Report finds Illinois better prepared for recession than in recent past

State lawmakers will face a projected budget deficit and slowing revenue when they return to Springfield in January, but a new report shows fiscal decisions made in recent years have put Illinois in a better position to handle a recession than any time in recent decades.

No state is immune from the negative effects of an economic downturn, but Illinois is more prepared today than it was for the Great Recession of 2007-2009 or the COVID-19 recession of 2020, according to a new report from the Illinois Economic Policy Institute and University of Illinois Urbana-Champaign’s Project for Middle Class Renewal.

The report analyzed nine indicators of progress, such as fund balances and past due bills, that would help the state weather a future economic downturn.

“Illinois is better positioned to overcome challenges and withstand the forces that trigger recessions than at any other point in recent history,” ILEPI economist Frank Manzo told Capitol News Illinois.

The main reason Illinois is more prepared is because it eliminated its backlog of unpaid bills in the years since the state’s budget impasse ended in 2017. The backlog had reached nearly $17 billion at the height of the two-year impasse between Republican Gov. Bruce Rauner and Democrats in the General Assembly. But it now sits generally between a $2 billion to $3 billion range, putting it in line with a standard 30-day billing cycle.

Illinois has enjoyed nine credit upgrades collectively from the three major credit rating agencies since the impasse, as bills are now paid by the comptroller when they arrive each month.

“Those higher credit ratings allow the state to borrow money at lower interest rates, which save money for Illinois taxpayers. Lower General Fund deficits and better credit ratings put Illinois in a much better position to reduce the depth and severity of the next recession,” the report stated.

A healthier reserve fund also provides the state with more money to fund operations if revenue dips. The Budget Stabilization Fund, more commonly known as the “rainy day” fund, had a balance of $2.2 billion as of Dec. 2. That’s a major improvement from 2007 when the fund had just $276 million available, enough to fund the state for four days, according to the report. But researchers also said Illinois should follow a Fitch Ratings recommendation to set aside $3 billion to $5 billion in reserves.

Researchers also credited the state’s recent decisions to increase annual

payments into state pension funds when surpluses allowed for it. In fiscal years 2022 and 2023, the state contributed $700 million more in total to its pension funds than was required by law, helping to slow the growth of unfunded liabilities.

The pension systems were collectively funded at 46% at the end of fiscal year 2024, according to the Commission on Government Forecasting and Accountability. That’s an improvement from 44.6% funded last year and the highest ratio since 2021 when the state enjoyed strong investment returns. However, unfunded pension liabilities grew by $1.5 billion in FY24 to $143.7 billion. The liability has continued to grow after briefly declining in 2021.

The pension payment required by law each year, meanwhile, will consume about 19 percent of the state’s general revenue spending in FY25.

“While the condition of the state-funded retirement systems poses challenges for the financial well-being of Illinois and hinders the State’s ability to invest in public services and infrastructure, marked improvements in funding, including supplementary contributions during the Pritzker Administration, indicate that Illinois is better prepared for a recession than it has been at any time since 2008,” the report said.

Still, a separate report from COGFA showed Illinois lags the nation in new job growth when compared to pre-pandemic job levels in fall 2019. The state has recovered all the jobs lost during the pandemic, but has only added about 29,000 jobs since October 2019, an increase of 0.5% compared to the national rate of 4.9%, according to COGFA Chief Economist Benjamin Varner.

The Champaign-Urbana and Bloomington metropolitan areas are the only ones in Illinois to surpass the national job growth rate since the pandemic, logging growth numbers of 8.4% and 7.3% respectively, according to COGFA. The Champaign area, with the University of Illinois’ main campus, benefited as a hub of government employment while Bloomington has seen new manufacturing growth.

The Chicago area saw 0.3% growth and made gains in the private education and health services sector, but lost hospitality jobs. The Kankakee metropolitan area saw the largest decline since 2019 with total employment down 5.2%.

Researchers with ILEPI and UIUC also noted Illinois has a new tool to mitigate job losses when the next recession hits. Illinois implemented a work-share program that allows employers to temporarily reduce employees’ hours and receive partial unemployment benefits to help avoid

layoffs. It was created in 2015, but the state didn’t implement it until 2021. NPR Illinois previously reported it could have saved up to 124,000 jobs and reduced unemployment costs by $1 billion during the 2020 recession.

Replenishing the state’s unemployment insurance trust fund after the pandemic, increasing investments in public education, passing an infrastructure bill, climate resilience projects and embracing a Medicaid expansion under the federal Affordable Care Act all help create jobs and financial security for residents, which creates more stability in the state’s economy, according to the report. Job creation establishes a “foundation for recovery,” Manzo said.

But the report also suggested state lawmakers should review Illinois’ tax structure. Researchers wrote the state’s flat income tax structure and local reliance on property taxes is more resilient than other tax systems to a recession, but the lack of robust sales taxes on services creates more vulnerability.

The report suggests a flat tax reduces volatility in a recession, UIUC professor Robert Bruno said, but he added the report does not conclude that it is the best overall structure for a state’s economy and budget.

“The more volatile the tax structure, the more, if you will, at risk the state is to negative impacts of a recession,” Bruno told Capitol News Illinois.

What matters most is how states spend tax revenue, such as if it’s spending on critical services and infrastructure or shoring up the “rainy day” fund and pensions, Manzo said.

Early fiscal year 2026 estimates from the governor’s office, meanwhile, project a potential budget shortfall of $3.2 billion if the state doesn’t decrease spending or raise revenue.

Tax revenue for the state continues to lag this year, according to COGFA’s November report. Corporate income taxes have dropped by 15.3% in fiscal year 2025 through November compared to the first five months of fiscal year 2024. Personal income tax receipts have risen by 6.4%, but sales tax receipts have seen little growth and are down $8 million this year compared to FY24. Analysts said they’re hopeful holiday shopping will boost sales tax receipts.

The state’s revenue total so far in FY25 also remains $291 million behind this point in FY24, mostly thanks to $633 million of one-time federal money the state received last year but is not receiving this year – an expected drop. State revenue is up $342 million excluding the loss of those federal funds.

Fruit tree pruning, which can be done in Northern Illinois from end of December until mid-March, can require some additional thoughts and strategies that you might be unfamiliar with if this is your first time pruning. As a reminder, you should focus on only removing 30-40% of limbs each year. More than this and the tree may not be able to heal those cuts and move to it’s next growth stage this spring. You are also pruning to let more light in to the tree canopy which may mean removing dominant branches. Another approach to pruning is “productivity vs. tolerance.” Many of

the fruit trees that I help residents with have been neglected for years and are 25-30 feet tall with many large limbs that should have been removed more than a decade ago. If your tree is in this situation, robust pruning may not make much of a difference and you may physically be unable to take out the large limbs that are needed to be removed. I call this ‘tolerance pruning’ where you give the tree some pruning but only what you are able to get without a ladder. ‘Productivity pruning’ can be done for trees maybe less than 10 years of age where over the course of 3-4 years of pruning you can get them into the shape they need to be. Sometimes we see home orchards with

both productivity and tolerance trees. If your trees would be ‘tolerance pruned’, you should expect that yields may never be what you want. If that’s the case, you might consider replacing this variety with a newly planted tree this spring of a dwarf and semi-dwarf that you can start over.

I am an advocate of taking photos of your fruit trees before you start pruning. As pruning season has not started yet, you have some time to take these photos and determine what limbs will need to come out instead of pruning without a plan. Taking the photos on a sunny day will further let you see where any shade is and allow you to recognize limbs that should be eliminated. After you’ve taken

these photos, you can color code them in programs like Microsoft Paint, a tablet, or even on your phone.

I color code based on a central trunk, scaffold-lateral branches, dead wood, broken limbs, and water sprouts-suckers. All fruit trees will have a central leader (sometimes more than one) and off the central leader will be scaffold branches that will contain the buds of your apples, pears, peaches, cherries, and plums. There are wonderful guides out there that can help you understand more what these terms mean. Next week will continue our discussion on the limbs to be removed. Drone sightings lead to airspace shutdown, arrests

BOSTON (AP) — More suspected drone sightings in the eastern U.S. led to a temporary airspace shutdown at an Air Force base in Ohio and arrests near Boston’s Logan International Airport, as elected officials increased their push for action to identify and stop the mysterious unmanned flights.

Drones flying around Wright-Patterson Air Force Base near Dayton, Ohio, forced base officials to close the airspace for about four hours late Friday into early Saturday, said Robert Purtiman, a base spokesperson.

It is the first time drones have been spotted at the base, one of the largest in the world, and no sightings have been reported since early Saturday, Purtiman said Monday. He would not say how many drones were flying in the area, adding that they ranged in size and that they did not impact any base facilities.

In Boston, city police arrested two men accused of operating a drone “dangerously close” to Logan Airport on Saturday night. Authorities said an officer using drone monitoring technology detected the aircraft and the location of the operators. A third man who fled police remains at large. Authorities said the two men face trespassing charges, and could face more charges and fines.

Boston police urged drone operators to adhere to federal safety guidelines.

“Even small drones pose significant risks, including the potential for catastrophic damage to airplanes and helicopters. Near-collisions can cause pilots to veer off course, putting lives and property at risk,” police said in social media posts.

National security officials have said the drones recently spotted in the eastern part of the country don’t appear to be signs of foreign interference or a public safety threat. But because they can’t say with certainty who is responsible for the sudden swarms of drones — or how they can be stopped — leaders of both political parties are demanding better technology and powers to deal with the drones.

“There’s a lot of us who are pretty frustrated right now,” Rep. Jim Himes of Connecticut, the top Democrat on the House Intelligence Committee, said on “Fox News Sunday,” as drone sightings were being reported in his state. “’We don’t know’ is not a good enough answer.”

Democratic Sen. Chuck Schumer on Sunday called for the U.S. Department of Homeland Security to deploy better

drone-tracking technology to New York and New Jersey to identify the drones and their operators. New York Gov. Kathy Hochul said federal officials had agreed to send a drone detection system to the state.

“New Yorkers have tremendous questions about it,” Schumer, the Senate majority leader, told reporters of the drone sightings. “We are going to get the answers for them.”

The federal government did little to answer those questions in its own media briefings over the weekend. “There’s no question that people are seeing drones,” U.S. Homeland Security Secretary Alejandro Mayorkas told ABC’s George Stephanopoulos on Sunday. “But I want to assure the American public that we are on it. We are working in close coordination with state and local authorities.”

Some of the drones reported above parts of New York and New Jersey have turned out to be “manned aircraft that are commonly mistaken for drones,” Mayorkas said. “We know of no foreign involvement with respect to the sightings in the Northeast. And we are vigilant in investigating this matter.”

New Jersey Democratic Gov. Phil Murphy posted on X Sunday night that he had been out looking for drones with state police in West Trenton, New Jersey. “The public deserves clear answers — we will keep pushing the federal government for more information and resources,” he said, adding that the FBI had briefed him about the sightings in Colts Neck, New Jersey.

Federal aviation authorities have required certain drones to broadcast their remote identification since last year, including the location of their operators. It’s not clear whether that information

has been used to determine who is behind the drones plaguing locations over New York and New Jersey. Mayorkas’ office didn’t respond to questions about whether they’ve been able to identify drones using this capability.

Dozens of mysterious nighttime flights started last month over parts of New Jersey, raising concerns among residents and officials. Part of the worry stems from the flying objects initially being spotted near the Picatinny Arsenal, a U.S. military research and manufacturing facility, and over President-elect Donald Trump’s golf course in Bedminster.

“It didn’t concern me at first,” said Trisha Bushey, of Clinton Township, New Jersey, about 30 miles (50 kilometers) south of the Picatinny Arsenal. “I just didn’t think anything of it until it started becoming like every night, the same time, same places.”

Bushey said she thought it was military drills at first, but then officials said the military wasn’t involved.

“And then once they came out and said that they’re not and they don’t know what they are and they’re not foreign, but they’re not ours and they don’t pose a threat, that’s when it becomes concerning,” she told The Associated Press.

Drones are now being reported all along the northeastern U.S.

Some U.S. political leaders, including Trump, have called for much stronger action against the drones, including shooting them down.

Certain agencies within the Department of Homeland Security have the power to “incapacitate” drones, Mayorkas said Sunday. “But we need those authorities expanded,” he said.

A lot of holiday light shows are big-budget extravaganzas staged by professional organizations and corporate sponsorships. But, since 1996, the Rotary Botanical Gardens Holiday Light Show in Janesville has remained a home-grown production. The show represents the hard work of many volunteers and is an important fundraiser for the Gardens.

Every year, the show has grown. The garden’s first light show had about 5000 lights in the formal gardens. This year, it will be a 1.6 million light extravaganza for the 50,000 visitors expected to visit the park over the holiday season.

Formerly a quarry, Janesville’s Rotary Botanical Gardens were established in 1988. Today, it is one of the most scenic and beloved spots in the region, and the most popular tourist attraction in Rock County.

Larry Holterman is the park’s electrical specialist. He graciously gave me a behind-the-scenes tour and showed me what goes into making the show a crowd pleaser.

Over the years, Holterman and his mostly-volunteer crew have refined

their skills and developed some unique decorating skills. For example, Janesville not only wraps the trunks of prominent trees in the park, but also the branches.

Many local visitors have taken annual pictures of their children in the gazebo as they grow older. While some things are kept the same, there’s a big effort to make sure each year’s show is fresh and different. Large showy trees are trimmed in a different color each year. Gradually, the lights have been replaced with LED bulbs. The 40-foot Tunnel of Light now features programmable colored lights. When I visited, there was an enthused battery of volunteers building and painting penguins, polar bears, and many other new displays for this year’s show.

Rotary Gardens has developed many of their own decorating techniques. One of the most interesting is “light archery.”

Suspending a string of lights from a 50-foot-tall branch is quite a challenge. While an electrical contractor is able to hang lights along the main roads in the gardens, many of the pathways are too narrow for large trucks.

Janes fires an arrow over a tree branch using a crossbow. Attached to the arrow is a fishing line. Once the fishing line is draped over the branch, a parachute cord is attached to the end of the line. By tugging on the line, the parachute cord is threaded over the branch. Once the parachute cord is in place, the fishing line is removed and used for the next shoot.

The next phase involves tying a wooden frame to the end of the parachute cord.

Tied to the wooden frame are multiple strings of lights (about 9) that are hoisted to the height of the branch. It takes four volunteers and a lot of care to keep the strings of lights from becoming tangled. After the lights are hoisted in place, the parachute cord is tied off and ends of the light strings are staked in the ground. When it comes time to take down the lights, the parachute cord is used to lower the strings back to earth.

The work starts in August. To avoid disrupting the gardens as much as possible, decorating starts in the Japanese Garden. Care is taken to avoid disturbing potential wedding venues or damaging blooming flowers. Preparations continue until the show opens in November. After

the show is over in January, the show is dismantled as weather permits through March. During the off season, volunteers test each string of lights and repair them as needed.

The show uses 11-1/2 miles of extension cords which have to be kept untangled. Where necessary, cords are buried to avoid a tripping hazard.

This year’s show runs through January 4. Hours are from 4:30 – 9. Allow about 30-45 minutes to see the show. The park has warming stations, indoor restrooms, and refreshments. Usually, it is less crowded earlier in the week and after 7:30.

Tickets are only available online at https://rbgholidaylightshow.com. Adults $15, under 12, $5. This is a great bargain, as the Gardens are truly worth a visit during the growing season.

$9,900,000 School Fire Prevention and Safety Bonds

Public Notice is Hereby Given that Rockford School District Number 205, Winnebago and Boone Counties, Illinois (the “District”), will hold a public hearing on the 7th day of January, 2025, at 5:30 o’clock P.M. The hearing will be held at the Administration Building in the Third Floor Board Room, 501 Seventh Street, Rockford, Illinois.

The purpose of the hearing will be to receive public comments on the proposal to sell bonds of the District in an amount not to exceed $9,900,000 for the purpose of conforming its existing facilities that house students to the building code promulgated by the State Board of Education of the State of Illinois, by altering and reconstructing said facilities and having equipment purchased and installed therein.
