Please do, because every single vote counts (remember AB Vajpayee being the PM for just 13 days, because he fell short of the majority by a few votes?). And if you have resolved to vote, check to see if you have done the following… . Does your name reflect in the voters’ list? If not, even having the Voter ID card will not help. You have to complain to the Election Commission right away to set this right before the elections. But first check if your name is missing either online or offline (Bommanahalli BBMP office on Begur Road). . If your name does reflect on the voters’ list, make sure it has the correct spelling and gender. And ensure your name is not repeated on the voters’ list. That could prevent you from voting if the EC decides to remove all duplicate names. . Vote for the candidate, not the party in these local elections. For national elections, vote for the party to ensure stability at the centre. On the flipside, did you know that the latest Election Commission’s voters’ list for Bangalore shows that 13,000 voters have more than one wife; the age difference between parent and child is less than 13 years; one house has 452 voters and another, 347? These glitches came to light when a group of citizens analysed the voters’ list of 27 assembly constituencies in Bangalore published by the office of the chief electoral officer on January 28. Now you know why thousands of names in the list go missing during revision and a few days prior to elections. Make sure, yours does not because of BBMP’s mistakes. Remember, the quality of citizenship is directly proportional to the quality of leadership. Vote now and be responsible for your actions. It’s about time you did. And until next month, keep your frown upside down!

Managing money For young working mothers

By Dr L Ravindran In this column, we analyse the financial juggling powers of young working mothers and their foregone earnings by sitting out of employment to take care of their child. Although, there are over a crore of women in the workforce, the annual dropout rate is 18% while only 10% reach senior positions. Some companies do provide flexible working hours for them, women take the backseat on the work front to bring up the child. With nuclear families on the rise and far lower dependence on aged parents to rear their grand children, can the young working mother afford to quit her job? The choices available to a working women to rear her child include crèches, organised day care facilities, nannies and so on. Child care and pre school segments are not regulated and there are no licences or safety mandates making the job much tougher while working out the options. Day offs are a costly option too, as we can see in the column below. Salary (in Rs)

Note: Costs can vary with location. Taking 2 days off from work to handle health issues for the mother and child can easily add up between 5% and 10% to the above cost.

FEMALE TALENT LOSS Personal reasons can be many, but there are a few flip sides to quitting. There may be a ‘feel of loss’ in financial independence. A few years of career break may make it difficult to ‘re-enter’. It may be discomforting to find juniors at a higher level and obviously earning lesser than them. But much above all this is the monetary loss that may give the jerk. When a woman earning Rs 40,000 a month, takes a four-year break, she could be losing as much as Rs 1 crore over a 30-year term as her salary would have been re-set when she rejoins after the break, assuming 7% pay rise every year. BESCOM name transfer

How I did it without paying a bribe

he other day, I went to the BESCOM office at Sarjapur to apply for name transfer. I carried all the required documents as listed on the BESCOM website (see box below). The person collecting the bills, excitedly directed me to a BESCOM contractor for the indemnity bond and the agreement form. All he asked for was a mere Rs 1500 to get everything fixed. When I asked him to give me a break down of this money that he demanded, he clearly told me that the legal cost would be about Rs 400 and the rest of the money, he very confidently told me, would be to grease the hands of all the engineers involved in this area. Obviously, I refused to pay this amount. Instead, I wrote to the top brass of BESCOM. Mr P Manivannan (MD, BESCOM) responded immediately and proactively directed his team to enquire and suspend the license of the BESCOM contractor. I got my name transferred in 30 minutes without paying a bribe. Thank you, Mr Manivannan!

ridhar Chintapatla (67) is a person you should know. A former rallyist and the Vice President of the Motorsports Federation who represented India on the world body, Sridhar is the President of the Salarpuria Serenity Apartment Owners Association in Sector 7 of HSR Layout. After running his family flour mill until 1999 (remember Elgin?) and setting up an IT company (GIS) and running a couple of gas stations and department stores in the US, he came back to Bangalore where he truly belonged. As a resident activist, he, along with his association, is initiating several initiatives to better his neighbourhood besides being the dean (administration) of Candor, India’s first Green School. Over to the educationist and citizen activist… Tell us about your association? It is three years old and has 200 members, out of which nearly 150 of them are owners themselves. It’s a good mix of senior citizens and software engineers. The core committee comprises Santosh Kumar (Vice President) who takes care of the STP (sewage treatment plant) and all the legal matters. Sreejit is our secretary and the nerve centre of the association (works for TCS) while treasurer Vineet looks after all our finance matters and is also the author of a book titled, ‘Power of Gestures’. What have been your association’s recent milestones? In the last four months, a few of our members came together for tree planting on both the 5th Main and Mangammanapalya Main Road. We planted almost 50 trees with our own funds. Initially, when we were unable to find people to water these plants, our members themselves used to carry buckets across the road at night when the traffic was less. Later, the other people came forward and are now doing it. We are now expanding the concept and telling all the commercial establishments on 5th Main Road to take charge of watering the plant in front of them. The response is good. Corporates like Vasan Eye Care and banks are coming forward to sponsor the tree guards. Since we have a sewage treatment plant, BBMP’s health inspector asked us to provide manure for the public parks.

We have decided to give 50% of whatever we generate for free since it’s for the public. A year and a half ago, we started wet and dry waste segregation. Every apartment has a bag just for the purpose and segregation is happening without any hitch. The corporator (Latha N Murthy) was under the impression that we were throwing waste outside the Salarpuria compound on 5th Main Road/ Mangammapalya Main Road. Actually, the offenders were the meat stalls and other eateries in the area who used to dump garbage late at night. Now, that problem has been resolved largely with our active vigilance. What is your latest grouse? There is no footpath on 5th Main (Sweet Chariot Road). We have asked MLA Satish Reddy to make it happen and he has promised to do so. What is next on your agenda? We would like to be part of the Sector 7 Residents Welfare Association. Agreed, we are 200 flat owners, but they can change their bylaw and make every apartment complex a member of it by granting it 10 votes and charge pro rata to ensure the stability of the association. They could fix Rs 10,000 as an yearly fee. Once this happens, we are willing to host the RWA meetings once or twice a month in our apartment block. We also want to invite all the apartment associations and work for the welfare of the entire neighbourhood. What has been the biggest achievement of your association so far? We are trying to get the surrounding roads cleared for parking of school buses… we get around 17 of them to pick up kids from our apartment. We have regulated them in such a way that all the buses pick up children on our side, so no kid is forced to cross the road. Tell us something about your school? We are the first green school in India. By that we mean, natural lighting all the way. We don’t use lights or fans even in the summer, thanks to the cross ventilation in all the classrooms. In addition, we restrict the strength to 24 per class. Art, music, sports and robotics are co-curricular activities along ResidentsWATCH

with academics in the school. What do you think of corporator Latha? She is very helpful. She got our voting cards done in a record time. We are now trying to get the Aadhaar card. Earlier, they used to do it at apartment blocks. Our complaint would be the indiscriminate parking on Mangammanapalya Main Road. A lot of mishaps could have been avoided. We need vacant spaces in front of our two gates for hassle-free movement of vehicles in and out of the apartment block. We have asked the corporator and MLA to raise the transformer’s height, so the road becomes wider and people can take the left turn on to the 5th Main from Mangammanapalya Road. What do you think of the cycling track project? Yes, I heard about it when we had someone come over the other day to talk about installing cycle tracks in HSR. The concept is good but how do you control the bylanes? Instead, a footpath is more effective. Get footpaths done up first and then think of having cycle tracks. If we cannot police what we have implemented, then let us not do it.

wo months after ‘Residents Watch’ ran an interview with MLA Satish Reddy who admitted to us that Nandini Cool Joint is illegal, the Sector 3 Residents Welfare Association wrote to the concerned authorities. Some action has finally been taken. The restaurant was closed in the last week of March. Although it was a civic amenity site, the proprietor of the joint started a fully functional restaurant on two floors, in the wrong survey number. All the illegal portions of the property need to be demolished. An action like this will also prove as a deterrent for future offenders.

Median park encroached

The encroachment saga isn’t over it. The area behind Nandini Cool Joint was encroached on February 25, 2013. While MLA Satish Reddy and corporator Latha N Murthy promised to grow a herbal garden in the median park behind the joint, a Sai Baba statue was installed and some more area was encroached to make way for seating and other purposes. While the MLA, corporator and a section of the residents are in favour of the temple encroachment, who gives them the right to let someone encroach a median park? The BBMP officials are mum about it, because our elected representatives are party to this illegal development. The Sector 3 Residents Welfare Association has written to all the concerned authorities regarding this issue. Let us hope Bommanahalli Joint Commissioner H Jannappa does his duty without bowing to political pressure.

grand mall is said to come up between Jakkasandra and Agara Circle, that is apparently going to affect the water requirements of residents in Koramangala, HSR Layout and Bellandur. “This is disquieting and will affect us all,” says Brigadier RS Murthy, the vice chairman of the Federation of HSR Layout Residents’ Welfare Associations. “We must oppose this project, particularly on water, saving Bellandur lake, traffic issues and failure of powers that be to follow due processes.” At a meeting on 24th February at Koramangala 3rd Block Park, the residents have come up with a two-point plan of action. Collect all the information necessary and go legal, and mobilise public opinion along the way.

PROBLEMS GALORE

supplied to Koramangala and HSR Layout. (b) The project located on the sensitive Bellandur drainage area could result in destroying inflows into Bellandur lake. (c) The builder has already violated the sanctioned conditions by covering up secondary drains and building right up to the edge of Raja Kaluve (master storm water drain). (d) The surreptitious way in which BDA CDP usage was steadily revised and a new category called Residential Mixed (Sensitive) created which does not exist in CDP 2015 at all. (e) The land allotment price was made at around 1% of the current market value. The 63 acres allotted to Manipal ETA were sold for Rs 22 crore and the 17 acres allotted to Coremind were sold for Rs 6 crore. (f) Though BWSSB’s ‘no objection certificate’ to Manipal ETA has been obtained, the second page of it clearly says that this clearance is valid only for 17000 sq metres. They propose to build 1.2 million sq metres. Which means, the clearance is only for 1.5% of the project. (g) Coremind software is a shell company of Salarpuria constructions and the directors are the same as Salarpuria Group’s. (h) Manipal ETA is a collaborative effort between Dayanand Pai and Sushil Mantri. (i) The Coremind application for environmental clearance has been denied by the State Environmental Impact Committee. Still, the allotment is yet to be cancelled by the KIADB. (j) The project calls for parking space to be created for 15,000 cars. There is no clarity on how 15,000 cars are going to get in and out of the area. (k) The State Environmental Impact Committee cleared the project on the strength of the single window clearance given by Karnataka Udyog Mitra and BWSSB’s NOC.

MORE BAD NEWS

(a) In the proceedings of the Karnataka Udyog Mitra, the clearance was strenuously objected to by the Principal Secretary, PWD on the grounds that it was in violation of the

Master Plan. This objection is minuted, which is quite rare in government committees. However, the majority of the committee overruled the objection. (b) The Udyog Mitra document says that the BWSSB will be requested to provide water to the extent possible. Manipal ETA, however, has taken the Udyog Mitra clearance as a rubber stamp, claiming that BWSSB will supply the water. (c) Clearance conditions prohibit use of ground water by digging borewells in the area.

They are particularly looking for follow-ups of pending RTI replies from Karnataka Udyog Mitra, KIADB, BBMP Mahadevapura, BWSSB and Minor Irrigation department. Similarly, people are required to be part of the Legal/Strategy wing, preferably heads of various resident associations in Koramangala, HSR and Bellandur, in addition to volunteers. For mobilising public opinion, volunteers are required to go door-to-door and spread the message, so that when the time comes and a protest meeting needs to be arranged outside the site, the organisers can be assured of a good and proactive crowd of about 5000.
