RV Maintenance Committee bestows recognition awards to work teams By Susan Van Brackle

M

onday, November 9 was a day set aside to recognize the young men and women that consistently make this cooperative look great. Rochdale’s Maintenance Committee Chairman Joe Evans, co-chairs, Mario Turner and Eugene Evans were accompanied by Board Chairman, Clifton Stanley Diaz and Maintenance Director Corey Jones, as they hosted a series of award luncheons for each of the maintenance work teams located throughout the campus. Maintenance committee volunteers were strategically placed in each group to organize the delicious thank you luncheons at each circle. Not just cold food and sandwiches mind you. We’re talking three course hot meals on a chilly winter day. (Continued on page 3)

Greetings Cooperators,

I

t’s the holiday season and a time of joy and happiness. The New Year is just over 30 days away and we have a lot to be grateful for because so many of us have helped each other in positive ways. I was hoping we could concentrate on the great things happening in our community during this holiday season, but many of you received a flyer under your door recently. This letter expressed some negative views which I feel I the need to address. Lack of Quorum for Election

addressed in the flyer. Last year the Board voted that 7:00 - 7:45pm should be dedicated to addressing the needs of the Cooperators. Many Cooperators complain that they have trouble getting their issues resolved and the employees who supervise Rochdale are often unavailable. Therefore, we dedicated a 45 minute period for Cooperators to get a cup of coffee, have a small snack and speak directly to the Department Heads about their problems. The Maintenance Director (Corey Jones), Chief of Public Safety (John Skinner) and new Controller (Martin Joseph) are there for you. The Assistant Managers and many Board Members are also in the room during this 45 minute period to address your concerns. If you would like to have your issue stated in the minutes of the meeting there is still an open Cooperators’ Session at the end of the meeting. The problem is that the Cooperator Session at the beginning of the meeting was often taking 2+ hours which prevented the Board from conducting necessary work to move the Corporation forward. However, we believe the 45 minute period at the beginning of the meeting is the best way for Rochdale to resolve your issues.

The lack of a quorum was mentioned in the recent flyer and the author chose to attack you the Cooperators by stating “you have zero right to complain because unfortunately your apathy is responsible for the treatment you receive.” I disagree. It’s my opinion that the lack of participation in this year’s election was because you the Cooperators are content with the state of Rochdale and are represented by the 71% of nonvoters. I wish more people had voted and I am in strong support of our democratic process, but you still have every right to complain and join us in the fight to improve our community even if you chose not to vote. Make the best use of your buzzer and intercom. Instruct guests to use the intercom when they arrive and only buzz people in that you absolutely know are expecting to visit you. If your intercom is not currently working, inform the area’s Group Manager then arrange for guests to notify you beforehand that they are coming. Discourage drop-in visitors in order to better ascertain who is potentially a friend or foe. Stay safe RV!

RV Maintenance Committee bestows recognition awards to work teams (Continued from page 1) What’s more, two honorees per group were recognized with engraved plaques for their stellar attendance records and commitment to the job. With the help of Maintenance Committee volunteers and Group Managers, five luncheons occurred simultaneously in the space of one hour with the committee chairs personally jetting to each location across the campus. After many site visits, phone conversations and emails, National Grid awarded Rochdale the maximum amount of $250,000 towards the LED lighting upgrade. The grant is based on the amount of therms (gas usage measurement) that our power plant will save with the new lights. This is great news for Rochdale and there are other grants from National Grid in the works. Upgrading Rochdale Village from the old bulbs is a daunting capital challenge. The great part about LED lighting is that in addition to the grant from National Grid, the payback is relatively fast and it turns into more dollars for other projects in the future.

There was a flyer distributed last weekend and one of the issues it addressed was voting. Management is in agreement that voting is a key component of living in a cooperative. At the same time we would like to remind Cooperators that the Board and Management need to hear from Cooperators all year long, not just during election season. If you’re having issues we should work together on solving them now. Management has put in place an Ombudsman named Glen Keller. Public Safety Monthly Report October 2015 Enclosed is the statistical data relative to the performance of the Rochdale Village, Inc., Public Safety Department during the month of October 2015. Public Safety maintains twenty-four hour coverage.

LOITERING: During the month of October 2015, the Public Safety Department has continued to focus attention on loitering conditions. As a result, Public Safety officers responded to a total of twenty-seven (27) complaints of loitering which were resolved as follows:

TOWED VEHICLES The Public Safety Department towed nineteen (19) vehicles during the month of October for violation of parking rules on the complex. SPECIAL VERTICAL PATROL BY ROCHDALE PUBLIC SAFETY OFFICERS: Vertical patrols are conducted on a daily basis. Officers patrol the stairwells, hallways, rooftops and parking lots at different hours to curtail unlawful activities and have been positively reinforced. Historic Rochdale Village Power Plant may transition from state-of-the-art to vintage unless sweeping equipment upgrades are performed By Susan Van Brackle

D

o you remember the blackout of 1965? It was just 50 years ago when the northeast experienced what was deemed the “biggest power failure in U.S. history.” This notable outage impacted upwards of 30 million people along the eastern seaboard including New York State, seven neighboring states and most areas of eastern Canada on the evening of November 9, 1965. Remarkably, Rochdale Village was one community that burned bright amidst the cloak of darkness. Newspapers from Abilene,

Texas to La Cruces, New Mexico, attributed the Power Plant’s “Gas Total Energy System” and tremendous heat producing turbine generators as the sole reason for uninterrupted heating and cooling of the apartment complex and commercial spaces. In November 1965, the Power Plant’s turbine powered gas total energy system was said to be unprecedented, “stateof-the-art” and ahead of its time. At that time, reporters determined Rochdale’s plant to be even more powerful than the U.S. Pentagon’s in Washington, D.C. Well, nothing lasts forever. Today, Rochdale’s plant equipment.

specifically turbine generator #2, is in desperate need of significant repairs and upgrades. So much so that Rochdale has secured an external generator at a cost of approximately $80,000 per month to help breathe life into the Plant’s ailing machinery. Every five years, the Plant must undergo demanding inspections and overhauls. Ongoing examinations of turbine generator #2 reveal possibly irreparable deterioration on this important equipment that functions as the heart of the facility. Just as in 1965, Rochdale’s generators provide enough energy to run heating, air conditioning, lights and overall power for the entire community.

The January 2014 edition of the Rochdale Village Bulletin detailed long-range plans to refurbish the Power Plant’s ailing machinery and equipment. Considering that the plant supplies continuous energy and that finding suitable replacement parts becomes scarcer with time, expedited measures are being taken as we speak. On a positive note, Rochdale stands to receive a maximum cash abatement from utility company National Grid once a series of measurable energy saving repairs like the lighting project and other Power Plant repairs have been completed.

ave the date and don’t forget to shop small on Saturday, November 28, 2015. According to nyc.gov, Small Business Saturday is a nationwide campaign to spur business for small merchants and was originally launched on November 27, 2010 by American Express. As always, Small Business Saturday falls between Black Friday and Cyber Monday, which are traditionally two of the busiest shopping days of the year. New York City was the first city in the nation to proclaim the Saturday after Black Friday as Small Business Saturday.

Statistics show that there were “88 million Small Business Saturday shoppers in 2014 that spent $14.3 billion dollars” thanks to the national advertising campaign launched on behalf of the occasion by American Express. Small business owners can download online promotional materials and use a number of social media tools to help promote their businesses on Saturday, November 28. Why not get out and support Rochdale Village businesses like The Rochdale Village Outlet, Sprint, Bed, Bath, Etc. and others both now and during the upcoming holiday season. #Shopsmall

The Annual Halloween Party was a family affair. Children and parents dressed up in costumes and other fun attire.

Ghouls and goblins filled the community rooms. Even a clown magician wowed the audience with funny balloon animals and tricks.

Tips for keeping packages safe while shipping smart this holiday season By Susan Van Brackle

A

rash of highly publicized package delivery thefts has prompted some retailers to take proactive measures when it comes to safe, convenient shipping solutions this holiday season. Customers that purchase products through Amazon.com are entitled to have their goods delivered securely to dedicated lockers that are stationed in various locations throughout the country. For the purposes of this writing, Amazon Lockers can be found in thirty 7-Eleven stores in New York City as well as in area supermarkets like Western Beef here in southeast Queens. Here’s how the process works. Once an Amazon order is placed, customers select which locker location

to ship their goods to. Ship to location is based on locker availability. When finalizing the transaction, customers will be given a code in order to access their package upon arrival. Sometimes free shipping deals and promotions exist for orders over a certain amount; otherwise there is a shipping fee. Customers must remove their purchases from the locker within three-days from the date of package delivery. And presto! You’ve shipped safe and smart. UPS has a similar program of package delivery called Access-Point, which allows customers to have packages shipped to registered retail outlets or locations of their choosing as long as the retailer is part of the package acceptance program. NY City Council works to enact tough regulations and penalties for drone use By Susan Van Brackle The growing popularity of noncommercial, unmanned aircraft systems like drones has prompted New York’s City Council to hold a hearing that will potentially draft four pieces of legislation for stricter governance and flight rules. The legislation could be issued as early as December 2015. The Federal Aviation Administration (FAA) designates drones as a class G aircraft. Contrary to popular belief, the FAA controls all airspace not just above the ground but also from the ground up. Rochdale Village is approximately 3.7 miles away from JFK airport, which sets the complex in the midst of a no-fly zone. As such, Rochdale’s Chief of Public Safety, John Skinner has provided overarching rules that were proposed by the FAA earlier this year concerning necessary requirements for casual drone operators. • Drones must weigh less than 55

pounds but must be over 4.4 pounds. • Can only be operated during daylight hours and within visual sight. • Are prohibited from flying higher than 500 feet or faster than 100 miles per hour. • Should avoid flying within 5 miles of an airport, which is a “no-fly” zone. • Drones cannot be flown in any National Parks. • Should never be flown over people, streets or roadways • Do not allow unskilled operators to man your drone. • Propeller guards are recommended to prevent injuries and damages to property

NYS Department of Motor Vehicles determines that Hoverboards are Illegal By Susan Van Brackle

O

ne of the hottest gifts being sold to consumers this holiday season is a similar rendition of Marty McFly’s hover skateboard from the movie Back to the Future. But, not so fast! Costly fines are imminent for prohibited use. That’s because New York City’s Department of Transportation has declared selfpropelled “hoverboards” to be illegal. Additionally, the NYS Department of Motor Vehicles (NYSDMV), states hoverboards are illegal according to Vehicle and Traffic Law 114-D, which defines

an “Electric personal assist mobility device” as “Every self-balancing, two non-tandem wheeled device designed to transport one person by means of an electric propulsion system with an average output of not more than 750 watts (one horsepower), and the maximum speed of which on a paved level surface, when propelled solely by its electric propulsion system while ridden by an operator weighing one hundred seventy pounds, is less than twelve and one-half miles per hour.” What a mouthful! City population, age limits, speed limits and such also determine the legalities on where to ride, or not

to ride, a hoverboard within New York. For example, New York State Vehicle and Traffic Law 126(a-1) declare “electrical personal assistive mobility devices that are operated outside a city with a population of one million or more” are not considered motor vehicles. Since New York is a city of greater than one million people, motor vehicle registration and insurance are required just like any other auto or motorcycle. The following motor vehicle laws apply no matter where you reside when using hoverboards outside of the New York City limits:

• Hoverboards are banned in cities of 1 million people or more. • Drivers must be 16 years or older. • Only one person should ride a hovercraft at a time. • Riders must wear reflective clothing and use lights in the dark. • No riding near historic sites or state parks. • A bell must be used to alert others that you are in their path.

Dear Cooperator: We welcome your use of the Community Room. These rooms are maintained by volunteers, so we ask your cooperation in keeping them clean. Please control your guests. Rochdale Village is not responsible for accidents during your party. NO SMOKING PLEASE 1. I will use the Community Room only during the hours agreed upon for my affair and I will be present throughout the affair. 2. I agree to use only MASKING TAPE to hang decorations on the walls. NO TAPE ON THE CEILING. 3. I will not serve or allow the consumption of alcoholic beverages in the Community Room. 4. I will leave the kitchen, bathrooms and Community

Room clean and free of garbage and debris. 5. I will remove all my decorations from the room when my affair is over. 6. I will remove all garbage generated by my affair from the rooms, and deliver it to the service hallway for pickup by maintenance, including the wastepaper baskets in the bathrooms. 7. My guests will be kept in the Community Room and not allowed to roam or play in the hallways, or on the grass. 8. I will not use the Community Room to generate personal profit or for political themes unrelated to Rochdale Village or for the purpose of organizing religious meetings or activities. 9. I will not remove or allow my guests to remove any furniture or articles belonging to the Community Room. 10. I will be responsible for articles

that are stolen or broken during the time I have access to the room. 11. I will damp mop (no soap) all floors in the areas that I use. 12. I will check the oven and the refrigerator to make sure they are clean. (Some rooms require a match to light the oven.) 13. I understand that I will be held fully accountable for guests attending my affair, and I also understand that if rules are not followed, my affair may be shut down and I will lose the right to use any of the Community Rooms in the future. I understand that the maximum occupancy for the room is 75 people. Additional Notes: • Please – DO NOT push tables or chairs against the walls. The room must be returned in the same condition as when rented.

• Please – NO DJ equipment, and NO boom box/loud music. Music is for your guests. • Please – NO Confetti. Rental Fee:
