FRSA’s Convention & Expo Highlights
It’s hard to believe that FRSA’s Convention and Expo is only a few weeks away. Many have asked why we moved the event to June for the next few years. It’s simple – during the past decade, we’ve been experiencing hurricanes earlier in the year and if one hits early enough, attendance at the event will be nonexistent. We won’t always be able to secure early summer dates but will continue to make the effort to do so.
Being an Educational Foundation Trustee and Chair of the Endowment Board of Governors, I place a great deal of importance on education and training. During the Convention, there will be a total of 41 hours of industry-specific continuing education (C.E.) seminars, where you can earn up to 10 hours of C.E. credit over the three days, including advanced Florida Building Code seminars. In addition, there are business management, sales and digital marketing seminars.
For the first time in many years, we’re offering a Foremen and Superintendents course called Hazard Recognition in English and Spanish. I’d like to encourage you to bring your team to this event and let them walk the Expo floor afterwards. The cost is $25 per person and attendees will receive a swag bag. After the event, FRSA will send you a credit for each person who attended that can be used for future FRSA purchases, including membership dues and seminar registrations.
Join us on Wednesday, June 5 as we kick off the Convention with the Welcome Reception. Food stations and an open bar at this free event create the perfect opportunity to network and meet up with old friends.
Additional events include special programs for the ladies and kids, along with four sports tournaments –bowling, clay shooting, fishing and golf.
The host hotel, Gaylord Palms, has been sold out for a couple of months and we are unable to increase the room block. The hotel is renovating and pulling hotel rooms from inventory. FRSA has secured an overflow block of rooms at the Delta Hotels, a Marriott property, located less than a mile from Gaylord Palms. The room rate is $109 and includes parking and resort fees. SRS Distribution Combining with The Home Depot
SRS Distribution Inc. (SRS) announced that it has entered into a definitive agreement with The Home Depot to be acquired for $18.250 billion. Under the terms of the agreement, SRS Distribution will operate as an independent business unit within The Home Depot.
The proposed acquisition will clear a path for accelerated growth with the residential and commercial professional customer by expanding The Home Depot’s Pro capabilities, combining online, retail and wholesale. Carlisle Companies to Acquire MTL Holdings
Carlisle Companies Inc. has entered into a definitive agreement to acquire MTL Holdings from GreyLion Partners, a leading U.S. private equity firm. Under the terms of the agreement, Carlisle Companies will purchase MTL Holdings for $410 million.
MTL Holdings is a provider of prefabricated perimeter edge-metal systems and noninsulated architectural metal wall systems for commercial, institutional and industrial buildings. The company generated revenue of $132 million during the 12 months ending February 29.

Addressing the Workforce Shortage
As anyone in the construction business – and roofing in particular – knows that hiring and keeping a skilled crew is a huge challenge. Many workers are aging out of the industry and luring younger workers can prove difficult.
Understanding the Problem
Based on a model developed by Associated Builders and Contractors (ABC) in recent months, demand for labor is so high that in 2024, the construction industry will need more than 500,000 additional workers, above the usual hiring pace. And the need for new workers will likely be almost as high in 2025.
The ABC model is based on inflation-adjusted spending growth and payroll employment in the construction industry. It calculates a need for about 3,500 jobs for every billion dollars in spending.
The construction unemployment rate is only 4.6 percent, a rate that has held steady for two years, matching the second lowest level recorded. In addition, job openings are quite high, averaging more than 370,000 for most of 2023. It is estimated that one in five of all construction workers are at least 55 years old, which means a large segment could be retiring in the near future.
Solutions for the Roofing Industry
The roofing industry employs nearly one million people and is a critical $100 billion sector in the U.S. economy. Its workers provide essential services that are integral to the nation’s housing, healthcare, education and infrastructure. Each year, the industry seems to face more and more workforce shortages as too few men and women have the necessary skills and desire to work in the industry.
To address these issues, lawmakers and other leaders have proposed these and other options:
Workforce Innovation and Opportunity Act (WIOA): This legislation was enacted in 2014 and a current bill, A Stronger Workforce for America Act (H.R. 6655), is set to reauthorize and enhance WIOA. It calls for

■ Upskilling workers through individual training accounts (ITAs), on-the-job instruction and other initiatives.
■ Allowing states to use allocations to create “critical industry skills funds,” focusing on priority industries in each state.
■ Ensuring that eligibility programs are aligned with the hiring demands and skill needs of employers.
■ Emphasizing work-based training for youth workers and improving the quality of year-round and summer employment options.
■ Strengthening programs to help those released from prison to gain skills and transition to meaningful employment.
Immigration Reform: Although immigration is a hot-button issue across the country, our industry can agree that we rely on immigrant workers.
■ Essential Workers for Economic Advancement Act (H.R. 3734): This promising piece of bipartisan legislation would create H-2C, a new visa category. It would allow temporary workers coming to the United States to work in year-round, nonagricultural positions. It would be valid for 36 months with two consecutive renewals. The number of available H-2C visas would vary based on market conditions, giving employers the flexibility to address their needs while protecting workers. Participating employers would be required to use E-verify for new hires.
■ Temporary Protected Status and the Deferred Action for Childhood Arrivals (DACA) program: The roofing industry would also benefit if the provisions of these programs were revised to allow immigrants permanent status.
Perkins Career and Technical Education State Grants: Each year, Congress allots funding for career and technical education (CTE) programs but that monetary amount is markedly less than what is provided to

2024 Election Preview
National politics are sure to dominate the 2024 election cycle but Florida has many consequential state races and initiatives on the ballot this fall. With qualifying periods in May and June for state and local candidates, let’s review the races and issues Florida voters will decide in the coming months.
Statewide Races and Initiatives
U.S. Senator Rick Scott (R-FL) is up for re-election in 2024 to another six-year term in the United States Senate. The former two-term Governor is being challenged by former U.S. Congresswoman Debbie Mucarsel-Powell (D), who served in the United States House of Representatives from 2019-2021. Most recently, Mucarsel-Powell served as a higher education administrator in Florida. Scott is currently favored in the race, due in large part to the voter registration advantage enjoyed by Republicans statewide. However, Senator Scott is accustomed to tight races, having won his seat in 2018 with just 10,033 votes after a mandatory recount. With a Presidential contest and ballot initiatives driving turnout, he could be in for another tight race this year.
Speaking of ballot initiatives, there will be a total of six statewide ballot initiatives on the 2024 ballot. Two initiatives, recreational marijuana and abortion access, are petition-led initiatives placed directly by voters. The remaining four initiatives were placed on the ballot by the Legislature in 2023 and 2024. Proponents and opponents of marijuana and abortion efforts are lining up for bruising and expensive campaigns leading up to November. The four Legislature-derived initiatives are as follows:
■ Elimination of public campaign financing for statewide candidates.
■ Constitutional right to fish and hunt.
■ Additional homestead tax exemption.
■ Partisan school board elections.
All initiatives require a 60 percent-plus vote of the electorate in order to be adopted into the Florida Constitution. Expect to hear a lot more about these over the summer and into the fall as the election nears.
140 Legislative Seats Up for Grabs
Meanwhile, races will occur around the state for the Florida Legislature. Every seat in Florida's House of Representatives will be on the ballot and one half of the Florida Senate (all odd numbered seats) will be as well. Florida Republicans will seek to protect their supermajorities in both chambers while Florida Democrats will try to chip away at those advantages. Notably, our great friend and colleague Senator Keith
Perry (R-Gainesville) is term limited this year. It is suspected (hoped) that he will be continuing his career in public service down the road and we extend our sincerest appreciation for his efforts to protect and advance the roofing industry in the Florida Legislature!

Often, they can get caught up in the politics of immigration reform and other issues and they might overlook the impacts on small businesses across the nation.

Additionally, we'll delve into the quantitative elements of risk management, offering insights into how to translate risk impacts into measurable outcomes for better project planning. We’ll continue to navigate the complexities of risk management tailored specifically for the roofing industry.
Strategizing Risk Response
Following the identification and prioritization of risks, along with designating risk owners, the next step involves strategizing how to manage each identified risk. Explore various strategies, each with specific measures including:
Risk Avoidance: While it’s impossible to eliminate all risks, certain risks can be sidestepped. For instance, preventing the overburdening of a roof structure can be achieved through strategic planning on the distribution of weight across joists or decking.
Risk Transfer: This strategy involves shifting the fallout of a risk to another party. Typically, this shift includes a financial transaction, such as paying a premium to the party assuming the risk, through mechanisms like insurance or warranties. However, transferring a risk does not eradicate it.
Mitigation: This approach aims to lessen either the likelihood or the impact of a risk to a manageable level. Proactive measures tend to be more effective than reactive ones.
Risk Acceptance: Sometimes, the project team may opt to proceed without altering the plan, either because the risk is deemed manageable as-is or no appropriate response strategy is identified. In such instances, having a backup plan becomes crucial.
Ongoing Risk Monitoring
Given the inherent uncertainties that accompany risks, the best approach a project manager can take is vigilant identification, analysis and monitoring of risks. As circumstances evolve, so should the approach to
managing risks. Effective risk monitoring involves:
■ Identifying emergent risks promptly
■ Implementing immediate corrective measures for any risks that materialize
■ Planning preventative strategies for newly identified risks
■ Assessing the results of risk response strategies.
Regular team meetings play a critical role in this process, ensuring that every team member remains informed about potential risks and is prepared to address them effectively.
Quantitative Risk Management Insights
With the qualitative risk assessment complete and each risk assigned a numerical value, the focus shifts to the quantitative aspects of risk management, which will provide cost and time contingencies for your roofing project. This stage involves translating risk impacts into measurable percentages, hinging on the volume and precision of your data. For instance, a risk might have an 80 percent probability of occurrence, with a 25 percent likelihood of causing a specified delay.
Consider the following elements during quantitative risk assessment:
■ Schedule: Assess whether the project can conclude within the allocated timeframe.
■ Cost: Verify if the project will stay within budget.
■ Performance: Ensure the completed project meets your business objectives.
Analyzing Cost and Schedule Risks
Cost Risk Analysis: Contingency funds are allocated to cover uncertainties, forming an essential component of risk management. These funds should address unforeseen expenses arising from miscalculations or unforeseeable events, not to conceal mistakes made during project execution.

FRSA Codes Committee Recommends 2026 FBC Code Modifications

During FRSA’s recent Board and Committee meetings in Melbourne, the Codes Committee made several recommendations for the Codes Subcommittee to consider as possible code modifications to be submitted during the 9th Edition (2026) Florida Building Code (FBC) triennial cycle. You may be thinking, “Didn’t we just adopt the 8th Edition (2023) FBC?” And you would be correct. It was adopted in December 2023. FRSA’s Codes Subcommittee will begin the first of many meetings in May, to start the arduous process of formulating the actual code modifications that we will eventually submit. I am sharing some of the subjects we will be discussing during this process to keep you aware of possible changes and to solicit any comments you may want to share about these reviews. One issue the subcommittee will be discussing is the recovering versus replacement section of the code shown below and specifically, the section that addresses two applications of roof coverings. This section has been in the code for decades and has had several additions and changes over the years. The basic premise was not to overload the structure and to limit the stacking of too many roof systems, which among other problems, will make it very hard to track down the location of roof leaks in the upper roof as water must migrate between roof coverings and find a space to enter through the lower roof. Here is the current code:
2023 Florida Building Code, Existing Building, Eighth Edition
CHAPTER 7 – ALTERATIONS – LEVEL 1
SECTION 706 – EXISTING ROOFING [BS] 706.3 Recovering versus replacement. New roof coverings shall not be installed without first removing all existing layers of roof coverings down to the roof deck where any of the following conditions occur:
1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing.
2. Where the existing roof covering is wood shake, slate, clay, cement or asbestos-cement tile.
3. Where the existing roof has two or more applications of any type of roof covering.
4. When blisters exist in any roofing, unless blisters are cut or scraped open and remaining materials secured down before applying additional roofing.
5. Where the existing roof covering is to be used for attachment for a new roof system and compliance with the securement provisions of Section 1504.1 of the Florida Building Code, Building cannot be met.
Exceptions:
1. Buildings and structures located within the HighVelocity Hurricane Zone shall comply with the provisions of Sections 1512 through 1525 of the Florida Building Code, Building.
2. Complete and separate roofing systems, such as standing-seam metal roof systems, which are designed to transmit the roof loads directly to the building’s structural system and that do not rely on existing roofs and roof coverings for support, shall not require the removal of existing roof coverings.
3. Reserved.
4. The application of a new protective coating over an existing spray polyurethane foam roofing system shall be permitted without tear-off of existing roof coverings.
5. Roof Coating. Application of elastomeric and or maintenance coating systems over existing asphalt shingles shall be in accordance with the shingle manufacturer’s approved installation instructions.
These requirements are still very important; however, a lot has changed since these provisions were first introduced. The advent of a high R value above deck rigid insulations, single-ply roof coverings and the application of lightweight insulating concrete over existing roof coverings all create the need to review these sections. Items to consider that apply to this subject include the following items where two roof systems exist:
■ The option to remove the upper (second) roof covering or roof system only, when recovering.

Shingle hip and ridge failures have been on FRSA’s radar since Hurricane Irma, where it became clear that this was a widespread problem. We have also observed failures of hip and ridge details used on metal roofs and will review that information. FEMA’s interest in underlayment lapping at hips and ridges will also be addressed. metal panel profile on metal building type roofs (i.e. R panels). The intent will be to prevent unanticipated fallthroughs when transversing across the roof by clearly defining where skylights that have been obscured are located.
During the 8th Edition FBC (2023) code cycle, FRSA introduced several modifications to the underlayment requirements in the HVHZ portions of the code. These changes have, for the first time, allowed for the use of self-adhered underlayment applied direct to deck in the HVHZ. This offers an additional option that has been used throughout the rest of Florida for many years. We also made changes that would require that all tile underlayments demonstrate the ability to resist wind uplift pressures based on ASCE 7-22 using either FM 4474 or UL 1897-12 vacuum chamber test. Unfortunately, the interpretation of these changes continues to allow prescriptive underlayments that refer to generic material that vary wildly in performance to be used. The Miami-Dade Notice of Acceptance (NOAs) are being issued when a -45 uplift resistance threshold is demonstrated even though this is well below the typical design pressure required in ASCE 7 for structures in the HVHZ. We have been given direction to review the HVHZ portions of the code including the roof application standards (RAS) and testing application standards (TAS) to facilitate the goal that all tile underlayment meets ASCE
7 pressures using the FM and UL test methods previously approved by the Florida Building Commission. As we did when making the last changes, we will engage with Miami-Dade County to request their cooperation to address these critical changes. I hope that our efforts will be more successful than before and limit the acrimony before the Commission.
These are not the only modifications that we will be proposing and some of these may not make the final cut but, rest assured, we will work diligently to improve the resilience of roof systems installed in Florida through well-reasoned and thoroughly debated changes in the FBC.

Test Reports: Roofing in 2024 and Beyond

As we proceed further into 2024, the transition to the 8th Florida Building Code (2023) is proving to be challenging to some and outright impossible for others. The roofing community is coming together to tackle the challenges we see in the field as a result of changes in the new codes and roof assemblies, permitting processes and inspections. To product manufacturers, this should be seen as an opportunity to grow market share with technical support and innovation in product approvals through product testing and development. What does this mean for all of us? Better roofs! Manufacturers are constantly innovating and working toward better roofing products. Some companies are truly innovative and technically adept and use these code changes to get ahead. After all, these code changes have been worked on in a three-year development cycle. If a company is involved in FRSA, they at least hear about the new developments in seminars and meetings and through articles like this one. With the removal of the hot mop pressure tables from the FRSA-TRI 7th Edition Florida High Wind Clay and Concrete Tile Installation Manual, a perception was that hot mopping is not allowed. This is absolutely not true. For those who wish to use a 30/90 hot-mopped assembly, you need to speak to the manufacturers that market the products you want to use. Once they perform the necessary testing to establish design pressures, these products can be used just as they have been in the past. This is an important distinction for a variety of product manufacturers. Some companies wait for the innovative companies to market their products with approved assembly specifications and then duplicate those tests in the hopes that their “me too” product will provide as much coverage for design pressure considerations. Some products were also found to have been “value engineered” over time and now the manufacturers are playing catch-up to develop products that actually have to substantiate their own performance with testing. This is a naturally occurring differentation in construction.
Another concern is whether the product manufacturer has staff to manage the product testing and development for the current market and beyond. Technical support is not just rooftop training and parts supply. When the design pressure requirements came up for vote and discussion at the Florida Building Commission, the time clock started. Technical activity ticked up to understand how well existing products would perform. With that knowledge, getting higher numbers compared to the competition is always a great sales opportunity. The true innovators were testing products as early as 2021, getting new product development underway and studying ways current
products could rise to meet new requirements – such as new nailing patterns for anchor sheet assemblies. This is where innovation lives in roofing.
The final challenge for this code cycle comes from changes in permitting requirements, compliance inspections and Miami-Dade’s implementation of the code changes. Miami-Dade made its final change to underlayment requirements in November of 2023, just two months before the new code would go into effect. This meant that products affected by the final changes had to get testing completed with test reports and submit them for either a revision or new Notice of Acceptance (NOA) to be in compliance with their final requirements. This was an impossible timetable to accomplish, even if you already had your testing done and were ready to submit your NOA at the time the Miami-Dade bulletin was published.
With all these conditions in mind, one thing is clear: roofs are becoming more resilient and better performing. The important takeaway here is that the new code revision cycle has started. The next time we’ll be talking about these kinds of changes will be around the end of 2026. If you ask people that are participating in the process, there is already a good sense of the changes coming down the line (see Mike Silvers' article on page 46). For product manufacturing staff, now is the time to get involved so there aren’t any "surprises" in the next code. FRSA committees and representation at the Florida Building Commission get better with more participants. This will lead to a continuous improvement cycle for roofing in Florida. If nothing else, the improvement of roofing products will lead to better performance over time and less likelihood of call backs and warranty claims. And that is the best news for everyone’s bottom line.

Staying Safe During Extreme Heat

Extreme heat is defined as summertime temperatures that are much hotter or more humid than average. Because some places are hotter than others, this depends on what’s considered average for a particular location at that time of year. Humid and muggy conditions can make it seem hotter than it really is, something we often experience in Florida.
Heat related illness and death are largely preventable with proper planning, education and action. The federal government website, www.heat.gov, serves as a source of heat and health information to reduce health, economic and infrastructural impacts of extreme heat.
Exposure to extreme heat can have many direct effects on human health (heat stroke, reduced labor productivity), as well as indirect effects (promoting air pollution, increasing asthma attacks, overloading power grids). Negative health outcomes occur if an individual is exposed to the hazard and has not sufficiently adapted to reduce sensitivity. Make sure your employees can recognize symptoms of extreme heat and know what to do to keep everyone safe on the jobsite.
What happens to the body as a result of exposure to extreme heat? People suffer heat-related illness when the body’s temperature control system is overloaded. The body normally cools itself by sweating. But under some conditions, sweating just isn’t enough. In such cases, a person’s body temperature rises rapidly. Very high body temperatures may damage the brain or other vital organs. Several factors affect the body’s ability to cool itself during extremely hot weather. When the humidity is high, sweat will not evaporate as quickly, preventing the body from releasing heat quickly. Other conditions that can limit the ability to regulate temperature include old age, obesity, fever, dehydration, heart disease, mental illness, poor circulation, sunburn and prescription drug and alcohol use. What is heat stroke? Heat stroke is the most serious heat-related illness. It occurs when the body becomes unable to control its temperature. The body’s temperature rises rapidly, the sweating mechanism fails and the body is unable to cool down. Body temperature may rise to 106°F or higher within 10 to 15 minutes. Heat stroke can cause death or permanent disability if emergency treatment is not provided.
What are the warning signs of a heat stroke? Warning signs of heat stroke vary but may include the following:
■ an extremely high body temperature (above 103°F)
■ red, hot and dry skin (no sweating)
■ rapid, strong pulse
■ throbbing headache
■ dizziness
■ nausea
■ confusion
■ unconsciousness.
What should you do if you see someone with any of the warning signs of heat stroke? If you see any of these signs, you may be dealing with a life-threatening emergency. Have someone call for immediate medical assistance while you begin cooling the victim. Do the following:
■ Get the victim to a shady area
■ Cool the victim rapidly, using whatever methods you can – on the jobsite, consider spraying with a garden hose.
■ Monitor body temperature and continue cooling efforts until the body temperature drops to 101-102°F
■ Get medical assistance as soon as possible.
What is heat exhaustion? Heat exhaustion is a milder form of heat-related illness that can develop after several days of exposure to high temperatures and inadequate or unbalanced replacement of fluids. Those most prone to heat exhaustion are elderly people, those with high blood pressure and those working in a hot environment.
What are the warning signs of heat exhaustion? The warning signs of heat exhaustion include:
■ heavy sweating
■ paleness
■ muscle cramps
■ tiredness
■ weakness
■ dizziness
■ headache
■ nausea or vomiting
■ fainting.
The skin may be cool and moist. The pulse rate will be fast and weak and breathing will be fast and shallow. If heat exhaustion is untreated, it may progress to heat stroke. Seek medical attention if symptoms worsen or last longer than one hour.

Whether you are at home or work, there is always a chance that a medical emergency might occur. Medical emergencies can range from minor to major incidents. Basic first aid knowledge can help you be prepared for helping with a variety of medical emergencies and help you assist people while waiting for emergency medical services to arrive.
First aid is the emergency care or treatment given to an ill or injured person before regular medical aid can be obtained. First aid often consists of a one-time, short-term treatment that requires little technology or training. Common accidents and emergencies may include but are not limited to anaphylactic shock, bleeding, wounds, burns, choking, drowning, electric shock, fractures, heart attack, stroke, seizure, diabetic emergencies and insect bites or stings.
Before you provide any first aid assistance to someone, you should assess your own safety first by visually evaluating the scene for any identifiable dangerous hazards. Some potentially dangerous hazards can include downed power lines, flooding or fast flowing water, chemical fumes, falling or flying debris, moving vehicles, violent people or aggressive animals.
If you deem it safe to provide aid, retrieve a first aid kit if one is available. Check the victim to see if he or she is conscious and alert. To do this, you can ask questions to see if the person responds. If they are not breathing, know how to do basic cardiopulmonary resuscitation (CPR). If they are conscious and breathing, you should determine if the person responds to touch and watch for reactions to pain. If the victim appears responsive and can talk, conduct a rapid full body

■ drink cool, nonalcoholic beverages
■ rest
■ take a cool shower, bath or sponge bath
■ seek an air-conditioned environment
■ wear lightweight clothing.
What are heat cramps and who is affected? Heat cramps are muscle pains or spasms, usually in the abdomen, arms or legs, that may occur in association with strenuous activity. Sweating depletes the body’s salt and moisture. The low salt level in the muscles causes painful cramps. Heat cramps may also be a symptom of heat exhaustion. Sport drinks contain sodium that can replenish salt loss.
What should I do if I have heat cramps? If medical attention is not necessary, take the following steps:
check. This includes checking for open wounds, swelling and medical alert tags advising of any underlying condition that the victim may have. If neck or back trauma is suspected, do not move the victim, because doing so may cause further injuries.
If necessary or if you’re in doubt, call 911. Keep the victim calm and inform the 911 operator about any identified wounds or other injuries that you noted during your whole-body check. Provide as much information as you can so the 911 operator can relay vital information about the victim’s condition to the Emergency Medical Services (EMS) providers. Follow the 911 operator’s instructions if they are provided to you.
When you are at work, know your company’s first aid procedures and where your company keeps the first aid kits and always notify your supervisor or management as soon as possible. Don’t assume all employees know what to do – training and awareness can be the first line of defense and may just save a life.

What is heat rash? Heat rash is a skin irritation caused by excessive sweating during hot, humid weather. Heat rash looks like a red cluster of pimples or small blisters. It is more likely to occur on the neck and upper chest, in the groin, under the breasts and in elbow creases.
What is the best treatment for heat rash? The best treatment for heat rash is to provide a cooler,

S.T.A.R. Awards – the Spotlight Trophy for the Advancement of Roofing – is an awards program designed by FRSA to recognize members’ unique and outstanding projects. A newly expanded panel of five judges evaluates and selects three recipients from each category.
This year, there were 41 submissions for placement in one of four categories: Community Service, Craftsmanship in Roofing, Low Slope and Steep Slope. The judges – Jim Brauner, Brauner Safety Services, Orlando; Joe Williams, RRC, AIA, A/R/C Associates Inc., Orlando and Mike Silvers, CPRC, Silvers Systems Inc. and FRSA Technical Director, St. Petersburg, joined by two newly-added judges, Bill Boyer, CPRC, Duro-Last, St. Johns and Gary Register, Register Roofing & Sheet Metal, Jacksonville – spent a day reviewing the projects. Judging criteria included aesthetics, special circumstances, unique project design, complexity of project, workmanship, teamwork, testimonials and creative problem solving. The judges evaluated before, in-progress and completed pictures and videos to assist in the judging process.
Below are the top 12 projects by category in random order. First, second and third place will be announced at the FRSA's Convention on Thursday, June 6 at the FRSA Business Lunch. The Shining STAR Award – the “Best of the Best” – which is the project the judges selected as the overall top project, will also be revealed at that time.

The Roofing Contractors Association of South Florida (RCASF) donated a new roof for World War II sheet metal worker, “Rosie the Riveter,” a 97-year-old woman born in San Antonio, Texas in 1925. During the war, she worked as a riveter, a sheet metal worker and a blueprint reader. She moved to Homestead in 1972 where she owned a small business called Flo’s Rock Shop. “She has been a good community member,” said friend and neighbor, Harriett Anne Palmer. Harriett reached out to RCASF to inquire about its Charity Roof Project and submitted

“After a great start, with little to no rotten wood replacement, we were not so lucky on the two flat roof sections, where there was severly rotten wood. My crew jumped in, and we got the work done,” stated Mick Cronje from Bob Hilson & Co.

Anthony Roach, an Advanced Roofing employee, was tragically struck and killed by a truck while inspecting a roof kettle on the side of the highway. Following his untimely departure, Advanced Roofing decided to replace the worn-out roof on the Anthony Roach family home with a new roof and to paint the house.
The project entailed the removal of an old shingle roof and flat roof down to the wood deck. Extensive
wood damage, compromising the structural integrity of the house, necessitated the replacement of approximately 20 percent of the roof. All fascia around the house was replaced and new aluminum drip edge and shingles were installed along with a hard-applied modified roof on the flat decks.
The roof replacement project was executed with remarkable efficiency, being seamlessly completed within a span of two weeks at absolutely no cost to the family and, notably, with an impeccable safety record: no incidents were reported throughout the project.

Davis Roofing & Sheetmetal gave back to the Milton community with this charity reroof of the non-profit organization, For the Children of Milton. This roof presented several challenges.
The two-story home had a total of 8,200 square feet of roof deck with 10 dormers and a 10:12 roof pitch. It was vital to ensure all safety standards were followed and all roofers were tied off with safety harnesses and rope grabs to prevent accidental falls.

Another special challenge was rotted and damaged roof deck that required replacement in some areas before underlayment and shingle installation. The house had spray foam insulation sprayed directly on the underside of the roof deck. When removing the rotted or damaged decking, special care had to be taken to not remove the spray foam.
All areas surrounding the home were tarped to catch debris and nails during the tear-off to help protect the shrubbery and grass areas because children live at the home and play in the yard. The children’s protection was of utmost importance.

The complexity, premium installation techniques and custom high-profile 30-foot turret made this an exceptional residential roofing project. The homeowner was suffering frequent breakage of conventional slate tiles. Florida Specialty Roofing Services installed 78 squares of DaVinci Multi-Width Slate with staggered installation along with all copper drip edge, valley and flashing. Restoration and preservation was also performed on existing copper dormers to maintain the integrity and design of the original roof.

St. Rose of Lima Catholic Church was a unique project due to the configuration of the buildings and the application of the tile installation. This roof presented numerous challenges throughout the duration of the project.
This is a three-story church with a total of 7,700 square feet of roof deck. Services, functions and masses continued throughout the project, which required work stoppages daily and delay of work due to unforeseen activities such as funerals and weddings.
The turrett sanctuary roof was an extremely dirty and time-consuming tear-off due to existing tile breakage. The turrett is surrounded by a flat single-ply PVC membrane that had to be fully covered with protective plywood sheathing to prevent damage to the membrane.
The turrett tile for this project was produced specifically for the dimensions of this building. The taper of each pan and cap tile was based on a circumference of 203 feet and a radius of 33 feet. Each tile was hand set

After removing the existing roof, Quality Roofing installed a temporary roof before beginning work on the permanent roof system. This project presented challenges due to the unique layout, including access points for loading and unloading and the height of the building, which stands at an impressive 272 feet. Overall, the roof covered 283 squares.
To efficiently load and unload materials to and from the roof, the Quality Roofing team devised, with the help of Contractors Access, a cable hoist and trolley system solution.
The new roof system was comprised of Siplast’s proprietary Insulcel RT System with SBS modified roofing and PMMA resin for the hundreds of irregular roofing penetrations. This combination ensures durability and longevity, while also providing excellent protection against the elements.

This synthetic tile option was chosen by the customer to mitigate future breakage from storms, minimize roof maintenance and preserve color integrity, crucial for a heavily used clubhouse.

Huber and Associates completed a roof replacement at a private residence along the Atlantic Coast. Being so near the ocean, the roof needed to be resilient against wind, salt and humidity, which is why the owners chose to install Wallaba. Wallaba is a Miami-Dade approved hardwood native to Guyana and is noted for its natural resistance to rot and decay, often outlasting regular cedar shakes.
While similar to the process of installing cedar shakes, working with Wallaba proved more intricate and time-consuming. The shingles are about double

FRSA’s Convention and Expo run concurrently and have been an annual event for 102 years. This year’s Convention consists of educational seminars, golf, fishing, bowling and clay shooting tournaments, the Welcome Reception, the Business Lunch and the FRSA Officer Installation Dinner.
What is the Expo?
The Florida Roofing & Sheet Metal Expo is a trade show where industry vendors display their products, services and equipment. Roofing and sheet metal professional contractors gather to learn about the latest technologies and to network with fellow industry representatives.
Where is the Expo taking place?
The Expo is taking place at the Gaylord Palms Convention Center (Halls A-E) in Kissimmee.
What are the hours for the Expo?

What is the cost to attend the Expo?

The host hotel, the Gaylord Palms Resort, is sold out. Another room block has been reserved at Delta Hotels Marriott Celebration, located less than one mile from Gaylord Palms. You may want to consider using Uber or Lyft between properties to avoid parking fees at Gaylord. Yes! There are Ladies’ Program events on Thursday and Friday and Kids’ Program events from Wednesday evening through Friday afternoon.
Where can I buy tickets?

What is the cost to attend the educational seminars?
On Wednesday, June 5, FRSA is partnering with Certified Contractors Network (CCN) to offer a full-day seminar, CCN Sales Bootcamp, at a very special rate. We’re also offering a total of 40 seminars, designed specifically for contractors. Tickets may be purchased for individual seminars at $50 per hour. A ticket is required for all seminars. Please keep in mind that tickets are limited and are available on a first-come, first-served basis.
How do I use my lunch vouchers?
When you pick up your badge and any tickets you have purchased, you will also receive lunch vouchers for a free lunch item on Thursday and Friday. In order to participate, you must present the voucher at the register in the Food Court on the Expo floor to receive your free lunch item.
What about the sports tournaments?
We offer four different sports tournaments that will take place on Wednesday, June 5. We have a golf tournament at Falcon’s Fire Golf Club ($225 per person), a fishing tournament at Sunrise Marina in Port Canaveral ($250 per person), a clay shooting tournament at Tenoroc Shooting Range in Lakeland ($175 per person)

Not all Metal Roofs are Created Equal
The importance of choosing the right metal roof for the Florida Market
Florida is a Coastal State
Florida has 1,350 miles of coastline, by far the most of any of the lower 48 states. This means we have a larger coastal population than any other state. It is important to understand which metal roofs have a warranty when close to the coast and which don’t. It’s also important to have that conversation with potential customers early in the sales process. Galvalume, a steel substrate with a zinc/aluminum coating – and one of the most common metal roof materials used today – has developed a reputation for being a lifetime roof away from the coast but doesn’t have a warranty “in coastal environments.” This is generally interpreted as 1500 feet from salt water. To get a corrosion warranty for waterfront homes, you should choose an aluminum panel with a baked-on PVDF finish or a product such as GalvaMAX, a proprietary product from Premier Metal Roof Manufacturing, designed specifically for coastal applications.
