A
fter living in HSR Layout for the better part of eight years and having been a journalist for the last 16 years, I thought it was apt for me to introduce Bangalore’s first residential guide specifically for HSR. The guide will list everything that a resident would want. From car hire to florists; computer repair to alternative medicine; preschools to libraries; adventure sports to clubs and resorts, the list is endless. To make your search easier, all these product and service providers are neatly divided into different categories like travel, health, real estate, stay, entertainment, food, shopping and so on. Under these broad categories, there are sub categories to help you navigate further. Besides being a handy tool for shopping, the residential guide will also highlight the people and places making news in the neighbourhood. It could range from an IAS topper (we have his interview this issue) to a celebrity interview (it’s Yaana Gupta this time). Similarly, we will keep our ears close to the ground on anything and everything to do with bettering the neighbourhood. Which is why we will always be in touch with the many residential welfare associations in HSR Layout. In this issue, we have a candid interview with Brig. rigadier RS Murthy is the president of HSR Layout RWA Sector 2 and Vice Chairman of Federation of HSR Layout RWA. He is also an active member of Citizens Forum on Lake Rejuvenation. His wife, Lalitha, is a Business Communication Consultant with TCS. His older daughter, Uma Murthy (a Ph.D. in Computer Science) is a lecturer at the University of Washington, USA while his younger daughter Vidya is a brand manager with Procter and Gamble. He speaks to Residents Digest on what ails the neighbourhood.
It is a pity that a bus stand for HSR Layout is not provisioned in the CDP 2015 vision document of the BDA. Doctors in the layout should volunteer to be part of resident associations and conduct health camps periodically. 12| November 2012
What are the three specific problems being faced by Sector 2? For over five years, the Resident Welfare Association of HSR Sector 2 is trying its best to shift the Parangipalaya bus stand from 24th Main Road because it is an accident prone area and a serious bottleneck during peak hours. The problem is compounded by encroachment on pavements by mobile food carts, hawkers, shopkeepers and parking of all types of vehicles on both sides of the road. The authorities should earmark this entire zone as a no parking area. The bus stand could be shifted to the area near KEB Sub station in HSR Layout and the area at the junction of 19th Main and 17th Cross. The second problem is garbage management. The concerned authorities and elected representatives must ensure that the layout is free of stray dogs and pigs. Also required is a garbage segregation point. The third problem is the need for periodic maintenance of roads and drains and removing footpath encroachments ResidentsDIGEST

permanently, to make them fit for use by pedestrians. What are the three specific problems being faced by HSR Layout on the whole? Dumping of silt, waste soil and debris on the stretch from the junction of 27th Main and 22nd Cross right up to Somasundarapalaya in Sector 2 is going on continuously by day and by night for over 20 months now. The garbage segregation point ahead of this dumping, near KEB substation, has compounded the issue. Even after several interactions with the concerned authorities and the local MLA, there is no concrete action. Another big problem of residents is the maintenance of vacant sites and unoccupied plots, including the ones owned by the civic body. About two years ago, there was a move from the BBMP that they would assist in maintaining these plots and recover the costs from the owners at the time of property tax collection. This should be made into a law. What do you think of corporator Latha Narasimha Murthy? She is capable of organising community rallies for a cause. She needs to spend more time on ground and assess situations on a real-time basis, in a focused manner, to redress grievances of residents. She must hold regular meetings with RWAs, atleast once in three months to ensure action is taken by the concerned agencies with clear-cut time lines. How would you rate MLA Satish Reddy? He is capable of calling meetings of all concerned in his office, discuss issues threadbare, question the civic agencies and give out time bound directions to resolve issues. However, he must fulfil his assurances and promises to the residents. More often than not, his directions to civic officials are not acted upon. He should make systematic checks and proactively resolve perennial issues. ResidentsDIGEST
FAST FACTS •Murthy served in the Indian army for 33 years, and in all types of terrain along the borders in NE, Jammu & Kashmir and the deserts of Rajasthan. He led troops in two battles in 1965 and 1971. •He is an Accredited Management Teacher (Life Skills) at the All India Management Association (AIMA). He is a visiting faculty member for a number of business schools and the Institute of Chartered Accountants India, in the area of soft skills. •He is a member of the Advisory board of Cambridge Group of Schools for more than ten years. •After retiring from the army, he has worked with Tata Consultancy Services for nearly six years as Head of Administration and Building Infrastructure. He was a consultant with Tata Elxsi from 2003 to 2005, where he designed, planned and conducted training sessions on soft skills. •Murthy has a science and engineering degree in mechanical engineering, a master’s degree in defence studies and a post graduate diploma in Human Resource Development and Management. •Murthy enjoys playing golf and listening to all kinds of music. Getting the Khata for my apartment… By Moumita Bhattacharya
W
ell, I do not really enjoy visiting the government offices. But one has to do what one has to do. So, I dropped by the Sarjapur Panchayat office to know how to apply for a Khata. I entered the Vice Chairman’s office. He was with the Panchayat Development Officer. They were evasive and did not clearly spell out the documents that I needed to submit. So, I met the Chairman, Mr Syed Ahmed Afzal. He explained in detail the process and the documents that I was required to submit. It is very simple. You have to submit: • An application (on plain paper) addressed to the President of the gram panchayat. • A xerox of the sales deed. It normally takes about a month to get the khata. But Mr. Afzal clearly (must say, very bravely) told me to hand over the application to him directly since the staff might keep delaying on one pretext or the other. He said I would get the Khata in two days. Fingers crossed! 21st October, 2012 I submitted the application for khata transfer certificate on 3rd October to the Bill Collector, Mr. Chinnappa. (No, I didn’t hand over the application to the Chairman. I didn’t want the yoke of obligation around my neck.) It normally takes a month to get this certificate. This is because, the PDO announces about the application in the gram panchayat area to validate the assertion of the property. The Khata Transfer Certificate is issued to the claimant if no claims are made within 30 days of applying. Fair! And I got my Khata in two weeks… without paying a bribe!

ajiv S Kittur is a resident of Sector 3 who has made us all proud. Rajiv was ranked 811 in the civil services exam last year. The result of his effort? He has been appointed as an assistant commissioner in the Indian Revenue Service. This was his second attempt. He had failed in the first. And yet, he is not completely happy with himself. He wants to get into the IAS and therefore wrote his exam again this year. Rajiv is the son of Dr Shankar B Kittur who works as the Chief Librarian at Alliance University while his mother CV Leelavathi works at State Bank of Mysore. Over to him… What tips would you give IAS aspirants? You should understand the process of the exam and needs of every stage (prelims, mains and interview) by thoroughly analysing the syllabus. Always keep the syllabus with you when you are reading. Speak to seniors who have given the exam to know what to read and what to leave out. This is important because most end up reading things that are not important. Make a list of books to read. The daily newspapers are a must-read. Stick to the syllabus and a limited number of books. UPSC exam patterns have changed. Earlier it was factual, now the needs are analytical. So now, you need to understand the basics well. Coaching is not mandatory for this exam. in Bangalore and just starting your preparation, JSS institute (Jayanagar) will help you. Group study (of 3-5 people) with like-minded individuals will help. Use of internet will help in information gathering relevant to the exam. Finally, this exam calls for dedication, determination, dynamism and smart work. How did you prepare for the exams? Group studies helped me immensely. I am a night owl; prefer to study all night and sleep during the day. On an average, around 6-7 hrs per day continuously. As exams near, this goes up to 8-10 hrs per day. What made you switch fields (with an engineering degree and working in an IT company to getting into civil services)? My goal was always to get into the IAS. I did my engineering and later worked at Infosys for almost 14 months. This provided me with both the financial backing and a backup plan just in case I wasn’t able to clear the civil services exam. My work experience at Infosys has helped me personally and will help me once I get into the IAS. What are the scoring patterns in getting a top rank? Usually, around 50-55 % of the total marks (mains+interview ) will fetch one a good rank and a good post. Tell us something about the subjects you chose and why? My optionals were Public Administration and Sociology. The reasons were ‘interest’ and ‘relevance’. Public Administration, because it is what we are aiming for through this exam – getting into the administration of the country. Therefore, knowledge about it before getting into the services will help us once we are employed. Sociology, because a better understanding of the society is required which we ultimately aim to serve. What post are you eyeing for and how would you like to make a difference? What’s your master plan? My goal is to become an IAS officer and ResidentsDIGEST
FAST FACTS Rajiv loves hanging out with friends, watching Hindi films, playing cricket thrice a week, listening to music and working out at the gym. Some of the questions he was asked at the interview included: How will you resolve the issue of man-eating tigers in your district if you were the DC of the district; Three most important attributes of a civil servant; was Tipu Sultan, a freedom fighter; list three communicable and noncommunicable diseases, and so on. He drew inspiration from many, including his father ‘for the way he conducts his life’, Rahul Dravid ‘for his hard and methodical way of working’ and Aamir Khan ‘for his perfectionist attitude’. get into policy-making. Today, India is at the brink of something big. We are going to be the next big thing in this world and I would like to play a bigger and more impactful part in this. Reducing poverty, eradicating hunger and equal development of all is what I would aim for. The preamble of our constitution clearly spells out what a civil servant must do and as a civil servant, I will aim to achieve these. Ultimately, its ‘India Shining’ that I am aiming for. You were successful at the second attempt and was given the post of assistant commissioner in the IRS? And now, you want to attempt again, so you can get into the IAS? Why isn’t IRS good enough? My ultimate aim is to get into IAS. IRS is a very good service but personally, I feel IAS is more diverse and the breadth of challenges are immense. The impact that IAS has is on a larger scale when compared to other services. IAS offers a better chance at policy-making, which is something I want to get into. November 2012|17

Now, my landlord wants me to move out though I don’t wish to? What should I do? No landlord can forcibly remove a tenant out. A landlord would have to issue a notice to terminate the tenancy under the Transfer of Property Act and only then can he initiate proceedings for eviction. If there is any attempt to force you out of the property, you can approach the Civil Court for an injunction. }} I have executed a lease deed for a property and the landlord has agreed that there would be a lock-in period of two years. He does not want the lease deed to be registered. Is it safe? Under the Transfer of Property Act, any lease which is for a period of twelve months and more, and in writing, should be duly stamped and registered. A lease deed which is not registered is an invalid document in the eyes of law and clauses such as the lock-in period cannot be enforced against the landlord. }} I am a Hindu. My father who was working in a government department acquired a house. I live with my wife and father in the same house. My sister is married and she is living with her husband. Owing to some misunderstanding with my father, my father has made a will leaving the property to my sister. I feel this is a Hindu family property where all of us have an equal share. What should I do? The property is entirely your father’s – he can do whatever he wishes to do with it. This does not qualify to be joint family property and you do not have the right on such property. It may be better for you to resolve the misunderstanding with your father. }} I am buying agricultural land near Bangalore. Is that safe? Only an agriculturist can buy land in Karnataka. Two conditions have to be satisfied. One, the person should be an agriculturist; and two, his income from sources other than agriculture, should not exceed Rs 2 lakhs. hink Yaana Gupta, think a breath of fresh air. Think ‘Babuji zara dheere chalo’. Think time standing still. But the Czech beauty has moved on. The ethereal model and actress has now turned writer. It’s her new book on fitness that made her go gaga at the Jaipur Literature Festival early this year. Titled ‘How to Love Your Body and Get the Body You Love’, the tome chronicles the highs and lows of being a figure-conscious model. What made you to write a book on fitness? I was repeatedly asked by various friends to give them fitness tips to lose weight. Whenever I started talking about the subject, I noticed how much I enjoyed it. I could just go on and on; it inspired me. So one day, it just came to me that I should write it all down as a book as I was anyway writing bits and pieces and emailing it to friends.

Being a model, it’s natural to be obsessed about your body. Tell us some examples where you took this to the extreme, be it dieting or crash courses? I am naturally an extremist. So yes, I definitely took diet to an extreme in all possible ways. Over the years, as I was modelling since the age of 16, I developed a very unhealthy and imbalanced relationship with food and my body. I tried all the diets out there and in the process, damaged my health. Luckily, towards the end, I found a balance too and I share that entire story of mine in great detail in the book. Tell us about the panty less story? Was it intentional? What can I say? Who really cares about the truth or about my feelings about it? No one has ever thought that maybe I really had no clue the pictures were being taken from low angles and that maybe, all I am is not some cheap person but just a free soul, someone who feels comfy even without underwear and doesn’t give a damn about it. Let’s not take ourselves so seriously, huh? In fact, let’s not take this life so seriously. When I’m on my death bed, do you think I will be regretful, telling myself: ‘Oh damn, I wish I wore those panties?’ ha ha! Come on! Why is it that there are no more item numbers from you of late? I am very selective about my work and do songs that I am extremely passionate about. I have been offered many songs since my last one in Murder 2, but I found them okay. And okay just won’t do it for me. Are you fluent in Hindi now? Or did you lose the drive to learn it thoroughly because you are disenchanted with Bollywood and the film industry in general? I love Hindi and I know enough to get around. Am I disenchanted with Bollywood? Yes and it’s not just Bollywood, but the industry in general. It’s not all bad at all, but I have yet to meet the right creative people, who are true artists and do this for the art of it and not the money or fame. ResidentsDIGEST
DID YOU KNOW? 1 I do acupuncture and cupping, which means I stick needles into people and occasionally suck blood out of them too. 2 I can move my ears. 3 I can also look squint in a very strange way, one eye looking out and one eye in. It’s hard to describe; you have to see this. 4 I have recently spent one month of walking barefoot and I travelled like that through four countries. Yes, no shoes totally both on the streets and even at the airport. Nowhere. I didn’t even have the shoes with me, in my bag. 5 I often wear panties. Yeah, I actually do. What next? My second book, my music album and yes, some business ventures as well. But that I will not discuss at this point; but yes, I’m working on them already. Since you are single again, are you ready to mingle? I am definitely not planning to mingle. I am very happy to be single. To be honest, I am very tired. The last relationship I had ended in May last year. I am still in recovery from that. In fact, I am on a Men Detox. I’m serious. So I am in no mood to be with anyone. Plus, it seems like there is just one person I have the most fun with: ME! November 2012|61

he following points were highlighted by the Federation of HSR Residents Welfare Association in a letter to the corporation commissioner. We bring it to the notice of the public at large and urge the commissioner to act on these immediately and make HSR Layout, a model neighbourhood. Will the local corporator, MLA and the corporation join hands to get rid of these problems in a time-bound manner remains to be seen. We will continue to publicise these problems unless they are addressed by the concerned authorities. 1. A time-bound programme to asphalt roads, clear and de-silt storm-water drains, and repair footpaths. 2. Shift the Parangipalaya Bus stand since the existing one is an accident prone zone that has taken the lives of many, including a retired Army official and a pregnant lady. 3. Clear encroachments and hawkers from the pavements in HSR Layout in a time-bound manner. 4. Streets lights: There is only one single street light vehicle for three Wards in the Bommanahalli Zone when there should be one for each Ward. 5. Permanently shift the garbage segregation point from 27th Main Road as it is a serious health hazard for residents in the area. 6. Start an aggressive poster campaign by the BBMP all over HSR Layout about DOs & DON’Ts on garbage clearance. 7. Maintenance of public parks; most lack proper water and lighting facility besides the poor maintenance by the contractors of the BBMP. 8. Removal of stray dogs and pigs from the area as they are a threat to the lives of residents, particularly children. 9. Prevention of large-scale illegal dumping of debris, silt and all sorts of building material in HSR Layout. 10. The 27th Main Road needs to be properly asphalted and maintained by the concerned authorities. 11. Preventing private buses and lorries from being parked in HSR Layout, causing chaos on the roads. 12. Preventing illegal constructions, malls and installation of mobile towers in residential areas; and de-weeding of plants in vacant sites by the site owners. November 2012|65
