ith the goal of elevating the gastronomic level of the province, a group of well-known chefs in the area have come together to form the Guanacaste Association of Chefs.

This group which already has the recognition of A.N.C.H. (National Assoc. Of Chefs), the Pan-American Forum of Culinary Associations and W.A.C.S. (World Association of Chefs Societies), seeks to include all the gastronomic workers of Guanacaste with the purpose of diversifying and perfecting the regional gastronomic options, establishing high standards for the industry and helping to prepare future chefs within the province.

It was an old dream of all “coqueños”.

A prettier beachfront, a place to go for a walk, an area of encounter, of sports, of sunsets and… a place for romance.

ll that has been accomplished with the new pedestrian walkway appropriately named “Amor de Temporada” (Seasonal Love) in remembrance of a well-known song by Hector Zuñiga, whose inspiration was Playas del Coco.

The new promenade has changed the face of Coco and at the same time, renewed its spirit.

The people quickly made the park their own and now, on a daily basis, there are hundreds of “coqueños” and visitors enjoying it. People are having picnics, reading books, riding their bicycles, enjoying a “Copo” (the tasty local version of a snowball), walking their dogs, playing basketball or volleyball, showing off fancy moves on a skateboard and just conversing with one of their neighbors who they haven’t see on the beach in years…

Arriving at the beach through downtown Coco is now a very different experience. Even from a distance you can see the ocean, not the ugly, decaying buildings that used to litter the beachfront. One can see the Pelonas Islands, the sun, the sky, the clouds and those magic sunsets that have made this beach famous.

The development process was long and somewhat controversial.

Today, however, “coqueños” have left all that in the past.

It’s also quite clean and a ver y pleasant spot to sit and admire the ocean and the beautiful sunsets. We hav e been coming every evening for the 3 days we have been here.

Ahh, no sabíamos que era nuevo. Me parece muy atractivo y una muy bue na integración con el paisaje costero. Me gusta el balance que hicieron entre cement o y naturaleza.

Además está muy limpio y es un sitio muy agradable para sentarse a ver el mar y estos lindos atardeceres. Hemos venido todas las tardes en estos 3 días que llevamos acá.

Since then I visited San Blas several times and admired community leaders who work on a volunteer basis to serve their village. They are focused on improving the quality of life of all GMXM^IRW ]SYRK ERH SPH Often social or recreational activities help in keeping young people away from alcohol, drugs or prostitution.

Many children come from very poor families who could not afford to buy instruments or costumes for their children therefore fundraisers are common to collect the money in order to allow all children to participate.

Desde entonces he visitado San Blas en varias ocasiones y admirado a los líderes comunitarios quienes trabajan como voluntarios para servir a su pueblo. Su enfoque es el mejoramiento de la calidad de vida de todos sus vecinos, jóvenes y viejos.

Frecuentes actividades sociales o recreacionales ayudan a mantener los jóvenes alejados del alcohol, las drogas y la prostitución. Muchos de los niños provienen de familias muy pobres que no tienen los medios para comprar instrumentos o uniformes para sus hijos por lo que recaudaciones de fondos son comunes para recabar el dinero que les permita a todos los niños participar.

He aquí varios ejemplos de las actividades del KVYTS IR 7ER &PEW &ERHE .YZIRMP HI 7ER &PEW Hay unos 35 niños en una banda. Todos los instrumentos fueron comprados por medio de varias actividades de recaudación de fondos. La mayoría de los adolescentes habían desertado el colegio. Este año, impresionantemente, decidieron regresar a clases y completar su educación.Varios de los miembros de la banda también son parte del Grupo de Marimba que frecuentemente se presenta en hoteles.

All instruments were bought through various fundraisers. Most of the teenagers were high school dropouts.

Remarkably this year they decided to go back to school and complete their education. Some of the band members are also part of the Marimba Group, which frequently performs in tourist resorts.

Mundo de Color: Las necesidades de los adultos mayores se resolvieron con la creación de un grupo de manualidades donde las damas tejen, bordan, hace XVEFENSW HI GSWXYVE ½RE E QERS ] GSWIR )WXI KVYTS tiene un ambicioso plan de vender su mercadería durante la temporada turística.

Como pueden ya imaginar, la Escuela de San Blas tiene una Junta Directiva muy activa. Estos padres y ZSPYRXEVMSW EHQMRMWXVER IP TVIWYTYIWXS ] EYXSVM^ER todos los gastos de la Escuela, incluyendo la alimentación para los niños, materiales y proyectos educativos.

El año pasado construyeron la sala de computación para ofrecer cursos a la comunidad. Además de cursos de cómputo, se ofrecen cursos de idiomas enseñando Ingles y Frances.

La escuela también participa en un programa de reciclaje con la compañía melonera de Sardinal. Los estudiantes recolectan latas de aluminio, botellas plásticas y papelería y los cambian por “puntos” que luego redimen por equipo que la escuela necesita.

La comunidad de San Blas confía que el trabajar juntos le permitirá a todos, joven o viejo, el tener un futuro más brillante.

Often parents prepare food and sell to the audience in order to collect money for children. 1YRHS HI 'SPSV GVEJX KVSYT The needs of the older people were resolved by creating a Craft Group, where ladies crochet, embroider, do needle work, and sew. This group has an ambitious plan to sell their merchandise during the tourist season.

As you can guess, the elementary school in San Blas has a very active School Board. Those parents and volunteers manage XLI FYHKIX ERH EYXLSVM^I EPP I\TIRWIW JSV XLI 7GLSSP MRGPYHMRK food for the kids, materials and educational projects.

Last year the computer room was built to offer courses to the community. These courses plus the computer related courses, include also English and French languages courses.

The school is also involved in a recycling program with the canteloupe company in Sardinal, where students collect aluminum cans, plastic bottles or paper goods for which they get “points” at the Recycling Center in Sardinal. Once they accumulate certain amount of “points” they can exchange them for equipment required by the school.

The community of San Blas believe that working together will allow everybody, young and old to have a brighter future.

Una conversaciĂłn sin esquinas con el â&#x20AC;&#x2DC;alcalde ejecutorâ&#x20AC;&#x2122;.

ÂżQue siente al ver concretado un proyecto emblemĂĄtico de su gestiĂłn como el paseo costero â&#x20AC;&#x2DC;Amor de Temporadaâ&#x20AC;&#x2122; en Playas del Coco?

Mucha satisfacción pues fue un proceso largo, de varias etapas y a ratos bien complicado. Pero en realidad, reciÊn estamos a mitad de camino, pues faltan varios complementos como un play, baùos, kioskos, IXG 8EQFMqR ]E IWXj ETVSFEHE ] ½RERGMEHE PE GSRWXVYGGMzR HIP QYIPPI peatonal. Luego sigue hacer puentes en cada estero y despuÊs ojalå extender el paseo hacia ambos lados de la playa. TambiÊn viene la remodelación de calle principal del Coco. (Recarpeteo, aceras, parqueos, desfogues pluviales e iluminación). Estoy contento pero aún falta.

Hay quienes lo critican por no consultar con la comunidad IR PE TPERMĂ&#x;GEGMzR HI IWXI TEWIS 7I HMGI UYI YWXIH PPIZz todo el proceso de manera casi hermĂŠtica.

7M VIGSRS^GS UYI IR IWXI TVS]IGXS JYI EWu )R KIRIVEP XVEFENEQSW IR EPMER^E GSR PEW GSQYRMHEHIW TIVS IWXI JYI YR GEWS IWTIGMEP )WXI TVSGIWS IQTI^z LEGI EySW GSR YR XIQE QY] HMJuGMP GSQS IVE PE VIGYTIVEGMzR GSWXIVE ] PE RIGIWEVME HIQSPMGMzR HI IHM½GMSW IR PE TPE]E Había resistencia al cambio y aunar todos los criterios hubiese sido imposible. Como alcalde, hay momentos en que se debe tomar la batuta y ejecutar directamente. No quisimos correr riesgos de que este plan se estancara porque era un urgencia y el punto inicial de todo un plan mayor.

Mi meta como alcalde es hacer de El Coco un balneario modelo, con buena infraestructura urbana, espacios pĂşblicos, orden y condiciones de WIKYVMHEH zTXMQEW TEVE TVSRXS TSHIV VIPER^EVPS GSQS YR HIWXMRS HI clase mundial y con ello consolidar su rol como eje del desarrollo en el resto de Carrillo.

Hoy AyA está ordenando el tema de medidores y poniendo a derecho algunas situaciones irregulares en conexiones residenciales antiguas. %LSVE PE GSRI\MzR ½REP HIP EGYIHYGXS IWXj LS] IR QERSW HIP ½HIMGSQMWS ] HI %]% 0E 1YRMGMTEPMHEH ]E GSQTPIXz WY TETIP IR IWXS pero es un tema que seguimos de cerca, pues es un proyecto de mucha importancia para el cantón.

Si se diese esa situación creo que AyA tendrá que traer la solución, pues en cuanto se concluya la obra pasa a ser patrimonio de esa institución.

Lo que están haciendo los inversionistas es aportar recursos para apoyar al estado, pero si ese apoyo demora, al estado le toca retomar las riendas y terminar la obra.

8LIWI EVI 6YPIW SJ +YEVERXII (ITSWMXW (published in April), the Rules for the Registration of Businesses (May), the Rules for the Issuing of Visas (June), and the Rules for the Treatment of Minors (July).

On all other points, the Immigration Department (DGME) continues to regulate based on the rules established with the prior law, rules that are still in effect and applicable as long as they donâ&#x20AC;&#x2122;t clash with the current Migratory Law NÂş 8764.

For instance, the new Regulations for Guarantee Deposits for Visas, is set to establish that permanent or temporary residents will now need to provide a deposit equivalent to 75% of the cost of a one way ticket to the interested partyâ&#x20AC;&#x2122;s home country, by the means used to enter the country.

These regulations on alien status will clearly state the WTIGM½G VIUYMVIQIRXW ERH XLI GSRGVIXI amounts to be paid for each type of case.

Similarly, the law governing tourism is expected to have no major changes, unless the current draft is to undergo unanticipated further QSHM½GEXMSRW On the subject of renewal of residency, the GYVVIRX HVEJX MRHMGEXIW XLEX HYVMRK XLI ½VWX four years the foreigner must renew the document every two years. After four years of residency and up to 10 years, the renewal will be done every 3 years and those with over 10 years as residents will renew it at 5 years intervals.

According to the Immigration Law, there are only two circumstances in which an individual can apply for permanent residency. One is those with a blood relationship or those that are married to a Costa Rican (parents, children, siblings or spouses). The second instance is a temporary resident ERH XLIMV WTSYWIW ERH ½VWX HIKVII relatives) who have held this category for at least three years.

Para los efectos de renovaciĂłn de residencias, dicho borrador seĂąala que durante los primeros cuatro aĂąos de permanencia, el extranjero debe renovar su documento cada dos aĂąos. DespuĂŠs de los cuatro aĂąos de VIWMHIRGME ] LEWXE PSW HMI^ EySW PE renovaciĂłn se harĂĄ cada tres aĂąos, y los UYI TVSTEWIR QjW HI HMI^ EySW GSQS residentes renovarĂĄn cada cinco aĂąos.

0SW RS VIWMHIRXIW IWTIGu½GEQIRXI los turistas, deberån comprobar que tienen la solvencia respectiva para su permanencia en el país. Esta se ha seùalado TVIPMQMREVQIRXI IR PE GERXMHEH QuRMQE HI 97 TSV mes. En la pråctica un turista deberå demostrar entonces que para quedarse por un período de tres meses, según las Directrices Generales de Visado para No Residentes, HIFIVj GSRXEV GSR EP QIRSW 97 (MJIVIRXI WIVj IR cuanto a estancia por tratamiento mÊdico, para lo cual el extranjero deberå demostrar que posee recursos QuRMQSW HI 97 TSV GEHE QIW UYI WI QERXIRKE IR el país.

De conformidad con la Ley de MigraciĂłn, solamente podrĂĄn optar por la residencia permanente quienes tengan vĂ­nculo sanguĂ­neo con costarricenses, es decir los padres, los hijos y los hermanos. Igualmente podrĂĄn acceder a dicha residencia los cĂłnyuges de costarricenses.

TambiĂŠn podrĂĄn optar por la residencia permanente los residentes temporales, sus cĂłnyuges y familiares en primer grado que hayan tenido esa subcategorĂ­a temporal por al menos tres aĂąos.

The draft of the Regulation indicates that the spouses of permanent residents who are established in the country also may apply for permanent residency, same as it is right RS[ ,S[IZIV XLMW LEW RSX FIIR GSR½VQIH ]IX EW XLI Immigration Law does not expressly contemplate this relationship on its article No. 78.

Finally and in agreement with the same migratory law, the Commission of Restricted Visas and Asylum has the power to grant the subcategory of permanent residency to anyone he so considers.

It would be very convenient if the remaining regulations [IVI ½REPM^IH TVMSV XS XLI IRH SJ XLI ]IEV 8LSYKL FEWIH on the current pace it is unlikely that we will see the complete set of regulations governing immigration law published this calendar year.

Finalmente y de acuerdo con la misma ley migratoria, la Comisión de Visas Restringidas y Refugio tiene la facultad de otorgar la subcategoría de residencia permanente a quien así lo considere.
