Residents against garbage maďŹ a
Pig menace continues
HSR residents joined other citizen activists in the city and staged a protest against garbage contractors last month at Town Hall. They later met city development minister KJ George and submitted a petition. Their move was prompted by the indefinite strike by the garbage contractors who were opposed to the BBMP and state government's idea of introducing biometrics to monitor the sweepers and wire transfer their salaries. Illegal floors galore Houses like the one here on 21st Cross in Sector 3 are innumerable in HSR. It’s amazing how the BBMP officials can be turning a blind eye to such violations. Only houses that are ground plus two floors are allowed. And if there’s parking on the ground floor, then three floors are permitted above. All the illegal floors should be demolished to deter the others from coming up. Will the Joint Commissioner act?

Robbed when out of town Sector 3 resident Deepak S says, "Last month, our neighbour's home on 23rd B cross was robbed. Looks like the robbers kept a close watch and robbed at night. They broke the strong grill door and the main door. The family had gone out of town only the previous night. A police complaint was lodged. There are houses on the first floor and also surrounding it, but the robbery went un-noticed because of the rains perhaps." Deepak has a few words of caution. "Don't lock the door from outside because that's a clear indication for the robbers," he says. "And also keep the lights on."

Following the successful trial of the public bicycle sharing (PBS) system in Mysore, the state government has decided to replicate it in HSR Layout, Banaswadi, HRBR Layout, HBR Layout and Kacharakanahalli. At a cost of Rs 80 crore, this project could take off early next year. Unlike the existing cycle rentals, these are cheaper. In fact, the first one hour is free. For two hours, it's only Rs 5. Another PIL on BBMP Grounds? If things aren't set right, civic activist RS Murthy is requesting the Sector 2 RWA to file yet another court case against the rampant misuse of the BBMP Grounds in Sector 2 for non-sports related activities. Despite several requests to the BBMP, corporator and MLA, the grounds are being used for anything and everything. From cultural nights to religious and political functions, the scene after these functions is horrendous. Not to mention, the garbage, noise pollution and parking issues. "Why is commercialisation allowed here? This is not a place for entertainment and festivities," says Murthy. That's something you will have to explore by yourself or better still, join the HSR Toastmasters Club. This year-old club associated with the 90-year-old non-profit organisation, Toastmasters International, is already 45-member strong and counting. Much of the membership ranges between 20 and 40 but the professions run the whole gamut: IT, marketing, HR, finance, business and so on. After attending a couple of weekly sessions, I can say that it's a club you should be part of if you want to stay positive, competitive and learn. Here is where you get to stand up in front of a discerning audience to humour them and be humoured. To be evaluated and to evaluate others. To be a success at communication and leadership skills and inspire others to follow the same journey. As member Bilal Ali Saiyed puts it, "For most of us, the ultimate happiness lies in getting into that dream college, landing a dream job or reaching a dream travel destination. We become so obsessed with the goal that we forget to enjoy the process of reaching there." At Toastmasters, you will enjoy the journey... and it's a never-ending one, if you choose to. If all goes well, the tonnage at the Karnataka Compost Development Corporation (KCDC) will come down to 120 tonnes from the current 180-200 tonnes per day. Chaired by the MD of KCDC, the others who will meet twice a month on the progress of the unit include P Manivannan (Secretary, Department of Information and Public Relations, Karnataka), BBMP Special Commissioner (Solid Waste management) Sarfaraz Khan and Veerabhadraswamy (BBMP Joint Commissioner, Bommanahalli), among others. The residents who are part of the team include Sankar, Kamesh, Ravinder, Lalithamba, Sudipan, Srinivasan, Rajesh, Meera, Kavitha and Jeevan. The BBMP has written to Bosch for installing an air monitoring online facility. In addition, the team will create a website to publicise about all the efforts taken by them to run the plant in a professional manner. The lake development team of the BBMP has prepared a detailed project report on the development of the Somasundrapalya Lake. This water body is adjacent to the KCDC plant. A tender has been called to fully enclose the partiallyenclosed plant after which the bio-filter plant is to become fully operational. Right now, KCDC is accepting waste from eight wards of Bommanahalli assembly constituency (HSR is one among them) in addition to eight wards each from the assembly constituencies of Bangalore South and BTM Layout. Once the repair works of the Chikkanagamangala plant are complete, the waste from these two areas will
be diverted, according to the authorities. That's when the total intake will come down to 120 tonnes per day. But until that happens, the citizens and officials will get together every alternative week to fix the mess caused in the last three years. By the middle of December, the KCDC plant is supposed to be completely enclosed. At the meeting, the residents conveyed that this will be the last opportunity for BBMP and KCDC officials to fix the plant. A month after some resolutions were made, many things are yet to take off. There is no consensus on the clearing of the RDF debris that has become a ticking time bomb. The windrow height that currently stands at around 20 feet needs to be razed down to 4-6 feet. The buffer zone violators have not yet been issued a notice - there are atleast seven apartments, one temple and a few village houses that fall under it. The encroached lake land is yet to be returned by the KCDC. Doubts remain.

The Swachch Man Meet Anil Benni, HSR�s waste supervisor who has won many hearts By ZAHID H JAVALI Anil Benni (38) is one of those rare individuals who impresses you with his prompt customer service. As the chief garbage supervisor for HSR Layout ward for the last 18 months, he has been doing an exceptional job for the residents. His areas include Sector 2, 3, 4, 6 and 7. In addition, he is also in charge of Iblur, Rajiv Gandhi Nagar, Guntoop, Muneswara Layout, Yellukunte, Vinayak Nagar and IAS Officers Colony. What makes him so endearing is his response time. The residents post their grievances on their respective Whatsapp groups or message him and he is quick to send his men to address the issue. The problems can be quite varied. If it's the landlord not keeping a separate place for tenants to dump their garbage, to wet and dry waste not being collected regularly, to waste not being cleared from the roadsides, drains and vacant sites. The problems are aplenty but Anil does not bat an eyelid and is on the job without passing the buck or twiddling his thumbs.
[ [ A DAY IN HIS LIFE Begins his work at 5am and ends at 2pm. On Wednesdays and Saturdays, it can last till 6pm or 8pm as it’s the dry waste collection day for his 240 member team.
Anil's day begins at 4am. He starts with a light stretch and a little bit of yoga. He ensures that he doesn't miss his morning prayer. "I ask for god's help in making me take the right decisions for everyone's well-being," says Anil. And then, he begins his day of managing egos, creating awareness and tackling any logistical issues. "People complain about desilting drains, and I tell them that it is the BBMP engineer's job. Similarly, we don't lift construction debris - it is the responsible of the house owner to arrange for a tractor and send it to low-lying areas or upcoming new layouts. There is no specific area provided by BBMP for this." But this is rarely the case. "The tractor guys make false promises to the customer and end up dumping the debris near lakes, road sides or places where no one questions them. Most of the time, this happens after midnight or early in the morning." But the most common problem is the lack of awareness on waste segregation, says Anil, who was previously part of Airtel and HDFC Bank's sales team. "Every six months, there are new residents who come from other wards or states where there is no such garbage disposal mechanism," he says. "We have to go back to square one and educate them about separating the waste into wet and dry and giving them to us on specified days (dry waste is collected on Wednesdays and Saturdays and wet waste on other days). If there are strict clauses on garbage segregation made in every rental and lease agreement that the tenants are made to sign, it will be a responsible step taken by the owners." Managing a team of 240 isn't easy. He has three supervisors, 17 autos, 34 auto drivers and helpers, 120 waste pickers (pourakarmikas) and 66 labourers (gang men). He admits that it was tough when he first came on to the scene. He even thought of quitting the job because there were too many ego issues among the people he had to manage. Not to mention,

the attitude of residents who didn't bother segregating the garbage and instead created black spots (a non-specified place where garbage is thrown). Eventually, what made him overcome this was his 'attitude and will power'. Closer home, the seniors in his team considered him a newbie and didn't allow him to implement newer ways of functioning. Fed up with this mindset, he quit. But his bosses, garbage contractors Roopesh and Babu, didn't let him. Realising that Anil was the man for the job, they gave him all the rope he needed to rein in his team. "With immense faith in me, they permitted me to do whatever I felt was the right thing to do," says Anil. The next day, Anil called for a meeting of all the men who worked under him. "I had a list of rotten apples to deal with," he says. "I tried the age-old method of divide and rule. I divided the pourakarmikas into 12 teams and gave the responsibility to one leader for each team. This minimised the power of one person commanding the entire team." After having neutralised the power of one senior pourakarmika over all the others, he made all the waste pickers carry a notebook with them every day. "The idea was to reach those residences who were not in the residents' Whatsapp groups," says Anil. This measure put the breaks on auto drivers and helpers who never listened to anyone and worked according to their whims and fancies. What's more, Anil changed the route of the autos based on the complaints from residents. In addition, he began to get his name added on to the residents' Whatsapp groups, to intimate them the exact location of the auto. This way, he involved the residents to monitor the autos as well. "I actively started responding to people's complaints in the groups," says Anil. "I made a promise to myself that I would
attend to complaints within 10 minutes. It was hard in the beginning but I was satisfied when I saw the change in the percentage of complaints from 80% to 1%." His next goal was to eradicate the black spots that were festering in the neighbourhood for many months. He drew up a list and met some of the residents living around the black spots to fix the problem. The next step was to not only cancel the black spots by cleaning them up but also erecting benches and planting trees around them. "I got the area supervisor and health inspector's name and numbers painted at these spots," says Anil. His work didn't end there. He monitored the place with a waste picker for a few days to ensure that it didn't go back to square one. Once satisfied, he moved on to the next black spot. When he began his innings, there were 34 black spots. Now, there is just one."This is garbage brought from other wards and dumped here because the garbage collectors over there are not going to people's houses and collecting the waste from them. With no option, they are dumping the waste here," says Anil. "I am sure that one day, even this will be eliminated." His work is far from over. Every other day, newer black spots emerge out of nowhere, and mostly on the roadside. "I make sure I kill them before they flourish," he says. Such dedication to work has won him many admirers. The Sector 4 and Sector 7 Residents Welfare Association honoured him for his out-of-the-box thinking and sincerity. And so did the Salarpuria Serenity Apartment Owners Association in Sector 7. He retired seven year ago as the Vice President of ING Vysya Bank and until recently, was its consultant on vigilance issues. Much earlier, Reddy played cricket for Mysore University in 1971-72. Today, he is the new chairman of the Federation of HSR Layout Residents Welfare Association. So what are his top three priorities as RWA chief? "Removal of footpath encroachments and cleaning up (desilting) of storm water drains across HSR," he says, almost immediately. "Filling up of potholes that have sprung up because of the recent rains. Removal of unscientific road humps and speed breakers. Restricting the movement of heavy vehicles within HSR, wherever it is feasible. Installing streetlights and CCTV cameras for safety and security wherever they are required." Ofcourse, this will be impossible with "proper coordination and help from the respective department officials and the elected representatives". So everything he wants to do is dependent on them. But we can rest easy. Two years ago, when he was the Federation chairman, much was achieved due to the "the teamwork of the Federation and its members". Some of the them include playing a key role in getting a unified Police station for HSR Layout - earlier, there were two police stations governing different sectors. "We reclaimed the tree park in Sector 1 (behind Assetz Apts) that was wrongfully allotted to a private party," says Reddy. "We relentlessly pursued the CCTV installation issue with the MLA and ensured coverage across HSR Layout." Not to mention, he spearheaded the demand for 20

a separate Traffic police station for HSR Layout and eventually made it happen. The Sector 2 playground case - where the state government allotted it to judges but eventually it went back to the residents when they petitioned the Karnataka High Court - happened during his tenure as the Federation Chairman. "We were also instrumental in getting a notification issued for HTV ban within HSR Layout," points out Reddy. "This time around, we will work on its implementation."

A book inspired by HSR resident's life
Bharat Lal Meena's life experiences documented in Community Catalyst By OUR CORRESPONDENT Community Catalyst is a novel inspired by the life experiences of senior bureaucrat and Sector 6 resident Bharat Lal Meena. EXCERPT FOLLOWS... Following the Sahebru and Vivek to the manicured garden overlooking the main house, Prakash sits cross-legged on the grass, ready to learn all about how the Sahebru has impacted the Bangalore Electricity Supply Company Limited (BESCOM) in Karnataka positively. Nitin follows the trio, and sits on the steps leading to the garden area. Taking a long sip of chai from a tall mug, Vivek assumes the role of moderator, and says: ‘Now Nitin will tell us what he knows about his Sahebru’s tenure in BESCOM.’ Nitin, who has by this time been adopted into the family says: ‘No Vivek Bhaiya. How could I?’ ‘Come on, be a sport,’ chides Vivek. Nitin looks at the Sahebru, who says: ‘Go on.’ Nitin clears his throat and begins his dramatic rendition: ‘In the beginning, there was electricity in Bangalore. Bills were handwritten, and people paid the said amounts until the year 2003, when a certain new Sahebru assumed responsibility as Managing Director of BESCOM.’ Prakash covers his mouth with his right palm, trying to conceal his laughter. The Sahebru, who is accustomed to his youngest sibling’s playful nature and Nitin’s enthusiasm, laughs, and signals the storyteller to continue. ‘And then the time was ripe for every householder in the metropolitan city of Bangalore to pay his or her electricity bill. Only, now, the person in question arrived at the BESCOM counter with a slip of paper containing some calculations of watts and nots — in other words, the exact amount representing the sum one had to pay for the amount of electricity he or she had utilised,’ narrates Nitin. Prakash leans forward, waiting for Nitin to continue. Vivek and the Sahebru too, are listening intently. Fully aware that he has a loyal audience in Prakash, Vivek and the Sahebru, Nitin continues his rendition. ‘Soon, a big furore erupted in the BESCOM office. The employees who had been making a buck or two or three or four, even fifty-thousand, perhaps more, via the manual billing system, giving the Department and the

honest workers a bad name, were now left with no means to make underhand money. An electric meter had been fixed in every Bangalore household. And an official appointed to document the exact electricity usage by the household every month. All thanks to a certain senior bureaucrat who hails from Sundari,’ Nitin says pointing in the direction of the Sahebru. ‘What I had understood upon assuming this post was the concept of energy audit,’ the Sahebru takes over from Nitin, and goes on to educate Prakash. ‘Energy is like cash, you buy it from someone and sell it to someone else. At the end of the transaction, a proper tally is a must. But then, I found that there were a lot of aspects that were unaccounted for, and the losses for BESCOM were high. So, I went on my customary reconnaissance to conduct my audits, when suddenly, something struck me. I figured that if the point at which the electricity was generated — meaning the transformer were metered, the energy could be transferred via high tension wires to the power supply stations and monitored as well. I had discovered that our people were updating the readings in a very random manner, entering digits according to their own whims and fancies, leaving neither the Department nor the end users in homes with means to verify the discrepancies. Fixing the meter was certainly a viable solution. ‘I further went on to plot a network to indicate the interlinking of various connections. I figured that if the electricity supply is generated from one transformer, and that only those metres attached to it were read by the official on billing duty on any given day instead of conducting random readings, there would be no discrepancies. So, every month, all the readings from transformers and
household metres were collated, as a result of which several earlier discrepancies came to light. ‘We kept at it, and within months, BESCOM started saving huge amounts of money, adding up to Rs 500 crores annually. Until then, several BESCOM employees were hand in glove, making their cuts. So when things turned around, almost overnight, there was obvious dissent. But then the change was there for all to witness — BESCOM’s losses had come down to 9% from the earlier 15%. We were faring better than the private power companies, which were documenting a 12% loss. Also internationally, countries that were using the best technologies to keep discrepancies in check, were facing losses of 6 to 7%. So we in Bangalore were actually breaking international records. All this was possible because many offenders in the Department were caught red-handed. Until then, many officials would write the figures in pencil, and then manipulate the digits to their advantage.’ ‘Sir, if I recall correctly, you had equipped the officers with hand-held devices,’ says Nitin. ‘Everything went hi-fi and the bills were being generated on the spot. Soon enough, BESCOM became No 1!’ The Sahebru nods in assent. Vivek’s heart brims with pride for his Ram. Prakash’s face is filled with wide-eyed admiration for his bureaucrat uncle, and he wants to hear more about the BESCOM revolution. ‘I was so thankful that the discrepancies in the Department had been put in check, almost overnight,’ says the Sahebru. ‘Before I joined the Department, there was talk of privatising BESCOM. When I gave the Department a facelift, all this talk vanished.’ RESIDENTSWATCH.IN October 2017 27

The butterfly relaxes in the aftermath of the journey. The human race catches a whiff of rose essence, spray of jasmine, and a fantasy ride to the nether world. Nirmala doesn’t know the butterfly is, in reality, a moth; she believes in wonder. She rides life like a 350 cc bike, and, suggests you to hop on. Sector residents cry foul 100 CCTV 3 cameras Boycott RWA residents elections and function on their own for HSR By QAMAR HJ Several residents of Sector 3 are livid with the current office bearers headed by Prof Sadashiva Reddy (president) and KPC Reddy (secretary). While more than 20 people filed their nominations to contest this time's elections, they were allegedly conned into withdrawing when a consensus list of nine office bearers was drawn up. In the list, Prof Sadashiva had promised to represent the sector in HSR Federation. But at the last minute, he decided to stay on as president for the fourth consecutive time. Crying foul play, 51 residents petitioned the registrar of cooperative societies to conduct the re-elections of the Sector 3 Residents Welfare Association (RWA) in a transparent, democratic manner. "The current office bearers have done nothing noteworthy for the residents," says Gopala GN. "They don't deserve to be re-elected. And now, with this latest case of foul play, the time has come to purge them from the RWA." The residents have hit a road hump though. Apparently, the society rules ask for 75% of the registered residents to sign on the petition letter. Since most house owners don't stay in HSR Layout, and quite a few live abroad, this is a near-impossible task. So what have the residents decided? "We will continue our activism through our Whatsapp Group and be a force to reckon with," says HM Javali. In the last two years, more than 250 residents have been part of the Sector 3 Whatsapp Group created by Javali who is also a core committee member and former secretary of Sector 3 RWA. "Even though he's not an office bearer, he has been helping with the resolution of complaints made on this forum while the actual office 34

bearers did nothing," commented Gopala. "It clearly goes to show that the office bearers are here just for their titles." DISFUNCTIONAL RWA The Sector 3 RWA is filled with disfunctional office bearers who did nothing noteworthy in their last term, allege residents. More than 50 residents wanted the existing office bearers to step down and make way for new members who can inject some fresh perspective and passion into a job that requires you to be selfless. However, to hang on to their titles, the office bearers allegedly played foul this time around as well. The residents still hope that better reason prevails and Prof Sadashiva steps down as president for the greater good. Everyone is waiting.
