Prevent HSR from becoming another Koramangala HSR LAYOUT has wide roads, over 30 public parks, and several civic activists to keep the officials on their toes. Koramangala was salubrious a decade ago. Today, it’s saturated to such an extent that you can’t park your vehicle and eat out there. Soon, you might have to do the same within HSR, if things are not brought under control. There is rampant commercialisation and flouting of building bylaws. Here is what can be done by the MLA, corporator and BBMP officials to ensure it doesn’t become another Koramangala… ☛ Demolish the illegal Nandini Cool Joint in Sector 3 to send a signal to the others that unlawful structures will indeed be demolished, sooner or later. ☛ Remove footpath encroachments by street vendors and biggies like The Mughals, Arya Bhavan, Flavours and so on. Importantly, fix broken pavements and cut the tree branches and shift the poles for seamless pedestrian access. ☛ Ensure street lights are fixed promptly and efficiently by the private contractor who is assigned the job and penalise him when he doesn’t do it on time, every time. ☛ Punish the residents who are using hoses to wash their cars, porticos and even roads in front of their houses. Use a wet cloth instead and save water. ☛ Whenever a road is dug up, authorised or unauthorised, BBMP should ensure that the road is fixed within 48 hours. If not fixed on time, both the officials and the parties involved should be taken to task and penalised. ☛ Desilt the storm water drains and ensure they are monsoon-ready. ☛ Fix potholes on some roads like 23rd Cross in Sector 7 by relaying the road properly. Take this up on priority. ☛ Penalise street vendors and restaurants who dump stuff into the drains. Shut down the establishments of repeat offenders. ☛ Clear the area of pigs and sterilise all the street dogs that have grown in number considerably. ☛ Penalise establishments who erect illegal billboards, signboards, flex banners, standees and paper notices on trees, walls, electricity poles and flyovers. ‘Like’ us on Facebook to stay updated on HSR Layout news https://www.facebook.com/residentswatch

A metro from Silk Board and HSR

A tender has finally been called for the construction of a metro station at HSR BDA Complex junction for Rs 492.38 crore. This would take residents from Hosa Road to HSR. This would be alongside a similar Metro construction for Rs 3600 crore from Silk Board to KR Puram. Once the project begins, it is supposed to be completed within three years. NPS school in the dock Recently, CBSE has cancelled the affiliation of six Karnataka schools, including the National Public School in HSR Layout. This was because they violated the Right To Education Act by forging documents to claim exemption from the RTE Act. This means, it cannot run classes IX and XI under CBSE pattern with effect from 2017-18. We want the authorities to punish the wrongdoers in the best way possible without harming the interests of students.

MLA’s green thumb On his 44th birthday, MLA Satish Reddy donated leaf composters for puja flowers at 12 temples across HSR. The first was the Munishwara temple in Sector 4. “It is a 5-Ft diameter rink set up in the temple’s backyard,” says resident activist Smita Kulkarni of HSR Citizen Forum that came up with this idea. “The flower offerings and swept dry leaves are to be deposited here everyday. The compost can be harvested from the bottom after three months. This is a noble attempt to ensure god's offerings go back to earth.” In addition, the MLA distributed 100 free home-composting kits to nominated residents at a residents' gathering near BDA Complex. “These residents will be coached and hand held through the composting process by volunteers of HSR Citizen Forum.” On the occasion, the MLA acknowledged that the numerous flex boards by his supporters have upset the green volunteers and assured that they will be converted into bags and distributed for reuse. He also assured them that all banners henceforth, if at all, will be cloth. Banners are a visual pollution, Mr MLA. Kindly avoid them by all means. Please lead by example.

Leaf plates but no plastic liner, please Some residents have noticed a layer of plastic donne plates. It should not be the case. Says resident Kamesh Rastogi: “Not all leaf bowls have plastic covering. Folks need to see it while buying. Some say that they put a plastic lining to make it gap-free. We get donne plates also of that category. We must avoid it.” And if you are a shopkeeper or a resident planning a family function, make the most of steel cutlery from Hasiru Mithra Cutlery folks (99862-03156) or buy areca leaf plates from Eco Ezee (88843-93813). Save the environment, save yourself.

Wassup HSR Action on hoardings The netas of our land and their supporters are regularly putting up illegal hoardings all across HSR Layout and on the Outer Ring Road. Whether it’s their birthday or a shop inauguration or any such ‘momentous’ occasion, the supporters put up huge hoardings at traffic intersections, adding to the visual pollution. Responding to complaints from green activists, BBMP Joint Commissioner (Bommanahalli) Muniraju personally supervised the removal of such hoardings. But the problem is with our local netas. If MP Kupendra Reddy, MLA Satish Reddy and corporator Gurumurthy Reddy give strict instructions to their supporters on not using banners of any kind, this situation could easily be avoided. Similarly, the residents took great pains to paint the pillars of the flyover at HSR junction. Within days, there were billboards stuck on them, disfiguring the pillars and putting paid to all their efforts. Such offenders should be penalised by the BBMP and publicised widely, so others don’t make the same mistake.

The new health inspector Vinod went on a footpath anti-encroachment drive the other day. Many illegal signboards and hutments were removed in Sector 3 and Sector 2. We urge him to remove encroachments of biggies like The Mughals, Arya Bhavan and Flavours too. Not to mention, the many basement shops on 27th Main Road in Sector 1.

Don’t waste water; avoid hoses and washing entire streets, say residents HSR Layout, with over 17000 homes consumes more than 2 to 3 crore litres per day. Which is 5% of the overall water supply to Bangalore. We can make a big difference if we take steps to save water. Resident Shashidhara K found one building owner behind the illegal Nandini Cool Joint in Sector 3 employing a person to wash the entire street. When Shashi asked him not to waste water, the person said that his boss would scold and fire him if he did not. “Can we all take measures to spread message across all resident welfare associations to stop wasting water, at least during the crisis we are facing today? asks Shashi. “HSR took the lead in the last two years with Cycle Day, plastic ban, Eco Ganesha, kill bills, waste segregation and pickup, google maps for black spots, KCDC processing, pothole resolution and many others. It is time to take the lead and show that we save every drop of water in our layout.” Resident activist Shanthi Tummala says the BBMP can take action in such cases. “In one BBMP meeting, the Joint Commissioner said that if you find someone washing their car on road with a hose pipe, you can complain with proof and BBMP will take action. Their concern is roads are getting spoiled soon with water getting stagnated.” Resident Karunaprasad Kanavi had a more grievous concern. “With drinking water availability till December, depletion of ground water table, fluoride mixed water in borewells and polluted water bodies, conservation of water at every level, recycling and rainwater harvesting instead of leaving rain water to flood our roads are some of the measures to be taken on a war footing to face the crisis.” Resident scientist RS Hiremath was even more categorical: “Washing cars in verandas and porches with precious fresh water should be made an offence. Bangalore will go the California way soon for water shortages or could head the Detroit way of being a ghost town if our policy makers and netas do not plan well and continue their current style of complacency. Our lakes hold little hope as years of letting sewage water into them have made them into poisonous heavy metal deposit house. We have several foot of sludge below all the lakes. Everybody is thinking somebody will fix the water issue. That somebody will have to be us!”

BBMP turning a blind eye to violations Massive complex coming up in Sector 3 defying recent BBMP commissioner’s orders

The Bommanahalli constituency (HSR is part of it) is notorious for violations galore. It’s the most prominent locality when it pigs, storm water drain encroachments and several building violations.

In what is a blatant violation of the recent order by BBMP Commissioner Manjunatha Prasad to stop all commercial activities in residential areas, the BBMP has allowed the construction of a massive commercial building in Sector 3 adjacent to the Subramanya temple on 18th and 19th Cross. It is four sites joined into one for this gigantic realty development. It has the park on one side and residential houses on the other. In such a predominant locality, the BBMP has allowed such a construction. And this is despite a spot visit by BBMP Joint Commissioner Muniraju last month after residents complained about it. Now the Sector 3 Residents Welfare Association and Residents Watch has filed a formal complaint against this construction and several others in the whole of HSR Layout. A copy of it has also been marked to the BBMP Commissioner and CM’s office. When Residents Watch asked Muniraju the grounds under which this building was allowed to be constructed, he had no answer. And if he hasn’t given the permission, why hasn’t he stopped it? The construction is going on in full swing despite his recent visit to the spot. The BBMP officials appear to be hand in glove with several illegal constructions in HSR Layout. Despite repeated pleas, it’s reaching deaf ears. Such officials should be investigated, penalised and their bank accounts frozen. The state government should take it upon itself to cleanse the BBMP because the BBMP cannot do it on its own. Just like it is demolishing contructions on storm water drains across the city. Residents fix potholes themselves

Local netas only gave assurances but never fulfilled their promise

The story of Somasundrapalya, also known as HSR Extension, is a pitiful story of abject neglect by civic agencies and local politicians. Neither corporator Gurumuthy Reddy nor MLA Satish Reddy are truly serious about fixing people’s problems. Driven by such apathy, some residents took it upon themselves to fill the potholes themselves. “We collected the funds from individuals, arranged the debris, and filled these potholes at-least to the extent that the roads are commutable,” says Vilas Deshmukh. “We are now planning to involve all the resident welfare associations (RWAs) and residents of this area to collect funds and repair the road on our own. We are planning to build a corpus to fix issues affecting this area.” Those who put in their monies and late-night labour for pothole-fixing included Ritesh Soni (from Saipoorna Paradise) SVS Prasad, Kunal Goyal and Siva (from MySpace Mythri) and Shiva (from SVS Nest). “For future fund collection, monitoring and follow-up, the ‘Harluru Somasandrapalya Residents Association’ will be closely involved,” says Vilas. “This is an association of all the RWAs from this area.” Haphazard planning and abject neglect has resulted in this state today. On one hand, you have private players digging up the road for one reason or the other, sometimes without valid sanction. On the other, even government agencies like GAIL and the BWSSB are digging up the road and not bothering to fix the road after the work is done. The result? Traffic jams, accidents, back-breaking roads, air pollution, rising tempers, frustration and rendering the roads, non-motorable and unwalkable. ResidentsWATCH - HSR Layout

The one-way introduced at the junction of 27th Main and Somasundrapalya Main Road has had a mixed response. But the good news is that the major bottleneck for a smoother road access was the long pending drainage work. Finally, the contract has been awarded and the work has begun. “Once the drainage is done, we have to follow-up with the Public Works Department (PWD) that is assigned to do the road asphalting on these stretches,” says resident Kamesh Rastogi. “Regarding other parts of roads and potholes from Chinmaya to Vibgyor, it's assigned to contractor Basava whose job is to fix potholes out of the operations budget. It is yet to start; we need to keep following up on that until it is done. BBMP assistant engineer Vinayak is in charge of this work.” “The vehicle movement during 8.45am from the Somasundrapalya Circle towards Aakruti is slow, but no jams experienced,” says resident Sreekumar. “But it’s a big pain driving through the Akruthi road that is in a terrible condition. If this road is fixed, much of the traffic will be eased.” Another resident Shrinivas says the one-way has made the matter go from bad to worse. “Earlier, the traffic jams were till Rock View,” he says. “Now, it has reached till the circle with vehicles coming from the wrong end. Add to it the D-tour through a hell of a road in front of Aakruti Silverline, and it gets worse.” But Pradeep Sukumaran who has used this route for the last seven years, feels that one-way is the best antidote to the traffic chaos in this region. “Towards HSR, the block and slow traffic is due to bad roads,” says Rajesh Kumar. “One way ensures continues movement. The outcry against the Karnataka Compost Development Corporation (KCDC) refuses to die down. With good reason. The government’s composting plant can only process 60 tonnes, but it’s still processing 150 tonnes, and causing groundwater contamination and foul smell in three kilometre radius. This has left the residents with allergies galore. Not to mention, affecting their quality of life. They are practically living in the midst of filth whose smell pervades all through the day and night. And then, we have corporator Gurumurthy Reddy and BBMP Joint Commissioner Muniraju saying there’s no mess and all is well with KCDC. The odour control plant was to be operational in February 2016. But it’s the end of the year and there is no such plan in place. Last month, a team of residents, including Anis, Lalithamba, Ravinder, Kavitha and Meera visited BBMP, the Karnataka State Pollution Control Board (KSPCB) and Vidhana Soudha to submit a petition on the atrocities committed by BBMP and KCDC. “It talks about how the Solid Waste Management expert committee misled the people and High Court and why KCDC should be closed,” says Anis Padela. “The petition was submitted to the KSPCB Chairman, BBMP Mayor, BBMP Commissioner, Bangalore Development minister KJ George, Principal Secretary to CM and Chief Secretary. It was well received, understood and actions are expected on this in the coming weeks. Our fight for #Right2Breathe will continue.” In the meanwhile, the residents have had several meetings with the government officials in getting the adjacent Somasundrapalya Lake transferred from BDA to BBMP. The art of business

HSR Layout is a story of few hits and several misses when it comes to its retail and services industry. So what makes businesses click?

By Zahid H Javali HSR Layout is forever in a state of constant flux. In the last year alone, many businesses have closed down. Some were taken over and others were reincarnated. Few were hits but most fell by the wayside. So what makes HSR such a difficult place for business? We asked several business people successfully conducting their businesses in HSR to know why.

The last one year has seen many businesses in HSR Layout falling by the wayside. Ofcourse, most branded stores have done well while some had to shut shop. Understanding the intricacies of doing business here is the key to success.

LOCATION, LOCATION, LOCATION Everyone talks about the location playing a key role. But the landlords in HSR have become so greedy that they have enhanced rates across the board. What’s more, they are renting out residential areas for commercial purposes. With such a streak, businesses are bound to suffer, irrespective of the geographical area. When the high rentals don’t match the footfalls and the turnover, the entrepreneurs have nothing else to do but shutdown. Every person we spoke to gave unreasonably high rentals as the primary reason for rendering businesses unsustainable in HSR. HSR IS NOT ALONE Then again, this is the business trend across the city. Says Dr Krishna Kumar who runs the Keva Ayurveda chain in Bangalore. “For any business to work, the location, visibility, uniqueness and customer loyalty play an important role,” he says. “There are challenges and competition across all sectors, but we should have some USPs that differentiate us from the others. We must be clear on what we are promoting, who we are targeting and how to improvise on what we have.” Kumar wasn’t insulated from this business trend either. “Even I had lots of problems while setting up Keva for the first two years. We were very new to the business which already had big players. But we were very clear on our ultimate vision and concentrated on result-oriented, cost-effective treatments. We kept improvising on our customer service and experience. Any negative feedback by our customer was addressed immediately and once that was resolved, the same was communicated to the customer.” Another reason for his survival was growing gradually and learning from the customer all the time. Which is why, he only began with a clinic first. Later, based on customer feedback, he expanded to include a pharmacy, therapy centre and an organic store. “The customer today wants a one-stop solution to meet all his requirements,” he says. “We should also have a good team to run our business… people who are an integral part of the service industry.” Keva Ayurveda completed five years in August this year. It’s a business success story of how the turnover began at Rs 4 lakh in 2012 and went up to Rs 6 crores in 2016. QUALITY MATTERS Agreed, the location of your business, the product or service you offer is just as important. But what really works today is customers becoming your marketing persons. Says Seshu Maringanti who runs The Eco Store in Sector 1. “HSR layout has one of the most upscale markets in Bangalore. Word of mouth works well here. There is always a demand for a good quality product and efficient customer service.” HERD MENTALITY In the last six months alone, more than a dozen beauty salons have shut down. It is this herd mentality that is taking the sheen off businesses in HSR Layout. It is too much supply and not much demand. Or is it because most of them lacked brand value? That could definitely be the case because branded salons like Naturals and Lakme have two stores of theirs - which means, the brands are doing so well that they don’t mind opening another in the same area to cash in on the demand. The other branded salons are VLCC which opened recently and Jawed Habib which has been around for many years now. The only mom & pop salon that has stood the test of time in Indiranagar is Chik Mik Beauty Parlour in Sector 1. In my case, the brand has made the difference. Everyone can relate to Lakme.” LOCAL BRANDS WORK TOO If you flip through the advertisements carried in this issue of Residents Watch alone, you will realise that 70% of them are from brands and only 30% are from standalone mom&pop showrooms. This goes to show that if things are done well, non-branded stores can survive too. Which brings us to homegrown brands like The Punjabi Rasoi. In Bangalore since 1999, it now has three branches, including one in HSR that is operational for seven years now. Says Bhavya Dham, the restaurant’s proprietor: “High rentals are a major factor for failing businesses in HSR. In the food business, the mushrooming of food carts is a big factor which affects in the long run. “I think we are able to get a good quality on the table.” So if the trend

continues, will only the branded stores remain and all the mom and pop shops disappear? “In the long run, yes,” says Bhavya. “But can't say what’s going to happen after demonetisation. The new buildings that are up for rent are going to feel the heat.” COMPETITION AND HIGH RENTALS Competition can never be wished away. But if it’s from businesses that undercut and offer shoddy quality, such businesses have shutdown. Coupled with that are high rentals from greedy landlords who don’t know better. “There is a lot of competition in every corner of HSR,” says designer Hari, who runs his boutique in Sector 1. “Since it has become a business hub, the rent has gone skyhigh.” So how has he survived for four years? “I have survived because of my regular customers who come to me for my service. And my shop rent is four years old because I have a 10-year agreement with the landlord.” STARTER TIPS If you are an investor or have some extra money and want to start out as an entrepreneur on the side while keeping your full-time job, these tips might come in handy. “Starters should begin with a small investment and grow gradually,” says Hari.

But they are, because what’s any business without the talent required to support it? Even then, the money has to be reinvested in the business. In other words, in your first year, you should have other sources of income to live on.”

LACK OF PARKING What goes understated but just as important is the lack of parking in commercial areas. Koramangala is the best example of an over-saturated market where parking is at a premium. Only those establishments that provide for adequate parking can survive in the long run. HSR is getting there. None of the bigger shops have any dedicated private parking, be it Reliance Digital, KFC, McDonald’s, Pizza Hut or Max. The BBMP should pass a rule that no shop that is 1200 sq ft and above can operate without space for parking atleast 10 cars and 20 two wheelers. Agrees Saurabh Sinha, who runs the 11-year-old Mustard Food Court and six-year-old Latte coffeeshop in HSR. “Parking is particularly lacking on 27th main and around BDA Complex. Despite high rentals, most commercial buildings don’t have their own parking,” he says. UNREALISTIC EXPECTATIONS Trying to grow quickly is another mistake that many entrepreneurs make. This is again based on HSR’s perceived value that it’s a high performing Commercial Street of this neighbourhood. But it’s not. “And this misunderstanding has happened because of the business owner’s failure to understand the true business potential and customer-buying habits,” says Saurabh. “Always ResidentsWATCH - HSR Layout

PRICING IT RIGHT HELPS When it comes to retail and services, HSR is overhyped. But business owners make the mistake of pricing their products and services at a premium. No wonder, they lose a business opportunity in no time. Here is where Saurabh ensured that his restaurant had priced it well to suit the pockets of young working professionals. HSR OVERHYPED It appears so, going by the number of businesses that have collapsed, particularly in the last one year. From tutorials and clinics to hospitals, boutiques, beauty salons and restaurants, it’s a mess all the way and across all sectors. “HSR Layout hasn’t yet become the central place for shopping and eating out,” says Saurabh. “People from outside HSR rarely visit HSR to buy, eat or do shopping. And people from HSR go to other areas to fulfil their needs.” Agrees Chethan Reddy, the proprietor of Samaikya and Mishmash: “The viability for most businesses depends on the volume of transactions. In HSR, it is relatively low across several businesses. Besides the competition and high rentals, it’s the mediocre service or product offering as opposed to better product or service in neighbouring areas that have caused the downfall of several businesses.” Chimes in his partner Rohini: “In addition, an inadequate survey of the demographic before opening an outlet is another reason.” Continued on page 22 January 2017 |21

These would add to the footfalls for businesses.”

INTERESTING INSIGHT Residents Watch is in its 5th year. We have seen businesses opening up and shutting down. One interesting observation is that most people who advertised with us have never shut down. Which goes to show that only those with a long-term roadmap have the confidence to advertise with us. Those who are unsure, have a short-term gameplan, or downright amateurs, have shut shop, some of them within three months. You could even concur that advertising in Residents Watch proved lucky for them.

HSR Layout, as a business environment, will take a couple of years more to reach the maturity stage and therefore the visible change in the business players. ONLINE VS OFFLINE Ecommerce companies have made a dent in offline stores. And that shows in the reduction of both footfalls and turnover. Rajesh Garg, the franchisee owner of Planet Fashion and Lee/Wrangler/Vans showrooms in HSR says the realty rates went up because brands found favour among the residents in 2013-14. “It became a shopping hub in south Bangalore as almost all the renowned brands started to set up their retail stores in HSR. Seeing the response of all the good brands, the rentals doubled too, and this led to many businesses becoming unsustainable and their eventual closure. The spending power of people has also come down due to job reductions in software companies. Add to that the online companies taking a chunk of our customers, lack of parking spaces and negligible public transport.” THE WAY FORWARD? According to Suraj Lulla, it’s all about the survival of the fittest. The franchisee owner of Titan, Fastrack and Helios showrooms in HSR says, “Today, business is all about an organised setup and the customers finding the value in the service provided to them. Consumers not only look at what product a business is offering but also concerned about the experience they had during the time they spent at that shop or service centre.” The haphazard growth in HSR is unhealthy. Which is why, there are more businesses failing than succeeding. Does that mean, it’s an immature market? “HSR Layout, as a business environment,

Several families living in the RR Residency apartment complex spent their time and sweated it out to keep their neighbourhood park clean. To make their work worth it and complete the beauty picture, they have requested the Bangalore Development Authority (BDA) to employ a JCB to clean up the other parts of the park that they couldn't do. Once the BDA does its job of returning the park to its former glory, the residents of RR Residency promise to maintain it. We would like other apartment complexes to do the same in their vicinity.
