Lawmakers give small boost to renewable developments, delay broader reform

SPRINGFIELD — Lawmakers this week passed a bill aimed at boosting the development of renewable energy generation, but its proponents said the final measure was a “skinny” version of what they had hoped to pass.

The bill comes as several state officials warn that Illinois is falling behind on its clean energy goals. The state’s main funding mechanism for renewable energy projects also faces a potential $3 billion budget shortfall in the coming years.

The legislation gives state regulators more authority to balance the budget for a key renewable energy financing tool, partially by shifting financial risk to electric utility customers. It also sets up a study of energy storage technology that is intended to form the basis of a new bill later this year.

“We’ve seen the effects of climate change. We’ve seen the effects on storms, extreme storms, extreme heat, extreme cold,” Rep. Robyn Gabel, D-Evanston, said during floor debate. “This is something we must do. We must move from fossil fuel, which emits carbon into the atmosphere, to renewable energy. This bill has a few small changes that will help us get renewable energy on the grid.”

The measure passed in the Senate 39-16 on Monday, with the House passing it the next day 74-39. It will next head to the governor’s desk for final approval before becoming law.

‘A

very skinny bill’

The bill makes several changes to how the state funds renewable energy developments. Sen. Bill Cunningham, D-Chicago, described these as “highly technical.”

Existing law requires the state to purchase a certain amount of electricity from renewable sources. The Illinois Power Agency purchases this electricity using a system of financial instruments such as “renewable energy credits.” These are tracked and budgeted using the state’s renewable portfolio standard, or RPS.

But the IPA has struggled to find developers for some of these projects –particularly wind farms. One of the driving concerns that developers cite is whether the budget for the RPS, which is funded by a monthly charge to utility customers, is sufficient to fund renewable energy contracts approved by the agency.

This makes financing these large infrastructure projects difficult, as banks and other institutions worry about the risk of not being paid back if energy prices spike and the RPS budget falls short.

Over the past few years, the IPA has begun to raise alarms about the funding

mechanism. In October, the agency said the RPS could face a $3.1 billion budget shortfall by 2039, based on the agency’s long-term renewable procurement plan.

The bill would guarantee that projects approved under the RPS will be funded in case of unexpected spikes in prices by allowing utility companies to charge consumers for the costs of any budget shortfall.

Gabel said during debate Tuesday that she doesn’t expect the policy to lead to rate increases and that even if utilities needed to recover money from customers, it would only be a temporary increase.

But Republicans were skeptical of transferring risk to ratepayers.

“All we’re doing here to add security to these failing projects is to transfer, to put the burden on taxpayers, on ratepayers, one way or another to make sure the creditors are going to get paid,” Rep. Brad Halbrook, R-Shelbyville, said during debate Tuesday.

The bill also grants the agency more flexibility on the split between its wind and solar procurement. While the agency has failed to meet wind targets in the past, it often meets or exceeds its solar targets thanks in part to the booming solar industry in the state.

These provisions were negotiated and largely agreed upon by the agency and representatives of the renewable industry.

“We think this bill makes important and necessary changes, and we’re looking forward to more robust discussions this spring,” IPA Director Brian Granahan said in a statement Tuesday.

Revisiting the issue

The bill also requires the Illinois Commerce Commission to host a series of workshops exploring battery-based energy storage. Renewable energy advocates increasingly are looking to the nascent technology as a way to make wind and solar power more reliable.

Because wind and solar power often do not generate electricity at times of peak demand, storing electricity generated at off-peak hours could keep electricity supplies affordable and reliable – at least according to battery storage’s proponents.

Sen. Bill Cunningham, D-Chicago, has spent years advocating for more incentives for battery storage. Gov. JB Pritzker, whose office was involved in bill negotiations, in December said he supported the premise of battery storage.

“The price of electricity is going up because of the higher demands, and we have to have a strategy in place to deal with that,” Cunningham said Monday.

A previous version of the bill would have set up a system of incentives and a funding mechanism for battery storage projects, similar to how the state handles renewable energy. That would have included allowing

the IPA to “procure” energy credits from battery storage facilities.

The ICC’s report on battery storage will be due to the General Assembly by May 1. That report will then be used as the basis of a future bill from Springfield, according to the bill’s sponsors.

“Nothing in this legislation empowers the IPA to do a procurement. We would have to authorize that by state law,” Cunningham said. “The intent is to come back in the spring and do that.”

‘Big year for climate legislation’

The bill passed Tuesday is also notable for what it didn’t include. In addition to cutting out much of the battery storage policy, the final bill didn’t include a set of provisions dealing with energy efficiency programs.

That portion of the bill would have updated the state’s requirements for solar energy rebates and provided subsidies for consumers who buy efficient appliances.

Those provisions were cut after the governor’s office “raised some concerns,” according to Cunningham.

Those portions of the bill were backed by the Illinois Clean Jobs Coalition, an influential group of environmental organizations that includes the Illinois Environmental Council.

“The bill that we’re going to see is not doing much,” IEC’s Executive Director Jen Walling said Monday morning, after the bill was finalized but before it passed.

The IEC, and the Clean Jobs Coalition more broadly, didn’t endorse the bill, taking a neutral stance. Kady McFadden, a lobbyist speaking on behalf of ICJC, said she was “disappointed” by the final bill, noting the elements that were cut out or pared down.

Walling and others expressed a desire for broader legislation in the spring.

“We’re setting up for a really big year for climate legislation,” Walling said.

The IEC and ICJC brought hundreds of people to the Capitol Tuesday to advocate for other climate- and energy-related bills, including bills limiting the use of natural gas for heating buildings and reforming the transit systems in the Chicago area.

Cunningham is also considering legislation that would boost incentives for transmission line construction, a critical step as the state increasingly relies on renewable generation.

Hidden in the shadows

The Legend of Blood’s Point Cemetery has been shared for many generations. It is probably one of the most discussed legends in the whole area. The legend that is most often shared speaks of a witch named Beulah that lived and died near the cemetery back in the early days of settlement here. The name Blood’s Point came from the fact that a man named Arthur Blood bought the land to make his home here in the 1840s. His farm soon became prosperous, and his family thrived.

The Legend of Witch Beulah is connected not only to the cemetery but the entire road. It has existed in the area for generations. This legend remains elusive. I have found a witch story about a girl named Beulah but not in this location. I have not found any witch story along the road, nor any one named Beulah buried here.

I have interviewed dozens of people in the two decades I have been researching these legends. These folks have graciously shared their stories with me. These stories have included attacks by demon dogs, voices where there should be none, glimpses of an older woman at the edge of the cemetery and a dark shadow that seems to lurk in the back corner where the shed used to stand.

My goal is not to disprove or discount anyone’s experience but to investigate the origin of what took place here that could have led to these stories. And as is often the case, the truth of one of these stories is far more interesting than the legend. Perhaps in bringing this story back into the light, I can bring some peace to dead

that are buried in this place.

Charles Chena and his wife Jane came to this area from Michigan to search for good farmland and to create a home for their family. He became a well-respected, successful farmer, Charles was also was instrumental in helping develop the agricultural groups called Granges in this area. These Granges were a fraternal order that was vital in giving the small-town farmer a voice in the national agricultural policy decision making process.

Charles and Jane had three children, two daughters and a son named Fred. Fred married a fine young woman, Mary Peal in 1895 and the couple was excited to have their first child in 1900. But the baby girl, Francis died at only 4 months old. Mary was devastated and Fred did not know how to help his wife. Mary started spending a lot of time at the cemetery to be close to her little girl. Fred started spending a lot of time drinking. This caused many problems for the young couple. Fred tried to quit and promised Mary many times that he would stop, but in the end, he always broke that promise. He just couldn’t seem to help himself. Fred became better at keeping secrets about how much he was drinking. But there were other, darker secrets that started to grow inside Fred.

Fred and Mary purchased their own little farm and hired a young man to help with the work. The families knew each other and the boy would stay overnight while he was helping Fred. The boy’s mother Jennie Hoyt appreciated the extra money the Chena family paid the boy.

On a hot August morning in 1902, Fred went into Belvidere. He knew his wife

would be visiting the cemetery where their baby had been buried. But instead of joining Mary, Fred headed to the bar instead. He had quite a bit to drink again, and on the way home, Fred’s other, darker side took over. Fred went to visit Jennie Hoyt. He knew she would be there alone.  Fred attacked the young woman. She fought him off and at one point, Fred seemed to come to his senses. He apologized and started to head for the door. But something stopped him. Fred turned and Jennie would later report that when he turned, she did not recognize the man who stood before her. In that moment, she grew very frightened. Fred turned and without acknowledging her pleas, he attacked her again.

After the attack, Fred returned to his house. His wife, Mary, was surprised to find Fred in bed when she returned from the cemetery at 6:00 in the evening. She shook him but soon realized Fred had been drinking again. That night, Fred tossed and turned all night according to his wife. The next morning, he was up early. Mary noticed he grabbed the gun from behind the kitchen door. She found it odd that Fred went back upstairs with the gun but thought maybe he was going to wake up the Hoyt boy to start the work. She went out to the barn to work on her own chores for the day.

When Mary returned, she smelled gunpowder and was frightened. Mary ran up the stairs and when she opened the bedroom door, she was met with a horrible scene. Fred lay on the bed with his head completely gone. It took Mary a minute to realize what had taken place. Later, it would be determined that Fred had sat on

the edge of the bed and removed his shoes and socks. He had placed the muzzle of the shotgun under his chin and used his toes to pull the trigger of the rifle.

There was another drama unfolding back in the village of Belvidere. The Belvidere Chief of Police Richardson was waiting in town for Fred to come to attend church. Richardson had issued an arrest warrant for Fred for the attack on Jennie the day before, but it was decided that it might prove safer to arrest Fred when the family came to church. It was less likely that Fred would be armed then.

The news of the attack on Jennie and Fred’s suicide shook everyone who thought they knew him. Some folks stated that his suicide spared the family of the shame of what he had done. But in truth, Fred only spared himself that shame. He was buried at Blood’s Point Cemetery a few days after his death. But maybe he doesn’t rest in peace. Maybe the darkness that some say exists at this little cemetery is the spirit of Fred, still hiding in the shadows. And still hoping no one sees what he kept hidden from even those who knew him best.

Los Angeles wildfire deaths rise to 24 as more fierce winds are forecast

LOS ANGELES (AP) — A growing force of firefighters moved into the Los Angeles area Monday as more powerful winds were expected to trigger new wildfires that could set back the recent progress made in containing blazes that have destroyed thousands of homes and killed at least 24 people.

Crews and equipment arrived from across the U.S., and from Canada and Mexico — including water trucks and planes that drop firefighting chemicals — as the National Weather Service warned that the coming days could become “particularly dangerous.”

It predicted severe fire conditions will last through Wednesday, with wind gusts in the mountains reaching 65 mph (105 kph). The most dangerous day will be Tuesday, warned fire behavior analyst Dennis Burns at a community meeting Sunday night.

The relative calm Sunday allowed some people to return to previously evacuated areas. But even as containment increased in the worst of the fires, more bad news emerged from the ashes: The death toll surged late Sunday with an update from the Los Angeles County medical examiner. At least 16 people were missing, a number authorities said was also likely to rise.

Fierce Santa Ana winds have been largely blamed for turning the wildfires sparked last week into infernos that leveled entire neighborhoods around the nation’s second-largest city where there has been no significant rainfall in more than eight months.

In less than a week, four fires around the nation’s second biggest city have ignited more than 62 square miles (160 square kilometers), roughly three times the size of Manhattan.

Most of that destruction has been from the Eaton Fire near Pasadena and the Palisades Fire, in a wealthy enclave along the Pacific Coast. Firefighters have made progress on both fronts in recent days, with the Eaton Fire roughly one-third contained.

The returning high winds could trigger explosive growth of the existing fires and new outbreaks in areas untouched so far, creating new challenges for firefighting crews already stretched thin.

Los Angeles County Fire Chief Anthony C. Marrone said 70 additional water

trucks arrived to help firefighters fend off flames spread by renewed gusts. “We are prepared for the upcoming wind event,” Marrone said.

Fire retardant dropped by aircraft will act as a barrier along hillsides, officials said.

A group of artists, musicians, and friends in Topanga Canyon banded together to stop fires breaking out in new areas by turning off gas lines and propane tanks.

“We helped hopefully save a couple houses and we put out a couple spot fires, Derek Mabra said as he drove along the coast looking at the destruction. “It’s complete and total devastation.”

Residents check on their homes

Some residents have been able to return to their homes to survey the damage.

Jim Orlandini, who lost his hardware store in Altadena, a hard-hit neighborhood next to Pasadena, said his home of 40 years survived.

“Tuesday night we didn’t sleep at all because we figured the house was gone,” he said Sunday as he recalled the moment the fires spread to his neighborhood.

“The whole time I was thinking, I don’t know what I’m going to find when I get back here and after 40 years, you know, you got a lot of stuff you forget about that would disappear if the house burned down. So we’re thankful that it didn’t.”

Sixteen of the 24 deaths were attributed to the Eaton Fire and eight to the Palisades Fire, according to the Los Angeles County coroner’s office.

Twelve people were listed as missing within the Eaton Fire zone and four were missing from the Palisades Fire, Los Angeles County Sheriff Robert Luna said.

In the meantime, LA city Fire Chief Kristin Crowley urged people to stay away from scorched neighborhoods.

“There are still active fires that are burning within the Palisades area, making it extremely, extremely dangerous for the public,” Crowley said Sunday. “There’s no power, there’s no water, there’s broken gas lines, and we have unstable structures.”

Officials warned the ash can contain lead, arsenic, asbestos and other harmful materials.

About 50,000 people in Los Angeles County remained under evacuation orders, with more than 700 residents taking refuge in nine shelters, Luna said. Officials said most of the orders in

the Palisades area were unlikely to be lifted before the red flag warnings expire Wednesday evening.

“Please rest assured that first thing Thursday we will begin talking about repopulation,” Marrone said.

Firefighters continue to battle flames

Crews from California and nine other states are part of the ongoing response that includes nearly 1,400 fire engines, 84 aircraft and more than 14,000 personnel, including newly arrived firefighters from Mexico.

Firefighters over the weekend managed to fight back flames in Mandeville Canyon, home to Arnold Schwarzenegger and other celebrities near Pacific Palisades not far from the coast, where swooping helicopters dumped water as the blaze charged downhill.

Arrests for looting

Looting continued to be a concern, with authorities reporting more arrests as the devastation grew. Those arrested included two people who posed as firefighters going into houses, Los Angeles Police Department Capt. Michael Lorenz said. With California National Guard troops on hand to guard properties, Gov. Gavin Newsom posted on X: “California will NOT allow for looting.”

Historic cost

The fires that began Tuesday just north of downtown LA had burned more than 12,000 structures. No cause for the largest fires was determined.

AccuWeather’s early estimates suggest the fires could be the nation’s costliest ever, topping $250 billion including what’s to come in the next days.

Rebuilding will be a challenge

Newsom issued an executive order Sunday aimed at fast-tracking rebuilding by suspending some environmental regulations and ensuring that property tax assessments were not increased.

“We’ve got to let people know that we have their back,” he said. “We want you to come back, rebuild, and rebuild with higher quality building standards, more modern standards.”

Los Angeles Mayor Karen Bass said Sunday that she had spoken with President-elect Donald Trump’s incoming administration and expected that he would visit the city.

Living longer can mean more dementia but there are ways to reduce the risk

WASHINGTON (AP) — About a million Americans a year are expected to develop dementia by 2060, roughly double today’s toll, researchers reported Monday.

That estimate is based on a new study that found a higher lifetime risk than previously thought: After age 55, people have up to a 4 in 10 chance of eventually developing dementia -- if they live long enough.

It’s a sobering number but there are steps people can take to reduce that risk, such as controlling high blood pressure and other bad-for-the-brain health problems. And it’s not too late to try even in middle age.

“All of our research suggests what you do in midlife really matters,” said Dr. Josef Coresh of NYU Langone Health, who coauthored the study in the journal Nature Medicine.

Dementia isn’t only Alzheimer’s Taking longer to recall a name or where you put your keys is typical with older age. But dementia isn’t a normal part of aging -- it’s a progressive loss of memory, language and other cognitive functions. Simply getting older is the biggest risk

and the population is rapidly aging.

Alzheimer’s is the most common form, and silent brain changes that eventually lead to it can begin two decades before symptoms appear. Other types include vascular dementia, when heart disease or small strokes impair blood flow to the brain. Many people have mixed causes, meaning vascular problems could exacerbate brewing Alzheimer’s symptoms.

Measuring the risk from a certain age over the potential remaining life span can guide public health recommendations and medical research.

“It’s not a guarantee that someone will develop dementia,” cautioned Dr. James Galvin, a University of Miami Alzheimer’s specialist. He wasn’t involved with the new study but said the findings fit with other research.

Dementia risk is different by age

Prior studies estimated about 14% of men and 23% of women would develop some form of dementia during their lifetime. Coresh’s team analyzed more recent data from a U.S. study that has tracked the heart health and cognitive function of about 15,000 older adults for several decades.

Importantly, they found the risk

changes with the decades.

Only 4% of people developed dementia between the ages of 55 and 75, what Coresh calls a key 20-year window for protecting brain health.

For people who survive common health threats until 75, the dementia risk then jumped — to 20% by age 85 and 42% between ages 85 and 95.

Overall, the lifetime dementia risk after age 55 was 35% for men and 48% for women, the researchers concluded. Women generally live longer than men, a main reason for that difference, Coresh noted. Black Americans had a slightly higher risk, 44%, than white people at 41%.

Yes, there are ways to help lower dementia risk

There are some risk factors people can’t control, including age and whether you inherited a gene variant called APOE4 that raises the chances of late-in-life Alzheimer’s.

But people can try to avert or at least delay health problems that contribute to later dementia. Coresh, for example, wears a helmet when biking because repeated or severe brain injuries from crashes or falls increase the risk of later-

in-life dementia.

Especially important: “What’s good for your heart is good for your brain,” added Miami’s Galvin. He urges people to exercise, avoid obesity, and control blood pressure, diabetes and cholesterol.

For example, high blood pressure can impair blood flow to the brain, a risk not just for vascular dementia but also linked to some hallmarks of Alzheimer’s. Similarly, the high blood sugar of poorly controlled diabetes is linked to cognitive decline and damaging inflammation in the brain.

Stay socially and cognitively active, too, Galvin said. He urges people to try hearing aids if age brings hearing loss, which can spur social isolation.

“There are things that we have control over, and those things I think would be really, really important to build a better brain as we age,” he said.

annual crop in which you are planting them the end of April, harvest weekly starting mid August, and then remove the plants around Halloween. You’d be planting new strawberry plants ever spring.

The traditional way of growing strawberries is as a perennial plant where you’d overwinter your strawberry plants each year with straw, harvest for 2-3 weeks in the summer, renovate the strawberry patch, and overwinter again. In this perennial system, you would not harvest from the plants you plant in 2025. These plants would live 3-5 years before replacing.

For a one time investment and a short harvest season, the perennial strawberry plants will be the type you want. The

primary concerns on perennial strawberry plants are sometimes an inability to survive winters and disease problems. You also need to renovate the patch each summer.

To grow annual strawberries, you want to grow the “Day-Neutral” type. These are specifically bred to not overwinter. All runners, the vine like growths from the strawberry plant, are removed. Annuals work great in containers. Strawberries will produce for you only in summer of 2025.

I did research on day-neutral strawberries from 2022-2023 partnering with area farms. One of the main challenges for this crop is their irrigation needs throughout their long-growing season. Further,

I was stunned on December 14, 2024, early morning, to find out my Friend and Editor, Lisa Palmeno, had passed away in the night. We had started her newspaper, Market Street Press, while we lived on Market Street. Lisa put up most of the money, but I would give her sums to keep us going through the years. I believed in her and what we were doing. A newspaper for local stories by local authors, poetry, musicians, events, etc. Ads and whatever job Lisa had mostly funded it, and I could contribute. I did the first front page story and picture that went with it. She used my book of poems written over the years since 1978 and my short stories. On our

staff we had the late Dave K, her partner, and Flora Cousins. Both Dave and I were the staff that sought out typos and data mistakes not that we didn’t make them ourselves from time to time. We did but Lisa would get after us. I had to leave the paper for about a year when my father died, and my sister and mother needed care. But I did come back at Lisa’s request. You see I am a historian, artist, teacher, poet, and short story writer who has had various intermediate editors through the years. And I saw this as an opportunity to have a consistent writing column. She and I would have our spats because we both would have a separate vision for the month. We were a monthly newspaper. But we always came back together. Our

goal was always to encourage other writers and young writers to fill our pages and get their works out there. What else can I say on a day that I should be writing my columns for Lisa for the February paper which will not be?

The Market Street Press Writers and those of us who helped Lisa begin the newspaper will truly mourn her. Lisa was my friend, editor, mentor, and understood me and I understood her in many ways. Her dream was her newspaper. It was her child as were her cats. Lisa’s loss of her partner, Dave K, on Easter over a year ago made her very lonely. Lisa was a graduate of East High School and Rockford College. Lisa was active for years for several local newspapers, and

peak in strawberry quality and size tends to happen mid to end September. Insects were also a major issue due to the long-season of these berries.

If you’d like to grow perennial strawberries, look for “June-Bearing”. After planting this spring, you will select four runners from your plant and remove all other runners and any flowers that develop. The goal being to develop a good root system. In the summer of 2026, this will be your first harvest and you’ll renovate the bed to overwinter the plants in the fall.

Next week, I’ll go into more detail on recommended varieties, overwintering, and patch renovation.

Lisa will now be among her parents, brothers, cousin, and those who went before her. A niece/s and great nieces and nephews survive Lisa. God Bless, Lisa, rest now, you deserve it. Lisa’s funeral will be at Zion Lutheran Church, at 9:30 a.m. on Saturday, January 25.
