The exciting journey began in 1991 in Lugano, where the company was founded as Mabetex Project Engineering by myself, after several years of managing an important company in Ticino. Mabetex played an important role in challenging markets in its early years after its conception. The company immediately became an important player participating with success in many international tenders, specializing in prestigious civil construction, thanks to the immense emotional investment I put into my company, our professional drive, and an unparalleled ambition to succeed. Mabetex reached early success in its activities and was subsequently awarded with prestigious accolades by various institutions, for the execution of dozens of construction and renovation projects, as well as carrying out major works in the various regions of Eastern Europe. is a city in southern Switzerland in the Italian-speaking canton of Ticino bordering Italy. It has a population of 71,500, and an urban agglomeration over 145,000. The 9th largest Swiss city, it is the largest in Ticino and largest with an Italian speaking majority outside Italy. The city lies on Lake Lugano, surrounded by the mountains of the Lugano Prealps. Its warm summers and reputation for attracting celebrities, entertainers, and successful athletes have earned it the nickname the “Monte Carlo of Switzerland”.

The toponym is first recorded in 804, in the form Luanasco, in 874 as Luano, and from 1189 as Lugano. German-language variants of the name (now no longer in use) were Lowens, Lauis, Lauwis. The etymology of the name is uncertain, suggestions include derivation from lucus “grove”,from a vulgar Latin lakvannus “lake-dweller” and from the god Lugus. H I S T O R Y

The shores of Lake Lugano have been inhabited since the Stone Age. Within the modern city limits (Breganzona, Castagnola, Davesco and Gandria) a number of ground stones or quern-stones have been found. In the area surrounding Lugano, items from the Copper Age and the Iron Age have been found. There are Etruscan monuments at Davesco-Soragno (5th to 2nd century BC), Pregassona (3rd to 2nd century BC), and Viganello (3rd to 2nd century BC). Graves with jewelry and household items have been found in Aldesago, Davesco, Pazzallo and Pregassona along with Celtic money in Viganello. The region around Lake Lugano was settled by the Romans by the 1st century BC. There was an important Roman city north of Lugano at Bioggio.[14] There are fewer traces of the Romans in Lugano, but several inscriptions, graves and coins indicate that some Romans lived in what would become Lugano.

The first written mention of a settlement at Lugano can be found in documents, which are of disputed authenticity,[15] with which the Longobard king, Liutprand, ceded various assets located in Lugano to the Church of Saint Carpophorus in Como in 724. Other documents, dating from 804 and 844 refer to Lake Lugano as Laco Luanasco, and an act of 984 indicates Lugano as a market town. During the fighting between Guelphs and Ghibellines and the new disputes between Como and Milan, during the 14th and 15th centuries, Lugano was the scene of clashes between opposing forces. After a long rule by the Rusca family, Lugano was freed from the domination of Como, which had been taken over in 1335 by the Visconti. At the same time the link between town and the valley strengthened. By 1405–06 documents attest to a vallis comunitas Lugani et, which was a governing body that was independent of Como. The new community included the parishes of Lugano, Agno, Riva San Vitale and Capriasca. In 1416 the Duke of Milan, Filippo Maria Visconti conquered the region of Lugano and the Rusca valley and made it a fief. A year later, Lugano’s freedoms were first documented in a series of statutes modeled on those of Como. The town was able to secure complete independence.

Between 1433 and 1438 the Duke of Milan, Aloisio Sanseverino sat as a feudal lord over Lugano. He compensated the Rusca family with the ownership of Locarno. Under the reign of his heirs in the following decades rebellions and riots broke out, which lasted until the French invasion of 1499. It was the object of continuous disputes between the Dukes of Como and Milan until it became a Swiss dominion in 1513. Swiss control lasted until 1798 when Napoleon conquered the Old Swiss Confederation and created the Helvetic Republic. In 1746, the Agnelli brothers opened the first printing press and bookshop in Lugano. They began publishing the newspaper Nuove di diverse corti e paesi in 1748 and changed its name to Gazzetta di Lugano in 1797. The newspaper was widely read in north and central Italy. It supported the cause of the later Jansenists against the Jesuits and was therefore banned in 1768 in the territory of the Papal States. It was open to the themes of enlightened reform and the American Revolutionary War. It was the first newspaper in the Italian language to publish an excerpt from the Declaration of Independence of 1776. After the death of Abbot Gian Battista Agnelli in 1788, who had been the editor for more than 40 years, Abbot Giuseppe Lodovico Maria Vanelli took over the paper. Under Abbot Vanelli, it supported the revolutionary ideas from France, which drew protests from the Austrian government in Lombardy. The publication of the magazine ceased abruptly after edition number 17 of 29 April 1799, following the anti-French riots in Lugano during which the Agnelli printing house was sacked and Abbot Vanelli was shot.zz

The canton of Lugano unified the former Landvogteien of Lugano, Mendrisio, Locarno and Valmaggia. However, as with the other cantons of the Helvetic Republic, the autonomy of Lugano was very limited, the republic having been founded by Napoleon in order further to centralise power in Switzerland. The canton was led by a Directory of five members, who appointed a “national préfet”. The canton was deeply divided between “patriots”, supporting the Cisalpine Republic, and traditionalist “aristocrats”. By 1799 riots broke out in Lugano, and the second préfet, Francesco Capra, fled the city. Power passed to a provisional government sympathetic to the Habsburgs. However, French occupation was restored in 1800.Discontent continued and in early 1802 a revolt in Capriasca led to the autumn pronunciamento of Pian Povrò, which declared the independence of Lugano from the Helvetic client republic. With the Act of Mediation, the following year, political agitation was finally quelled, as were the struggles between unionists and federalists. The canton of Lugano merged with Bellinzona creating the canton of Ticino, which endures to the present day.

After 1803, the political municipality of Lugano was created. One of the first tasks of the new city government was to determine the division of property and authority between the patriziato and the new political municipality. Two agreements between the two organizations, in 1804 and 1810, began this process. In the second half of the 19th century the political municipality received various properties and rights from the patriziato. Francesco Capra, the préfet during the Helvetic Republic, became the first mayor of Lugano from 1803 until 1813. The cantonal constitution of 1814, set Lugano, Bellinzona and Locarno as capitals of the Canton. They each served as the capital in a six-year rotation. Lugano was the capital in 1827–33, 1845–51 and 1863–69. In the 19th century, the city government was dominated by the Liberal Party. In 1900, slightly more than half of the seats on the city council (at the time 50 total members, but 60 members since 2004) were held by Liberals. Most of the rest of the seats were held by either Conservatives or Socialists. The city government initially had eleven members, but in 1908 their number was reduced to five and in 2004 increased to seven. Throughout most of the 20th century, the Liberals held the absolute majority here as well. The rest of the municipal executive posts were held by the Conservatives, the Socialists (1944–48, 1976–80 and since 2000) and the Ticino League. Around 1830 new civic and government buildings began to

2 0 T H

emerge in Lugano. The city also began to expand into the surrounding hills, along the Cassarate, and toward Molino Nuovo, Paradiso and Castagnola. In 1843–44 the city hall was built on the site of the Bishop’s Palace (built in 1346). It housed the cantonal government in 1845–51 and again in 1863–69. The promenade was built in stages: first part was in the 1870s, a second in the first decade of the 20th century. In the first decades of the 19th century, the roads that connect Lugano with Bellinzona (1808–12), Ponte Tresa (1808–20) and Chiasso (1810–16) were built. In 1848 the first steamboat on Lake Lugano began to operate, with regular, scheduled service since 1856. The construction of the Melide causeway between Melide and Bissone in 1844–47 favored the development of the Chiasso-Bellinzona-Lugano-Gotthard line at the expense of the north-south route along Lake Maggiore. This tendency for development was strengthened further in 1882 with the completion of the Gotthard railway line. The railway station was built in 1874–77 in Lugano, and transformed it into one of the main links between northern Italy and central and northern Europe, which led to the development of tourism and in general helped the services sector.

The new capital was supposed to become a symbol of the country’s future, the embodiment of the best traditions and achievements of the West and East in architecture, the grandeur of Europe and the originality of Asia. The works began on 10 October 1996, when Mabetex Engeenering signed the first contract for the reconstruction of some government buildings, for example: the new Parliament, Government and Presidential Palace as well as the building of the Ministry of Foreign Affairs. All this was planned and executed in the record time of just one year; so on 10 October 1997 Kazakhstan moved its capital from Almaty to Akmola. Later, President Nursultan Nazarbaev decided to build on the

to be more than 1,000,000, have later requested the capital to be renamed after him. Mabetex is proud to have contributed to these great achievements during all these years. The Company has built: hospitals, sports , cultural and school complexes, administrative offices such as the presidential palace (AK ORDA) symbol of the rebirth and strength of Kazakhstan, government buildings and residences, luxury hotels, housing (Saranda district), theaters, music hall, congress centers etc.

A city where not only the name has changed, but over the years has also evolved its appearance.

Together with the best professionals from Italy, Russia, Germany, France and other countries more successful projects were realized in different parts of the world. Mabetex’s style is characterized by precision and extreme rapidity in the conduction of works, particular attention to details and to the authentic reconstruction of old masterpieces. The Great Kremlin Palace is a masterpiece of Russian architecture of its time. It fully reveals the artistic manner and national peculiarities of Russian craftsmen of various epochs. It was built in the southwest part of the Kremlin, on Borovitsky Hill, on the site of the earlier residence of grand princes and tsars. In the Middle Ages in Russia a “Palace”, formerly “Terem”, meant a complex of buildings with gala (reception) halls, living rooms, court churches, workshops and household premises. The interior is modern as regards its design and constructional concept. The exterior of the palace is designed according to a model of typical past centuries; the traditional approach is clearly expressed in the application of decorative techniques.

The Concert Hall is a center for performing arts in Nur-Sultan, the capital city of Kazakhstan. It was inaugurated by the President of Kazakhstan, Nursultan Nazarbayev on the nation’s Independence Day, the 15th of December 2009. The Nur-Sultan State Auditorium lies on the south of a historic organizational axis leading to the Presidential Palace with the Senate House opposite to the auditorium. The form of the building was generated from an analysis of a native flower. The music which the building envelopes, reflects in the dynamic form and colour of the envelope. The built form, envisioned as a “Flower of the Steppe” contains a system of plazas housing shops, balconies, restaurants, two cinemas and Auditorium Concert Hall. The hall is a wood clad shell from within and outside seated deep within the swirling envelope of the building. This womb-like space symbolises a native Kazakh musical instrument ‘Dombra’. The Government of Kazakhstan once again chose Mabetex Group, an engineering and construction company of international renown, to build a new prestigious project in Astana, Kazakhstan: the State Theatre of Opera and Ballet, dream of the President Nazarbayev, as a cultural symbol of his country. The theatre covers an area of 64,000 square metres, and is located between Turan Avenue, Sarayshyk Street, Kabanbay Batyr Avenue and Kunaev Street on the left bank of the Ishim River. Main auditorium: 1,250 seats, of

which 441 are in the stalls (reduced to 373 if the front rows are removed to provide space for the orchestra pit), 110 are in the ground floor boxes, 411 are in the first, second and third tier boxes, 6 are on the Presidential Balcony and 282 are in the gallery. The auditorium is intended for natural, non-amplified sound, and has been designed to ensure that vocal and instrumental music has optimal sound quality and fidelity in all registers. Mabetex Group has created a magnificent building, one of the best theatres in the world: a perfect synthesis of classic style and cutting-edge technology, built with close attention to detail and high quality materials.

Every part of the project was studied meticulously the acoustic and visual features of traditional theatres have been modernised and brought to an insurmountable level, the fly tower uses advanced technology to ensure maximum flexibility in staging, the interior and exterior walls are covered in precious Italian stone, and the décor was created by expert decorators. The theatre’s facades, columns and wall mouldings are covered with slabs of Sicilian Pearl Marble (in total about 6,000 tonnes were used during the project) of various sizes and thicknesses, creating a perfect harmony of colours and materials typical of classical architecture. The few sections made of materials of a different origin nevertheless blend perfectly into the natural stone. The only elements that stand out from this stylistic harmony are the copper roof and the brass colour of the aluminium window frames, decorated with silk-screen prints depicting scenes from Kazakh folklore. Numerous sculptures and lighting fixtures add an extra decorative touch to the building. Mr. Behgjet Pacolli as President and CEO of Mabetex Group is the author of the project.

NATIONAL NEOCLASSIC DRAMA THEATRE Theaters Turkestan, Kazakhstan | 2020

Mabetex Group is honored to be appointed to design and build another prestigious project in Nur Sultan, Kazakhstan: the new National Neoclassic Drama Theater, cultural symbol of the country, as a personal dream of the President Nazarbaev. The Theater covers a surface of 25’000 sqm near the Ishim River embankment at the intersection of Nazhimedenova A. Baitursynova Avenues and 23-15 Road in Nursultan, the new Drama Theater was built, transforming the skyline of the capital’s Independence Square axis. The Theater is build in an area of about 20 hectares and is located near the Astana Nurly Zhol railway station, the main transport hub of the city. The building hosts the entrance foyer, two multifunctional rooms for theatrical performances and events such as musicals and other shows. The main hall is designed for 635 seats, divided into 585 in the stalls and 50 in the boxes, with a 12-seat VIP stage, while the orchestra pit can host till 50 elements. The small hall is designed for 202 seats in the stalls, dressing rooms for artists, auxiliary rooms and office, a modern bar, dressing room and ticket offices, as well as a VIP lounge area in the VIP lobby, a restaurant with adjoining kitchen, offices, relaxation area, dressing rooms and rehearsal rooms.

On the territory there are uncovered parking lots for light vehicles. In addition to pedestrian access, according to the requirements of the regulations, ramps are provided for low-mobility groups of the population and cars are also accessible. The necessary landscaping is provided by planting trees, shrubs, flower beds. The service entrances and the vehicle loading / unloading area are on the opposite side of the building. The entrance to the basement is provided from the sides. The original style of the Mabetex group is evident in this work: neat lines, a fusion of modern architectural concepts and concepts of the Kazakh tradition, shapes and ornaments and style are inspired by the nearby river and Kazakh calligraphy presented in a neoclassical way. The building is monumental, with the main facade which is a pediment full of bas-reliefs depicting national elements and national musical instruments, decorated with precious Sicilian Pearl marble of various sizes and thicknesses (1’470 Tons in total), creating a perfect harmony of colors and materials typical of neoclassical architecture, which perfectly fit into the natural stone, marked on all sides with large round columns containing national motifs in the form of embossed, and portals reminiscent of classical Kazakh architecture.

The main hall is conceived and designed (through both Cat Acoustic and Easy, very sophisticated and refined software) for natural and amplified voice and sound, ensuring that vocal acting and instrumental music have optimal sound quality and fidelity in all registers. So Mabetex Group has once again created a magnificent building, one of the best theaters in the world: a perfect synthesis between classic style and cutting-edge technology, built with great attention to detail and high-quality materials. The acoustic and visual characteristics of traditional drama theaters have been meticulously studied and have been modernized in this ambitious theater to a top level, using high advanced technologies to ensure maximum

flexibility in the German Technology staging; the internal walls are covered in acoustic wood panels and precious material and the furniture was created by expert Italian decorators of various sizes and thicknesses, creating a perfect harmony of colors and materials typical of neoclassical architecture. Numerous sculptures and lighting fixtures add an additional decorative touch to the building. The Mabetex Group Project Department has designed this theater under the guide and directives by Mr. Behgjet Pacolli, President and CEO of Mabetex Group and author of the project.

T

he Concept phase in a Design course has such a multidisciplinary connotation that it involves many different disciplines even further than the purely technical skills.

In fact, in the elaboration of a Concept Design it is necessary to take into account aspects of the context that affect various fields and disciplines, from landscape aspects safety and urban planning to social and economic ones. The Concept phase of a Project is fundamental for the aspects of sharing the approach and therefore the result with all the stakeholders involved in the Process / Project. It should also be noted that in addition to the aspects of care of the context and of the emotionality of the Project, the Concept phase is fundamental for the verification of the feasibility of an initiative, for the related procedural aspects and for those of the budget to be allocated, as well as, finally, for planning and permitting aspects. The correct and conscious management of the Concept phase of the Project allows for the development of the subsequent in-depth planning phases, strengthened by the consensus acquired by the stakeholders involved in the process, limiting or avoiding the management of unforeseen events. Therefore, the participation of a large number and type of professionalism is essential, such as to allow the competent supervision of all the disciplinary aspects of the Projects During this phase, the Mabetex design team begins to consider the architectural expression of the building within the context of developed and agreed project criteria. Due to the possible need for early construction, sometimes it’s recommended that a full design team, including but not limited to Civil, Structural and MEP, are appointed at the beginning of this design stage. Designer will commence this design phase by re-evaluating the Preliminary (basic) concept design stage.

Mabetex Designer will review the design options and again carry out a risks and opportunities study with the Client to agree the optimum design direction. Where necessary Designer will develop initial concept design options for early evaluation with the Client stakeholders. This will include the architectural expression treatment of the various buildings. The design team would assist the Clents’s team including sub-suppliers in developing the design and obtaining an early approval from Governing or Private Authorities to commence construction. This assistance should also include a review of what documentation is required for statutory approvals from local government bodies and how the approval process would coordinate with the need for an early construction date. Managing the planning, design and construction interfaces will be a key element in maintaining construction progress. The program reflects a single-phase project with all aspects of the design running concurrently. Any phasing will be assessed against completed deliverables as a fair percentage of the works that may be issued in advance. The main services by Mabetex consist to Illustrate possible solutions within the shortest possible time and assisting the client in determining the feasibility of the project, Reviewing and confirming Client’s requirements, Site Analysis, Reviewing the zoning and code requirements and collect any related information regarding the area from the Client , Arranging preliminary idea meeting with the client and the consultants to establish a desired architectural expression of the building, Analyzing of functional and spatial organization and any essential space requirements for Space Planning, Establishing Design Concept, in terms of mass, circulation and building placement, by satisfying the Safety rules and the client’s requirements, Establishing overall design concept, site plan, floor, elevation and sectional plan ,Fixing and describing the size and character of the project and such other essentials as may be appropriate and evaluating a Preliminary study of fluxes of circulation, personnel, staff, materials etc, including escalators and elevators.

COSTITUTIONAL COUNCIL Nur-Sultan, Kazakhstan

The project for the Constitutional Court Building of the Republic of Kazakhstan (about 15’000 sqm) in Nur-Sultan, is conceived considering two needs of primary importance: an optimal functional operation of the Legal Control Body and a suitable spatial articulation, therefore of high iconic quality, for an effective transmission and dissemination of the administrative acts performed. The proposed architecture harmoniously synthesizes two historically well-coded figurative souls: the first is the classical soul, with its welldefined canons; the second one is the soul that belongs to the Kazakh tradition and culture that have always distinguished it and gave it identity. The shape of the New Palace of the Constitutional Court in Nur-Sultan develops on a central plan that guarantees an aesthetically harmonious whole and is able to express a powerful spatial and volumetric figurativeness. The result is an architecture with a strong and recognizable character. Maximum care was taken to study the routes and distribution systems to achieve optimal fluidity in flows and ensure the utmost confidentiality of the routes.

main factor in the success of the Mabetex Group lies in the great ability of its architects to interpret the clients needs, requirements and aesthetic desires correctly. Prior to any planning activity our experts spend whatever time is necessary with the client and their representatives. They assess all the aspects of any requested job, conducting an extremely thorough feasibility study and analysis of the project characteristics. This process generally results in a much more “focused” planning, with shorter production time and a higher degree of customer satisfaction. Our architects and engineers, both at the headquarters in lugano and at our foreign branches, are specialized in areas of civil and industrial planning; ranging from hospitals to high-rise buildings, from embassies to schools, and from industrial plants to private villas and houses. Our primary goal is “quality” and “customer’s satisfaction” this has been the very key to the success of our company. We have made it a point of principle to turn the fabled swiss punctuality into a business style for our company: the final work must be handed over within the appointed time. From the first meetings with the client in which their needs are defined, to strengthening the vision for the future. In every mabetex project we start from the idea, there is a combination of creativity, functionality and attention to time and space in which the realization of the project takes place.

RESORT Divjaka, Albania

The proposed Divjaka Resort tourist and residential development falls largely within the borders of the Divjakë-Karavasta National Park. The park’s extraordinary ecosystem, with its lagoons, forest and wildlife, is the project’s stand-out feature, both in terms of its implementation and its profile. The development will allow people to appreciate the most enchanting sights the nature reserve has to offer, and the site’s environmental quality will be the starting point for each aspect of the project. A carefully balanced construction work schedule has been planned in areas of the park that over the years have been subjected to wholesale changes.
