After a mixed bag of weather in February let’s hope March brings some brighter days and as the clocks ‘Spring’ forward an hour at the end of the month (Sunday 27th March) that will really make a difference, I’m sure! I hope like me, you are enjoying the beautiful spring flowers which have been popping up for a while now, always lifts the spirits! This year, more than previously, I think everyone is looking forward to getting out and about a bit more, and we certainly have a nice selection of events and activities building in our What’s On pages, so do take a look and see if something catches your interest. We have so many fabulous groups and societies locally, maybe now is the time to try something new and meet new friends! Have you heard about the changes to the Highway Code? It’s important that we all become familiar with these recent amendments, so do go to page 18 for a brief look at them. You can read more on the Government Highways website which is listed on the page too. Also included this month are a couple of little competitions for your enjoyment! A new dawn for divorce The new and welcomed ‘no fault divorce’ legislation is expected to come into effect in April, and will provide a complete overhaul of the current and outdated system for obtaining a divorce or dissolution of a civil partnership in England and Wales. Why does divorce law need reform? Under the current law, there is only one ground for divorce - the marriage has irretrievably broken down. The party petitioning for divorce has to show that their marriage has irretrievably broken down by relying on one of five facts:

Adultery Unreasonable behaviour Desertion Separation of two years with consent Separation of five years without consent.

This means that where there is not the requisite period of separation, one party has to assert blame on the other (i.e. by relying on adultery or unreasonable behaviour). This can often result in matters becoming unnecessarily contentious at the outset. The current system also provides the respondent with the option to contest the divorce proceedings (although this is rare in practice) which can be timely, costly and contentious for both parties. The new system The new system seeks to remove the element of

blame from the divorce proceedings, consequently reducing conflict and allowing both parties to shift their focus to important matters, such as the financial elements to their separation and arrangements for children. Under the new system, and in replacement of the five facts mentioned above, the court will allow the parties to make a statement of irretrievable breakdown to prove that the marriage has irretrievably broken down. Responding parties will no longer be able to contest the divorce proceedings. This should provide some comfort to the petitioning party who may otherwise be worried about the response of their spouse. Another significant change is that the new legislation provides for a minimum time period of 20 weeks from the start of the proceedings to when the conditional order (formerly decree nisi) can be made. In practice, this may mean that the parties have to wait approximately 6 months before their divorce is finalised. While this is unlikely to be problematic for many people, as often the parties are in the process of negotiating their financial arrangements, and/or discussing long-term arrangements for their children in the meantime, for anyone wishing to conclude their divorce and finances more quickly, they may wish to consider filing for divorce before the new system comes into effect in April. The new system will also apply to those in same sex marriages and civil partnerships in the same way. GARDEN WASTE COLLECTIONS By the time that you are reading this, you will hopefully have been notified by Mole Valley District Council (MVDC) that garden waste services were resuming, on a monthly basis, from 21st February. MVDC hopes that the service will be fully reinstated before too long and possibly from April. Last December, the Joint Waste Services Committee (MVDC, Elmbridge, Woking and Surrey Health) agreed to support an increase in the hourly rate for HGV drivers to reflect the wage inflation in that sector and in order to place Amey in a better position to recruit drivers. That has had a positive impact on staffing numbers and led to the resumption of the service, albeit monthly for now. MVDC suspended all Direct Debit collections last October and will reintroduce them once the garden waste collections are back up to speed. CCTV UPDATE Further to ARA’s article in the January issue of this magazine, there is as yet no further movement on what happens with regard to CCTV monitoring around the District once the police cease their monitoring of the cameras as the Police do not rely on these cameras as much as they used to. MVDC has been talking to other Districts and Boroughs to learn what their plans are for future monitoring, or not and most Councils are taking the opportunity to review what they have. MVDC has decided to do the same and is bringing in consultants to carry out a fundamental review of the 41 cameras in the District to assess if there is a cost-effective way of monitoring. POLICE UPDATE At a recent meeting with MVDC Officers, Sergeant Dan Henderson updated Resident Association chairs on crime issues in the District. His main message was around the increase in violence 10 Ashtead&LeatherheadLocal - MARCH 2022

on women and girls and how there is a national initiative to decrease that to protect them. This is one of the Police’s priorities and residents are encouraged to make use of a recently introduced tool called StreetSafe, which is available via the Surrey Police website. This service is available for anyone to tell the Police, anonymously, about public places where people feel unsafe because of environmental issues, for example street lighting defects, abandoned buildings or vandalism and/ or because of some behaviours, such as being followed or verbally abused. VERGES, TREES & SURREY COUNTY COUNCIL There has been some movement on verge maintenance and tree planting since our February article in that our Tree Wardens have been contacted by Surrey County Council (SCC) to continue discussions on planting trees in verges and the associated issues. In addition, a Community Engagement Group is in its infancy on the subject of verge maintenance, the Blue Heart Scheme and tree planting & management. SCC has scheduled the first meeting of this group for 7th February, which is after the copy deadline for this article so a fuller report on how it went will come in due course. SAVE THE DATES! The River Mole may look clean - a pretty wildlife corridor through our local AONB from Dorking, via the Mole Gap to Fetcham - but sadly, the reality is somewhat different. Recent analysis reported by the BBC of untreated sewage overspills suggested that Dorking sewage works run by Thames Water was responsible for the highest number of unpermitted spills in the country. Thames Water disputes this, but separate data published by the Rivers Trust says that in 2020, there were 118 spills and more than 2,000 hours of spillage equivalent to 88 days. I am a founder member of the Friends of River Mole Leatherhead and we already know from our own testing that the water quality is poor. In fact, The River Mole Catchment Partnership rated the water quality as ‘poor’ back in 2013 and it has not improved since. So what impact is this poor quality water having? The short answer is that it affects the entire wildlife food chain. Few invertebrates can survive in polluted water, which means less food for fish, eaten by bird species such as kingfisher and heron. Lower insect numbers

mean there are fewer species such as mayfly, eaten by both fish and birds. Untreated sewage is obviously a hazard to human health. Last year at Fetcham Splash, where children regularly swim, there were a number of reports from parents saying their children had been ill afterwards. I have also heard of dogs being ill after being in the water. Apart from illegal spills from sewage works, there are many other sources of pollution including fertilisers leached into the soil from farming. Heavy metals and brake dust from road vehicles finds its way into rainwater drains. More pollution arises from our own domestic activities, such as microplastics from clothes washing or the residues of insecticides used in many flea treatments for pets. All of these contribute to the poor state of our rivers, but untreated sewage is probably the worst, and perhaps the easiest to deal with. Thames Water says it plans to start work this year on upgrading the Dorking works. But sadly, I would not recommend swimming in the river Mole, however tempting on a hot summer day, until the water quality improves. Caroline Cardew-Smith

This month we caught up with Michelle Teixeira about her experience with Buy to Let Hunter. Buy To Let Hunter is a niche company offering investors a chance to purchase perfect small properties to rent on a shortterm, serviced basis in the dormitory suburbs. But who, I hear you ask, chooses to stay in a tiny property in Finchampstead? One of our guests, Michelle Teixeira, recently had a chat with us about her experience. How did you come to be staying in one of our properties? “We moved to the UK for work. We came to the UK with just a few suitcases of clothes and our doggies, and hopes for our new life. With no furniture or anything else, a managed short-term rental was perfect. It gave us breathing space.” How has the experience with the BTLH team been? “It has been amazing. NEW HIGHWAY CODE RULES FOR 2022 The Highway Code has received a refresh, with a new set of rules coming into force from 29th January 2022. As well as some 49 existing laws being updated, new rules will be introduced. The changes are rather extensive and can be found on the website link located at the bottom of this article. However, the key areas are detailed below.

Hierarchy of road users

Previously The Highway Code stated all road users should be considerate towards each other, applying this principle to pedestrians and drivers equally. It meant that equal responsibility was originally placed on all road users for assuring the safety of others. The new hierarchy places responsibility on road users who could do greatest harm to others, and it is with them that the greatest obligation to protect the most vulnerable on the road now lies. Top of the hierarchy are lorry drivers, cars, vans, buses and motorcycles. But it should be noted that cyclists, horse riders and horse-drawn carriage drivers have a greater responsibility to reduce the danger posed to pedestrians.

Pedestrian priorities at junctions

cross the road into which they are turning. Under the new rules priority must be given to pedestrians who are waiting to cross the road, which means that if you are about to turn into a road and a pedestrian is waiting to cross, you should give way.

New rule for drivers and motorcyclists at junctions

The new rule states that when turning into or out of a junction, drivers should not cut across the path of any other road user, including cyclists, horse riders or horse-drawn vehicles, if doing so would cause the other road-user to slow down, stop or swerve. Wifi solutions- getting covered The requirements to have better coverage for your wifi appear to be increasing daily, especially with more devices requiring internet connection than ever before, yes this could be upstairs in the kids bedrooms, in the study or in the new garden office. There is a product which is low in cost, simple to install, works brilliantly and offers some really useful features- which really makes you ask “why did I not do this before?” The specific product I am referring to is the TP Link Deco E4 - 3 pack and costs just £150.00 As its name implies the kit consists of 3 units (transmitters), one unit plugs into your router with the other two units linking between themselves, usually they are positioned in areas near where you have signal weaknesses. The system uses “MESH” technology and this in short means that as you move between different areas the transmitters cover, the transmitter with the stronger signal will take your connection to ensure you always have the strongest and most resilient connection. This also means you have the same wifi network covering the whole property, making the connection of devices much simpler. We have sold many of these units and have been impressed with how simple they are to setup by many non technical home users- usually they are up and running within 10 minutes. We best recommend the use of the free smart phone/ tablet app, which helps you setup the units quickly, and offers many useful facilities like “bedtime” mode, which turns the wifi off at predetermined times and days of the week. You also can also setup different Wifi active times for different devices. For example your 10 year old child can only have wifi access until 7pm where as your 16 year old childs device can have access until 10pm. With some of the apps you can also “content control”. This can block access to unsuitable websites from specific devices by category like “adult content”, or “firearms content”. You can specify specific websites you may want to block by typing in the website address.

Know your stuff…..

Recently we have been reporting on the number and type of scams. We feel a large part of the scammers success is that they catch you when you are least expecting their call, and logic and reason just go straight out of the window. For example, a common scam is where they call supposedly being BT, and saying your Broadband is reporting problems. They obviously use BT as they are the UK’s largest Broadband provider, but if you are with Virgin Media or Talk Talk or TecRes, why would BT be calling you to discuss the service they do not provide? The simple answer is they wouldn’t be! We urge you to always be vigilant and sceptical on these calls. Do not enter into a detailed conversation with the caller. Stop the call by hanging up and don’t use your phone for 5 minutes (as this will terminate their call). Should you have any concerns independently find the phone number of the firm in question and call them yourself- it is very rare that these “big” firms will be calling you.

Flooding has always been a problem and as far back as 1504, money was being left to defend the parish from flooding by the river. mole valley W.I. february report This week we celebrated our ‘birthday’ meeting by being welcomed with a glass of fizz - Prosecco or lemonade. Notices were given about forthcoming group meetings and other events later in the year – a quiz on 14th May and an artisan fair on 8th October 2022. Our talk was by Claire Brown of ‘Plant Passion’ in Clandon, the main purpose of which is to sell cut flowers. Three hundred different crops and flowers are available from April until November, being sold to customers via the internet. Tulips are the largest UK crop, grown hydroponically in glasshouses. Quality cut flowers are needed by four types of customer – brides, florists and those attending workshops and at local events. Customers want something apart from supermarkets. They wish to have fresh blooms, smaller quantities, better price, the personal touch and information from the grower. The main flowers grown at Clandon are tulips , ranunculas, scented roses (supermarket ones have no pefume) and fillers such as sage and mint to give scent in a bouquet. After this interesting talk, the evening was rounded off with tea and coffee plus birthday cake. Covid slowed down charity fundraising but with £500 at last raised we were able to donate to the worthy local charity Horsley, Bookham & Leatherhead Riding for the Disabled. And fund raising is well under way for the next local charity donation. COULD YOU BECOME ONE OF OUR ARCHIVISTS? One major topic will be paramount when this year’s 75th Annual General Meeting of the Local History Society is held (probably via Zoom) on 18 March. For many of those years past there were dedicated volunteers in place running historical archives for the district’s main areas – Leatherhead itself, Ashtead, Great and Little Bookham, and Fetcham. The archives have built up over the decades to

provide much of the material available to the public on our part of Surrey and its history. If you want to know anything about your neighbourhood’s past and previous residents, you can simply check it out through one of our archives or the many local history books produced since and before the history society existed. But we now face a problem – no-one to manage the L&DLHS archives themselves either in Leatherhead or the Bookhams. They exist partly online and partly at the Kirby Library of the Leatherhead Institute. Leatherhead Museum will also reopen at the end of the month as the obvious place to go for

some historical information, exhibitions and books to buy. But we also need two dedicated volunteer archivists to pull everything together and answer particular enquiries. Most of our records are abstractions made from primary sources many years ago, although new material is always emerging too. After all, history never ceases. All the existing compilations are available to new researchers who would North Street 1895 otherwise have to travel widely to search primary archives, as did history society stalwarts in days gone by. For example, the primary sources for Ashtead are as far apart as Arundel and Kendal! But we need two people to help researchers find what they want easily and quickly from the specific archives for Leatherhead and the Bookhams. Skills such as document preparation and scanning would be helpful for new archivists but they could also be handled by other volunteers. Local members of the University of the Third Age scanned our large collection of Ashtead photographs, for example. An archivist needs some knowledge of the parish they are looking after but someone who is completely new can start by checking out our complete collection of Newsletters and annual Proceedings on our website at www. leatherheadhistory.org. Leatherhead and District u3a u3a. What does that stand for?

Well, it means the “university of the third age”. It is a national and international organisation that promotes learning, living and laughter for retired or semi retired people over the age of 55. We have over 360 members who can take part in around 30 different activities, outings and holidays. It has a self-help policy that enables anyone who is willing to learn a new skill, hobby or pursuit meet other similar interested persons and to make the most of their free time. We are shortly starting a new group for those wishing to learn or renew their interest in the game of Cribbage.

Working Towards a Sustainable Ashtead Living like a rock star? When I hear about yet another celebrity justifying a world tour by planting some trees as a carbon off-set, my ‘Greenwash’ alarm goes off - is this just a bit of eco virtue-signalling or does it really help? Well, yes, it probably does but it depends - how much extra fossil fuel are they using to fly around the globe and how many trees are they planting? The IPCC says we need to get to net zero CO2 by 2050 to avoid a greater than 1.5°C global temperature rise. That is going to take a two-pronged approach - a serious drop in how much greenhouse gases we emit and a ramping up of removing them from the atmosphere. Some of this is out of our hands, we will need our leaders to put in place proper governance, accountability and reporting mechanisms to ensure that claims about emission reduction and carbon sequestration are actually happening and aren’t just corporate greenwash. On the emission reduction side, we need to see continued increases in renewable energy generation, promotion of home insulation and the decarbonisation of transport. Forests and peat bogs need protection and farming pushed in the direction of enhancing wildlife with ‘hedges and edges’ preserved as much as possible. At a personal level, what can we do? Maybe we could emulate those rock stars on global tours, not so much the flying part but the offsetting. Try getting involved in tree planting projects, do what you can in your garden if you have one and have wild areas where the soil is left undisturbed to minimise the loss of carbon to the atmosphere. Keep paving to a minimum. Install solar panels if you can - see www.solartogether. co.uk/surrey for info. Maximise your home insulation, choose train travel over flights whenever possible. We humans have been remarkably successful as a species, populating all the parts of the planet. One of our unique characteristics is our adaptability. We now have to adapt to the demands of living within the limitations of a finite world, something we haven’t yet learnt to do. But that is the other great strength of homo sapiens, our ability to learn, from experience and each other. And rock stars! When you can’t help emitting, see how virtuous you can really be by offsetting…

Stuffed Peppers with Rice and Parmesan Organico

INGREDIENTS: • 4 bell peppers • 1 onion • 1 clove of garlic • 450 g minced meat • 1 tin of chopped tomatoes • 2 sticks of celery • 2 carrots • 150 g cherry tomatoes • salt and pepper • chilli powder • herbs of your choice • 2 tbsp Organico extra virgin olive oil • parmesan (optional) • rice (optional)

Book Reviews MARCH 2022 ‘Mrs Death Misses Death’ by Salena Godden (paperback £8.99) Set in contemporary London, this novel blends the varied life of the city with reflections on how lives end and what lies beyond. Mrs Death might not be the archetype you have in your mind for the collector of lives, but she is who she is and she is exhausted. She befriends Wolf, a struggling young writer, who begins to set down the memoirs of Mrs Death as she shows Wolf glimpses of the times and places she has moved through. Written with verve and warmth by poet Salena Godden, this novel was shortlisted for the Gordon Burn prize.

‘Rose Nicolson’ by Andrew Greig (hardback £18.99) A fascinating novel which starts in Edinburgh in 1574. Mary Queen of Scots has fled to England where she is held captive leaving her son James VI on the throne with the real power in the hands of the regent, Earl Morton. It is a time of great transformation and uncertainty in Scotland with the Protestants dominating but many have not given up hope of restoring Mary to the throne and returning Scotland to the Catholic church. A really engrossing complex novel of high politics that’s surprisingly easy to read.

‘The Stoning’ by Peter Papathanasiou (hardback £16.99) A debut Outback crime novel by Peter Papathanasiou. Detective George Manolis is sent to the Outback town where he grew up to investigate the horrific death by stoning of a popular schoolteacher. He arrives in Cobb to find it a dusty landscape, truly derelict with locals who have mostly turned to drink or drugs, and where the local refugee centre is being blamed for the brutal murder. The story deals with a lot of current but difficult issues regarding immigration, racism and misogyny, which it manages to do in a sympathetic yet realistic way. As someone who would quite like to hibernate between the start of Winter until the Spring, this March is already showing plenty of signs that Spring really is just around the corner and I know that makes many of us feel so much better. The past two years have had a huge impact on everyone in so many ways and, although I appreciate fully that we still have some way to go before we can truly feel that the worst of Covid and the pandemic is behind us, there are signs of very real hope that we are going to be able to venture out again and resume some of the parts of our lives that we previously took for granted. It is with that in mind that I wanted to remind everyone about the importance of home and property security when you are going to be out and about and not at home, even for a very short time. If you are going to be out after dark, please remember to use some simple timers to bring on lights in a staggered pattern to give the impression of occupancy and movement in your home. Also, make sure that doors and windows are securely locked and please don’t leave keys showing in door and window locks as this makes the job of breaking and entering so much easier for a burglar. Always keep side gates locked and securely bolted, preferably with a bolt and waist height on the inside and do not leave wheelie bins where they could easily be moved to help 62 Ashtead&LeatherheadLocal - MARCH 2022

On a totally different tack, please be aware that telephone scams remain a constant threat from people trying to get you to part with personal information that they can use to commit fraud. If a call claims to be from your bank, building society, HMRC or even a utility company please remember that these companies will never ask you to disclose personal information such as account numbers, pin numbers or other financial information. If possible, terminate the call immediately, wait a few minutes to check that the line has properly disconnected from the call and then phone the company yourself - using the number that you can find on statements or bills.

Leatherhead Library thank you for your patience while the new library computer system was introduced. There were a few teething problems, but we are excited to announce that Surrey Library members now have full access to the vast London Consortium catalogue of over 8 million items. Last month we received piles of lovely new books including Richard Osman’s sequel to the Thursday Murder Club and the new Lianne Moriarty, Apples Never Fall. Come in and see what’s on our New Title and Best Sellers shelves or reserve your choice from the comfort of home.

Our popular Rhymetime sessions are on Saturdays at 11am. Everyone is welcome but come early as spaces are limited. We are planning some exciting Spring and Easter children’s events.
