ope every one of you had a blessed Thanksgiving. Despite the pandemic, we have not let this stop us or dampen our spirit. As we continue to navigate the challenges caused by the Covid-19 pandemic, I would like to express my appreciation for how well Rochdale Village has adapted to it. I truly appreciate the hard work of our staff who have worked tirelessly to support the cooperators, keeping us as safe as possible. Know that I am thinking of you and wishing everyone continued good health. Let us pray and remember those who lost their lives during the pandemic and keep the families in our prayers. It will be a year that we will all remember, bittersweet, sadness, but again we made it through for we are here, healthy and grateful. Please let us look out for each other and we will get through this and be even stronger. Board Election I would like to thank every cooperator for being so cooperative, being unified and coming out to vote for the Rochdale Village Board election despite the election being rescheduled. A court order was issued, putting a hold on the election. Thankfully we won, the court order was lifted and we were able to have a successful election. Clearly the voters spoke, making their choice and the Board of Directors will certainly do our part. You have done your civic duty by coming out in large numbers to vote. Your vote is your voice. You have been an intricate part in moving Rochdale Village forward. We have a few new members on the Board, and we will all collaborate and serve you as promised. I am excited to move in a pos-
itive manner with our new directors. I get great joy out of serving my community for the many years I have been on the Board. It gives me great pleasure to try and do my best for the quality of life for all cooperators to live comfortably. Especially during this year, I would be remiss if I did not thank you for your unity in coming out to make a difference and more importantly on casting your vote for the Presidential election. For the Presidential election, I was certainly touched by the numbers of those that came out at the early voting to cast their vote to make a difference. I am very proud that I was part of operation and supervising during a portion of the nine days that I worked at the polls. This has given me a great vision as we as a people stand together in Rochdale Village. Our voice certainly put things into perspective that enable us to get things done efficiently, and for that I am truly grateful. As you have seen we have made it through one phase of the pandemic, and together we have made it. Stay strong, keep the faith and we will make it through 2021. We will have a bigger and beautiful community, loving and caring for each other, standing by each other and working together. That is my vision for the year of 2021. My goal is continue to work hard, put the cooperator first, to keep Rochdale Village moving forward in a very positive, productive way to give each and every cooperator the quality of life that we so richly deserves. We will be working very hard with management starting on all the projects that we promised beginning with the new convectors, the cameras, parking lot, and most of all public safety.
Projects For the past two plus years we have been discussing the replacement of the convectors in all apartments throughout Rochdale. I

am so pleased that we are finally on our way with starting this allimportant project. The Board and Management worked diligently to find good quality convector units that will last a lifetime, something I stressed as a priority as it is what our shareholders deserve. The Board approved the purchase and installation of this project, we are now awaiting approval from HCR. Also underway are the upgrades to our electrical systems throughout the development. We will soon be upgrading the electrical breaker panels in every apartment. These enhancements are necessary to bring us up to today’s standards. In addition, work is currently being done in the pump rooms of each building. This project is important as it ensures that we have proper hot water, which has been an issue for some time. The Board just approved the resolution to start the upgrading of our surveillance system site wide. We are replacing all the outdated cameras and equipment with new state-of-the-art high-resolution cameras. We will be adding additional cameras to cover problem areas and provide more coverage where there were no cameras previously including our parking lots. This will assist our Public Safety staff in keeping our shareholders safe. Finally, we will be review-

November 2020 ing expanding parking lots 2, 4, 5 and reconfiguring lot 1 to add more spaces. Also adding a second level for parking over lot 3A/3B. Although this work cannot start until the spring, Management is working with the architects, engineers and Parking Committee to develop a comprehensive plan so we can hit the ground running once the time comes. Shareholders should look out for proposed plans for the areas we are considering expanding.
Events This year there will be no live Santa in the big mall for picture taking. Please do not forget to watch out for the Children Christmas Grab and Go toy giveaway event in the big mall. Registration is required to receive a Grab and Go Gift. Registration can be done at the Board of Directors office. The pandemic will not stop us from doing the best we can for our family and our children here in Rochdale Village. Please look out for the flyer with the date and time for the Toys Grab and Go and a packed lunch for the children. We will have other organization coming as well this year for toy giveaway. Last but not list, I would like to thank the Angels of the Shield, Rochdale Village Public Safety Rosetta Love for her generosity to help out for the children gifts. The bicycles will not be given this year, but we are so grateful for the Angels of the Shield for their donation. I was equally appreciative for the money that was donated that will help many children along the way with Rochdale budget to get toys, gifts, food, etc. Also look out for the memo, to come out for the beautiful Christmas Tree Lighting at the Gazebo. My vision on the upgrade of the Gazebo into the beautiful Rose Garden has become worthwhile. I want to thank the majority of the Board who allowed me to upgrade the beautiful gazebo in our community that we can utilize for many things in the summer such as small family day gathering, day picnic, Christmas winter fest and other functions and events. For private gathering and special affairs, check with the Community Center Director for more information on how you can obtain having a small private social event. The Rose Garden is opened from 7:00
a.m. to 10:00 p.m. for cooperators to sit and enjoy the day. I am so grateful for the Board implementing this for a long time coming, but we got the job done. I am proud of my vision, and seeing the upgrades and development of Rochdale Village.

Preliminary results Board of Directors Election 2020-21 By Susan Van Brackle
A
fter a one month delay, election of Rochdale’s Board of Directors’ resumed Tuesday, November 17 resulting in the return of four incumbent candidates and appointment of a former officer elected decades ago to the Rochdale Village Board of Directors. According to the Honest Ballot Association, a voting quorum of 2,235 households was achieved via a combination of methods including 165 attendance proxies, 687 voting proxies and 1,383 in person ballots cast. Honest Ballot further contends that “All ballots and proxies were tabulated and the count will be certified,” which deems the votes as preliminary until the election company finalizes them. It is the practice of
Rochdale’s co-op elections to award three year terms to the first three winners with the top highest number of votes and two year terms to the remaining awardees. General Manager’s Monthly Report for October 2020 THOUGHTS BEYOND THE ELECTION
It was good to see that a quorum was achieved with no extension necessary despite the delay and challenges that COVID-19 presents to everyone. It appears that the momentum to vote for the presidential election may have carried over to our own localized one. That is a good thing. I can only hope it will also translate to more committee participation increasing community involvement and adding perspective to the operation. Co-ops are unique in that you elect representatives that share your ideologies which in turn drives the direction of the community. All politics aside, post-election is also a good time to take birds eye view of Rochdale Village and realize from that angle we are all neighbors in shared ownership of this community. To paraphrase a speech made by President Obama after the 2016 democratic election defeat that even though there are detracting opinions by some Board members, we are all ultimately on the same side. There is no “big bad wolf” here, just different perspective on how to make Rochdale Village the best it can be. That fact is something that we should not forget. We all want Rochdale to be a safe, clean affordable place for our family and friends into perpetuity.
CHOOSING A CONVECTOR
Over the last two plus years the board and management have discussed replacing convectors in all apartments. During that time numerous meetings were held with Goldman Copeland, contractors, and manufacturers to determine the convector fan coil unit that would be the right fit for Rochdale for years to come. The selection process albeit tedious was necessary to ensure that Rochdale got the best quality for the best price. The major factors considered when making a selection we could recommend was manufacturer history, build quality, design, energy efficiency, future maintenance and of course pricing. Manufacturers were asked to submit sample units that we could assess to help decide.

We believe that the most efficient method of installation will be what we call vertically. That is an entire line in a section of a building in a day. Based upon our experience replacing windows we had hoped to be able to work horizontally, that is one floor at a time. Horizontally has the benefit of focusing labor supervision and work however, due to the disruption it would cause shareholders, water loss of draining risers daily, unnecessary wear and tear on the dual pipe system, vertical is the better method. When work begins, we will go slowly until the contractor and we are comfortable and then the plan is to accelerate in an effort to complete all within 2 years.
Laundry Room Dryers; Why Are There Problems And How We Will Fix Them (Revisited)
Our Laundry room dryer dependability has been an issue for many years spanning multiple laundry contractors including the current one. Why? After delving into this issue 5 years ago and again more recently we found a problem synonymous with Rochdale’s proprietary construction in the form of a “construction

tractor. The supplemental HVAC was unsightly, difficult to keep lint free, blew lint on residents entering and exiting the building and ultimately did not abate the problem. In 2015 this solution was abandoned for the reasons stated above and an investigation was launched into why the original system was abandoned. It was found that during the original construction the underground corridor was comprised of plywood encased with cement. Over many years that plywood had rotted and collapsed blocking the dryer exhaust (see diagrams below). As a result of the blocked exhaust our dryers do not work as well because the motor needs to “breathe” or the sensors trip the circuit off to protect itself from overheating and causing a potential fire. At that time great efforts were made to clear the debris for all building exhausts (see below). However, clearing all the debris is difficult to clear

For the Six Months ended September 30, 2020, Controllable Income before Interest, Depreciation, Amortization, and Income taxes increased 2,025,000 to $8,039,000 as compared to $6,014,00 in the Budget. Below you will find an explanation of the significant changes in each category:
Controllable Income is defined
as income less variable expenses that can be managed by the Company. It is commonly known as EBITDA (Earnings before Interest, Taxes and Depreciation and Amortization).
Operating income and expense
Total revenue decreased $(853,000) to $40,083,000 as compared to $40,937,000 in the Budget. This decrease is explained in the Revenue analysis below:
Apartment revenue decreased $(587,000) to $35,328,000 as compared to $35,916,000 in the Budget This decrease is principally due to the Budget reflecting a 2.9% carrying charge in August 2020 and the actual carrying charge increase was delayed till February 2021. Commercial rental revenue
decreased $(117,000) to $2,558,000 as compared to $2,676,000 in the Budget. The decrease is due to increase in store vacancies due to impact of COVID-19.
Community Center revenue
decreased $(251,000) to $42,000 as compared to $294,000 in the Budget. The decrease was principally due to the impact of the Community Center being closed during the COVID-19.
Other
Income
increased $192,000 principally due to a National Grid rebate of $340,000 received in May.
Total expenses decreased $(2,878,000) to $32,044,000 as compared to $34,923,000 in the Budget. The decrease is explained in the following expense categories, as well as, the impact of the COVID-19 limiting the amount of contract work being done during the quarantine:

Article 78 – During the Shelter Rent litigation, NYC did not agree to change the method they are using for Depreciation to GAAP. As a result, we have initiated litigation (called an Article 78) which should be filed in July. We anticipate that we will be successful with this litigation to have HCR change the method of Depreciation to GAAP which will save Rochdale approximately $100,000 per year in Shelter Rent Expense. Overall, Rochdale Village Inc.’s Controllable Income results For the Six Months ended September 30, 2020 show that Rochdale Village Inc.’s results have exceeded our Budget and is on track to exceed the Controllable Income Budget of $10,642,000 for the year.
Balance Sheet
Due to the COVID-19 impact, our Balance Sheet is impacted in September as follows: 1. Accounts Receivable – The Accounts Receivable balance increased $1,303,000 since the beginning of COVID. Of which, $733,000 relates to cooperators and $570,000 relates to commercial tenants. This increase is related to residents and commercial tenants not paying rent or the rents are being paid late. 2.PPP (Payroll Protection Program) In April, we received a $6,029,300 PPP loan that will be used to keep all employees employed. This loan was recorded in a separate cash account and set up as a liability until the loan is forgiven. We are now proceeding with the Loan forgiveness process which should be completed in December 2020.

Public Safety Monthly Report October 2020
Enclosed is the statistical data relative to the performance of the Rochdale Village Public Safety Department during the month of October 2020. Public Safety maintains 24 hour /7 days a week coverage.
COMPLAINTS:
1. During the month of October 2020, the Public Safety Department has continued to focus attention on loitering, trespassing, noise complaints and all other quality of life violations. As a result, Public Safety Department officers responded to a total of (55) loitering and (193) noise complaints from Cooperators which were resolved as follows:
a) Founded-Compliant- (32) Loiterers complied with officers’ directives to leave and (77) of the noise complaint sources corrected the volume of the noise. b) Unfounded Calls-(23) unfounded loitering complaints and (111) unfounded noise complaints (officers responded but no loiterers were present or no noise could be heard). c) Founded/Non-Compliant Calls- Loitering individuals and noise complaints - Non-compliant of directives – (0) received violations for loitering and (5) received a violation for noise complaints.
For the month of October 2020 there was a grand total of (5) arrests made on Rochdale Village Grounds. The Public Safety Department will continue to organize in order to better serve the Rochdale Village community.

The Public Safety Department towed (13) vehicles and issued (68) warning stickers for the violation of various parking rules throughout the complex.

ssembly Member Vivian E. Cook partnered with Deputy Director Jordan Beberman from Governor Andrew Cuomo’s office joined by Arlene Gonzalez-Sanchez, Commissioner New York State Office of Addiction, to bless the Rochdale Village community with holiday turkeys, trimmings and desserts for Thanksgiving. What a difference a year makes. The coronavirus pandemic has many people shut in and unable to participate in the traditional rite of shopping and/or cooking for holiday dinners. This grab and go event organized specifically for Rochdale Village cooperators provided assistance for those in need. Advance registration and presentation of a ‘red’ ticket was required in order to receive a free turkey. “On behalf of the governor, I am so happy to par-
ticipate here today with the community. I want to wish everyone a Happy Thanksgiving and an enjoyable one but please remember to stay safe,” said Commissioner GonzalezSanchez. The event was a joint effort brought forward by members of Rochdale’s Board of Directors. There to assist with the heavy lifting of holiday turkeys into community shopping carts was Board Chairman Clifton Stanley Diaz, Board President Jean Castro, Board Vice President Lisa Stark, Board Secretary Joyce Williams and numerous members of Rochdale’s own Maintenance team. Special thanks goes out to grocery partners like Key Food Supermarket manager Rudy Guzman and Geraldo Diaz, manager of Ideal Food Basket as well as community partners Dr. Maria Hubbard, New Image and Elmhurst Electric for their bountiful contributions of turkeys and pies.
