4.2 Engineering The UK market is traditional one of large-scale engineering mapping of infra-structure corridors. Increasingly this activity is becoming health and safety aware with an emphasis given to techniques which are completely remote removing the need for survey staff to operate in dangerous environments.

Blom Aerofilms has introduced a number of rapid survey techniques to provide high-accuracy survey data to support engineering design and asset management activities. These include low-level photography and LiDAR data capture from helicopters, enabling detailed mapping and digital terrain models to be completed. For very high precision activities, the company also operates a helicopter mounted camera system providing accuracies of less than 1 cm from 100 metres (300 feet) altitude. Helicopter photography and LiDAR data acquisition is a major benefit for detailed engineering corridors where access and safety is an issue. The accuracies which can be achieved are almost to the standards which can be expected from traditional land survey. Blom Aerofilms also owns and operates two large format digital survey cameras with precision navigation systems to acquire imagery from 2 cm to 50 cm resolution.

4.3 Environment Blom Aerofilms regularly provides support services to environmental organisations responsible for coastline management and flood protection. These activities include annual photography campaigns to provide a record of the coastline and identify areas for study and flood maintenance. Colour and Infra-red digital photography can provide detailed information on flood defences, flood planes, coastal erosion and vegetation either sub-sea or on land. This imagery may be provided as stereo photographs or in ortho-rectified format for integration with GIS. LiDAR is becoming an increasingly popular technique for coastline and flood plane analysis and Blom Aerofilms can offer some of the most cutting-edge technology combining digital photography and LiDAR acquisition.

Market Areas 4.4 Bathymetric survey Blom Aerofilms capabilities do not stop at the coast, the company has recently introduced the HawkEye II bathymetric LiDAR capable of penetrating coastal waters to a depth of up to 30 metres. This is one of just a few systems in the world capable of operating in this manner from either a helicopter or fixedwing platform. The system is able to collect data on both land and underwater simultaneously making it an efficient and economic technique for mapping the coastal zone.

5.1 High-resolution Photography Blom Aerofilms has collected digital stereo photography of UK cities at resolutions of 4 – 10 cm, making it the highest detail project ever carried out. Data Products & Services 5.2 3D Urban Models Blom Aerofilms has been creating a variety of bespoke and off-the-shelf 3-dimensional urban models for many years. These have been created to a variety of different accuracies and specification as defined by the client and determined by customer feedback. Based upon the vertical and oblique photographic libraries the company is creating, we have invested in the development of urban models across Europe, including all of the major capital cities and urban centres, the plan for 2007/08 production is 60 cities.

5.3 Pictometry® – Oblique Image Libraries

5.3.1 Image Viewing & Delivery

Developed in the United States, Pictometry is a unique patented information system that combines aerial imaging with a state of the art software system which provides visual intelligence.

The Pictometry oblique libraries may be viewed within bespoke software or combined with existing GIS data in most industry-standard GIS software including, ESRI, MapInfo, CAD Corps through plug-in’s etc.

While Pictometry® libraries contain orthogonal (straight down) images like conventional aerial imaging, over 80% of Pictometry’s® images are oblique (taken from angles) so that features can be easily seen in their entirety.

A number of specialist software providers are making their software compatible including Command and Control systems for emergency services.

Blom Aerofilms Limited is in the process of acquiring high-resolution, georeferenced oblique aerial photography covering every British town and city. The image acquisition is being undertaken as part of a European-wide project to acquire imagery of every urban centre with a population in excess of 50,000 inhabitants, a total of 900 cities. Oblique imagery provides a new way of visualising the urban environment by providing multiple side-views of each location giving considerably more information on a building than conventional vertical views of the roof, filling the missing information between the street and the roof. As the imagery is geo-referenced it can be integrated with a variety of GIS data to support more informed decisionmaking.

Data Products & Services 5.3.2 On-line Data Access & Delivery For those interested in access to a wide area and small number of images, eg for property or insurance applications, we are providing on-line access to our database whereby images are provided instantly for a coordinate or post code location, on-demand.

To support those customers with limited internal GIS capability or require access to large volumes of imagery, we have developed an on-line GIS site which enables customers to access imagery and utilize the various measurement tools available within the desktop software, such as height, area and lengths. Using a variety of development tools, we can create web-sites and mashups to display a variety of data as imagery, mapping or integrated datasets. These sites can use all of the tools provided by PictometryÂŽ to make real assessments of the imagery and data available. All are available on-line so that any city in Europe can be accessed instantaneously.

Technology Focus 6.1 Technology Blom Aerofilms is a company which is able to adapt new ideas and technology in to practical solutions for our clients, be they contracted services or data products. We focus on technology and using new capabilities in a practical manner to improve quality, reliability and delivery programme. We recognise that customers increasingly want integrated data solutions which provide them with the information they require in a format which they can use to meet their business or statutory objectives. To provide this level of service, Blom group companies focus on technology and capability enabling them to provide unique services and solutions. The group utilises a number of digital survey cameras, lidar systems, oblique cameras all managed and operated by experienced professionals able to deliver a customer dataset, meeting individual needs and expectations.

6.1.1 Digital Aerial Survey Cameras Blom Aerofilms operates two (of six within Blom group) Vexcel UltraCam-D survey cameras capable of acquiring both RGB and infra-red imagery in a single pass. Depending upon flying altitude we can achieve ground pixel resolutions between 2.5 cm and 50 cm from 275 metres (900 feet) and 5,500 metres (18,000 feet). Image quality and clarity is far superior to film photography which results in a more efficient production process.

Technology Focus 6.2 Spatial Data Management System (SDMS)

Reporting

In order to control large scale processing flowlines within Blom Aerofilms, the company has developed a Spatial Data Management System (SDMS). This web based application encapsulates the companies business rules with its accredited flow line procedures, to produce work flow schemas for all the different production disciplines we undertake. As a project steps through the work flow schema, the metadata is updated on progress to allow managers and clients to review the status of their projects, and appropriate team members are notified when a phase of work is completed and the data is available for the next user to proceed. Notifications can be made via SDMS, email, or SMS. User assignments allow only the accredited personnel for particular disciplines to undertake those tasks.

SDMS

The maintenance of the metadata associated with a project allows for real time reporting, either to predefined template or customised. Similarly reports can be triggered to dispatch to specific personnel, either internally or externally, on completion of a certain stage, or perhaps at month end.

Important for the user, is data versioning; storage Versioning, and management of the versions of the data storage & management as it progresses through the flow line, and the ability to roll back to a previous version where required. Network storage capacity is virtualised and managed by SDMS, and optimises data storage dependent on type and use, for example storing high volume imagery on the areas of the network offering optimum performance. Automation

Where possible, repetitive manual tasks have been automated, either through exploiting software development kits (SDK’s) from software manufacturers, or custom applications to mimic the user input. Such tasks can be assigned to execute outside office hours, or through notification that the preceding task has been completed.

GIS Server

SDMS incorporates ESRI’s GIS Server, providing a geographical interpretation of many datasets, and project progress or coverage. The web based nature of SDMS allows clients to be assigned log in credentials that allow them to periodically review their project and data.

Accreditation 10.1 Quality assurance Blom Aerofilms is registered to ISO 9001 with the British Standards Institution. The documented quality assurance system is based upon a number of procedures detailing how management and technical procedures devised to ensure accountability and traceability for each project.
