What is the City?
The Temporal City

A city is an amalgamation of moving parts. They are inefficient, but resilient, hence they have survived. They are also however responsible for propagating and profiting off of centralization of the resource and commodity supply chain. This has led to increasing income inequalities and hence a lack of equity in distribution of resources. This project is an attempt at testing if decentralization is possible in the existing capital intensive framework. An architect’s agency in the process is identified and acted upon to create a grass-roots small scale system to catalyse a more inclusive supply chain that breaks the existing city grid just enough to integrate itself into it.
What is time?

Time is generally perceived in real time engagement and memory patterns resulting in short long or long short patterns, now gravitating towards the short short pattern due to social media. It’s perceived length is dependant upon its quality of engagement. An idealistic pattern would therefore be short long. The experience of time with respect to architecture relates to the built, which when engaging can result in propagating short long patterns.
Time is also extremely relative, to an architect it’s relative to the built and to this project its relative to interwoven programs. The relatively of time , creates temporality, which is used for optimization of built resources. This in turn increases accessibly for the disadvantaged which is imperative in the project.
Mining the City

Data mining and its application in the project. Data from the City of Melbourne website is analysed to extract the number of square metres of floor area utilised by various programs in the CBD. The floor area per program is then isolated for those programs deemed important. Employment and census reports are then analysed to calculate the number of square metres per person currently in the CBD, residential, retail and commercial programs. The conflated data is then utilised through the project in two scales: 1. On the city scale the data is used to calculate the growth of the city, at a different rate for every program till the year 2050. Data is analysed from the year 2002 to 2019 after which software driven predictive data mapping tools are used to build a growth trajectory. Height rules come into action to control the growth of the city. 2. On the scale of the intervention, the previously derived average square metres per person in residential units data is critiqued and requirements optimized at the design stage to increase afford ability. Secondly the residential floor area growth rate is simplified to show a 50 percent growth by 2035 and 100 percent growth by 2050. A unit expansion system is designed to cope with the same.

Co-dependant decentralization Opportunities for the disadvantaged arise when critically observing the program driven resource infrastructure in a city. The programs isolated from the static land use data are the unoccupied spaces, restaurants and retail. A codependant supply chain works in the night to serve the disadvantaged and in the day, so that they can continually afford that service. Unoccupied spaces become areas to provide shelter to the disadvantaged, which would likely be a floating population since the model promotes monetary self sufficiency.
The temporal system plays out in the following manner. Night: The disadvantaged use the now vacant kitchens of the restaurants in and near that block. Food is produced for the shelters for the next day. This comes at the added advantage of shelters not requiring kitchen facilities, reducing space requirements and increasing afford ability. The restaurants however need to be paid for the use of their kitchens. This is enabled by the activities that happen during the day, which we will discuss next.
Day: The shelters are built in conjunction with a commercial element. This element could potentially be anything, but in the projects case are taken as decentralized warehousing and last mile deliveries. In addition to providing employment to the disadvantaged, these allow the project to systematically counter online retail and app based delivery markets, both of which are notorious for low pay despite high profits.

Return Brief In response to the concerns of the possibility of overlooking the materiality and the experientiality of the disadvantaged shelter in the future design process, a decision has been taken to take a reversed bottom up approach rater then a systems driven supply chain logistics approach. The shelters shall be diagrammed and designed first and their edge conditions critiqued. It is understood, that the main objective of the project is to benefit the disadvantaged though a decentralised supply chain and not the outright efficiency of the chain. In response to the concerns of the system possibly becoming a factory town, there are two things that need to be addressed, the first being that the proposed supply chain is run through the cooperation of the disadvantaged that operate it and take refuge in it, there is therefore an absence of a centralized power dynamic usually found in factory towns. The second being that in response, the project will necessarily be designed not only while keeping the human scale in mind, but from the perspective of a human at the shelter. The built systems shall therefore operate on a tactile scale responsive interface, and it is only their collective orchestration of temporal change that they will affect the city as a whole.

Setting up connections: Critiquing the CBD grid To keep the grassroots scale of the project in check, connections are set up to accommodate for, but still disrupt the CBD grid. Unoccupied plots, now housing shelters and warehouses are connected via tracks, the positioning of which is justified via four urban rules. Corner tunnels are encouraged where possible, where tracks have to cut across buildings or go parallel to a narrow street. The pedestrian pathways and their access to small scale retail and restaurants is preserved, while the vehicular access routes are modified. Cars are still allowed to pass, but since the current parking structures were allocated for accommodating the growth beyond the height rule in the projected growth of the city, the grid is now a non parking zone and only allows for loading and unloading. On the other hand, the tracks are made to run parallel to the tram lines wherever possible. The exercise therefore seamlessly integrates the new track connections required to drive the decentralized supply chain into the existing grid, complying with the parts of the grid that promote community interaction and altering the ones that don’t.

Spacial exploration - Temporality drives Affordability. (Excerpt from: Data mining and its application in the project.) 2. On the scale of the intervention, the previously derived average square metres per person in residential units data is critiqued and requirements optimized at the design stage to increase afford ability. Secondly the residential floor area growth rate is simplified to show a 50 percent growth by 2035 and 100 percent growth by 2050. A unit expansion system is designed to cope with the same.
In detail: Out of the approximately 32 sqm. per person area requirement derived from the data studies, 16 sqm. of permanent accommodation space is provided which includes sleeping, sitting and sanitation. The removal of kitchens drives the temporal eating and recreational areas to the outdoors. This is contain within an expandable frame and moving facade, which retract during peak work hours and slowly expand as recreational activities increase though the day and mealtimes approach. This affords both the last mile and warehousing tracks and the shelters to make use of the same space. Thereby increasing density and afford ability at the same time. The built fabric also expands only once, one at a time, vertically, to accommodate for the previously calculated increase in residential floor space demand, up till the year 2050. It does this, while still remaining low rise and maintaining a connection with the ground. (This is done under the assumption that demand for disadvantaged shelters and residential floor space will increase at the same rate.)
