happen through the Whatsapp group?” And our response to that: “Yes. Whatsapp is more transparent and people can judge the efficacy of people right then and there. No politics, only good work will be rewarded with a heartfelt thank you.” But the activism does go offline as one week later, on September 15th, Kavitha met Bangalore Development minister Ramalinga Reddy and BBMP Joint Commissioner (Bommanahalli) Muniraju to resolve the issues related to 17th B Main in Sector 4. There was immediate action. “By the time we came back, the bakery opposite Oxford was shut, the encroached building got a notice and Oxford got a circular regarding the renting of auditorium for non-educational purposes and causing massive parking jams around it.”

Says Christopher Prakash: “Yes, the Lawrence School road is taking a beating as government and private buses are a nightmare, especially after 6pm. Call centre and yellow board taxies are the cause of all this.” Sector 1 resident and Twitter freak Syed Imran has a solution: “Please shoot short videos, note exact location and tweet to @madivalatraffic, @addlcptraffic and @dcptreastbcp.”
WHITHER E-TOILETS?
The two e-toilets below the underpass near Agara flyover last year are hardly being used. Ramesh Chandra of Sector 6 RWA suggested that they be relocated and introduced in all the parks instead. Shanthi T of Sector 3 said one of them can be relocated to Somasunderpalya where it is most required. The argument continues. Will corporator Gurumurthy Reddy act on this suggestion, please?
BBMP SAHAAYA, ANYONE?
The Uber office on 27th Main got shifted after a major fracas between residents and the management over the massive parking in HSR, thanks to Uber’s taxi attachment drive. However, the Uber office only shifted to the end of 27th Main. They even took a vacant plot of land for parking, but the car owners still park on 27th Main causing untold traffic chaos, particularly during school hours in the morning. Sector 2 resident Shashidhara K had a brainwave: “Why do the drivers need to bring their cabs to the office? Can they not park around Agara Lake on service road and Uber hire maxi cab service to shuttle the drivers?” Another resident suggested that we should pressurise the building owner through new corporator Gurumurthy Reddy or the MLA not to rent out to such companies. The trouble that began in August was given some sort of burial towards the end of October when Uber office remained shut for a week due to some massive protest by their own drivers on payment issues. Not sure if the office will open again, but we are hoping they won’t and have also requested building owner Raghu Reddy. He said he will look into it. Meanwhile, the peak hour traffic woes on 5th Main in Sector 7 remain. The Outer Ring Road peak hour traffic

Sector 1 resident Syed Imran feels that working closely with neighbours to address local civic issues is any day better than passive CCTV monitoring. However, that cannot be 24/7. So both are just as important. “The other neighbours saw BBMP workers doing fumigation and taking my signature to confirm that the work was done,” says Imran. “The neighbours asked me for the number to call for BBMP to act. I shared BBMP Sahaaya number 080-22660000.”
WOMEN’S TOILET, PLEASE?
Sector 1 resident Kavitha Reddy has one major complaint against the local administration. “HSR Layout does not have a single public toilet for women and the elderly… the people who go out shopping or walking… misplaced priorities indeed.” Another suggestion for the corporator to act upon.
AREA SABHAS AND WARD COMMITTEES
The union government has asked all the state governments to implement the concept of Area Sabhas or Ward Committees. Every voter can have a say in all the civic matters in his ward. If you are a victim, write to the police commissioner, perhaps meet him and apprise him about the situation. You could even learn from Sector 4’s 14th A Cross group. Says Shabbir: “When there was a theft in my house, we all came together and appointed four security guards – two in the morning and two at night. The cost is shared by all, and no theft so far.” Another way to secure yourself is to get your house surrounded by grills, your first line of defense.

‘We have a Right to Breathe’
The compost plant of BBMP in Somasunderpalya runs into rough weather yet again and this time the residents mean business Text and Pics by Zahid H Javali
T
he Karnataka Compost Development Corporation was set up in 1975 as a vermi-compost unit in Somasunderpalya bordering HSR Layout. However, when the loads increased and the accompanying smell, thanks to mixed waste and unscientific processing, the residents got it shutdown in 2007. However, the villagers around Mandur landfill objected to waste being dumped in their neighbourhood, forcing the government to re-open the KCDC and re-direct the garbage here. But what was initially perceived as a stop-gap arrangement by the city corporation to compost 250 tonnes of waste against the plant’s perceived capacity of 70 tonnes a day, turned into a permanent solution. Last month, Congress mayor Manjunath Reddy announced that the plant will be upgraded for Rs 17 crore to enhance KCDC’s capacity to 800 tonnes a day. Residents Watch took up the battle being fought almost single-handedly by Somasunderpalya resident Anis Padela for the last two years. We partnered with Anis for a massive public protest titled ‘Right To Breathe’ on October 31 at the Somasunderpalya Lake. The buzz was created on all the online platforms, be it Whatsapp, Facebook or Twitter. And within a fortnight, the effect was felt. The news reached Chief Minister Siddaramaiah who visited KCDC as part of his ‘Bangalore Rounds’ tour. During the visit, KHHSP Resident Welfare Association’s president Sudipan Mukherjee handed over their list of demands to the CM (see box). When Residents Watch asked mayor Reddy about his statement of 800 tonnes, he denied having made it. Getting misquoted by the media is a common excuse of politicians but the fact that the mayor denied means that they are reconsidering their plan to upgrade. And the fact that the chief minister said that he will reduce the wastage being processed by KCDC is good news indeed.

However, the issue is to reduce it to 70 tonnes per day, so the smell issue and ground water contamination does not continue to happen undeterred. Importantly, the issue is also about rejuvenating the Somasunderpalya Lake and ensuring that no effluents from the KCDC plant enter the lake. A significant portion of the lakebed area has been taken over by the KCDC plant. Will that portion be given back remains the crorepati question. Lab reports by the Karnataka State Pollution Control Board (KSPCB) and a recent independent study by Bangalore University have clearly shown that the lake water is undrinkable, contains harmful bacteria and virus, and recommends that the plant be rectified or shut down for the survival of the lake. Solutions Solid Waste Management is a big issue that isn’t getting resolved due to lack of political will and the garbage truck mafia, say observers. The lorries are making big money by increasing loads with ‘mixed waste’ (when it should just be ‘wet waste’) and longer distances. The BBMP isn’t ensuring ResidentsWATCH - HSR Layout
KCDC’s unbearable stink across 2km radius affects more than 20,000 residents, particularly from 8am-12pm and 6pm-12am, affecting more than 30 residential apartments. Pollution control rules specify that KCDC must have 500 metres of buffer zone around it, but that’s grossly violated. BBMP’s own office comes under that buffer zone – Anis Padela that because it’s party to it, say some insiders. The faraway landfills help them achieve this. But the villagers around the landfills are protesting and the government is forced to create KCDC-lookalikes in the city. However, all of this is only creating confusion and there is never a solution that the government or the BBMP is interested in coming up with. And for that, we don’t have to

go too far away. In Avalahalli near Kanakpura Road, Vinatha M Reddy and her team of people including Anand and Mohan Kumar, are collecting door-todoor garbage from 2000 homes and processing the wet waste in compost pits dug up in one park and one school playground. The dry waste is sent away to the recycling industry and all is well with the neighbourhood. There is zero smell, the manure generated from the composting process is of high quality and the two boys who collect dry waste door-to-door also make some money by selling it to the recycling industry. It’s win-win all the way. All of this is made possible because there are four boys dedicated to the job of door-to-door collection and maintenance of the compost pit. The solution is staring in our face. If every neighbourhood processes wet waste in this manner with dedicated people for the job on civic amenity sites that are already at their disposal, there is no need for landfills and KCDCs of the world. We don’t even have to force every individual home and flat owner to buy a compost
bin and process the wet waste on his own. However, if you do want to become independent of garbage, and grow your own organic vegetables, there are a slew of individual and community composting solutions like Sudh Labh, Eco Bin, Daily Dump, Being Eco, GreenTechLife and so on. DID YOU KNOW? Exactly a century ago, an engineer of the British government discovered an Iron Age megalithic site near Bellandur tank. When Mysore State Archaeology Department excavated the site in 1916, they discovered a burial ground where the dead were buried with utensils such as pots and iron implements — a practice similar to that known from the Pyramid culture of Egypt. During this ancient period, the area was known as Veppur Nadu or Bempuru Nadu, which included many villages such as Begur, Ibbalur, Jakkasandra and Bellandur. ‘Save Agara Lake’
An STP will irreversibly destroy the natural bio filter of the water body

With Karnataka Compost unit on one end and a proposed STP at the other, HSR Layout is sandwiched between two highly inept projects that could turn a buzzing neighbourhood into a wasteland.

everal citizens are concerned about the recent court ruling to install a Sewage Treatment Plant (STP) at Agara Lake. Here are their concerns and mine… 1. The natural rainwater source for the lake for decades – the 1.55 sq km of HSR Layout catchment - has not been let in from 2004. This is the best source of rain water to the lake. As per the BDA detailed report of 1999–2000, the lake can be filled with rainwater within a few hours. Bangalore has copious rains between May and November every year. 2. If an STP is constructed in the existing wet land of Agara lake, it will irreversibly destroy the large wetland, which is a unique feature and natural bio filter of the Agara Lake. 3. The STP will be detrimental to the ecosystem – birds, fish and the walkers. The odour from the STP will affect the neighbouring residents. 4. The idea of setting up an STP in the midst of a hugely populated area is questionable when simpler and effective natural alternatives are readily and more cheaply available. The lake must be used for rainwater harvesting as much as possible. I am not alone here. Many experts and prominent citizens have the same opinion. 5. High capital costs, operational and maintenance costs, are part of an STP. The poor track record of BWSSB in running such sophisticated units does not give us any confidence. I believe that the STP may be considered only after two or three years and only after it is established that rainwater is not sufficient to fill up the lake.

‘RTI, PIL and active citizen forums can work wonders’ Koramangala civic activist Vijayan Menon on how to save HSR Layout

ecently, our Residents Watch Whatsapp group initiated something unique. We invited a guest for a day to answer queries on how to tackle commercialisation in HSR Layout. It was Koramangala’s die-hard civic activist and former advertising professional Vijayan Menon. A graduate from IIT Madras and XLRI, Menon has over 25 years of experience in the corporate world. He is now focusing on civic issues of Bangalore and is a member of Citizen Action Forum that is affiliated to Benguluru Foundation. Menon is also the founder of Save Koramangala Egroup. Governance, transparency and accountability issues are his main concerns, along with protecting neighbourhoods and green spaces from commercialisation. Here are some extracts from the Q&A at the forum… Key learnings “Court orders help in stopping new commercialisation activities, but older ones are more difficult to handle,” says Menon. occupying civic amenity sites: “I doubt if you will get any action without the court’s intervention. But the court verdict in your favour is guaranteed if it is in fact a civic amenity site encroachment. On eateries, file an RTI (Right To Information) application on whether trade licence has been issued to them from the BBMP’s health department. Most eateries don’t have them. It’s a long haul; make sure you have a core group of atleast half a dozen people who will go the distance and fight for months together.” Legal advice On a wedding hall in sector 2 coming up on a civic amenity site and causing parking problem, noise pollution and clogging drains, Menon gave some numbers of lawyers who are good at winning PIL cases. “You should aim at one ‘example setting’ writ. PIL is the last option, but most times, it plays out to the last option, especially if you are up against well-connected people. But start with making the Assistant Executive Engineer’s seat hot, by battering him to give notices to the oppressing party. Also leak stories to the Press about civic space encroachments. But make sure your data is good. In the event of a PIL, if your RTI applications went unattended, it will be useful to show the court that the administration is not cooperating. However, it is becoming easier and easier to get replies. Cases where they have not replied are low.” Pavement and road encroachments “The police are authorised to clear these encroachments, but you will find that the vendors come back soon after,” says Menon. “There are court judgements that can be used to pin the responsibility on the BBMP’s Assistant Executive Engineer (AEE) and threaten contempt of court. Another method, more lasting, is to actually engage with these shops, show how business will be better with good pavements; but that’s a tough route. Encroachments are in the eye of a storm now. BBMP AEEs are worried about action against them. You need to build a case with acknowledged letters from the commissioner, ward office and traffic police. And then maybe legal action or at least the threat of filing contempt.” ResidentsWATCH - HSR Layout
Corruption We either accept rules or we don’t. Invariably, the authorities only give approvals as per law and then turn a blind eye to illegalities that the perpetrator has done. We need to realise that the problem starts with citizens. Uber issues “Public nuisance complaints will help. Pressuring the company is perhaps the best, stating publicly that Uber cabs are destroying residential areas. The problem is that roadside parking is allowed. There needs to be a better parking law for residential neighbourhoods. There are many issues here. Most parking on the roads is by the residents themselves who don’t have sufficient parking within their home. Tough task.” Traffic issues “Everything that is a problem is an illegal activity, even religious places coming up in public spaces. For most cases, the law and the court will rule in our favour. It requires a strong and united Resident Welfare Association (RWA). Pick your fights with care. Don’t spread too thin. Pick fail-proof cases that can act as a sterling example in the local community.” Street hawkers “The Supreme Court ruling is clear that street vendors cannot be evicted, until the state or municipality does hawker registration and allocates hawking zones as per central street vendor policy. The problem is the state government is not doing anything about it. But there is no excuse or protection for dirtying the place and garbage not being cleared by them. The BBMP can take action on these concerns.” Garbage We are getting preoccupied with segregation efforts, which in itself is a required exercise. Local communities are doing good work on segregation. But the efforts need to shift to collection and transit areas. Use a simple parameter for evaluation like clean streets, no roadside garbage, no black spots. Black spots exist principally because the collection cycle and timing are not in sync with household and commercial establishment requirements. November 2015|31

PERMANENT PARKER Resident Syed Imran is piqued and upset with the nuisance caused by this vehicle numbered HTV KA01 AF 666. Permanently parked on 11th Cross in Sector 1 for over three months, this vehicle bears the mark of JK Packers and Movers. “It causes a blind spot when you turn on to this road and has resulted in many accidents,” he says. Though he did complain to the Bangalore traffic police on Twitter, he is unhappy with the slipshod functioning of the Madiwala traffic police. We urge traffic inspector Vasu to resolve this longpending complaint.
SMOOTH STORY This drain dividing 19th Main and 18th Main in Sector 2 was covered by stones, making it super convenient for navigating in the middle of the road. But the ones most pleased were Cycle Day enthusiasts as 18th Main plays host to them every third Sunday of the month. Thank you, BBMP.
STOP THAT This is the garbage dump in a corner plot at the junction of 18th Cross and 24th Main in Sector 2. Sector 2 president RS Murthy has been complaining to the elected representatives and the BBMP for over five years, but it has met deaf ears. Perhaps it’s time for new corporator Gurumurthy Reddy to take action.
