A Lasting Power of Attorney is now as important as a Will DO YOU KNOW WHY? If you lost mental capacity through an accident or an illness such as dementia, you would no longer be able to make your own decisions. You would be totally reliant on those around you, such as family or friends. However, if you don’t have a Lasting Power of Attorney (LPA), they could not take control of your finances or take care of your personal welfare. Frightening when you think about it! In 2007, the Mental Capacity Act 2005 (MCA) came fully into force. If you do not have an LPA, family and friends would have to apply to the Court of Protection to be appointed a deputy to look after your affairs. The application process is lengthy and complex and fraught with problems. When someone applies to become a deputy to look after your affairs, the initial fees and annual fees that would have to be paid would be as follows: • There is an application fee of £400.00* payable to the Court of Protection. • There is also an annual supervision fee of up to £320.00*, dependent on the level of supervision necessary.
• A security bond would also be needed, and based on an estate valued at £250,000, these can typically cost on average £500.00* per annum. • The time and expense of making annual returns to the Court of Protection. It is far more sensible, whilst you have mental capacity, to safeguard your future by putting in place a Lasting Power of Attorney now. This will allow it to be used, should it be needed, without the initial and ongoing expense and annual reporting to the Court of Protection which would apply without one. Mandara Wills is expertly positioned to arrange a Lasting Power of Attorney for clients at a fraction of the cost you would incur should one be required but not be in place. * Court of Protection Website www.justice.gov.uk

From the Editor Welcome to Look Local in June!
Oh no, it’s raining today! I’m not very happy about that! But the upside is that my patches of grass seed in the garden will grow now, hopefully. I know, I know, the plants and the ducks like the rain,

but I’m off camping for the weekend, so I hope it stops really soon! A few weeks back, I spent a very enjoyable but windy day at an airfield in Kent with Jo from Bonnie Dogs. o many of us place great store in the care we receive from our local doctors’ surgeries, and of course, sometimes we have gripes or complaints. Only by voicing the good and bad do things improve and we are delighted to announce that the Cobham Surgery on Portsmouth Road has recently started a patient participation group (PPG). In line with the Government’s aim that all surgeries have a representative body that can engage directly with patients independently, the Cobham PPG has been founded by practice manager, Claire Yarborough, with the full support of the doctors and nurses. We have 7 volunteer members, all patients of the practice, ranging in age from18-80 and from a wide variety of backgrounds. As we all know, the demands placed upon today’s NHS couldn’t be more different from when it was first created in 1947. It is really exciting for us all to be part of the debate to define and design

what the NHS should be doing in 2047! In the meantime, our primary purpose is to collect as many views as possible from the 13,000 registered patients of the practice - yes, we did say 13,000 patients… So far, since launching last autumn, we have already managed to survey nearly 100 patients, launched new information points in the surgery, ensured the practice replaced waiting room chairs... and we’ve only just got started! In terms of other priorities, we know that our fellow patients want an efficient appointment booking system, text appointment reminders, plenty of car parking, easy access to the surgery and much more besides. Most importantly, we can only make a difference if we hear your views and have a dialogue together – please do visit www.cobhamhealthcentre.co.uk or email PPG.CobhamHC@nhs.net. We also intend to be present at a number of local events in the Cobham area, so if you see our stand, please come and say hello.

he decision by Cobham Bowls Club to hold a couple of Open Days proved to be a roaring success. A total of 37 people, mostly from the Cobham, Stoke D’Abernon, Fetcham and Effingham areas, arrived on the 2 afternoons to try out the sport of lawn bowls, not knowing what to expect. The majority had never played before. They were given instruction, all equipment was provided and it was free. The only proviso was flat shoes had to be worn. Both men and ladies attended, as this sport is equally suitable for both sexes. The general opinion of the participants was it was fun, not as easy as it looked, very sociable and friendly. They commented on how welcome they were made to feel, which is exactly what the club prides itself on. Obviously, not everybody found the sport was their cup of tea, but they appreciated the opportunity of the experience. However, a good percentage thoroughly enjoyed the afternoon and wanted more. They have returned for some coaching to see if they want to take up this sport. A number have now decided to join the club as a member. The knowledge of being able to play short mat bowls at the club in the winter months was an added bonus, making it an

all year round activity. It just goes to show that even if you think bowls is not a game for you, it never hurts to give it a try, and you might be pleasantly surprised. As one person said, it really was a case of nothing ventured, nothing gained: it was a win-win situation for just a few hours of your time, with no obligation to join. Cobham Bowls Club doesn’t want anybody to miss out and is extending the invitation, so if you would still like to give it a try and are over 17, a practice session (known as a roll-up) is held on Monday afternoons at 2 o’clock and on Thursday evenings at 6 o’clock. If you would like to come along, give Dave (01932 349742) or Heather (0208 287 6382) a ring, or phone the club house 01932 868147 and leave a message. Alternatively, you can or email cbcenquiries@cobhambowlingclub.co.uk Facts about bowls: there is a permanent bowling green at Windsor Castle; W.G Grace, one of England’s finest cricketers, founded and became the first president of the English Bowls’ Association; and Walt Disney founded a bowls club in Los Angeles which is still thriving until this day. Also, Henry Vlll played this game in between changing wives!!!

We believe in sustainable fishing and eating fish when it is at its best. This is a great time of year to buy this wonderfully versatile fish which you can do so much with. It’s perfect when baked or pan fried, and thanks to its firm texture, would work equally well in a stew. Cod can take strong flavours, such as chilli or rich tomato sauce.

ight local artists will be exhibiting their work in the stable, conservatory and garden at Rose Cottage Stables, 46, West End Lane, Esher, KT10 8LA. Their artwork ranges from painting and ceramics to woodturning, stained glass and sculpture. Sculptress Alison Catchlove is well know at Wisley RHS for her quirky, humorous bird, bug and flower sculptures in metal. The sculpture of Janet Stanley reflects an interest in mythology and natural forms, a subject which Rosalind Moysen’s paintings also explore, using the textural quality of oil and mixed media to convey semi-abstract impressions of trees and landscape. Farida Khan-Evans’ still life and abstract paintings push the boundaries, with a mixture of media such as textiles, metal, photography and paint, whereas Sarah Jane Vickery’s
16 Looklocal Magazine - June 2015
watercolour, ink and mixed media paintings have a focus on drawing. Beryl Hole will be showing delicate cut-away porcelain, strong stoneware and naked Raku ceramics. Jane Drown also works in ceramics, producing paper-thin textured vases and vessels inspired by the sea. She also works in stained glass on commission. Roger Marsden is an artistic woodturner who loves transforming the simple beauty of wood into finely-grained bowls, pots, peppergrinders and candlesticks. There will be demonstrations of welding, woodturning and painting. The exhibition starts on the weekend of 6th and 7th June and continues for the next 2 weeks on Fridays, Saturdays and Sundays, to finish on 21st June. It will open from 11 am to 5pm. Entry free. Dogs, bicycles and children welcome.

o, to continue the Latin theme – yes, sorry, has to be done - plants can said to have a personality, a certain air about them, and this is very often reflected in the names given to them: for example, the term vulgare often refers to the plant that was considered to be the most common in that genus at the time it was named, so the primrose is Primula vulgaris. Also, Foeniculum vulgare, or fennel, is so-called because it is the only one in that particular genus, poor love. However, the most common plant in a genus will vary, of course, according to where you are.
The beauty of a plant is often reflected in its name although, beauty being in the eye of the beholder, certain plants which are considered beautiful by some people won’t be considered to be so by others. Nevertheless, the specific adjective bellus means ‘beautiful’, and is obvious to most people, the girl’s name Bella being a well-known example. It is represented in plants by Bellis, the daisy - see what I mean by beauty and the beholder’s eye, although some of the little pompom daisies are indeed very pretty. Elegantissima is easy to understand, where the -issima bit means ‘most/very elegant’. Many plants have this name as part of their botanical name: Cornus alba ‘Elegantissima’, the lovely red-barked cornus; Buxus sempervirens ‘Elegantissima’, the common box; Schefflera elegantissima, a very slender houseplant. Mirabilis speaks of great admiration for the plant, as it means ‘wonderful/marvellous/ extraordinary’. Examples of this are Campanula mirabilis, Cotoneaster mirabilis, even Mirabilis as the main name of one plant, the four o’clock flower. Miranda means the same, and can be found after many plants, including dahlia, pelargonium, viola, fuchsia. There is also a darker side to some plants. Debilis
means ‘weak/feeble/debilitated’, as in Helianthus debilis and Oxalis debilis, although I have never found any oxalis to be feeble, quite the reverse, in fact! Decipiens means ‘deceptive’, though in what way isn’t always easy to work out. Maybe Allium decipiens grows much taller than would be expected, and Mahonia decipiens and Persicaria decipiens are both listed as vulnerable or endangered, which may be relevant. And give a wide berth to anything with infestus in its name Rubus infestus or Cytisus infestus - as it may do just that: become troublesome. As for morals, yes, even plants can sink low. Impudicus means ‘with a lewd or shameless quality’! I can only dimly imagine what this means, but I think it is probably something to do with reproducing rapidly and freely, or it could be to do with its shape as it grows. And adulterinus means it hybridises easily, as in Passiflora adulterina and Stachys adulterina. There are many more, most of them obvious - major, mixtus, robustus, simplex, singularis - others less so, but it is helpful to have these extra indicators so that we can plan our gardens in keeping with their style. Next time...more Latin, oh yes, I think so...

LATER THIS YEAR THE MUCH HERALDED WINDOWS 10 WIL BE RELEASED
The holiday season will soon be in full swing, and for some people who run a business or just need to remain in touch with those back home, this can present difficulties. We have detailed here a few of the most useful and common solutions we have provided to help you overcome these difficulties. Ensuring you have your information where it is required can be a challenge. We have a product called Briefcase which synchronises all your data across all your devices, be they PC, Mac, tablet or smartphone. Additionally, all data is fully backed up and we store the last 31 versions of your files. This is very useful should you have a file that you are working on and need to revert to an earlier version. The cost of Briefcase is only £70.00 per year and is installed in minutes. If you need a highly portable device to permit access to your information and emails, a tablet may well provide the answer. There are all kinds of tablets on the market currently, with the Apple iPad being the most dominant. Whilst the iPad is good at so many things, it doesn’t really work that well with many work-related programs such as Word and Excel. We feel a much better solution is the Windows tablet range. They include Microsoft Office, and with prices starting at £90 for a 7” tablet, they offer great value and a fabulous solution. The Acer Switch comes with a removable keyboard and a 10” display and is a true hybrid of a tablet and a notebook for £335 - again, this price includes MS Office (see opposite page for further information). Should you wish to extend the running time of your mobile device, we have external powerbanks which can keep a phone, tablet, or in some cases a laptop, fully charged for many days. These prices start at £15.

eryl Thompson of Academy Hair Salons was recently crowned UK Extensionist of the Year 2015. The awards took place at Pro Hair Live Show in London’s Olympia. Balmain Paris Hair Couture and Professional Hairdresser Magazine organized the competition, which is now in its fifth year. Meryl reached the final 4 after submitting a photographic image which was judged against other top salon entries from the south of England. She then had to recreate her look at the show in front of a packed audience and esteemed industry judges, including Errol Douglas MBE, Dawn Reilly, Marketing Director Balmain Paris Hair Couture, and Sarah George, Deputy Editor Professional Hairdresser. There was also an online vote. Meryl will now take part in a photo-shoot, mentored
by multi-award-winning and celebrity hairdresser, Errol Douglas MBE, with London’s leading photographer and motion artist, Barry Jeffery. This will take place in one of London’s most prestigious photographic studios. The images will then appear in the pages of Professional Hairdresser and other leading magazines! Meryl said “I am absolutely elated at having my creative work recognized by this amazing competition. I am certain that through this, I will have further opportunities to share my passion within the hairdressing world. Events like Pro Hair Live bring together creative geniuses, and their energies leave me feeling motivated, inspired and bursting to crack on with the next project. I can’t thank Balmain Paris Hair Couture, Professional Hairdresser and Errol Douglas MBE enough for all the support and help they gave me throughout the competition and of course ,Academy salons.”

‘The Seven Ages of Tax Planning’- Adult
This is part of our series of articles discussing tax planning at certain periods of life. Adult This article looks at some tax planning opportunities which are generally available to all adults regardless of whether they are married, in business or employed or propertyowners. The special opportunities for different circumstances will be covered in later articles. ISAs ISAs are probably the best known ‘tax break’ of them all. Anyone can pay in up to £15,000 this tax year into an ISA. Investments held in an ISA are free of capital gains tax and income tax (although there is no repayment of the tax credit on dividends). With a contribution to an ISA each year a substantial fund can be built-up outside the income tax and capital gains tax nets. Pension contributions This is the other big almost universal tax break. Anyone under 75 can pay up to a total of £2,880 into a personal pension, even if they have no income or even are already in an employer’s pension scheme. If they have earnings and no employer’s pension scheme then they can pay in up to the amount of their earnings subject to a limit, generally £40,000. The pension fund has tax relief added to it (so a contribution of £2,880 becomes £3,600). Further, for any higher-rate taxpayer, there is additional tax relief. The pension fund does not pay tax on the income and capital gains it makes. On taking the pension (between 55 and 75) up to 25% of the fund can be taken as a (currently) tax-free lump sum and the rest used to provide a flexible income which is subject to income tax.
Gift Aid Any gifts you make to charity could be under Gift Aid (unless you are not a tax payer). This enables the charity to claim back tax on the gift, effectively increasing it by 25%. In addition,higher-rate taxpayers can claim further tax relief themselves – 25% of the gift for 40% taxpayers and 31.25% for 45% taxpayers. EISs, Seed EISs and VCTs These are special tax reliefs offered to investors in smaller, and therefore often riskier, companies. Needless to say, the rules are complex, but the general position is that you get tax back on your investment, 30% for VCTs and EISs and 50% for SEISs. Provided the investment is held for three years (five for VCTs) this tax relief is permanent. On top of this, there is no capital gains tax on any sale proceeds after the investment has been held for three years. With an EIS you can also roll-over a capital gain made on another asset within three years before and one year after the investment, effectively deferring the tax. For SEIS, this is a complete exemption for a gain made during this current tax year, up to half the investment can be used – making the tax break one at 64% for the right circumstances. Inheritance Tax Reliefs Any gifts you make to individuals totalling £3,000 in any tax year are IHT-free, as are any gifts you make out of surplus income. But probably much more important is the fact that any gifts you make are normally ignored after seven years. A good programme of gifts during your lifetime can greatly reduce the eventual inheritance tax. O f co urse, any o f these steps have to be do ne co rrectly to ensure they have the desired tax advantages.

The coincidental arrival of sunshine and a drop-top Beetle Cabrio from Volkswagen could not have been more timely, as I planned to head for a family get-together Wittering way. I skipped the motorway and instead breezed the old A3 countryside-view route, as pretty and picturesque a trek as you could want, with plenty of opportunity to test the VW’s many roadholding attributes. The car is its own silent witness, pulled along to upwards of 100mph, with nippy dashes by a whisperer of an engine smoothed to perfection off the back of long experience. Since Nazi despot Adolf Hitler urged the company to build a valuefor-the-pfennig people’s car and it made its debut in 1938, with some of his own design ideas in place, around 25million have been sold worldwide. It was then badged the “Kafer” - English for Beetle - and when it was introduced in small numbers into the UK in 1952 by Colborne Garages - now Lookers - in Guildford and Walton-on-Thames, it began its iconic existence for us.
My treat was to play catch-up, hood down and cosy going, hood up and cool coming back, with great views of rustic, green and hilly Surrey etc from the Cabrio’s panoramic windows front and side. It is a car that oozes satisfaction, a relaxer, uniquely stylish, and nowadays nowhere near the tin-can rattling noise machine of yesteryear. The body may roll a wee bit around the tighter corners, but not enough to have your passengers biting their nails, and on the straighter bits and motorways, it is immaculately behaved and the fabric roof does its duty in staving off any wind and road noise. When you wake up to the fine retro styling, the superbly equipped cabin and comfort level of the seating for four people, all at a price under £20,000, you realise you are
enjoying one of the best value droptops of them all. Better yet, those experts who eye the motor market and advise buyers reckon you should and could haggle the asking price down to around £17,500. For the likes of Trophy Wife, a natural-born and shamelessly cold-eyed negotiator, that would be a matter of course. For the shrinking violet likes of me, it is a heaven-sent tip. Economy-wise, and with a superbly performing 1.2-litre turbo-charged engine which is both punchy when the right foot makes its demands and smoothly efficient in the longer unhurried motorway moments, it is lightly demanding on the purse or wallet. I enjoyed our all-too-brief companionship more than I have done for a good while with any similarly equipped car. VW? Very Worthy... This Cabrio is drop-head gorgeous. Great idea of yours, Adolf. Specification: VW Beetle 1.2 TSI 105. Speed 111mph. 0-62 mph 11.7 secs. MPG 46.3. Price £19,010.

To answer that, I thought I should compile a monthly listing of my most-played classic album and my favourite current album. Although Sam Smith’s ‘In The Lonely Hours’ first saw the light of day about a year ago, it still resonates with me as one of the finest recordings of recent times. Just 21, Sam sings with a purity and sublime beauty rarely heard in these times of bland ballads & wishy-washy cover versions. Sam is anything but bland. He sings from the soul & is surrounded by excellent musicians, producers & arrangers who’ve created a multi-award winning album born of a broken heart, as with so many great loves songs. Altogether a lovely recording, dwelling on the quieter moments in life, best enjoyed with the lights down low. My classic album of the month comes from the late Harry Nilsson, or just Nilsson as he became best known. In 1973, he released ‘A Little Tough of Nilsson in the Night’ which features his version of American classics or 20th century standards as they are often called. Released long before Rod Stewart struck gold with his collections of music for crooners, Harry gathered notables like Frank Sinatra’s arranger & the Beatles press officer, Derek Taylor, who produced it. It’s one of those albums that never fails to generate questions at parties, such as ‘wow, who are we listening to?’ & ‘what a wonderful collection of tunes!’ which includes ‘Thanks for the Memory’, ‘Over The Rainbow’ & ‘It’s Only A Paper Moon’. I got to know Harry Nilsson when he once called me out of the blue & invited me to have lunch with him. He told me that after seeing me on TV, I reminded him of a younger version of himself & he wanted me not to be tempted by rock ‘n’ roll excesses as he felt he had been. I assured him that I was born to be mild not wild (much the pity), & that I would treasure his advice. We shared an unforgettable meal & ever since, I’ve always taken a special interest in his recordings, of which ‘ALTNN’ is an outstanding example. Priceless!

Quiet Dell by Jayne Anne Phillips (paperback £9.99) Most of the characters in this book were real people. Struggling to survive the Great Depression in a Chicago suburb are the Eichers: Asta , her three children and Duty, their dog. When Harry Powers arrives, you know that evil has entered their lives. Originally a Dutch-American immigrant called Harm Drench, Powers found his victims through the lonely hearts clubs. He boasted of wealth and slowly worked around to the subject of marriage. Discovering a cache of his love letters kept by Mrs Eicher, the police traced him to West Virginia, where they found the Eichers and another woman buried in the hamlet of Quiet Dell. The power of this book lies in the odd little details; Powers’ villainy seeps out in ways at first troubling and finally terrifying. You will not forget Harry Powers.
Far from the Madding Crowd by Thomas Hardy (paperback £4.99) ‘I shouldn’t mind being a bride at a wedding if I could be one without having a husband.’ The beautiful and independent Bathsheba Everdene attracts three very different suitors: Gabriel Oak, a sheep farmer; Frank Troy, a handsome but wild-natured sergeant, and William Boldwood, a successful and mature bachelor. Hardy’s classic of Bathsheba’s passions and decisions explores the nature of love, its power to unsettle and glorify, complicate and redeem our lives. The book has recently been made into a film starring Carey Mulligan as Bathsheba.
Dry Bones in the Valley by Tom Bouman (paperback £7.99) Few writers can make the readers feel they are in a place along with the characters who live there. Tom Bouman achieves this in a great, sinister and surprising debut. The characters felt real and I cared what happened to them, and each page revealed a new layer to the ever-twisting plot. The setting is rural north-eastern Pennsylvania during a March thaw, when things buried in the snow all winter are revealed. I was bereft when I finished this book.

JOINS FORCES WITH KINGSTON’S INTERNATIONAL YOUTH ARTS FESTIVAL
P
reparations for the inaugural Elmbridge Youth Festival have been given a boost by an agreement to join forces with Kingston’s renowned International Youth Arts Festival. The festivals will take place 3rd -19th July 2015. Kingston’s established International Youth Arts Festival (IYAF) attracts young people to Kingston from across the UK, Europe, the USA, Brazil and India for a celebration of youth creativity. The Kingston audience will be directed to arts hubs in Elmbridge, such as Riverhouse Arts Centre, under this joint venture. Meanwhile, Elmbridge acts will be taking part in activities in Kingston, including the Elmbridge Youth Dance Showcase at the Rose Theatre
48 Looklocal Magazine - June 2015
on July 9th. There will be some joint productions, such as a mock Tudor comedy night at Riverhouse, that will feature Kingston and Elmbridge comedians. The first Elmbridge Youth Festival (EYF) will feature drama, film, dance, comedy, music and art produced by young people from the borough. Next year, it is hoped that the Festival will expand to more venues and green spaces across the borough of Elmbridge. The EYF will kick off with a Proms in the Park event at Churchfields Recreation Ground in Weybridge. The EYF is being funded by the RCSheriff Trust and Elmbridge Borough Council.
