Home is where the heart is...but don’t ‘buy it blind’

You wouldn’t buy a car without an MOT, so why do people buy a house without a survey? Buying a home is quite simply the largest single purchase that most people make in their lives but unfortunately, all too often, people take risks to save a few pounds here and there that they can put towards a new sofa or something similar they have their eye on. More often than not, people are also stretching themselves financially towards their limit, but what if you need spare cash to make some alterations or repairs once you move in? When buying a house though, these risks can costs thousands and Petty’s are keen to urge all prospective buyers to commission an independent survey before they commit to buying the home of their dreams. The trouble is that choosing that ‘dream home’ is often a decision made by the heart, rather than the head.

Of course, considerations such as kerb appeal are important; the proximity to local schools and having amenities on your doorstep are also winners; the well kept gardens to the rear and the immaculate decorations and furniture give the impression that the property is well maintained and all these factors contribute to the decision to make an offer on the house. But, it is at this critical point that buyers, however much they have fallen in love with the property, need to step back and take a reality check. Alistair Douglas, Director and Head of Residential Surveys and Valuations at Petty’s said: “Over 80% of homebuyers, an overwhelming majority, don’t obtain independent advice on the condition of the property and unfortunately this can lead to heartache and of course, more money being spent in the long run. Many people assume that a mortgage valuation will suffice but quite simply, this is just a valuation and not by any means a full survey or complete inspection of the property.”

No home is perfect but if you ‘buy blind’ with no survey you may find that your happiness is short lived when you finally move in if unexpected problems are found and costly repair bills incurred. Alistair added: “There will always be jobs to do to maintain your property and wear and tear is inevitable but so much unnecessary cost and hassle could be avoided by taking the simple precaution of commissioning a private survey. Not only could this potentially reduce the price you actually pay for the property in the first place, but it can also be built into the agreement that repairs must be completed by the current vendor prior to completion and it should also help minimise the risk of nasty surprises after you move in.”

What does a survey uncover? Alistair Douglas has been surveying properties for Petty’s for 10 years and knows all too well of the hidden problems that can occur. Alistair’s expertise was also recognised by BBC’s Homes Under the Hammer programme where he was regularly used to provide expert opinion on the state of the homes featured. His list here is by no means complete, but it does give a flavour for the sort of problems that a Chartered Surveyor carrying out a condition survey might uncover: • Asbestos (in gutters, garage roofs, floor and ceiling tiles etc) • Lack of adequately sized windows for emergency escape • Inadequate fire precautions (smoke alarms etc) • Absence of safety glass in appropriate areas • Lead water pipes • Lack of safety rails on balconies and balustrades • Steep stairs • Gas leaks • Dangerous electrics • Unsafe parts of the building, including outbuildings • Absence of up-to-date test certificates for services • Overhead power lines (electromagnetic fields) • Serious and significant tripping hazards • Damp / Mold / Rot / Woodworm • Japanese Knotwood • Unprotected garden ponds and unsafe boundary walls There are various surveys that can be conducted and it is important to find out which is best for you by speaking to the professionals. All surveys must be done to a precise format set out by the Royal Institute of Chartered Surveyors (RICS) so always use a surveyor that is RICS qualified. 

If you are planning to rent out your house or flat there are a number of things you will need to take into consideration before tenants move in and the rent cheque lands in your bank account.

P

reparing your property for renting will cost you in time and money, but the extra effort and expense should help to maximise the eventual rental income. Firstly you need to ensure that the property is in a good condition. Have a look around the place and consider, for example, whether the paintwork is in reasonable nick; if the carpet is clean; and, if the doors on the kitchen cupboards fit properly. Try to put yourself in a tenant’s shoes – if you were searching for a flat or house to rent and you came to have a look around this property, what would be your first impression? If your property is well maintained and looks in good condition, it will be easier to rent out. With the letting market being very buoyant it is very competitive so properties in good condition will rent out first so less void periods.

Safety First Beyond first impressions, there are some safety checks you are legally required to complete before you rent out your property. You must have a gas-safety inspection carried out by a Gas Safe Register accredited engineer. All electrical appliances must also be checked and certified as safe. All upholstered furniture must be passed as fireproof, and must have a sewn-in label attesting to this. Any upholstered furniture that does not have this label should be removed from the property before tenants move in. Since October 2008 landlords have also been required to have an Energy Performance Certificate. This must be carried out by a domestic energy assessor, who will assess the age, construction and location of the property, as well as its heating system and insulation.

Using an agent If you decide to use a lettings agent to rent out your property, they will market your property and bring prospective tenants round to view it. Once they have found tenants for you, their involvement stops, unless you ask them to manage the property for you. If you decide to get the agent to manage the property, it means that the tenants will deal directly with the agents on any issues relating to the property – from repairs to giving notice.

There are a number of unscrupulous lettings agents around. By opting for an agent who is a member of NAEA you have the assurance that they will follow the correct legal procedures to find a tenant. The main benefit of renting out your property through an agent is that they will do all the work for you. Many people who do not have the time or confidence to negotiate with tenants, prospective tenants and tradespeople would rather pay someone to do that work for them.


Renting your property

The Financial Side Whether you rent your property independently or through an agency, you must be realistic about money. When budgeting and setting the rent, landlords are generally advised to factor in eight weeks a year for the property to be empty. If the times between rental periods are less than this then the extra revenue can be viewed as a bonus. You should also take out specialist buildings and contents insurance, as without a specific reference to letting in your policy to cover liability and malicious damage, you may be uninsured. Also, consider insuring against the tenant defaulting. This normally covers both rent and legal expenses. You must also inform your mortgage lender that you will be renting out your house or flat, otherwise it might render your mortgage invalid. The Legal Side If you are letting your property through an agency, the agent will draw up a contract for the period of the tenancy. It is advisable to seek legal advice before entering into any contractual agreements. Make sure you also prepare a full, detailed inventory of the property. This should include the condition of all the contents, as well as walls, ceilings, doors and fixtures and fittings – to make sure there are no surprise claims. A good managing agent will take away all the hassle from the job of the landlord. The reality is that it is the good properties that are easiest to rent, whether they are flats or houses. The ones that are fairly priced, well maintained, close to public transport and well described that tenants go for. Don’t describe the property as amazing if it isn’t, it just wastes everyone’s time. If you find the tenants yourself, but are unable to manage the property once they have

moved in, you can employ a managing agent to do that for you.

Finally, in volatile times like these, it’s evermore important to hold onto tenants for as long as possible. If they are unhappy with the level of service, they will leave. As a landlord, you are essentially a caretaker, and you will need to make sure that maintenance work is being carried out as and when required, whether you arrange it yourself or are paying an agent to do it.

A ‘Spooktacular’ event for Pendleside Hospice Supporting community initiatives is at the heart of Petty’s culture and we are very proud to have sponsored a brand new fundraising event - the Halloween Walk in aid of Pendleside Hospice. It certainly was a ‘spooktacular’ event which we are delighted to say raised over £15,000 for the charity. The Pendle Witches took cover as over 300 people donned their fancy dress costumes for a trek up Pendle Hill on Halloween. Witches, Wizards, ghosts and Ghouls were seen tackling the hill from 10.30am and tucked into a well earned pie ‘n’ peas at the end of the walk in Barley Village Hall. With two superb prizes also donated by Petty’s for the best dressed walker, Jenna Nuttall, aged 9 from Barrowford won a family pass to the water wonderland, Sandcastle in Blackpool and Georgina Bedwell from Burnley won an overnight stay for her family at the 4* Holiday Inn Harrogate hotel where they can relax and recover from the trek! Ian Bythell from Petty’s said: “We were delighted to support Pendleside Hospice with this walk. Supporting local communities and good causes is at the heart of our business and what better way to show this than by teaming up with the hospice to raise vital funds. It was a real family occasion with everyone having such fun. We look forward to doing it all again next year!” Christina Cope, Fundraising Manager at Pendleside Hospice added: “This was the first time we have done a Halloween Walk and the feedback we received was fantastic!
