t’s absolutely fantastic to be able to bring you an edition bursting with good news and to come to the end the year in such a positive manner. For the neighbors of the Canton of Carrillo and particularly those from Playas del Coco, there are 2 great pieces of news. There is good news also for all of Costa Rica with its return to the path of renewable energies. Now all of us are allowed to generate clean energy and to contribute to the production of the nation’s energy supply from our homes and businesses.

Para los vecinos del Cantón de Carrillo y en particular de Playas del Coco, vienen 2 tremendas alegrías.También hay una buena noticia para todo Costa Rica, que retoma la senda de la energía renovable, ahora permitiendo que todos podamos generar energías limpias y aportar a la generación nacional desde nuestros hogares o empresas.

But above all, we are very proud to be able to tell you that beginning with the current edition, Utopia will be printed exclusively on recycled paper. After searching for a long time… we were finally able find it and make the change!!!

Pero sobre todo, estamos muy orgullosos de poder contarles que a partir de esta edición, Utopia viene íntegramente en papel reciclado. Luego de una larga búsqueda... al fin lo logramos!!!

In 2010 we increased our online presence as a way to reach more readers without having to use more paper. Luckily, we have achieved this with close to 1000 daily visits to our website and the virtual magazines...but the issue of the paper was still pending.

En el 2010, aumentamos nuestra fuerte presencia online como forma de llegar a más lectores sin tener que usar más papel. Por suerte lo hemos logrado, con casi 1000 visitantes cada día entre sitios web y revistas virtuales... pero el tema del papel, seguía pendiente.

Today we are very proud to announce that we have finally been able to take this special step.

Hoy, estamos muy orgullosos de haber logrado dar también este paso tan especial. Costó encontrar un reciclado de calidad y pero al fin se consiguió. Es más caro, pero lo importante es que es mucho más barato para el medioambiente. Siempre había sido una ‘espinita’ para nosotros eso de usar papel nuevo para llevar el mensaje de una sociedad más sostenible. A partir de ahora, el mensaje y el soporte en que viaja, van de la mano.

It wasn’t easy finding recycled paper of good quality but at long last we succeeded. It’s more expensive but what is important is that the cost is much lower for the environment. Using new paper had always been a thorn in our side while trying to spread the word about a more sustainable society. From this moment on, the message and the message carrier will go hand in hand. We hope that this change meets with your approval and that you also fully enjoy this new edition. We thank you very much for reading us. Our heartfelt thanks to all of you for being part of this utopia…

Costa Rica Live a longer, happier life. Have you ever heard of a Blue Zone? This is the name given to a few special areas of the planet where people live much longer than average.

Only 5 such areas have been identified so far in the world: The Province of Okinawa in Japan, the Loma Linda

area in California, the Italian isle of Sardinia, New Scotia in Canada and the largest of them all, the Nicoya Peninsula in Guanacaste, Costa Rica. This Peninsula, in addition to being the largest of these zones, also contains the largest number of people over the age of 100. However, this is not just a matter of a longer lifespan. These areas are unique due to the greater quality of life one enjoys in their later years. Here, elderly people enjoy extraordinarily good health, fewer limitations, a much lower frequency of geriatric illnesses, a low obesity index, and they are generally happy with their lives and have notable physical mobility. In summary, it isn’t only a matter of a longer lifespan, but of existence that is long, healthy and happy.

Vivir feliz y por más tiempo. Ha oído usted hablar de las Zonas Azules? Este es el nombre que se le ha dado a unas cuantas áreas del planeta, donde la vida de las personas se prolonga por muchos más años que lo normal.

E n el mundo se han detectado hasta ahora solo 5 de estas áreas: La provincia de Okinawa en Japón, el área de Loma

Linda en California, la isla italiana de Cerdeña, Nueva Escocia en Canadá y la más extensa de todas, la Península de Nicoya en Guanacaste, Costa Rica, que además de ser la más grande de todas, reúne también la mayor cantidad de gente mayor de 100 años. Pero no se trata tan solo de vivir más años. Estas áreas se destacan aún más porque sus ancianos disfrutan extraordinaria salud, menos incapacidades, menor frecuencia de enfermedades geriátricas, muy bajos índices de obesidad, están satisfechos con sus vidas y tienen una movilidad física destacable. En resumen, no se trata solo de vidas longevas, sino de existencias largas, saludables y placenteras.

While these 5 Blue Zones embody very different lifestyles, there are some common factors found. Such factors include a diet abundant in vegetables, fruits and cereals with little to no meat; having enough time for rest and recreation and quite importantly, living in harmony and with strong relationships with family members. The old people of Sardinia are also quick to include in the recipe for longevity, drinking two glasses of wine a day. In Loma Linda they recommend as a basic requirement, a life free of excesses, while for the octogenarians of Okinawa, it’s crucial to have meaning and purpose in one’s life. In Costa Rica, the key to the unusual Guanacastecan longevity, along with the relaxed lifestyle of Ticos, is thought to be that the drinking water of some areas. It could be an elixir of health, due to the heavy content of minerals beneficial to the human body. Dan Buettner, author of ‘The Blue Zones: Lessons for Living Longer from the People Who’ve Lived the Longest’, point that Costa Rica also benefits from having guaranteed access to good medical services and also by being a country with its own philosophy of life which has not fallen into the grasp of the crushing race for status nor of an exaggerated consumerism. Per example, a 60 year old person in Costa Rica has four times the chance of reaching their 90’s than a sexagenarian in the United States. In an incredible paradox, Costa Ricans spend 15 times less in health care per person than North Americans. 10

Entre los factores repetitivos en estos sitios con estilos de vida tan diferentes, encontramos dietas abundantes en verduras, frutas y cereales y poca o nada de carne, el tener buen tiempo para el descanso y la recreación y algo muy clave, el vivir en un entorno de muy buenas relaciones familiares. Los viejitos de Cerdeña destacan también en la receta, el tomar dos vasitos de vino al día. En Loma Linda recomiendan como clave una vida libre de excesos, mientras que para los octogenarios de Okinawa, es crucial saber para que se levantan cada día, es decir, tener propósitos en su vida. En nuestro país en tanto, la clave de la inusual longevidad Guanacasteca, junto con el tranquilo estilo de vida tico, parece estar también en el agua que se toma en la provincia, posible elixir de salud, gracias a una mayor carga de minerales benéficos para el organismo. Dan Buettner, autor de “Las Zonas Azules: Lecciones para vivir más de la gente que más ha vivido”, destaca que a Costa Rica le favorece también el contar con acceso garantizado a buenos servicios de salud y además el ser un país con una filosofía de vida propia, que no ha caído en la desgastante carrera por status ni el consumismo exacerbado. A modo de ejemplo, una persona de 60 años en Costa Rica tiene cuatro veces más posibilidades de llegar a los 90 que un sexagenario estadounidense.Y una paradoja increíble, los costarricenses gastan 15 veces menos en cuidados de la salud que los norteamericanos”.

El tan esperado nuevo acueducto costero* ha sido al fin liberado de todo freno judicial posible y ha recibido total luz verde en declaración conjunta entre el MINAET, A y A (Acueductos y Alcantarillados) y SENARA (Sistema Nacional de Riego de Avenamiento), en la cual también se confirmó que está todo dispuesto para terminar pronto la obra. Como si esta buena noticia no fuera suficiente, además se ha confirmado la ejecución de otro esperado avance para esta área: Playas del Coco finalmente tendrá su anhelado paseo peatonal en el frente costero.

In a joint declaration of MINAET, AyA (the Water and Drainage Dept.) and SENARA (National System of Irrigation), it was also confirmed that everything is ready for quick completion of the project. On top of this great news, another long awaited project for the area was confirmed as well: Playas del Coco will finally have its anticipated ocean front promenade.

Starting with the international crisis and followed by the peculiar local water crisis, things had turned gray in the local and surrounding areas in 2010. Today, however, as the year comes to its end, the sunshine returns brightly to these parts.

After more than a year of monitoring the water table in Sardinal, of new technical studies, of thousands of legal documents, of dozens of community and departmental meetings, of many modifications to the trust and to the project itself, the Sala IV (the people’s appeal court with jurisdiction) has finally been satisfied with the evidence presented and has permanently released the project for completion. Meanwhile, the Municipality of Carrillo has pledged to complete the work in a very expedient manner, indicating that it is only at the expectative of a new environmental feasibility analysis that must be issued by Setena. (Technical Secretariat of the Environment).

Luego de más de un año de monitoreo del manto acuífero de Sardinal, de completísimos nuevos estudios técnicos, de miles de folios legales, de decenas de reuniones y encuentros vecinales e institucionales y de muchas modificaciones al fideicomiso y al proyecto en sí, la Sala Cuarta se ha dado al fin por satisfecha y ha liberado definitivamente el proyecto. La Municipalidad de Carrillo por su parte, se ha comprometido a terminar la obra de forma expedita, indicando que solo están a la espera del nuevo análisis de viabilidad ambiental que debe emitir la Setena (Secretaría Técnica Ambiental). Si todo marcha bien (No metemos las manos al fuego, pero hay signos de peso para estar optimista), en menos de un mes ya podría estar funcionando la primera etapa del proyecto, con 2 pozos extras abasteciendo a El Coco desde el acuífero local. Tiempo después, se terminará la segunda etapa de conexión, con lo que estarán llegando otros 70 litros por segundo desde el manto acuífero de Sardinal.

If all works out as expected (we aren’t placing our hands in the fire, but there are serious signs for optimism), the first phase of the project could be functioning within a month, with 2 extra wells supplying Coco from the local water reservoir. A short time later, the second connection phase will be completed and with this, an additional 70 liters per second will be flowing from the Sardinal underground reservoir. Finally, Playas del Coco and surrounding areas will be able to retake the road leading to growth! The houses and condos whose processes of construction had been halted will now be able to complete their work. Those without jobs will see opportunities arrive once more. The large international hotels that had put their plans on hold in this area (Marriott, Exclusive Resorts, Miraval, Westin) will finally be in a position to take their projects to the next step. And those who were doubtful about investing in the area now will be able to regain the confidence in the area’s promising future. This is the first step in the economic rebirth of the Gulf of Papagayo. Those who had stopped dreaming about the future, today can dream again!

Ahora Playas del Coco y sus alrededores podrán al fin retomar la senda del crecimiento! Las casas y condominios que estaban varados podrán seguir adelante sus obras. Quienes no tenían trabajo, verán llegar de nuevo las oportunidades. Los grandes hoteles que tenían detenidos sus planes de llegar a la zona (Marriot, Exclusive Resorts, Miraval,Westin) al fin podrán concretar sus proyectos. Y quienes estaban dudosos de invertir en el área, ahora pueden volver a tener confianza en el futuro prometedor de esta zona. Este es el primer paso en el renacer económico del Golfo de Papagayo. Quienes habían dejado de soñar con el futuro, pueden hoy volver a hacerlo!

Paseo costero de Playas del Coco, será realidad! Promenade of Playas del Coco, finally comes true!

This could easily have been one more of the good plans that never

manage to make the transition to reality. In fact, this idea remained on paper for a very long time, so much so that many were already convinced that the ocean front promenade in Playas del Coco would never come to exist. Luckily for Coco residents and tourists, that will not be the case. The reason for the optimism comes from the fact that all the administrative processes (aka bureaucratic red tape) have been completed without any pitfalls and, save any unpredictable surprises, the park is going to be ready in about 3 months.

Things are going fast and straight this time. While we were preparing this article, we were told by Carrillo’s officers that construction should start very soon (exact date was unclear). We though...mmm, in tico time that’s probably a couple of weeks. What a big surprise (and lesson) we had just 3 days later, when a call from Filadelfia confirmed that the very next day construction would begin!! The day we closed this issue, the consrtuction began. Our distrust was shot down. No tico time this time... This new coastal promenade, designed by Ronald Zürcher will encompass the area between the 2 estuaries of Playas del Coco and will include footpaths, benches, trashcans, lighting, abundant green areas, service kiosks and a small open-air amphitheater. As a precautionary measure so as not to affect the tourist traffic during the high season, the project has been divided in 3 stages, with construction beginning on the west side and then the east side of the beach, reserving the area of the Central Park as the last step for when the tourist seasonal onslaught has diminished. To continue with the good news, we can tell you that this promenade is part of a larger plan that in subsequent stages will bring other improvements to Coco. This includes the building of a new police station, a tourist pier and complete public bathrooms, among others. There are no funds for these projects yet, but Carrillo’s Municipality has shown great commitment to find the financing quickly and to keep doing what must be done. 2010 hit Playas del Coco and surrounding towns pretty hard. Today, however, the coastal areas of the Canton of Carrillo can celebrate again: The hard times are over.

De hecho, esta idea estuvo en el papel por largo tiempo, tanto que ya muchos se habían convencido de que el paseo en el frente costero de Playas del Coco nunca se materializaría. Para fortuna de los coqueños y turistas que vendrán a futuro, este no va a ser el caso. La razón del optimismo no es solo porque que todo el proceso administrativo (alias Maraña burocrática) se completó sin tropiezos sino también porque de seguir todo sin sorpresas, estará listo en unos 3 meses. Las cosas van rápido y en linea recta esta vez. Mientras preparabamos esta nota, oficiales municipales nos informaron que la construcción empezaría muy pronto. (No había fecha exacta aún) Mmm...pensamos. En tiempo tico, podría ser un par de semanas o más. Que sorpresa (y que lección) nos llevamos solo 3 días después, cuando una llamada desde Filadelfia, nos informó que al siguiente día, se iniciaría la obra. Tuvimos que hacer cambios de útima hora. El día que cerramos esta edición, la construcción comenzó !!! Nuestra desconfianza fue abofeteada. Nada de tico time esta vez... Este nuevo paseo costero, diseñado por Ronald Zürcher, abarcará toda el área entre los 2 esteros de Playas del Coco e incluirá senderos, bancas, basureros, iluminación, abundantes áreas verdes, kioscos de servicios y un pequeño anfiteatro al aire libre. Como medida cautelar para no afectar el transito de turistas durante la temporada alta que llega, se ha dividido el proyecto en 3 etapas, iniciándose con la construcción de la zona oeste, luego el ala este y dejando el área del parque central como paso final, una vez disminuida la avalancha turística estival. Para seguir con más buenas nuevas, les cuento que este paseo es parte un plan mayor que en etapas posteriores traerá otras mejoras, incluida la construcción de un nuevo cuartel policial, un muelle turístico y completos baños públicos, entre otros avances urbanisticos. El 2010 golpeó duro a Playas del Coco y los pueblos vecinos. Sin embargo, hoy la costa de Cantón de Carrillo puede volver a celebrar.

W e have existed on this planet for over 200 million years. We were on Earth even before the dinosaurs. It was actually as a result of running from these voracious creatures that we went to live in the ocean.

Nowadays, when we are born, we are still faced with many dangers. Birds, crabs and other carnivorous animals await our birth. Even before we are born…crabs, birds, dogs and other anxious predators attempt to consume our eggs… But we have survived 200 million years of various threats. Nothing that is part of nature will defeat us. Our evolution parallels its rhythm… Today, we have returned to lay our eggs on the beach where we first saw light. Upon birth, our young will find their way to the ocean where they will spread their wings, to travel in the oceanic immensity for years to come. After a long and dangerous way by sand, as soon as the turtles touch the sea, they will swim without stopping for several miles, until they find a barge of floating algae where they will finally be able to rest. But they will never forget Playa Ostional. One day they will return to these same sands, to lay their own eggs and once more start the historical and eternal cycle. Net Metering comes to Costa Rica

This new era is the result of significant changes in energy policy by the Chinchilla government, which has set its targets high and committed itself to achieving the combined benefits of economic security, energy security, carbon neutrality, protection of biodiversity, and increased job creation and economic recovery.

ot surprisingly, all these objectives are served by promoting renewable energy generation and thus reducing our dependence upon imported oil to generate electricity! Most dramatically, ICE (The National Electricity Institute) has introduced its long awaited “Pilot Program for Net-metering”. This is very good news for consumers who wish to invest in generating their own electrical power. This voluntary program is a huge step forward in the government’s implementation of policies promoting renewable energy, specifically ‘small-scale’ generation for residential, commercial, industrial and agricultural customers. Let’s review the past, present and future of these policies, and most importantly, what they mean to you.

Past: We all know

about ICE´s reputation as the glacially paced monopoly provider of mediocre service

(electricity, phone, Internet)

and staunch defender of status quo (i.e. no competition, no innovation, seemingly little planning effort for the future requirements of consumer’s or society’s critical needs for robust energy and communications infrastructure). That description is increasingly inaccurate, and must become part of the past!

Present: A handful of forward thinking managers in the lumbering monopoly have found new spirit with the change of government and a president committed to action, not just words, regarding the protection of our environment and our nation’s economic security; an economy which has become increasingly petroleum dependent at a time when the entire world recognizes the perils of oil dependency. Doña Laura made the environment a cornerstone of her election campaign, and once in office she created a ‘dream team’ of public officials to shake off the institutional cobwebs and actually bring CHANGE. The daunting challenge of introducing policy change is now the responsibility of the team comprised of Dr. Alfio Piva (1st VP and former Executive Director of the INBio), Ing. Teófilo de la Torre (Minister of MINAET and former CEO of ICE during three president’s administrations, including the last time that ICE was 100% renewable energy powered!), as well as newly appointed CEO’s

RECOPE, ICE and ARESEP.

Change, however, does not come easy to Costa Rican institutions, and merely appointing new CEO’s does not ensure a policy shift. There are, however, some very positive developments to point out, including: - The new legislation exonerating renewable energy equipment (solar, wind, hydro, etc) from ALL import duties and taxes, even from the sacrosanct 13% sales tax! - The introduction of ICE’s Pilot Program for Net-metering. - The public acknowledgment that the 200 MW Garabito oil plant was a planning blunder. - The introduction of a revised version of the new General Electricity Law, and true engagement with the Assemblea in enacting new energy legislation. (This Law includes the right for all

Costa Rican consumers to connect their private generation to the grid, i.e. not just ICE consumers).

But the principle accomplishment we wish to describe today is ICE’s “Net-metering Pilot Program”, which can impact hundreds of homes and businesses and the environment in a positive way. ICE, with support from MINAET, launched this significant new Program to stimulate consumer’s investment in small-scale renewable energy generation. This Project is extremely important because for the first time ICE is inviting customers who invest in small-scale, distributed generation to connect their generation directly to the ICE distribution network.

Bienvenidos todos a una nueva era para la energía renovable en Costa Rica Esta nueva era será el resultado de importantes cambios en la política nacional de energía que está realizando el gobierno de Laura Chinchilla, quien se ha fijado metas altas y comprometido en alcanzar los beneficios combinados de seguridad económica, seguridad energética, carbono neutralidad, protección de la biodiversidad, creación de nuevos empleos y estímulo para la recuperación económica.

N o es sorprendente que estos objetivos se vayan a lograr con la promoción de la generación de energía renovable, reduciendo de paso nuestra dependencia por productos petroleros para generar electricidad.

En una muestra de fuerte decisión, el ICE (Instituto Costarricense de finalmente ha develado su muy esperado ‘Programa Piloto de Medición Neta’.

Esto representa una tremenda noticia para los que desean invertir para generar su propia electricidad. Este programa es un gran avance en la implementación de las políticas del gobierno para promocionar la energía renovable, específicamente la generación en “pequeña escala” por clientes residenciales, comerciales, industriales y agrícolas, los que ahora podrán exportar los excedentes de energía de sus paneles solares o turbinas eólicas a la red pública. Para entender mejor el cambio de panorama, echémosle una mirada al pasado, presente y futuro de estas políticas y lo que es aún más importante, qué representan para usted.

la reputación del ICE como un mediocre proveedor de servicios (electricidad, telefonía e Internet) y como firme defensor del status quo, es decir, no competencia, no innovación y poco esfuerzo de planeamiento sobre las necesidades futuras de los consumidores o de la sociedad. La verdad... esta descripción ya no es la correcta y debe empezar a quedar en el pasado.

Presente: Un conjunto de gerentes progresistas en el gran

monopolio ha encontrado nuevas fuerzas en el cambio de gobierno con una presidente comprometida a la acción y no solo a las promesas, con respeto por la protección del medioambiente y por la seguridad económica de la nación, algo especialmente importante en una economía que había venido aumentando progresivamente su dependencia en el petróleo justo cuando el mundo entero reconocía los peligros de esta dependencia.

Doña Laura baso parte importante de su campaña electoral en el medioambiente y una vez juramentada como Presidente, creo un “equipo soñado” de funcionarios públicos instruidos en sacudir las telarañas institucionales y traer un verdadero cambio. Este importante reto es ahora la responsabilidad primera del equipo compuesto por el Dr. Alfio Piva, 1er VP y ex-Director Ejecutivo del INBIO, el ingeniero Teófilo de la Torre, Ministro de MINAET y ex-Director Ejecutivo del ICE durante la administración de 3 presidentes (la última vez en que el ICE proveyo en un 100% de energía renovable fue durante su gestión), además de nuevos Directores Ejecutivos en RECOPE, ICE y ARESEP. Sin embargo, sabemos que el cambio no es algo que resulta fácil en las instituciones costarricenses y el simple hecho de nombrar nuevos Directores Ejecutivos no garantiza un cambio real de políticas. Pero este caso es distinto y en sus primeros 6 meses de gestión hay fuertes logros a destacar, incluyendo: - Nueva legislación exonerando los equipos de energía renovable (solar, eólica, hidráulica, etc.) de TODOS los impuestos de importación e incluso del sacrosanto 13% del impuesto de venta! - La pronta introducción del largamente postergado Programa Piloto del ICE para la Medición Neta. - El reconocimiento público de que la planta petrolera de Garabito fue un error de planeamiento. - La introducción de una versión revisada de la nueva Ley General de Electricidad y una actividad intensa en la Asamblea para poner en efecto la nueva legislación energética. (Esta Ley incluye el derecho de todos los consumidores costarricenses a conectar su generador privado a la red).

Pero el logro principal que queremos resaltar hoy es el “Programa Piloto de Medición Neta” del ICE, el cual puede impactar cientos de hogares y negocios y al medioambiente en general de una manera muy positiva. El ICE, con apoyo de MINAET, inicio un impactante nuevo programa para estimular las inversiones de pequeña escala para la generación de energía renovable por parte de los consumidores. 29

This is a tremendous step forward for consumers hoping to reduce their carbon footprint while taking more control of their own energy generation and security. (To appreciate the

magnitude of this change, consider that up till now ICE has penalized consumers who install solar or wind generation while connected to the grid).

All ICE-served residential, commercial, industrial or agricultural sector consumers can participate. Participants must install clean power generation at their property (solar, wind, biomass, biogas, etc.) after which ICE will replace the consumer’s regular meter with a ‘bi-directional’ meter. This new meter will record both the imported (purchased) power as well as the exported (banked kWh credits) and it will ‘net’ the two against each other for the monthly billing period. For example, if a household consumes 500 kWh in a month, but their solar panels generate 350 kWh in the same period, then the consumer’s electricity bill will be for the ‘net’ amount of 150 kWh. Because of the progressive pricing structure of electricity tariffs, ie the more you consume the higher the price tier, by generating 350 kWh’s the consumer has managed to reduce their consumption so that all their purchased power (150 kWh) is in the lowest price tier. Similarly, if the family were to generate more energy than they consume, for instance their wind turbine in January produced 600 kWh’s, but they consumed only 350 kWh, they would then carry the extra energy (250 kWh) forward to the next month’s billing period as a kWh credit. The consumer is essentially using the utility network as a ‘virtual battery’, where they can store and draw energy as they generate or consume it. The entire program is limited in size to 5 MW (ie the equivalent of 5 million Watts of capacity), and one MW (roughly enough for 100 to 150 large homes) is reserved exclusively for residential consumers. ICE has indicated that once the program approaches its 5 MW capacity, that they expect to raise the capacity ceiling rather than deny further participants entry. However, this is not certain, and meanwhile it is a ‘first come-first served’ program.

Este proyecto es extremadamente importante porque por primera vez el ICE esta invitando a sus usuarios a que inviertan en la generación de energía y conectar sus generadores directamente a la red de distribución del ICE. Este es un avance gigantesco para los consumidores que intentan reducir su huella de carbono y a la vez asumir un mayor control y seguridad en la generación de su propia energía. (Para poder llegar a apreciar la magnitud de este cambio, considere que hasta ahora el ICE penalizaba a los consumidores que instalaban generación solar o eólica y deseaban conectarlos a la red). Todos los consumidores del ICE pueden participar, ya sean del sector residencial, comercial, industrial o agrícola. Los participantes deben tener o agregar generación eléctrica limpia a su propiedad, (solar, eólica, biomasa, hidráulica, etc.), luego de lo cual el ICE reemplazará el medidor con un medidor “bi-direccional”. Este nuevo medidor llevará registro tanto de la energía importada (comprada) como de la exportada (kWh ahorrados) y cobrará solo por la diferencia neta durante el mes al cobro. Por ejemplo, si una familia consume 500 kWh en un mes, pero sus paneles solares generan 350 kWh en el mismo periodo, entonces la cuenta del consumidor será por 150 kWh. Debido a la estructura progresiva de las tarifa eléctricas (a mayor consumo mas alto es el precio por kW), al generar 350 kWh, el consumidor se las habrá también arreglado para bajar en la escala de precios, de modo que toda la energía comprada (150kWh) es cobrada a una tarifa más baja en la escala.

- Applications are accepted on a ‘first come, first served’ basis - Consumers can install systems up to the minimum of their annual electric consumption, or to their grid inter-connection’s capacity - Two year Program (before it´s expiration we expect ICE and the government to announce even better programs to reward consumers to invest in renewable energy) - Fifteen year contracts – assuring participants time to recuperate their investments - All ‘grid-connected’ technologies must meet ICE and ARESEP guidelines and satisfy UL and IEEE safety standards - Two separate application and approval processes are established. One is a ‘stream-lined’ process for quickly processing residential and small business applications for systems at 10 kW or less in size. A more complex application and inspection process exists for larger scale projects. - Most importantly, consumers who ‘auto-generate’ can both import (purchase) and export (store) power on the utility’s network for later use. This is the fundamental concept of net-metering.

- Las solicitudes se atenderán por orden de llegada. - Los consumidores pueden instalar sistemas de hasta el mínimo de su consumo anual de electricidad o según la capacidad de su red de interconexión. - Es un programa piloto de dos años (antes de su vencimiento se espera que el ICE y el gobierno anuncien programas aún mejores que premien a los consumidores que inviertan en energías renovables) - Se firma contratos de quince años para asegurar a los participantes tiempo para recuperar sus inversiones. - Todas las tecnologías conectadas a la red deben cumplir con las directrices del ICE y la ARESEP y cumplir las estándares de seguridad UL e IEEE. - Se establecen dos tipos de solicitudes y procesos de aprobación distintos. Un proceso simple para la tramitación rápida de las solicitudes residenciales o de pequeñas empresas con sistemas de 10 kW o menos y una segunda aplicación y proceso de inspección más complejo para proyectos de gran escala. - Lo más importante, los consumidores que ‘auto-generen’ pueden tanto importar (comprar) energía así como también exportar energía a la red (almacenar) para su uso posterior. Este es el concepto fundamental de la Medición en red o Medición Neta.

Igualmente, si la familia genera más energía de la que consume, por ejemplo, si su turbina de viento produce 600 kWh en Enero pero su hogar consumió solamente 350 kWh, entonces el ICE traspasa la energía extra (250 kWh) para el próximo mes, apareciendo en el siguiente periodo de cobro como un crédito de kWh a favor. El consumidor estará entonces, usando la red pública como una “batería virtual” en la que puede guardar o retirar energía según sus necesidades. El programa piloto completo está limitado en tamaño a una capacidad de 5MW (5 millones de Watts), mientras que un MW (más o menos suficiente para 100 a 150 casas grandes) queda reservado exclusivamente para consumidores residenciales. ICE ha indicado que una vez que el programa se acerque a su capacidad de 5 MW, en vez de negarle la entrada a nuevos participantes, aumentarán gradualmente la capacidad. Sin embargo, esto no es seguro y mientras tanto es por orden de llegada hasta que se alcance la capacidad establecida.

- The introduction of ‘Smart Grid’ technologies to gain efficiencies from the national transmission and distribution grids, as well as to make them more robust and better able to accept renewable energy sources. (Smart Grid is something Costa Rica is uniquely positioned to implement, as our monopoly ICE controls both the power grid and the communications grid, and Smart Grid technologies are essentially the process of marrying those two (normally disparate) systems together. - The Smart Grid will introduce monitoring equipment to homes, which allow consumers to see their usage and expenditures in real-time, and allow them to better manage their energy usage, i.e. to conserve.

What can you do now?

As a consumer of electricity, start by investigating the options the government is making available. If ICE does not serve you, contact your local distribution company and demand that they introduce the same net-metering program in your area. ICE has invited all distributors and cooperatives to join the Pilot Program, but these companies are reluctant to do so. They see allowing their consumers to net-metering as sacrificing electricity sales and revenue. These companies need to be reminded by their consumers of their fundamental duty to provide the public a less costly, environmentally efficient and reliable service. Hopefully they will decide to join the ‘future’ before required to by new legislation. It is high time for these policy changes supporting small-scale renewable energy! The president supports it, the Minister of MINAET supports it, the general population supports it, and ICE very clearly supports it! Now we need our regulators at ARESEP, our Diputados in the Asamblea and we urgently need our distribution companies/ cooperatives to join the party!

The future of energy generation must consist of large, medium and many small generators using our abundant natural resources to produce our energy efficiently, and when possible, locally (i.e. at our homes, businesses, factories and farms). This is the future!

Es un momento importantísimo para las nuevas políticas que buscan apoyar los sistemas de generación renovable de pequeña escala. La Presidente lo apoya. El Ministro de MINAET lo apoya. La ciudadania lo apoya y hoy el ICE, claramente lo apoya. Ahora solo falta que los reguladores de ARESEP, los diputados en la Asamblea y las otras compañías y cooperativas de distribución, se unan a la fiesta. El futuro de la generación eléctrica, debe consistir de muchos generadores en pequeña, mediana y gran escala, usando nuestros abundantes recursos naturales para producir energía eficiente y localmente, en lo posible desde cada casa, industria o finca. We all know that Guanacaste is recognized as an area full of Costa Rican traditions but culture is not just something that includes our roots and folklore, it’s also the intellectual art in all of its manners of expression. Guanacaste is not only the birthplace of famous authors, but also seasoned with foreign artists who have also made this land their home.

Un refugio para las artes Quienes atesoramos vivir en un lugar tranquilo como Guanacaste, puede que a veces sintamos que a esta tranquilidad le vendría bien un poco más de actividad cultural, mas arte. Todos sabemos que Guanacaste es reconocida como una zona llena de tradiciones costarricenses, pero la cultura es algo que incluye no tan solo nuestras raíces y folklore, sino también el arte actual en todas sus expresiones. The exquisite Guanacaste landscapes, the typical characters of the Sabanero (cowboy) culture, the incredible underwater scenes, the silhouette of a woman, the nostalgia of infancy, the indigenous roots, or even the deepest of the imagination are inspiration to the artists that exhibit at the Hidden Garden. A guide, knowledgeable about art, accompanies visitors through the tour of the spacious rooms to answer questions about the works in the exhibits and details about the artists and their techniques. This is a place where tradition and modernism come together, open to countless numbers of local artists who, prior to its existence, did not have anywhere to exhibit their work. We want to make it clear that in Guanacaste there was no shortage of contemporary art work, what was missing was a place to show it. Here we have one of those places that need our support to ensure that it continues to be a place for the expression of our culture, a culture that is mixed and in constant expansion.

Este es un lugar de encuentro entre tradiciones y modernidad, abierto a la infinidad de artistas locales que antes no tenían donde exponer sus trabajos, dejando claro que en la provincia no faltaba arte contemporáneo, sino solo lugares donde exhibirse. Este es uno de aquellos rincones que son importantes de apoyar para que se mantengan como expresión de nuestra cultura, una cultura mixta y en constante expansión.

Although at the beginning this was a meeting place for people selling natural products, it also housed the artist Carlos Hiller, who found here a location where he could show his work. Hiller started exhibiting some of his pieces in a small room, but little by little the Hidden Garden attracted many people interested in art, which helped Carlos to visualize this as an opportunity to invite other artists who were searching for an exhibiting venue. Thus, the sample of his work became larger and it began filling the spaces with color and art. Today, the sample is an extensive and varied palette of styles and techniques of 52 artists with over 400 pieces that range from painting, engravings, artistic photography and sculptures. What started as an exhibition in a small room, has now expanded to 3,000 sq. ft. of works of art created by artists native to the region and by others who arrived here from lands far away. The spacious building is surrounded by gardens and has a small duck pond, a very attractive location with a solid structure available for private and public events. Additionally, the administrators have future plans to open courses in painting and other disciplines and to invite artists that wish to hold exhibits of their works and people selling natural products for their Saturday organic market.

Organic market In this crowded weekly event you can find organic low-impact products such as cheeses, yogurt, eco-cleaning products, macrobiotic products, honey, peanut butter or homemade pies. After visiting the market you can have lunch and then take a free guided tour through the art gallery. ¿Como comenzó? Aunque en sus principio el lugar fue el sitio de encuentro de vendedores de productos naturales, también albergó al artista Carlos Hiller, quien encontró aquí un espacio para exponer. Fue así como la muestra fue creciendo y llenando el espacio de color y arte. Hoy la muestra es un extenso y variado abanico de estilos y técnicas de 52 artistas con mas de 400 obras entre grabados, fotografía artística, esculturas y pinturas. Lo que comenzó en un pequeña sala, ahora son 280 mts2 de piezas de arte creadas por artistas nativos de la región y otros llegados desde lejanas latitudes.

El amplio edificio esta rodeado de jardines y tiene una pequeña laguna con patos, un lugar muy atractivo con una sólida infraestructura disponible para realizar eventos privados o públicos. Además sus administradores planean para el futuro abrir cursos de pintura y otras disciplinas e invitan a artistas que quieran exponer sus obras o a vendedores de productos naturales para su mercado orgánico de los días sábados.

Only female mosquitoes bite and they do it not to eat our blood, but to leave little amounts of it in each egg, as first food for their larvae. As well, Dengue and other mosquito-transmitted illness are not caused by the mosquito itself, but by other microorganisms that parasite them. Anyway…even knowing these facts doesn´t stop us from hating them as much as we do!!! But since they are part of nature we have to learn to accept them as part of the deal. Like it or not, they are an important part of several food chains and since that, they have an important role in nature’s balance…

Mosquitos… ¡Como los odiamos! Pero… Sabías que? Solo las mosquitos hembras pican y no lo hacen para alimentarse de nuestra sangre, sino para dejar una pequeña cantidad de ella en cada uno de sus huevos, como primer alimento para sus larvas. Y otro dato interesante: El dengue y otras enfermedades transmitidas por mosquitos, no son causadas por los mosquitos en sí, sino por microorganismos que los parasitan y afectan también a ellos. De todos modos, incluso después de saber estos datos atenuantes de culpa…aún los odiamos tanto como los odia usted!!! Sin embargo, dado que son parte de la naturaleza, nos toca aprender a aceptarlos como parte del trato. Nos guste o no, ellos ocupan importantes roles en varias cadenas alimenticias y por lo tanto, tienen un importante rol en el balance de la naturaleza.

Rincon de la Vieja National Park

The park’s attractions include the mildly active Rincon de la Vieja volcano with its constantly active fumaroles and bubbling mud pots, relaxing hot springs and impressive waterfalls that appear as if out of nowhere in the middle of tropical rain forest that abounds with flora and fauna such as tapirs, monkeys, coatis, agutis and a boundless number of birds and insects. There are good trails, camping facilities and nearby hotels. The rough road (take a 4WD) is an experience in itself, but the beauty and diversity of the park makes a trip out there well worthwhile.

Santa Rosa National Park

This park is an incomparable example of tropical dry forest. Offshore are the Bat Islands, which provide exceptional sites for scuba divers. Witch’s Rock and Ollie’s Point located within the park are two world-class surfing spots. Thousands of sea turtles arrive to nest on the beaches from July to December. In addition there is also the Santa Rosa lodge which is now a museum that commemorates the 1856 victory of an improvised costarican army assembled against North American filibusters and which today is one of the country’s main historical sites.

Junto al parque están las Islas Murciélagos, un privilegiado sitio de buceo y Roca Bruja y Ollie’s Point, dos sitios de surf célebres a nivel mundial. De Julio a Diciembre, llegan a anidar a sus playas miles de tortugas marinas. Además, en el parque está la casona de Santa Rosa, un museo que conmemora la victoria en 1856 de un improvisado ejército costarricense contra filibusteros estadounidenses, y que es uno de los principales hitos de la historia del país.

El parque es una importante zona migratoria para aves. Es famoso por la alta densidad y variedad de especies de aves, los que pueden ser observadas de cerca en navegando por rios y canales. Además de las facilidades del parque, la estación de investigación científica ofrece alojamiento, comida y tours, los que contribuyen a financiar las investigaciones.

A refuge for leatherback turtles that protects one of the world’s most important nesting sites for this highly-endangered species. These animals arrive every year between October and February. During the season all visitors at night (prime nesting hours) who come to see the turtles must go accompanied by a local certified guide.

Los atractivos del parque son el suavemente activo Volcán Rincón de la Vieja (1895m) con sus constantes fumarolas, burbujeantes fuentes de barro, relajantes aguas termales terapéuticas e impactantes cascadas que aparecen de improviso en medio de un bosque tropical húmedo, lleno de abundante flora y fauna como tapires, monos, coatís, agutís e infinidad de aves e insectos. Hay buenos senderos, facilidades para camping y hoteles en las cercanías. El rudo camino (solo en 4x 4), es toda una aventura, pero la belleza y diversidad del parque hacen que valga la pena llegar hasta allá.

Arenal National Park

The star of the park, Arenal volcano, is the most active in Central America and at night, offers impressive views of the crater with incandescent lava running out of it and down its slopes. The park is a great example of rain forest in which one can see a great variety of birds such as toucans, parrots and quetzals as well as a wide range of mammals and reptiles.

Known for its stunning Rio Celeste (Light Blue River), named after the color of its waters which are dyed blue by the presence of calcium and sulphuric carbonates in the water. Covered by dense clouds and leafy jungle, the park houses abundant flora and fauna, rivers, large waterfalls and small hot springs. Conocido por su precioso Río Celeste, nombrado así por sus aguas de color, fruto de la presencia de carbonato cálcico y sulfúrico en su composición. Cubierto por densas nubes y una selva frondosa, el parque alberga una abundante fauna y flora, ríos, grandes cascadas y algunas piscinas naturales de aguas termales.

It is a dry tropical forest of 5,600 acres with 42 extraordinary subterranean caves and a look out point with views of the Tempisque River, the Golf of Nicoya and some of its islands. During all the year, one can see monkeys, deer, raccoons, ocelots, peccary, opossum, tepescuintle and anteaters, in addition to an ample variety of birds and plants typical of the dry tropical forests. There is a good information center at the park, picnic tables and trails in very good condition. A call the day before your planned visit is required to confirm the availability and to reserve the tour guides and the safety equipment you will need to carry.

Son 2.295 hectáreas de bosque tropical seco con 42 impresionantes cavernas subterráneas y un mirador con vistas del río Tempisque, el Golfo de Nicoya y sus islas.Todo el año se puede ver monos, venados, mapaches, ocelotes, pecarís, coatís, martillas, tepezcuintles y osos hormigueros, además de una amplia variedad de aves y plantas típicas del bosque tropical seco. El parque cuenta con un buen centro de información, mesas para almorzar y senderos en muy buen estado. Se debe llamar el día anterior para confirmar disponibilidad, reservar los guías y el equipo de seguridad necesario para un descenso sin riesgos.

Leave only your tracks. - Stick to the trails, they are there to minimize the impact of visiting humans. - Don’t feed the wildlife. Feeding them inappropriate will make them sick. - Travel in a 4WD vehicle It will give you the freedom to explore different roads that aren’t always in the best condition. - Travel with an open mind, This allows you to relish the experience without prejudices or restrictions. - Use your trip to educate yourself. It’s always good to learn a little of the local language and culture.

Cleaning Efforts

trash from nature 4,456 volunteers from all over the country joined together to clean the streets, neighborhoods, rivers and beaches and prevent solid waste from being deposited in the ocean.

of the most extensive sources of contamination throughout the world, threatening land and marine ecosystems, impacting a number of commercial activities, the tourism industry and also the health of the population. For the last 25 years, Ocean Conservancy International has been organizing the “International Ocean and Riverbanks Cleaning Campaign” in which hundreds of thousands of volunteers in over 100 countries all over the world align to reduce the waste polluting our world. Additionally, their efforts call attention to the imperative necessity of making a conscious cultural change in the handling of our solid waste.

Complementary activities in Playas del Coco, like painting garbage bins, attract and educate children in addition to beautifying the town and promoting cleanliness.

Jornadas de Limpieza liberaron a la naturaleza de 79.413 kilos de basura 4.456 voluntarios de todo el país se unieron para limpiar calles, barrios, ríos y playas y evitar que los residuos se depositen en el mar.

os residuos sólidos son una de las formas de contaminación más extendidas por el mundo, amenazando ecosistemas terrestres y marinos, afectando además diversas actividades comerciales, la industria turística y también la salud de la población. Por eso, desde hace 25 años Ocean Conservancy International viene organizando la ”Campaña Internacional de Limpieza de Costas y Riveras”, donde cientos de miles de voluntarios en más de 100 países del mundo, se unen con el fin de mitigar los volúmenes de residuos desperdigados por la naturaleza y a la vez llamar la atención en la imperativa necesidad de hacer un cambio cultural en el manejo de nuestros residuos sólidos.

Actividades complementarias en Playas del Coco, como pintar basureros, atraen y educan a niños, además de embellecer los pueblos y promover el aseo.

En el marco de este movimiento global, Asociación Terra Nostra de Costa Rica, ha asumido la responsabilidad y nuevamente puesto en marcha la Jornada Nacional de Limpieza, un gran esfuerzo logístico para motivar y coordinar a decenas de comunidades y miles de ciudadanos en el país a tomar acción y contrarrestar el problema. Este año en el país, casi 5000 voluntarios en 51 áreas recorrieron sus zonas con la misión de liberar a la naturaleza de este tipo de contaminación al tiempo que documentaban los residuos encontrados con el fin de ayudar a Ocean Conservancy a producir país por país, el Índice Mundial de Residuos Marinos,.

Each year thousands of marine animals die or become sick as a result of confusing trash with food. Cada año miles de animales marinos mueren o resultan enfermos al confundir los residuos con alimentos. In Playas del Coco, Mision Tiburon (“Shark Mission”) gave a talk about how trash affects marine life. En Playas del Coco Misión Tiburón dió una charla sobre como afecta la basura a la vida marina.

Within the framework of this global movement, Terra Nostra Association of Costa Rica has assumed this responsibility and once more has launched a National Cleaning Campaign, a major logistical effort to motivate and coordinate dozens of communities and thousands of citizens all over the country to take action and reduce the problem of pollution. This year nearly 5,000 volunteers in 51 areas of the country swept their lands in an effort to relieve nature of the toxic pollution that results from our current lifestyles. Moreover, all of the trash and contamination is documented in order to help Ocean Conservancy produce, country by country, a World Index of Marine Residues. This index is an international reference instrument that allows for understanding of different human habits that are generating this kind of contamination in each country and based on this, to offer recommendations to fix and aide the problem. In Guanacaste, the communities of Playas del Coco, Playa Hermosa, Ocotal, Liberia, Playa Cuajiniquil, Playa Guiones, Playa Garza, Playa Pelada and Nosara joined in the cleaning efforts of their beaches and riverbanks, also conducting educational and recreational activities around the subject of recycling. In the province, almost 500 volunteers picked up 10,774 pounds of solid waste, while in all of Costa Rica, nature was relieved of almost 80 tons of trash.

Este índice es un instrumento de consulta internacional que permite comprender los distintos hábitos humanos que están generando este tipo de contaminación en cada país y en base a ello, ofrecer recomendaciones para atacar el problema. En Guanacaste, las comunidades de Playas del Coco, Playa Hermosa, Ocotal, Liberia, Playa Cuajiniquil, Playa Guiones, Playa Garza, Playa Pelada y Nosara se unieron a este esfuerzo limpiando sus playas y riveras, realizando también actividades educativas y recreativas en torno al reciclaje. En la provincia, fueron casi medio millar de voluntarios los que recogieron un total de 4.887 kilos de residuos sólidos, mientras que en todo Costa Rica, la naturaleza fue librada de casi 80 toneladas de basura.

The owner of surrounding beach property must allow public access and when land access is not possible people still retain the right to reach the beaches by sea. In the nearby communities there are aquatic taxis that will take you to such beaches that are only accessible by sea and pick you up a few hours later, or if you prefer to camp out on the beach, you can make arrangements for the aquatic taxis to pick you up on a designated day and time. 48

Todas las playas del país (excepto las áreas de conservación biológica), son públicas. El propietario de terrenos circundantes, debe permitirle el acceso y si no hay accesos por tierra, está en su derecho de llegar a ellas por mar. En las comunidades cercanas siempre hay taxis acuáticos que lo llevan y recogen unas horas más tarde o si su plan es acampar en el lugar, puede instruirlos para que le recogerán en el día indicado.
