I hope you are all keeping well and that you have managed to enjoy the abundant sunshine over the past few weeks! It’s certainly been a sizzling summer this year if nothing else ! As restrictions are now lifting in the UK and life is beginning to return to a more recognisable state, maybe some of you have even been lucky enough to get away for a summer break? ‘Staycations’ have been more popular than ever this year for obvious reasons, and I’m sure many have realised, maybe for the first time, that the UK shorelines have so much to offer. Personally, some of my favourite holiday memories have been made on UK beaches; Cornwall / Wales / Norfolk all are stunning and we are very lucky to live on this beautiful island ! We have a great book competition for you this month; Local author Tim Albert has recently published his book which tells the story of his travels around America on Greyhound Buses, not once, but twice, fifty years apart - his first trip took place in 1969, the second in 2019. What great adventures he must have had! I am certainly looking forward to discovering all the changes over the years, that Tim encountered. Pensions in family law - a story of unintended discrimination? Pension sharing orders have been in existence now for well nigh 20 years, since their introduction in December 2000. The aim was, as the name suggests, that pensions could be split or shared going forwards, to create fairness between spouses and civil partners on divorce or dissolution. This was done by allowing the family court to direct a transfer equal in value to a proportion of the member-spouse’s pension rights to be made to a pension arrangement, which could then provide retirement benefits for the other spouse. However, research highlights that pension inequality is rife, both in general terms and subsequent to divorce. Research by NOW: Pensions has shown that the median pension wealth of divorced husbands and wives by retirement is £103,500 and £26,100 respectively. The impact on women is worrying and it seems that many advisers and clients alike have overlooked what is often the second most valuable asset after the property. It is known by many that, in practice, women often prefer offsetting to pension splitting, which is when a trade–off is made to keep more of the home or capital in exchange for letting the husband keep more of the pension. However, this can sometimes be a mistake - especially if the lawyers do not properly investigate or evaluate the true value of the pension(s) involved. For example, where a client is older (say over 40 years old) and has been in a long marriage, signposting the client as to the importance of securing pension income on retirement is part of
the critical function of the family adviser, especially considering women live 3.7 more years than men, so their pension provision needs to last longer (and arguably needs to be larger in the first place just to break even with their spouse). The situation has led to unintended discrimination and women are disproportionately affected. In fact, the pension gulf at retirement is far wider than the approximate 17% gender pay gap. To highlight and ameliorate the situation, The Pension Advisory Group published a guide last year, known as the PAG Report, which will help provide a more consistent and better-informed approach to the treatment of pensions on divorce. The report is well worth a read and the hope is that practitioners will get a grip on this tricky area. Gathering the fullest information on all pensions held by divorcing spouses or civil partners – including state pensions and SERPS (which can be split unlike the state pension) – and how best to value them, including whether a “cash equivalent” measure is appropriate, is all part of the excavation work of a good family lawyer. While it is often fair to provide similar incomes on retirement, equality is not always a fair result and each case turns on its own facts, such as the needs of the parties, contributions, health and the length of the marriage etc. The effort of investigating the situation thoroughly will at least put minds at rest and at best, could uncover thousands of pounds or an income stream on retirement that you did not know existed! LITTER It seems to have been everywhere this summer! What’s been most distressing is seeing discarded items of PPE on pavements, verges and in the road outside Sainsbury’s in Fetcham village. So-called ‘disposable’ PPE is no more disposable than a drinks can or plastic food wrapping. It needs to go in a bin, or even better, taken home. With Covid still very much a threat, no-one other than the most dedicated and protected litter picker will want to take the risk of picking these items up. We’ve had reports too of much more litter than usual in areas such as the Splash. Leaving plastic waste in the river, or in the fields around, doesn’t just ruin the environment for everyone else, it’s a real hazard to our wildlife, and to our pets. Remember that picture from Blue Planet? It applies to the River Mole too. Fortunately, Fetcham’s band of dedicated Sunday morning litter pickers is reassembling after a Covid break later this month on September 18th - meet in front of Greenwise at 10am. Organiser Patty Harrison will have bags, gloves and litter pickers, but if you have your own feel free to bring them.

Level Crossing closure details 4th – 7th September Commencing on Friday 4th September through the weekend until Monday 7th September, Network Rail will be replacing track from the Level Crossing along the length of the station. One side was replaced a few years ago and it is the other side that now needs to be replaced. This work will necessitate closure of the Crossing for long periods of time, though mostly confined to overnight. Closure times are as follows:
Friday 4 September to Saturday 5 September 10pm to 12noon Saturday 5 September to Sunday 6 September 10pm to 8am Sunday 6 September to Monday 7 September 10pm to 5am If at all possible, the closure periods, especially the one on Friday, will be shortened, but this will depend on how the work progresses. Emergency Service vehicle access will be maintained at all times and a temporary road bridge has been procured which can be put in place in minutes. All emergency services have been advised of the work and will have direct contact with the contractors. In addition, the Station Car Park ANPR cameras will be switched off for the weekend to allow residents who cannot return home to park free of charge. A minibus will also be parked on the north side of the crossing to ferry residents to their home should they need help with heavy shopping, suitcases or just be infirm and unable to walk any distance. Please ensure you plan your journeys accordingly.

Next stage of Local Plan delayed By now you will be aware that the next stage of the preparation of Mole Valley’s Local Plan has not only been delayed but the duration of the Plan itself has been extended. The next stage of consultation on the Plan (the Regulation 19 stage) was scheduled to take place in late autumn this year following analysis and consideration of the responses to the public consultation on the initial draft Plan held last February/March (the Regulation 18 stage). However, the Council has decided that it needs more time to give detailed consideration to the responses received and does not envisage holding a further consultation until after next year’s Council elections. That delay means that it is unlikely that Mole Valley’s Local Plan will be formally adopted until 2022. Combined with that, new national planning rules now require a Local Plan to cover a period of 15 years from its adoption. The original development period covered by the Plan was 20182033; the rule change means that the Plan will now cover the period 2020-2037. As yet, the Council is not able to answer what this timing extension might mean in respect of a revision to the Spatial Strategy, the introduction of additional sites into the Plan, the final effect on housing numbers or whether or not there will have to be a rerun of the Regulation 18 consultation. Working Towards a Sustainable Ashtead Surrey Climate Crisis – What Surrey is Doing This article covers the Surrey Climate Commission and our County Council’s new Climate Strategy. The Commission was launched in June 2019, formed from a collaboration of organisations, including Surrey University, Surrey Chambers of Commerce, Siemens, World Wildlife Fund, CPRE and Surrey Wildlife Trust, and works closely with Surrey County Council. See www.surreyclimate.org.uk Its aim is to provide an independent and authoritative voice to all organisations in Surrey, both private or public, helping them contribute to the County reaching its climate target, which has been set to try to avoid runaway climate change. A small network of similar collaborations now exists around the country, but Surrey is the first Shire County to have one. It is working towards producing a transformative action plan that can drive a transition to new models of sustainable business and community. This in turn will call for a major shift in investments, creating new business opportunities and jobs. It will also monitor progress, provide advice to Surrey organisations and act as a forum for exchange of information and best practices. Success will be making Surrey a healthy, vibrant zero-carbon place where all can flourish. A key to success is citizen engagement: early consultation meetings found that many people were keen to be part of the solution, not of the problem. Surrey University has been working on a baseline study, which will inform working groups in key areas: initially Engagement, Transport, Planning and Energy/Buildings. Later, when quality suggestions have been made, backed by evidence from the Baseline Study, SCC hopes to introduce a Surrey ‘Citizen Assembly’ or ‘Citizen Jury’ to challenge and endorse a workable way forward. These assemblies and juries will follow a deliberative process, with key questions and challenges put to the audience and worked through until a consensus is achieved. It’s also vital that the jury or assembly is truly representative of Surrey’s communities, and that there is a robust and independent process in place so that the group is run responsibly. This Surrey Citizen Assembly, along with evidence-based research and key expert input, will be a vital part of the mix to guide the work of the Commission. The Commission is also working closely with the County Council. The Council formally launched its Climate Change Strategy on April 28th – see www.surreycc.gov.uk/peopleand-community/climate-change/what-are-we-doing/climate-change-strategy It doesn’t go far enough, but its comprehensive coverage is impressive and they’ve budgeted some serious money to implement it. It fits in with national and international targets. It identifies eight main themes covering Organisations, Transport, Energy, Buildings, A Circular Economy, Industry, Land use and Housing. There isn’t space here for much detail, but, for Land Use their goal is to “Develop a land use framework for Surrey focused on increasing accessible green spaces, woodland cover in appropriate locations in line with national targets and sustainable farming practices.” The detail covers for example, planting 1.2 million new trees (thus increasing carbon storage by our trees), local food production and connecting families with the local food chain.

A Surrey resident has revisited the ‘trip of a lifetime’ road trip around America he took 50 years ago – and his adventures are now published in a book published this month.
T
he book, Two Summers; Nixon and Trump by Greyhound Bus, has been praised by BBC journalist and books editor James Naughtie as ‘a lovely evocation of heady times in America’. Tim Albert took the first trip in 1969 when a student at Surrey University, and kept a detailed diary of his adventures. Last summer, by then a semi-retired journalist living in Leatherhead, he went back on the buses again. ‘The idea crept up on me unexpectedly when I was at the dentist,’ he says. ‘It was such a good idea that I felt I had to do it, even though I was worried that what I did without a second thought at the age of 22 would prove to be too much for my 72-year-old body. But I planned the 60 day route carefully, making sure I slept each night in a bed and not on a bus. Greyhound Bus travel has changed a lot in half a century, he says. The buses are more comfortable and generally on time, but there is one big change. ‘In 1969 I met all kinds of people – students, teachers, farmers, architects, soldiers going to and from the Vietnam war. This time on the buses I spoke to hardly anyone – they are all glued to their mobile phones’. He adds: ‘2019 was a fascinating time to be travelling around America – I realise now that it could have been the last summer of its kind that we shall see for some time. At times it felt like I was travelling through two parallel universes with two widely different populations. Some people told me that the President
was an incompetent liar; others that he was the only politician who told the truth. And a chief of police remarked that we had to be careful we weren’t “living through the last days of the Roman Republic”.’ One major difference from 1969 was the prevalence of guns. ‘I remember being shocked in 1969 by seeing policemen carrying guns everywhere. Now they’re everywhere. I even found myself being offered an AK-47 on my mobile phone. ‘One thing has not changed, however, and that is the kindness of individual Americans. The Arts Society Ashtead – join us on ZOOM We are a thriving Arts Society with a membership of 300, providing stimulating arts-related lectures and occasional cultural trips and tours, both at home and abroad. Traditionally our lectures have taken place on the 3rd Tuesday morning of each month at Ashtead Peace Memorial Hall but that has not been possible during lockdown.

Throughout this period we have been keeping in touch with our members through regular newsletters, by email or hand-delivery for those without that facility. In July we staged our first live, online lecture using the ZOOM app, which was enjoyed by over 100 of our members, on-screen, in the comfort of their own homes. It was an informative and amusing talk by Mark Hill, a well-known Antiques Roadshow expert, entitled “Undressing Antiques”. We have had excellent feedback from our members, and we hope to continue providing online lectures each month throughout the remainder of this year and, if necessary, into next.

As it was our birthday, during our tea/coffee break we had a piece of a beautiful homemade sponge birthday cake. We were then entertained by a group called The Courgettes & Zucchini Sisters who played & sang songs mainly from the 60’s & 70’s eras including “I am a believer”, “California Dreaming”, “Breaking up is hard to do” & many more which took us all back & we were invited to sing along with them. Some people even got up & had a little dance. A very enjoyable evening. Our meeting in March is entitled “Surrey Search and Rescue.” Throughout the year we have various activities available for members - gardening, badminton, bridge, homecraft, bookclub, rambling, knit & natter, mahjong & more. We meet on the 2nd Tuesday of each month at Fetcham Village Hall at 7.45pm. Further details are on our website www.molevalleywi.btck.co.uk

ASHTEAD W.I. Because of all the necessary Covid ‘arrangements’ now in place we haven’t met in person since March. However in June we had a Zoom meeting with as many as possible taking part in our little boxes on screen, then in July we had another online get-together with a speaker, telling us about LumberJills – showing some extremely good photos of these landgirls and their arduous but essential work during the last war. Luckily some of our sub-groups have been able to meet up safely, and we now wait to find out how our September meeting might work, as so much will depend on the general situation nearer the time. Of course, we have been sorry to hear of the closure of our very special Denman College, but are hopeful that

no-bake chocolate wafer cheesecake This no-bake, easy recipe is perfect to whip up anytime for family and friends. The combination of smooth creamy filling on top of a crunchy biscuit and chocolate wafer base is hard to resist!

80g unsalted butter, melted, plus extra for greasing 150g digestive biscuits 5 KitKat Original bars, split into 10 fingers 150ml whipping cream 150g dark chocolate, roughly chopped 180g tub Philadelphia Soft Cheese 50g icing sugar 100g Greek natural strained yogurt ½ tsp vanilla bean paste
1. Grease the base and sides of a 20cm loose-bottomed cake tin and line with baking parchment. Whizz the digestives and 4 KitKat fingers to crumbs in a food processor, then mix with the melted butter. Press evenly into the tin, smoothing with the back of a spoon. Chill while you make the filling. 2. Heat the cream in a pan to just before boiling. Take off the heat, add the chocolate and set aside for 2 minutes, then stir to combine. Meanwhile, with a wooden spoon, beat the soft cheese, icing sugar, yogurt and vanilla together until combined. Mix into the chocolate-cream mixture, a large spoonful at a time, until combined. 3. Tip the chocolate mixture over the base and smooth the top, then chill for at least 6 hours but ideally overnight. To serve, lift the cheesecake from the tin and remove the parchment, then place on a serving plate. Decorate with the remaining 6 KitKat fingers before serving.
