IN 2022, RESOURCECO CELEBRATED A HISTORIC MILESTONE - 30 YEARS OF TURNING WASTE MATERIALS INTO HIGH QUALITY PRODUCTS AND DRIVING INNOVATION THROUGH PASSION AND DETERMINATION.

Since our foundation in 1992, we have repurposed over 60 million tonnes of materials living true to our promise of making sure we leave the world in a better place than we found it - preserving the earth’s limited resources for future generations.

ResourceCo was the first company in Australia to be registered under the Emissions Reduction Fund (ERF) and continue this commitment as one of the largest contributors to carbon abatement in Australia.

We are proud to be a global leader in the sustainable recovery and re-manufacturing of primary resources, by extracting maximum value from materials otherwise destined for landfill.

Message from the Managing Director

Our people are passionate about delivering on our sustainability targets and goals, with a massive focus on operational excellence. Our internal sustainability culture has been embraced with a deep understanding of the role we play in also working with our customers to deliver on their sustainability goals.

While the future is exciting, it also presents challenges. Despite national ambitions of 80 per cent resource recovery by 2030, Australia’s total waste to landfill is increasing, and resource recovery rates have flatlined.

OUR 2022 SUSTAINABILITY REPORT HIGHLIGHTS OUR CONTRIBUTION TO A MORE SUSTAINABLE FUTURE.

ResourceCo’s beginnings were humble, yet our ambition was bold; to be leaders in resource recovery and to leave the world in a better place than we found it.

In 2022, 30 years later and with over 60 million tonnes of material recovered, we’re a global leader in resource recovery, adding value to resources others consider to be ‘waste’.

We actively supply high-quality products and reliable services to a range of markets where sustainable outcomes are becoming increasingly prevalent.

In this, our second Sustainability Report, we highlight the positive and tangible sustainability outcomes ResourceCo has delivered across all states in Australia and beyond borders in Asia this calendar year.

The report also highlights our sustainability aspirations in the lead up to 2030. We have embarked on an ambitious growth journey with investments across our business to deliver on expectations.

While this depicts a bleak and daunting reality, at ResourceCo, we see opportunity.

For this opportunity to become a reality, and for Australia to meet its waste diversion targets, there needs to be a step change in how resources are valued. Recent resource recovery infrastructure investments have been welcomed, however, significant policy changes in the procurement of recycled material must be a non-negotiable into the future.

There are unlimited opportunities for the resource recovery industry. It’s time for less talk and more action as we focus on delivering sustainable outcomes for our planet.

Our Approach to Sustainability

THE RESOURCE RECOVERY INDUSTRY

The resource recovery sector forms a key component in the supply chain of several industries and plays a vital role in promoting and supporting sustainability and circular economy priorities for organisations. The industry is undergoing a transition from a linear to circular model, driven by low emissions targets, government policies and regulatory pressures to divert waste from landfill to achieve the 80% national resource recovery target to be achieved by 2030.

ENGAGING WITH STAKEHOLDERS

We engage with a wide range of stakeholders who have differing ESG priorities and expectations. The materiality assessment process highlights the perspectives of a selection of stakeholder groups including customers, suppliers, insurers and investors, industry bodies, government and local councils, and a cross section of our employees from all business pillars.

Our 2022 Sustainability Strategy was developed following a series of stakeholder interviews, internal document review and external research.

Governance and Reporting

A global leader in tyre recycling, Tyrecycle has delivered strong environmental and economic outcomes by repurposing materials otherwise destined for landfill.

Our seven facilities across Australia are equipped with advanced rubber re-manufacturing capabilities and produce complex high quality repurposed material for the local and global market.

In 2022, we collected almost 17 million tyres, with a recycling rate of 99 per cent.

ResourceCo collects and processes Construction and Demolition (C&D) waste materials consisting of asphalt, concrete, bricks and rubble. C&D has been the cornerstone of ResourceCo with more than two million tonnes of materials repurposed every year. We produce high quality products and work with partners to progress a circular economy.

Soil Reuse and Recycling

Soil Reuse and Recycling provides services to the civil construction market by providing cost effective, efficient and sustainable soil export and import solutions across Victoria, South Australia, New South Wales and Queensland.

In what is a highly competitive market, we provide solutions to the full cross section of soils with a range of geotechnical properties.

2022 sustainability highlights

We provide solutions for structural materials such as mudstone and clay that are reused in the civil construction sector, fill materials that are reused in rehabilitation projects, and excavated sands and top soil that are recycled into valuable landscaping products.

We also sort, treat and screen physically and chemically contaminated soils to extract valuable products and maximise diversion from landfill.

ResourceCo’s energy business accepts C&D and Commercial and Industrial (C&I) waste streams otherwise destined for landfill, and uses our advanced manufacturing proceses to turn this material into Process Engineered Fuel (PEF).

2022 sustainability highlights

Resource Recovery Facilities (RRFs) in NSW, SA and Ipoh (Malaysia) use residual timber, paper, plastic and cardboard from dry C&D waste and C&I waste materials to produce PEF. ResourceCo services well-established markets for ‘high energy users’ in both Australia and South-East Asia where PEF is consumed instead of fosil fuels for energy production in cement kilns without generating residues.

Circular Economy

ResourceCo’s Sustainability Strategy identifies circular economy as a key material topic. This is because it is not only central to ResourceCo’s business model; it also assists our customers to provide circular solutions.

A circular economy, as defined by the Commonwealth Scientific and Industrial Research Organisation (CSIRO), is:

Circular economy highlights

RECOVERING CONTAMINATED SOIL

It’s been a big year for the business. We are sitting smack bang at the intersection of the circular economy. And momentum and activity around the circular economy — due to things like carbon policies, and coal and gas prices — has really taken off.

A key highlight was the record volumes of waste diverted from landfill.

This year, we achieved a diversion rate of 83 per cent. Underpinning our success was an increased focus on development and investment in innovative new facilities and technology that will enable us to divert even more waste from landfill.

GLASS RECYCLING

ResourceCo invested in a glass recycling plant at Wingfield, South Australia, which has the capability to convert ‘dirty glass’ into sand to be used in drainage or road construction.

EXPANDING TYRE RECYCLING

Production commenced at Tyrecycle’s new tyre processing plant in Sydney — the most technologically advanced tyre recycling plant in the southern hemisphere — growing Australia’s capacity to process tyres into crumbed rubber.

Plans are well underway to open a new site in Western Australia which will support the mining industry. Following successful trials with off the road (OTR) tyres and conveyor belts, this site will initially repurpose mining rubber waste, further progressing Australia’s circular economy.

ResourceCo has furthered its ability to recycle contaminated soil, in doing so, we expanded our operations outside South Australia.

We also acquired a new site at Brooklyn, Victoria, enabling us to recycle sand and soil products from construction sites and produce value added products for the landscaping market.

PARTNERSHIPS FOR PROGRESS

In 2022, ResourceCo worked closely with councils and State Governments to drive increased procurement of recycled materials generated from these sites and processes.

STANDARDS

We continued to strengthen our focus on quality standards, establish offtake partnerships and increase reporting capability to help us to achieve the business achieve diversion targets.

FUTURE PLANS

ResourceCo is committed to accelerating efforts toward landfill diversion to progress Australia’s and our own circular economy aspirations.

With the Federal Government targeting an 80 per cent average recovery rate from all waste streams by 2030, we will continue to work closely with industry and peak bodies to drive the conversation and policy that allows national and state targets to be met.

We will maximise landfill diversion at ResourceCo’s facilities and continue to invest in innovation, new technology, and plants.

In 2023, construction will begin on a new tyre processing plant in Perth — a state-of-the-art facility with the capability to make a full suite of products, including four different sizes of TDF, crumbed rubber and rubber granules — and we will also open Australia’s first purpose-built tyre recycling facility for the mining industry in Port Hedland.

RESOURCECO ASIA MALAYSIA OFFERED ALL POLITICAL PARTICIPANTS OUR SECURE “ZERO-WASTE” SOLUTION FOR ALL OF THEIR DISCARDED CAMPAIGN MATERIALS.

During an election period, it is common to see billboards, colourful party flags and banners of contesting candidates lining streets, roadsides, premises and residential areas across Kuala Lumpur and the rest of Malaysia.

This signage is typically synthetic, non-biodegradable, heavy on dyes canvas, which is challenging to recycle, meaning most typically end up in landfill.

Instead, these materials were processed at our plant in Ipoh and repurposed into PEF.

This process comes with a landfill avoidance certificate, and has been offered free of charge as an additional incentive.

Glass half-full for South Australian councils

A NEW GLASS RECYCLING PLANT IN WINGFIELD IS HELPING SOUTH AUSTRALIAN COUNCILS DELIVER GREATER VALUE FOR ENVIRONMENTALLY-CONSCIOUS RATE PAYERS.

IN 2022, OUR MCLAREN VALE RESOURCE RECOVERY SITE UNDERWENT AN PROGRAM TO OPTIMISE OPERATIONAL PROCESSES, IMPROVING OUR LANDFILL DIVERSION RATE FROM 39% TO 98.8%.

We have a fantastic opportunity to sharpen our processes to increase our diversion rate, reduce carbon emissions and minimise the environmental impact.

In order to significantly increase the site’s waste diversion rate, ResourceCo has developed new processes, resourcing the right equipment and reconfiguring the facility where most of the sorting happens.

ResourceCo has been working closely with many South Australian councils and the State Government to introduce circular processes into infrastructure projects across the state.

One such initiative is the opening of a new glass recycling plant, located at Wingfield, South Australia, in late 2022.

It is providing councils with the opportunity to recycle their ‘dirty glass’ — a stream of glass waste previously couldn’t be recycled due to organic materials present.

The plant which was set up during the year has the capacity to recycle over 30,000 tonnes of waste glass.

Energy & Emissions

The year 2022 was a turbulent one for Australia’s energy generation and emissions.

Rising energy costs, the Russian invasion of Ukraine, coal outages and weather conditions caused energy prices to spike and supply issues to plague much of the country’s east, affecting consumers and businesses alike.

The change in Federal Government also saw a new Climate Change Bill passing the senate in September, enshrining Australia’s emissions reduction target of 43 per cent and net zero emissions by 2050 in legislation.

This new Act provides opportunities for ResourceCo to leverage our existing technology and develop new technologies to support Australia’s transition to net zero.

RESOURCECO

In 2022, ResourceCo built the foundations upon which our future Energy & Emissions success will be measured, and manufactured record amounts of PEF and TDF.

We began the vital process of gathering information to determine ResourceCo’s baseline carbon emissions, developing a process for measuring our carbon footprint, setting targets and documenting carbon credits for our carbon abatement strategy.

In collaboration with Trellis we will continue to track, manage, understand and look for reductions in our carbon emissions across the business to support our emissions reduction ambitions.

JOINT VENTURE PARTNERSHIPS

Veolia-ResourceCo in Wingfield, South Australia continued to produce PEF and maximise waste diversion during 2022.

The plant has been in operation for over 15 years and has developed a strong partnership with ADBRI located 6 kilometres away.

PEF produced at our site diverts South Australia’s waste from landfill and provides an alternate fuel for the ADBRI cement kiln, while generating sustainable outcomes for the company and the state.

Over the years, partnerships across our business footprint have helped customers achieve their sustainability aspirations and goals with positive environmental, social and economic outcomes.

In 2018 ResourceCo extended its Australian landfill diversion and PEF generation outputs following the commissioning of another joint venture - Cleanaway ResourceCo Resource Recovery Facility (CRRRF) in Wetherill Park, NSW.

With an ability to divert approximately 90% of incoming material away from landfill, the CRRRF has capacity to convert raw material into approximated 150,000 tonnes of PEF.

FUTURE PLANS

A key priority for ResourceCo in 2023 is increasing the amount of feed material processed at the Veolia-ResourceCo Plant in Wingfield. Not only will this assist ResourceCo to achieve our Energy & Emissions goals; but it will also enable us to compete for more waste streams in the market.

In 2023, ResourceCo is also committed to exploring how we can power our plants and sites with renewable energy. Wherever possible, we will harness solar power to supplement base power load in new plants that are being built, and investigate options such as buying renewable power, or renewables at facilities.

With our transport fleet being heavy emitters of carbon, we are also developing a roadmap to reduce our transport emissions.

Taking ownership of waste

The multi-million dollar resource recovery and PEF plant achieved an outstanding 95 percent diversion from landfill rate in 2022. With more companies partnering with ResourceCo, they can achieve their zero waste to landfill goal, and specific sustainability or carbon outcomes.

The Wetherill Park plant is licensed to receive up to 250,000 tonnes per annum of dry commercial and industrial and mixed construction and demolition waste, recovering commodities such as metal and inert materials, with the balance converted into PEF.

The PEF is used as a substitute for fossil fuels in both domestic and international markets in the production of cement.

Cleanway-ResourceCo’s state-of-the-art resource recovery facility at Wetherill Park in Sydney has experienced a notable increase in business in 2022, with local councils and companies proactively driving a greener economy.

With an upward trend in businesses taking a more independent and proactive approach to waste solutions, ResourceCo is anticipating further increases in demand at the Wetherill Park site, which is making significant contributions to realising a more sustainable energy model across the country.

Better solutions for waste textiles

RESOURCECO ASIA PARTNERED WITH THE LEADING TEXTILE RECYCLER IN MALAYSIA IN THEIR EFFORTS TO INCREASE THE REPURPOSING RATE OF RESIDUAL MATERIALS FROM THE MALAYSIAN TEXTILE RECYCLING SECTOR. Inspired by global stories of fast fashion waste around the world, our team based in Kuala Lumpur, Malaysia decided to focus their efforts closer to home.

While the recycling target was set at 5 million shirtequivalents, the actual result for full year 2022 was an impressive 16.8 million shirt-equivalents.

The textile articles were repurposed with other waste at our Malaysia plant in Ipoh into PEF , which was then consumed by the local cement industry.

Though it is only a small part of the waste we diverted from landfill, processed and repurposed last year, it makes a great illustration of the waste challenge our world is faced with.

Triple layer control

As a market leader, Tyrecycle instigated a ‘triple layer’ of control over its chain of custody and traceability in 2022.

Aside from being an export licence requirement, this triple-layer approach ensures that all overseas outlets that receive Tyrecycle’s TDF have been audited in relation to their modern slavery practices, accounting and wages practices, health and safety and environmental performance.

Transparency for clients

With sophisticated and technologically advanced chain of custody and traceability processes, Tyrecycle set the benchmark for the industry in 2022.

We provided our customers with real time information for end-to-end tracking of materials. In 2022, ResourceCo further strengthened our offering by enabling live tracking on all trucks, from pick-up through to disposal. Our customers have access to this data in real-time in our Soil Reuse & Recycling business pillar, with updates provided at three-second intervals.

Future plans

Across our business pillars, ResourceCo maintains an unwavering level of commitment to further strengthening chain of custody and traceability processes for both our products and operations. To do this, we will continue to invest in technology and systems that support a responsible supply chain.

Focus on Reporting

Our focus on modern slavery was elevated as a priority in 2022 as we work to raise awareness of this important issue.

Our supplier due diligence has three core components: risk assessment in accordance with a risk matrix, screening for modern slavery risks and requiring suppliers that are characterised as high risk to complete a questionnaire.

We will continue to screen all new suppliers and will work to ensure that we have the right tools and platforms in place to monitor and track our supply chain.

In 2022, ResourceCo instigated a range of development opportunities for our people, relaunched performance management initiatives, entered an exciting partnership with First Transport, developed internal programs to champion our company’s values and strengthened the capability and capacity of our teams through ongoing talent acquisition efforts.

With international and state borders re-opening, a key theme was ‘reconnection’. Our people were able to attend training and development opportunities across the country and reconnect with colleagues and sites both interstate and internationally.

FIRST NATIONS ENGAGEMENT

Our Indigenous Engagement program has gone from strength to strength, signing a multi-faceted partnership with First Nations-business First Transport.

First Transport is also working with ResourceCo on developing the first stage of its RAP.

ResourceCo aims to provide work for 80 new trucks that First Transport are adding to their network over the next five years. This expands ResourceCo’s capacity and allows us to focus our investment into new recycling facilities, rather than trucks.

Highlights

VISIBLE LEADERSHIP

Embedding proactive and visible safety leadership was a priority for each of ResourceCo’s business pillars this year, as well as achieving greater consistency in reporting.

Rather than safety being the sole responsibility of our HSEQ Managers, business pillars focused on engaging leadership at all levels to increase operational accountability; and proactively seeking out risks and hazards before they become reportable incidents.

STEP CHANGE PLAN

For Tyrecycle, this meant conducting a full audit and gap analysis across all their sites to address environmental and health and safety controls. From the data gathered, Tyrecycle was able to implement a step change plan to address areas for improvement across their sites — all of which were actioned in 2022.

SENSORS TO TRACK BODY MOVEMENT

The Preventure program was another Health, Safety & Wellbeing initiative instigated by Tyrecycle in late 2022. With our workers more susceptible to manual handling injuries, the Preventure program uses sensors to track the movements required of workers to undertake nine common tasks. The sensors can identify ‘stressors’ or ‘danger points’ for workers while undertaking these tasks, with training modules developed to reduce injuries.

TRAFFIC MANAGEMENT

During the year our operations sites focused on improving the traffic management plans, providing safe walkways and mobile/pedestrian separation. Raising awareness through regular tool box talks continue to be a high priority.

PLANT ASSESSOR SOFTWARE

In 2022, ResourceCo’s tyre recycling sites introduced Plant Assessor software — a system to conduct prestart, risk assessment and develop the SOP for the machinery. This allows site managers to track the prestart and action any critical issues before operations ensuring a safe workplace for all.

FUTURE PLANS

For us to achieve our Health, Safety & Wellbeing goals and aspirations over the next three years, proactive and visible safety leadership will remain a priority.

We will continue to adhere to all relevant legislation and requirements while ensuring the appropriate policies, procedures and facilities are in place across all our facilities.

Leveraging technology will be a focus; both through the continued rollout of existing programs, and by investing in new programs to assist our company to capture Health, Safety & Wellbeing information to support us to make meaningful decisions.

ResourceCo joined other companies across Australia to support the annual event on May 17, which is a collaboration between mental health awareness organisations R U OK? and Healthy Heads in Trucks & Sheds.

Healthy Heads in Trucks & Sheds Foundation is an industry body that was specifically created to improve mental health and wellbeing across the road transport, warehousing and logistics sector.

ResourceCo proudly hosted various activities on the day, including a breakfast and morning tea at our Langwarrin and Mulgrave sites in Melbourne, to generate discussion about helping colleagues feel supported when they are confronted with life’s challenges.

ResourceCo offers all employees support outside of the company via a third party Employee Assistance Program (EAP). The confidential program is a free service where workers can access qualified professionals.

A powerful partnership School success in Ipoh

A COLLABORATION FORMED WITH FIRST TRANSPORT IS SET TO DELIVER BENEFITS FOR BOTH COMPANIES.

SINCE 2019, RESOURCECO HAS BEEN SUPPORTING THE SUCCESS AND EXPANSION OF SUNSHINE LEARNING CENTRE IN IPOH, WHICH SUPPORTS CHILDREN WITH SPECIAL LEARNING NEEDS.

Most of these children come from underprivileged families within the community where ResourceCo operates its PEF manufacturing plant.

Over the years we have witnessed amazing results and the mission remains simple – help the students narrow the gap and improve their future prospects.

In 2022, we established a meaningful relationship with First Transport – a First Nations transport business – to support our growth agenda, and deliver positive social impact for staff and stakeholders of both companies.

In addition to this collaboration, First Transport are working with us as we develop our Reflect Reconciliation Action Plan.

In addition to supporting the event as a sponsor, Managing Director Simon Brown delivered a keynote address to decision makers from some of the nation’s biggest companies.

With over 30 years of experience in waste recycling and transforming over 60 million tonnes of waste into reusable products, Simon linked the importance between carbon abatement and recycling waste and how it should be considered a key contributor to achieving sustainable outcomes.

He reinforced our responsibility as leaders to manage waste appropriately and create a better environment by unlocking this value and thinking about waste as a valuable product.

Employees Volunteer for Green Cover

OUR EMPLOYEES DEDICATED THEIR EMPLOYEE VOLUNTEERING LEAVE TO PLANT 2500 TREES IN SOUTH AUSTRALIA.

Together with our partners Greening Australia, these trees were planted at Lonsdale South Australia as a part of the Green Cover project.

This project will ensure that our work sites are not only greener but also deliver our brand promise to make the world a better place than we found it.
