Time to think ‘out-of-the-box’
T
here is a solution to every problem. Look for it. Find it. Implement it. A lethargic and indecisive bureaucrat cannot do it, but a quick-on-his-feet politician can. The state government accomplished this recently when it banned plastic in Karnataka after several neighbourhoods like Yelahanka and HSR Layout selfimposed the ban, thanks to active residents. The next thing on the cards is garbage management. The best case scenario anywhere in the world where garbage segregation has worked stands at 50%. However, some areas like HSR Layout can be 100% if the collection is happening on time everytime. Adding to the problem is the fact that commercial establishments are not ready to pay extra for commercial pick-ups. The result? They dump it at the nearest vacant site or footpath. The BBMP and the state government have to think of ways to scientifically manage and process mixed waste too. Without a plan for it, the BBMP officials have nothing else to do but burn it. And that will release noxious gases into the air, causing respiratory diseases and add to global warming. Singapore has efficient waste to energy plants. The US has a mix of landfills, composting and waste to energy plants to manage its waste. And the landfills are scientifically managed with leachate and sewage treatment facilities, among other things. It is time to create a better solid waste management plan for the city and build conservation parks and forests in both rural and urban areas to mitigate this environmental disaster waiting to happen. It is time to plant ten times the number of trees we uproot. It is time to rejuvenate our lakes. Hoping for the best. NEIGHBOURHOOD NEWS KILL BILL CAMPAIGN IS AN INSTANT HIT
HSR’s Hasiru Mithra residents group initiated an aptly named ‘Kill Bill’ campaign last month in a small way. They removed the papers and flex banners stuck on poles, trees and flyover pillars, among other things. Soon, the campaign caught the imagination of the media and thereby, the other neighbourhoods. Towards the end of the month, several citizen groups joined in to do it in their areas as well. The idea is good but it will not work for long unless the BBMP officials fine these illegal advertisements. True enough, the bills were back after they were removed. One way to bring down the bills is to get every resident to capture a visual record of the violation and post it on the BBMP website (http://bbmp.sahaaya.in) or through their mobile app. Another way is to regularly conduct workshops with the newspaper vendors who are partly responsible for sticking these advertisements all over the place. And the other idea is to visit or call every commercial establishment indulging in these things and tell them to end this ‘visual pollution’ now.
CALLING ALL RESIDENT AND APARTMENT WELFARE ASSOCIATIONS
An open invitation goes out to all the apartment and residential welfare associations of HSR Layout and Somasunderpalya. The RWAs can plan events and take the help of HaSiRu Mithra in every way possible. It could even mean sending free sms-es to all their members about garbage segregation, anti-plastic, illegal hoardings or any other civic issue. Hasiru Mithra sends out over 5000 sms-es every week on various issues. The HSR Cyclists Forum have already begun using their messaging system to announce their monthly Cycle Day events. And the response was immediate. There were many newcomers to the event last month. All of this goes to show that much can be achieved when all public service organisations come together. So please make the most of it.

Wassup HSR? PUBLIC POLICING FOR CIVIC ISSUES
Syed Imran has a success story to share. “1 of our 55 data collectors shared a picture of trash by Faasos. We shared the info with IAS officer on twitter. The CEO of Faasos got in touch with us. We invited him to visit faasos HSR Layout at odd hours to check the situation for himself.” Eventually, the trash was removed and all is well with Faasos. We urge the other commercial outlets in HSR to get the hint and straighten up their act as well.
BORROW A CLOTH BAG
ANTI-PLASTIC CAMPAIGN IS GOING GREAT GUNS
The anti-plastic campaign is going well with most shops complying with the ban. And this includes repeat offenders like Ajfan, Health and Glow, Calvins, Anand Bhavan, Adigas and Shree Mithai. However, a couple of them still need to be imposed stiff fines until they comply. According to Smitha Kulkarni of HSR Citizen Forum spearheading the campaign, they happen to be Empire restaurant and Corner House. The BBMP officials are aware of it and will soon take action.
ECO-FRIENDLY FUNCTIONS
HSR residents like Smitha Kulkarni have come together to buy cloth bags in bulk to give away on rent at around 40 shops in HSR Layout. Look out for the ‘Borrow A Bag’ sticker at such outlets and make the most of them when you forget to get a cloth bag from home. You pay Rs 20 to rent it and get the entire amount refunded when you return the bag. The best part is that you can return these bags at any of the stores where they are renting like Aishwarya, Sobha, Food Palace and Safa. Or better still, always keep a cloth bag in your car or two wheeler, so you don’t need to rent a bag at all.
Residents are using services like Hasirudala for eco-friendly functions which use only bio-degradable materials to replace all things plastic and nonbiodegradable. “If you have any event like weddings, house warming ceremony, parties and so on, please ensure to do it, the environment-friendly way,” says Sector 2 resident Lalithamba, who practices what she preaches. She composts her wet waste. Cycles to the nearest point, parks her cycle and uses public transport to reach her office every day. There’s good news for cyclists now. “Twenty three dedicated cycle parking structures are coming to HSR this year, so please use cycles to commute within HSR,” says Sector 2 resident Shashidhara K of HSR Cyclists Group. This project is funded by the CSR funds from ‘Citizens For The City’ group.

Wassup HSR? A NOVEL EXPERIMENT TO PREVENT GARBAGE DUMPING IS WORKING WELL
Last month, a new experiment took place in Sector 3 near Ellukunte government school. The connecting road and the vacant sites had become dumping grounds for all kinds of dry and wet waste. Not only did it clog the storm water drains but also turned the adjacent road into a dumping spot. With great effort and under the supervision of health inspector Mahesh and supported by HSR Citizen Forum, the debris was removed and the road was cleared for traffic movement. Not that this wasn’t done before. But everytime, the situation would go back to square one. But this time around, there were benches made and trees planted to dissuade people from dumping anything here. A signboard (fine of Rs 500) was also installed for further deterrence. The organisers planned a wet waste collection kiosk to ensure that the situation does not go back to the pitiable condition. The idea was to have the kiosk manned by a volunteer who would prevent people from dumping their waste. “He would get them to segregate the mixed waste in front of him and only accept the wet waste for disposal at the kiosk,” explained Smitha Kulkarni. “But even after a week when the place was still clean, we set up the kiosk at the next parallel road in Sector 3 behind Citizen Bakery where the dumping happened. We have one person manning the kiosk in the morning and one in the evening. The residents and volunteers take turns to keep a vigil at night.” Many commercial establishments were found to be coming over to dump here, prompting the kiosk person to give the numbers of garbage autos meant to pick up commercial stuff. If all goes well, this concept could be replicated in other parts of HSR Layout and Bangalore. Touchwood!
KCDC FUND COLLECTION DRIVE GATHERS STEAM
More than Rs 2 lakh was collected from around 10 apartments located in and around the polluting Karnataka Compost Development Corporation (KCDC). The drive is by the KHHSP Residents Welfare Association that organised the massive protest on October 31, 2015 in association with Residents Watch magazine. After the protest last year, the tonnage was brought down from 350 tonnes to 60 tonnes, but the smell is still affecting people in the vicinity. The residents say that the odour control plant that was supposed to be operational by March 15 is a white lie by the BBMP top brass. “A lot is riding on the Odour Management Plant at KCDC being the first of its kind, but the least amount of attention is being paid towards its completion, despite the fact that a large number of people are affected by KCDC’s unscientific management and processing,” says principal campaigner Anis Padela. Here is where the BBMP and the state government have to rise to the occasion and

fulfill their promise of managing the BBMP-controlled composting plant in a scientific manner and only accept wet waste, not mixed waste. There are more than 36 apartments in the area. HAWKER RELOCATION
Over the last three years, the Sector 2 Residents Welfare Association has been suggesting the BBMP officials and elected representatives to relocate hawkers on 18th Cross off 24th Main in Sector 2. “The BBMP should first clean up and sanitise the area running along BESCOM’s south side wall, which is now the garbage segregation point to relocate the footpath vendors. This will be in tune with Karnataka High Court’s directions,” says RS Murthy, the President of the association.

Found mixed garbage strewn all over footpaths and vacant sites? Log your complaint on bbmp.sahaya.in. Expect a prompt response from the BBMP. The garbage contractor will come and burn the garbage for you, something you could have done yourself. Burning garbage is illegal, according to BBMP rules. And here is a case of BBMP violating its own rule. When Bommanahalli joint commissioner Muniraju was questioned about this, he went silent. We urge the new BBMP Commissioner Manjunath Prasad and BBMP Special Commissioner (Solid Waste Management) Subodh Yadav to look into the garbage problem with new eyes and use plain common sense to guide them. COMMUNITY POLICING WELL ON COURSE
Residents of HSR Layout who are part of the Whatsapp Group on Community Policing met Major General (Retd) Prasad who heads Janaagraha’s citywide wing of CP. After an initial interaction with him by Residents Watch editor Zahid Javali and HSR resident Chethan Reddy, a meeting was held with the rest of the group members at HSR Layout Police Station. Janaagraha’s CP coordinator Nagavalli Narasimha and HSR Layout’s area head Kiran Kumar answered all the queries of the residents and how they can police their neighbourhoods. The next step is where the police select the residents after verifying that they or their family members don’t have a police or court case against them. Once HSR inspector Victor Simon signs off on their name, such residents would be recruited to help out the beat policemen in their sector. ost pre-schools have classrooms for every age group. But at Trio Tots, there are classrooms based on the activities in the room. And that could mean science, dramatics, construction, maths, literacy, art and so on. “The children will be moving from one classroom to the other, exposing them to different environments in stimulating their thinking,” explains Centre Head Lakshana Jeyachandran. “We create a sense of curiosity and inquisitiveness in the child so they themselves decide to learn more.” This kind of concept works, particularly if the child is a fast learner. We are talking about the age groups of 2 to 6 years. “When we take a dramatics centre, if I just take only 2-year-old children, there maybe some children who have not yet started speaking and there could be others who are shy. When I combine a class of 3-year-olds and 2-year-olds, the children might look at the others and learn.” Similarly, puppet shows can have an age group blend but not maths classes. “Whatever involves cognition is a big ‘no-no’. It’s not that we cannot, but it depends on the student and only the teacher can take a call there,” says Lakshana who holds a Bachelors degree in education (B.Ed) and a Master’s degree in Education Management (MS) in addition to an M.Com and MBA (Finance). “Once the concept is a little familiar to the children, we mix them up. More than cognition, we will be considering the social behaviour of the child - the child who knows may help the child who doesn’t.” Trio Tots is part of Trio World Academy that is ranked among the top 10 International schools in India. harat Lal Meena (59), Additional Chief Secretary (Higher Education), needs no introduction. The resident of Sector 6 for the last ten years, this senior IAS officer has been there, done that. His CV runs into pages, going by the number of positions he has occupied so far. He began as an Assistant Commissioner at Lingasugur sub division in Raichur district in 1987. Over the years, he has straddled several positions, including that of the Deputy Commissioner, Dakshina Kannada district; Director of Mass Education, Bangalore; MD, Karnataka Land Army Corporation; Housing Commissioner, Karnataka Housing Board; MD, Bescom. Not to mention, as commissioner of both the BBMP and BDA. Although from Rajasthan, his services have benefitted Karnataka the most, thanks to his Karnataka postings and thanks to ApnaDesh, a people’s movement he launched in Belgaum in 1991. The HSR connection
I came to HSR in 2006-07. The area where I live is part of the Metropolitan Co-operative Housing Society (MCHS). The Garden City concept is in practice here: underground cables, large play grounds, efficient drainage system and many gardens.
Public parks
The parks in MCHS Colony are for everybody, but facilities like the tennis and basketball courts are created with the money given by the members of this society. It’s similar to the common public spaces in apartment complexes. It’s meant for limited use of the civil servants who live here, be it the IAS, IPS or IFS officers.
About HSR
I like everything about HSR, but now I feel it has become quite over-crowded. The infrastructure has to improve. The Silk Board junction needs to have a cloverleaf-like design to enable signal-free traffic. The infrastructure has to be upgraded now. If delayed, it’ll further complicate things. If the government says there’s no money, they can explore the PPP (Public-Private-Partnership) model. There is enough road space to make it happen. The IAS officers association in HSR Layout should think about the betterment of HSR too. Everybody in HSR should think about it and not just the associations. There have to be more interactions with the residents to plan out things. Once something substantial comes out of these discussions, it should be put through to the government for further action. The transportation and traffic congestion can only be resolved with an efficient public transport system. Right now, it is most inadequate. Both Bellandur and Agara lakes need to be developed and the cross roads linking the main roads of HSR Layout need to be widened – land acquisition is the need of the hour. The water supply has to improve and the drains need to be cleaned to prevent flooding during the rainy season.

with a proper short term, medium term and long term plan for HSR Layout. Everything cannot be done overnight; it will take time. But it needs to be planned out well in advance and in proper consultation with the residents and civic activists.
Lessons learnt
I have learnt to work with people. I have seen that when the people, officials and elected representatives come together, only the best things happen. The other area where all of us can work is in the segregation of waste. HSR can be a role model for the rest of the localities in Bangalore. Agreed that the best segregation worldwide only stands at 50%, but some areas like HSR can be 100% because of the awareness generated already. The best way to solve this problem permanently is to make every ward compost its own waste.
The road ahead
In Bangalore, infrastructure follows development when it should be the other way around. The people themselves should use that infrastructure in a more efficient manner, like carpooling and garbage segregation. Keeping our city clean is our responsibility. When the same people go abroad, they follow the rules to the dot. It is this mindset of the people that needs to change. The many initiatives being taken up by the residents of HSR Layout are commendable. They should spread this positivity to other areas through organisations like ApnaDesh. HSR is not Bangalore, but Bangalore should become HSR. That can only happen through publicity and if we go beyond HSR and learn from each other’s strengths and weaknesses.

Blood banks and donors

ou get an emergency text message late in the night, seeking help in getting a specific blood group. The Karnataka State Drug Control Department maintains an online public portal updated daily (http://blood.kar.nic.in/Home1.aspx) that provides details of blood types available in blood banks and hospitals across Karnataka. You can also call Sankalp India Foundation (94800-44444) for blood availability information in all the major and safe blood banks in Karnataka. In case of unavailability, the Sankalp Emergency number can be called at 98801-32850. There are many other NGOs like Rashtrothana Parishad that maintain blood banks. Social media can also be of help like Blood Donors India (https://twitter.com/BloodDonorsIn), Blood Aid (https://twitter.com/BloodAid) and I Can Save Life (https://twitter.com/iCanSaveLife) that match the blood donors with the needy. A simple tweet with the requirement can connect you with donors.

With this guide, you will not only know where exactly is the blood available or where to seek help but also forward the numbers to the concerned person who might be battling an emergency situation.
The perception that I am from the rare blood group and therefore should not donate blood, should be eradicated. All negative blood groups are classified as rare groups. When all possible avenues are explored and there is still a need for blood, the Sankalp Emergency Wing (98801-32850) reaches out to registered donors to help out. The Bombay Blood group is the rarest blood group. Considering its rarity and the limited shelf life of whole blood, people belonging to this group are asked not to donate. Instead they are asked to register as donors (http://www.bombaybloodgroup.org/) and will be contacted in case there is a need for it.

Use the power of the sun
A definitive guide to installing rooftop solar power plants

T
he average 2/3 bedroom home consumes approximately 15,000 Watts (0.015 MW) of power every day. Depending on the amount of unshaded roof space available in your home, you could cut your dependence on the electricity grid and even get paid for the electricity generated at your home. Enter solar power where electricity is generated by photovoltaic cells placed on a rooftop or a similar area with direct access to sunlight. There are three essential components in the standard Solar Power System. Photovoltaic Panels that convert solar energy to electricity. The inverter converts the Direct Current (DC) power generated by the panels into usable Alternating Current (AC) for use in the building. The battery stores the electricity generated by the panels, which is generated during sunlight hours, for use during the night or whenever no power is being generated.

There are two main ways in which any solar energy production system can be set up: Off-Grid and Grid-Tied systems. In Bengaluru, BESCOM offers a preferential tariff of Rs. 9.56 per unit when purchasing electricity from consumers, with a reduction to Rs. 7.20 per unit if they have availed the 30% subsidy at the time of installation. A rooftop solar energy system could save an average of a tonne of carbon dioxide per year, more than 30 tonnes in its lifetime. Freedom from power cuts and dependence on the utility grid. A well-designed solar electricity system provides uninterrupted flow of electricity to a residence, whether as a complete system or as a supplement to the utility grid. Long-term cost benefits: Setting up of a solar energy production system represents a large capital expense, usually costing a few lakh rupees. However, when considered over the long term, a solar power system guarantees production of electricity over a period between 15-25 years with minimal to no maintenance, compared to the fluctuating rates and availability of electricity through the utility grid. setting up grid export schemes could eventually lead to the system running at a new profit due to the amount of electricity generated.
Solar Panel Solar panel cost depends on energy requirement. The average size requirement is 100 sq. ft. of panel area per KiloWatt of power. The KW requirement is calculated based on the usage patterns and the types of equipment that needs to be supported. The size of the panel is generally calculated based on the KW requirement and the energy load of the selected inverter. Exact sizes may vary based on orientation of the roof and the installation, shade occurring on the roof and technology of the panels. Since the solar panels are usually imported for installation, the cost is dependent on the time of the year and the foreign exchange rate. Installing during winter months can reduce the costs due to the off-season.
Inverter
Inverter prices depend on the load and on the design of electronic components. Inverters with greater efficiency (e.g. 95-99%) are more expensive than those at lower efficiencies (e.g. 75-80%). Inverter prices also change based on technical specifications related to surge tolerance, data logging and tracking etc. Solar panel requirement will increase in the case of cheaper inverters due to losses because of l ower efficiency. The BESCOM grid export scheme requires the installation of an approved high-efficiency hybrid (with battery) inverter.
Battery
Battery costs are proportional to amount of nighttime load that needs to be met, since electricity generated during the day can either be used immediately or exported to the grid. The other components that go into the installation are the mounting structure for the panels, and the electrical components including the wiring, junction box and fuses. to ensure that the rating and specifications of the electrical components are high enough to support the loads generated. A primary cause of failure in the case of power generation is the use of low-quality materials that require expensive replacing and rewiring. Based on the types of appliances and the daily usage patterns, the maximum load for households could range between 1 and 5 KW. Apartments or larger loads can go up to 10 KW. A solar power generation system can be designed to take care of any portion of this or the entire load.
Financing and return on investment
In the event that the solution chosen is one with a Grid Export, it is necessary to apply as an exporter of solar power. The application form is available here (https://tinyurl.com/ho62ct3), and the guidelines for implementation are listed on the BESCOM website here (https://tinyurl.com/ h5uysue). Additionally, solar panels are now considered home improvements, and can be paid for using home improvement loans. The Ministry of New and Renewable Energy (MNRE) offers 30% subsidies for the total cost of the system. As mentioned earlier, if the subsidy is availed, preferential tariffs for Grid Export reduce from Rs. 9.56 per unit to Rs. 7.20 per unit. Corporate users can avail an accelerated depreciation of 80% in the first year for their investment. A solar system will pay for itself within 10-12 years following which the only costs will be the reduced electricity bill. If rates increase in the following years, savings can be significant enough to reduce this period to 8 or even 6 years. isposing of dead pets and animals is a growing concern in HSR Layout. While those living in independent houses can afford to bury in their backyards, it is much more challenging for apartment dwellers. Often, dead pets end up rotting in a dumpyard, canal or landfills. Until recently, the only option for pet owners was to bury their pets at the cemetery operated by People for Animals. The six-acre burial ground in Kengeri that was opened in 2011, witnesses an average of 70 burials a month. However, this ‘decent’ burial is expensive. A regular burial costs Rs 4,500, where the buried space will be used again after a year. A special burial, where a grave is built and the land not reused for three years, costs between Rs 18,000 and Rs 25,000. Functional since November 2015, BBMP’s three-acre animal crematorium at Sumanahalli on Magadi Road has two incinerators; one for small animals like dogs, cats, sheep and goats, and the other for livestock animals such as cows, buffalos and horses. The carcass is burnt at a temperature of 600 to 700 degrees centigrade, and it takes about half an hour to cremate a small animal, and three to four hours for larger animals. Pet owners can also pick up the packed ash after the cremation, provided they wait till the process is complete. They need to pay about Rs 300 to cremate a small animal and Rs 1,000 for larger animals. They are required to bring a wooden ramp to be placed inside the incinerator. This is also available at a shop close to the crematorium for Rs 150. If people or animal welfare organisations voluntarily bring the carcasses of stray animals to the crematorium, the bodies are burnt free of cost. © Oorvani Foundation/Open Media Initiative. Go white! Residents in Bangalore are getting the roof of their houses painted white. They are not going for air-conditioners or air-coolers because of the cost of buying one and also monthly electricity bills incurred in running them. And it’s good for the environment.
ainting roofs white is not a new idea for Ramesh Sivaram, 39, a Director of a food processing company. He painted the roof of his house, on Sarjapur Road almost five years ago. He used good quality exterior water-proof paint for his roof. He now needs to apply a single coat once in two to three years. “My house is at least a few degrees Centigrade cooler than before,” says Sivaram. There are many options for anyone interested in painting their roofs white. One can do a simple whitewash of the roof, but it will have to be done regularly as the rains might wash away the paint. The albedo levels of such paints might also be lower. Albedo is the scientific term that denotes the reflecting power of a surface. Newer paints in the market claim to have been specifically designed with high albedo. Some even claim to reflect up to 86 per cent of sun’s rays and cost anywhere from Rs 20-40 per square feet, including labour. Hiten Chavda, lead architect of Bio-diversity Conservation India Limited (BCIL) says that over 70% of heat in a building enters through the roof and is heated up quickly, especially by infrared and ultraviolet rays of the sun. Building materials being good conductors of heat radiate this to the inside and trap it there. While the rest of the earth cools down after the sun sets, our homes are still warm inside. Temperatures, Chavda says, can differ by as much as 10 degrees centigrade between painted and non-painted roofs. To get the best effect, he says, high albedo paint should be used. White roofs can even help reduce the ‘Heat island effect’, one of the causes for rising temperature in urban areas. Concrete structures and tarred roads not only heat the surroundings, they also trap it. So urban areas become islands of heat. But with white roofs, more heat is reflected back into the atmosphere, keeping the cities cooler.
