VISION FRANCES BAY: ASIA-PACIFIC’S NEXT GREAT WATERFRONT
Frances Bay has the potential to become one of the world’s great urban waterfronts. It will establish Darwin as an Asia-Pacific powerhouse. Emerging from underutilised land and waterways, Frances Bay will consist of nine distinct destinations each with their own identity, activities, places and dynamic urban form connected by new public realm including waterfront promenades and parklands. A high population density, powerful mix of uses and a possible light rail route will ensure a natural affinity between Frances Bay and the City Centre. In addition, Frances Bay will connect Darwin to the rest of the world with a potential fast ferry to Dili and beyond.

SKYLINE FRANCES BAY: ASIA-PACIFIC’S NEXT GREAT WATERFRONT
Frances Bay proposes an architectural skyline inspired by the Australian landscape. Connecting Darwin’s image with the dynamic skylines of Asian cities, Frances Bay will create an iconographic skyline. The skyline’s built form has been inspired by Australia’s landscape including the rock of Uluru, green twisting cliffs of the Kimberley and sandstone terraces of the Blue Mountains. Rather than predictable, air-conditioned boxes, this dynamic built form provides an environmentally sensitive response to the tropical climate. Pyramidal buildings create chimneys to funnel cool air whilst twisting buildings deflect the hot afternoon sun. Frances Bay focuses on ‘’engineering without engines’’ – to make buildings less dependent on machinery. It will be a 21st Century model for tropical city-building.

ASIA-PACIFIC CONTEXT Darwin City Centre is transforming into a global destination for business and pleasure. The transformation of Frances Bay will rejuvenate an underutilised part of the City Centre to create a precinct for entertainment, culture, retail, recreation, commerce and maritime uses. Incorporating a roll-on, roll-off fast ferry connecting Darwin and Dili, Frances Bay will become the epicentre of flows of people, ideas and investment between these two countries.

CITY CONTEXT & CONNECTIVITY Frances Bay is isolated from the City Centre by Tiger Brennan Drive. By realigning Tiger Brennan Drive to connect people driving directly into the City Centre, and extending Knuckey Street to connect people directly to the waterfront Frances Bay will become an integral part of the City Centre and a key destination. By rebalancing flows of vehicles and people, Knuckey Street will become a signature city boulevard connecting Bicentennial Park to the new parklands of Frances Bay creating improved opportunities for retail, culture and similar activities.

Sitting at the eastern edge of the Darwin City Centre, Frances Bay comprises of 33ha of existing land and 12ha of reclaimed land.

Realign Tiger Brennan Drive Tiger Brennan Drive divides the City Centre from Frances Bay. The proposal realigns Tiger Brennan Drive to connect directly into the City Centre at the intersection of Barneson Street and McMinn Streets. As such, Tiger Brennan Drive adjoining Frances Bay can be reduced in width, freeing up land for new uses and reducing the divide between City Centre and Waterfront.

Two locks will control tidal variation and water flow into and out of Frances Bay, allowing access for luxury super yachts and smaller pleasure craft. The larger lock controls entry to the new marina, whilst the existing lock remains in place.

Knuckey Street extends into Frances Bay to provide a seamless connection into the Darwin City Centre. From its intersection with McMinn Street, it slopes gently towards the Bay and bridges over Tiger Brennan Drive. It is designed to give priority to pedestrians, cyclists and future light rail.
