From the Publisher & Editor: The gambling industry as we know it has changed radically; possibly forever. The mainstay of traditional gambling - traditional brick-and-mortar casinos - have been dethroned by online gambling and a mix of new products designed for remote gambling. This state of affairs has been brought about by a perfect storm that integrated resorts and traditional gaming could not have foreseen; a global lock-down caused by a pandemic, the complete halt of international business and leisure travel and essentially a monumental sea-shift in the way people go about their lives. The gaming, integrated resort and hospitality industries world-wide have been bled to within an inch of their lives, and those fortunate enough to have survived will take years to recover. Juxtapose this with the rapid and unabated growth in online gaming, mobile and fintech options for players across Africa, and one can easily see that iGaming in all its iterations will form an integral part of any gaming operation in the immediate future. Set against this narrative, spare a thought for news images of South Africa’s oldest casino burning to the ground. The burning represented, in some poetic sense, the end of an era for land-based casinos. As international leisure travel slowly trickles to a stream, South Africa has also been removed from the UK’s Travel Red List, barring UK visitors from coming to South Africa. Welcome news indeed for our gaming and tourism industry, which is heavily skewed toward an integrated-resort offering. Possibly, like some species of fynbos that require fire to germinate, this allegorical fire may just be what the the industry needs to rise from the ashes... Roy Bannister

South Africa’s Oldest Casino Resort Burns to the Ground Peermont Hotels Casinos and Resorts’ Mahikeng property - Mmabatho Palms, Hotel, Casino and Convention Resort - was razed to the ground in September.

WHILE SOME guests were treated for smoke inhalation, no fatalities or serious injuries were been reported among guests staying at the hotel, and miraculously, the casino operation, along with the convention centre emerged unscathed, allowing casino operations to commence 2 weeks after the devastating fire. The full scale of the damage is still being ascertained, but it is confirmed that the 4-star Walmont hotel has been destroyed (with exception of the wing containing the Executive Villas). Peermont Management also confirmed that all employee jobs are safe, and counselling has been made available to all employees and guests affected by the tragedy. “We thank the management team on site during the crisis for their hard work and are sincerely grateful that there were no fatalities or serious injuries to either our guests or employees,” said Peermont Chief Executive Officer, Nigel Atherton. Mmabatho Palms Hotel Casino and Convention Resort has along history, and according to Peermont is the first casino resort in South Africa, built by Sol Kerzner in 1977, opened as Mmabatho Sun and subsequently acquired by Tusk Resorts in 1997. Peermont Hotels Casinos and Resorts acquired the resort in August 2006 and it was rebranded as Mmabatho Palms in June 2009. The hotel plays an important role in the tourism sector of North West Province.

The addition adds to Cola.bet’s African operations in Zambia, Kenya and Ethiopia. The latest sports betting license was granted by the Lagos State Lotteries Board to a locally incorporated Cola.bet subsidiary company, Cola Games Limited. According to Cola Group, the Nigerian market is similar to Ethiopia’s in that both are “very retail-centric rather than internet-based.”

GPI Performance Improves Despite COVID-19 Restrictions Revenue from continuing operations increased by 27% to R1.67-billion · Operating profit from continuing operations increased by 38% to R57.6-million · Headline loss per share decreased from 8.2c to 6.3c · Debt to equity ratio improved from 15.3% to 13.8% GRADE PARADE Investments (GPI), one of South Africa’s longest-standing empowered investment companies, released its results for the year to end June 2021. GPI reported a significant improvement in its financial performance and a reduction in debt, despite the challenging trading conditions resulting from COVID-19 and the associated restrictions on restaurant, casino and hotel operations. GPI posted revenue from continuing operations of R1.67-billion, an increase of 27% from the prior year, and operating profit from continuing operations of R57.6-million, an increase of 38% from the prior year. Headline loss per share decreased from 8.2c to 6.3c. This improved financial performance was driven by an increase in the earnings contribution from the Gaming businesses, particularly Sun Slots, and a significant reduction in losses from the Food businesses. In addition to the improved financial performance, GPI reduced its debt balance from R258-million to R232-million. This led to a reduction in finance costs and an improvement in the debt t equity ratio from 15.3% to 13.8%. Mohsin Tajbhai, CEO of GPI, said: “Despite trading under strict trading conditions including capacity restrictions, a ban on the sale of alcohol and early curfews, GPI’s Gaming businesses have proved resilient, especially the fast-growing Sun Slots. “Furthermore, the work done by management over the last three years in exiting unprofitable businesses, reducing debt, improving the profitability of operational businesses, and reducing head office costs has positioned the Group to deliver on its objective of unlocking value for shareholders. The imminent sale of Burger King South Africa and Grand Foods Meat plant will unlock more than R1.15 per share in value.” In June 2021, the competition authorities prohibited the sale of Burger King South Africa due to public interest concerns. However, the parties subsequently filed a request for reconsideration, resulting in the Competition Tribunal approving the transaction with conditions. Following the sale of BKSA, the way forward for GPI centers on three major themes: 1. To maximise the value of the business through the sale of noncore assets. 2. To further reduce head office costs and reduce dividend leakage. 3. To return capital to shareholders by resuming dividend payments.

There is very little doubt that the Covid-19 pandemic has affected all sectors of world economies, with the gambling sector not being spared. Within the African continent, the dual effect of the pandemic and the preventative measures taken against it has resulted in operators engaging in cost containment initiatives while remaining operationally effective and efficient.

WHERE BUSINESSES have gone through commercial changes effecting its operating and management model to improve cost savings and efficiencies, the impact on its control and compliance environment may not be immediately evident with weaker trading conditions and financial performance pressures. With a large proportion of Africa’s gambling industry being land-based and destination type offerings, while yielding considerable proportions of revenue from foreign tourists, the continued travel bans from and to high-risk countries has thrown a further spanner in the works for brickand-mortar operations. The limitation on gatherings, trading capacity constraints and curtailment of on-site alcohol sales has further exacerbated the revenue generating capabilities of these operations.

These converted thrill seekers have found an escape in pursuing their pastime from the comfort of their homes. Despite the lack of regulation and no licensing authority that would allow or prohibit online gambling in most of Africa, for those

Within South Africa the ongoing restrictions imposed on business and its activities in terms of the Disaster Management Act will continue to have an impact on the economy. Notwithstanding the easing of restrictions due to a decrease in the infection rate and the vaccination programme gaining momentum, recovery of this sector is expected to be slow considering disposable consumer income remaining under severe pressure owing to a stagnant economic climate. Even with the continued uncertainties brought on by Covid-19, stakeholders still require return on investment and assurance that their investments are well protected by those charged with governance. Governance,

risk, and compliance (“GRC”) initiatives have become more relevant to support improved decision making particularly in light of the agility required by business to adapt to the economic environment in which they trade in, elimination of silos, reduce fragmentation among divisions and departments and optimal investment in IT solutions. Understanding the risk and regulatory landscape of businesses, provides a foundation to ensuring risks are mitigated or managed to an acceptable level. The gambling industry being one of the most regulated industries in South Africa requires continuous monitoring of compliance to regulations thereby mitigating the risk of non-compliance to regulation. Risk management, the common thread between governance and compliance, focusses on predicting future risk events and ensuring there are preventative measures in place to reduce the effect of those risks. To be successful at risk management, organizations require a means to anticipate and plan for these events. In this instance scenario planning becomes that more relevant. According to The Wall Street Journal, “scenario planning helps organizations perceive risks and opportunities more broadly, to imagine potential futures and different scenarios that might challenge their assumptions, and to spot sources of risk that may otherwise go undetected.” To navigate through these turbulent times and economic climate - risk assessments, risk appetite and tolerance levels coupled with risk mitigation strategies remain at the core of strategic matters of organisations. Most organisations with mature risk management processes may have not predicted the onslaught of the pandemic nor its effects on business, however organisational resilience remains at the core of their business models. Kenya Seeks to Ban Daytime Gambling A new amendment bill that has been introduced in Kenya is seeking to suspend gambling from 6am to 8pm as part of the Government’s efforts to promote responsible gambling and protect underage players. THE PROPOSED amendment to the Nairobi City County Betting, Lotteries and Gaming Bill 2021 has been backed by Waithera Chege, a member of the local County Assembly, who has been willing to see gambling banned during the time she called ‘productive human hours’. As Ms. Waithera explained, young people have been found to be increasingly spending time at gambling and betting venues across the country, so the Government had to do something in order to protect these vulnerable

individuals from possible gambling-related harm. Ms. Waithera has called for the authorities to ban access to such establishments at certain hours in order to make sure young people who have been demonstrating symptoms of addiction are protected. Although some campaigners have been doing their best to tackle gambling among young people, many Kenyan residents believe gambling could be ranked among the most

important economic sectors of the country. In a 2017 report by PwC, the country was named one of the top three markets in Africa, and in 2020, its gambling industry was expected to generate a turnover of about $50 million. The bill would need to be voted and ratified by the Nairobi County Assembly if it were to move forward and introduce the restrictions, and comes amid an increased push for responsible gambling parctices across the continent.

Habanero Expands in Africa with Betway Premium slots and table games provider Habanero has reinforced its position in Africa through its latest deal with leading operator brand Betway, which is owned by Super Group. UNDER THE agreement, Habanero’s collection of high-performing titles such as Wild Trucks, Egyptian Dreams and Hot Hot Fruit will be available to Betway’s Ghana players via the Betway Africa brand. Considered one of the continent’s favourite operators, Betway Africa is Betway’s licensed Africa-facing brand and is live across multiple regulated African markets including Kenya, Uganda and South Africa. Billed as a significant milestone for Habanero in its regional expansion, the Ghanaian gaming market is second to only Nigeria in

West Africa for gaming revenue and total player numbers, having been live since 2006. The deal is expected to be a decisive move forward in Habanero’s continued growth across the continent’s regulated landscape. Having celebrated its MGA certification earlier this year, 2021 has seen the studio continue its tier one expansion, with multiple deals signed with major global operator brands in recent months. Commenting on the deal, Arcangelo Lonoce, head of business development Europe at Habanero, said: “This deal is a decisive move forward in our penetration of Africa’s regulated

landscape and we see the highly dynamic African market as a truly promising area for Habanero to continue to grow in. “Now live in Ghana, we can’t wait to start introducing our games to more and more players there than ever before.” Kwabena Oppong-Nkrumah, head of marketing at Betway Ghana, added: “Betway has always considered Africa as a distinctive market, one where we can grow exponentially. Thanks to the latest deal with Habanero, we can now strengthen our leading position with the studio’s hugely exciting titles.”

Sun International Cuts Losses and Liquidates Swazi Casino South African casino and hotel group Sun International has reported its half-year headline loss has shrunk to R7-million ($475,104), and that it has placed its Eswatini operation into liquidation after not being able to pay creditors. The travel and leisure sector is showing signs of slight recovery as South Africans have started booking domestic trips rather than foreign travel, and visiting casinos again. HOWEVER CURFEW hours, restrictions on serving alcohol and limited demand from international business and leisure travel into the country prevented a meaningful recovery. South Africa’s slow COVID-19 vaccination roll-out has also weighed on demand. The group, which runs the Sun City resort and high-end hotels The Maslow Sandton and The Table Bay, reported an adjusted headline loss of R885-million in the prior year. Adjusted earnings before interest, tax, depreciation and amortization from continuing operations increased to R739-million from R60-million rand, Sun International said.

Casino income, its biggest revenue generator, rose by 53% to R2.3-billion despite low footfall due to a lack of shows, concerts and general entertainment at its casino complexes. Income at the resorts and hospitality operations rose by 21%, while alternate gaming, which includes sports betting, jumped by 97% as international sports resumed. Overall group income from continuing operations rose by 51% to R3.8-billion rand. Sun International has been looking to exit Eswatini, formally known as Swaziland, since 2016, but had been waiting for final regulatory approvals from the King to sell its 51% stake

in Swazispa. Hurt by lockdowns and not being able to obtain additional funding from shareholders, Swazispa was unable to pay its creditors and its liabilities exceeded its assets, forcing it to be placed into final liquidation, the firm said. “We couldn’t get the deal done and didn’t have any money to continue operating it. So we can’t keep it anymore,” Group Chief Executive Anthony Leeming told Reuters. Pan-African Responsible Gaming: Lessons from Kenya By Weldon Koros: Responsible Gaming Federation of Kenya

In Africa, the history of gambling can be traced back to ancient Egypt, where the oldest dice made of ivory was discovered by archaeologists, to artefacts in the form of papyri confirming the existence of laws intended to regulate the spread of gambling dating back to the Bronze Age (3000B.C. to 1300B.C.)

WHILE GAMBLING has existed in Africa for thousands of years, it has greatly evolved from ancient times to modern era. With the advancement of modern technology, there has been an unprecedented growth of the gambling industry in many parts of the Sub-Saharan Africa. According to a survey conducted by Geopoll in 2018, Kenya has the highest number of gambling youths between the ages of 17-35 in Sub-Saharan Africa. The rapid growth of the gambling industry in Kenya has been attributed to the increased use of mobile phones and internet penetration.

“In Kenya, many facets of the law relating to gambling as outlined in the Betting, Lotteries and Gaming Act of 1966, have become obsolete. In such an environment replete with weak regulations, international responsible gaming standards offer hope for a better future.” While the gambling industry is considered to have some positive impact on the Kenyan economy through job creation and revenue generation, it also has far-reaching negative implications at personal, family, and societal level. Consequently, there is a need to minimize the negative social impacts of gambling by promoting responsible gaming principles that guarantee the highest quality standards and offer a safe user experience. The primary purpose of responsible gaming is to facilitate the sustainability of gambling, by maximizing the positive impacts and minimizing the negative social and economic impacts by addressing issues such as: Underage gambling,

Data privacy, Responsible marketing, Protection of vulnerable gamblers and Money laundering. Underage Gambling Most regulated forms of gambling globally, have legal minimum age restrictions. However, there exists considerable variability in legislative regulation aimed at preventing underage gambling. For example, while the minimum age of gambling in Kenya is 18 years, in Nigeria it is 20 years. In Kenya, underage gambling is prohibited under Section 28 and 48 of the Betting, Lotteries and Gaming Act. In this regard, there are several conditions put in place that all licensed gaming operators must adhere to so as to prevent minors from engaging in gambling activities. For instance, operators must always verify the age and identity of their customers during registration process and before admission into their gambling outlets. Despite the existence of clear prohibitive legislation to guard against underage gambling, in reality they are rarely implemented or willfully ignored by gambling operators.

Data Privacy The protection of consumer data from unauthorized access by third parties is a very important aspect. Gambling operators are often required to introduce strong policies that are in conformity with the Law to control access to private data.

The western concept of responsible gaming cannot simply be transplanted to Africa, it must be adapted to take into account the cultural and legislative peculiarities of each country. In Kenya, the first Data Protection Act came into force in 2019, ending an era of disjointed framework of data protection laws. Prior to the enactment of the Act, there was no legislation to protect consumers against any form of data breach. Continued on page 24

In addition, it provides for the rights of data subjects and obligations of data controllers and processors. Unlike in the previous years, gambling operators will now need to review their current data processing activities so as to ensure that their systems comply with the new data protection requirements. Responsible Marketing Marketing and advertising of gambling products has a negative impact on vulnerable groups within society. Consequently, operators are often required to comply with the relevant regulatory advertising code of practice. In an effort to promote responsible marketing, the Kenyan government has

banned gambling adverts on mainstream media between 6:00 am and 10:00 pm. In Addition to this, the endorsement of sports betting by celebrities is strictly prohibited. Section 25 of the Betting, Lotteries and Gaming Act prohibits against the advertising of gambling without an approval from the Betting Control and Licensing Board. In addition, all approved advertisement must always contain warning messages of the negative effects of gambling. Protection of vulnerable gamblers. One of the most important principles of responsible gaming is the protection of vulnerable players from harm and exploitation by gambling companies. Although gambling addiction can affect anyone, some people and vulnerable social groups are at a higher risk of developing compulsive gambling behaviour. In Kenya, gambling operators are required to

implement self-exclusion programs, impose limits on the amount of time and money that players can spend on their sites. In an effort to protect people with an history of alcohol abuse, Section 26 of the Betting, Lotteries and Gaming Act prohibit against the consumption of alcoholic liquor within licensed betting premises. Anti-money laundering safety measures. Gambling operators have a responsibility to put in place checks and balances to prevent money laundering in their facilities and to reduce gambling being linked to crime. In addition to this, they also have a positive duty to report any suspicious transactions by their customers. In order to combat money laundering, the Kenyan Government require gambling operators to report all transactions above USD 10,000.

South Africa - the State of Play Daniel Kustelski, CEO of Chalkline, takes a closer look at the market and the challenges faced by operators making a play in the wider Africa region

SPORTS BETTING in South Africa has been riding a significant growth trajectory for the past ten years. This is across both retail and online. While the product mix has changed a bit, it’s impossible to not notice the relentless growth of bookmakers across the region. Indeed, the shift of the gambling Rand from land-based casinos to sportsbooks is changing the landscape of the market in South Africa and beyond. Those that have embraced online and mobile early are the ones enjoying the greatest growth, but there are still opportunities for those a little late to the digital party. Operators already live are continuing to find new segments of players to engage and some are even expanding their brands and products outside of the country. Of course, as the market becomes increasingly competitive, we are seeing operators look to new and unique ways of acquiring customers. For many, this has seen them add different forms of gambling including fixed-odds numbers, RNG casino games and virtual sports. Others are seeking to differentiate through payments, bonusing and marketing activity. The pandemic has further accelerated the pace of this change; retail operators have had to ramp up their transition to online to mitigate the impact of retail closures. Online gambling now accounts for 23% of total GGR with the number only set to rise. But retail is a significant opportunity for acquiring customers and pushing them to online play - its potential as an online acquisition channel must not be overlooked. Brand loyalty counts: To date, the biggest names in African online gambling tend to have a heavy retail presence which they are leveraging to drive players online. There are several benefits to this. In the early days of any market trust remains a barrier and

consumers look for brands they are familiar with. Another is that the cost of transitioning a retail player to online can be much lower than having to acquire an online player directly for the very first time. This is partly because players across Africa are promiscuous; most hold several accounts and will decide where to play simply based on the best bonus being offered. While operators may initially be happy to bonus their way to market share and loyalty, ultimately this is a race to the bottom. Those that can drive retail players online will be in the best position when it comes to achieving the highest customer lifetime value. Challenges being faced: South Africa and the wider African market have a unique set of challenges for operators to face - a copy and paste strategy from other markets will not work here. For example, there are regular power outages that cause issues for retail operators and disrupt mobile networks - this makes it hard to deliver a seamless customer experience. Mobile and technology advances differ from region to region. In some markets, this means launching with a stripped back product and service offering. Payments are another challenge - mobile money is central to the African betting market so operators must offer options such as M-Pesa, MoMo, Airtel, Orange Money and Tigo. The African markets where these options are available, including South Africa, Tanzania, Uganda and Kenya, enjoy much higher gambling activity. Regulatory intervention is another hurdle. Laws are added and amended all the time and many present complexities when it comes to taxes, data protection, etc. For operators and technology providers, this means taking a localised approach to each African market to ensure compliance but also to

deliver the best player experience. Despite these challenges, Africa offers plenty of untapped potential with retail sports betting GGR estimated to top $1.6bn and online sports betting GGR $521m by 2025. This is certainly the case in South Africa which currently accounts for 48% of the entire African market (based on GGR). So, how can operators leverage this potential? Unlocking the potential in South Africa: Having a digital presence is an absolute must. Of course, the online product must be of the highest possible standard while customer support needs to be flawless. Mobile is the platform for play in Africa, so particular attention needs to be paid to creating a superior mobile experience. This takes in product (markets, odds, bet-types), payments, bonuses and customer support. An online marketing strategy is important, but operators with a retail presence must use this to drive online acquisition. Capture players at the retail level and then delight them with new mobile betting products; this can include freeplay games as well as realmoney wagering opportunities. Freeplay is incredibly powerful in new markets as it helps to engage, educate and acclimate players to real-money betting. Loyalty schemes will be crucial, too. Of course, they need to be omni-channel if operators are to maximise the value of retail players online and online players in retail. Many tout the US as being the biggest online gambling opportunity in the world right now, and that it most certainly is. But Africa and South Africa in particular are still significant markets. They are not without challenges, but those that can crack the code when it comes to transitioning retail players to online will reap the rewards.



Caesars Sells African Casinos Caesars Entertainment has sold its African and European casino businesses to Silver Point Capital’s investment company Metropolitan Gaming in a deal believed to be worth £15-million plus carrying the company’s pension fund. IT IS understood from sources within the company that the Egyptian casinos, Caesars Cairo and the Kings & Queens Cairo and Ramses Cairo and that in South Africa, the Emerald Resort and Casino have been sold off to local operators. The total deal comprises 11 casinos in total with 4 in Africa and 7 in Europe. At present there has been no clarification on whether the deal to acquire all Caesars EMEA venues includes retaining the brand name. Silver Point plans to provide investment and strategic support to the business and work to develop Metropolitan as a leading brand in the luxury and premium gaming sectors,

Metropolitan said. “We are very excited about the opportunity to acquire a number of historic and high-end casinos in the United Kingdom. The acquisition fits well with Silver Point’s focus on investing in high-quality businesses at opportune times,” said Edward Mulé, Founding Partner of Silver Point. Metropolitan Gaming also announced that former Mohegan Gaming COO Michael Silberling, has been appointed as CEO. “I am excited to join the amazing team at Metropolitan Gaming. Eastern Cape Gambling Board, the casino licence term, among other benefits, brings substantial socio-economic dividends to the local community and to the Province. Forty nine point nine percent (49.9%) of the shares in the Wild Coast Sun Casino are now held by the Mgungundlovu and Mbizana communities. The Mgungundlovu Community Trust, (now) owners of the land as a result of the land restitution process, will for the first time financially benefit from the casino licence while the Mbizana community trust has been part of the previous licence. The Wild Coast Sun submitted the only application for the licence on 15 April 2019 which provided for the management and operation of the casino and the resort by Sun International. The application was partly approved by the Board on 18 August 2019, but the licence was not awarded due to concerns relating to inter alia the achievement of the Board’s transformation objectives and the benefits that would accrue to the local PDI shareholders (local referring to PDIs in the Province). The Board issued directives to address its concerns and was only prepared to award the licence once its concerns had been adequately addressed.

Ithuba Holdings Hails Court Victory over Lottostar Ithuba Holdings has said the court victory earlier this week sends a strong signal to gaming companies that have been profiting by illegally feeding off the National Lottery. “IN A landmark judgment for the gaming sector, Ithuba, as the authorised National Lottery Operator, has won its longstanding case against bookmaker Lottostar. Ithuba and the National Lotteries Commission in 2016, brought an application for a declaratory order and interdict against Lottostar. The judgment declares that the bookmaker’s practice of taking bets on the outcome of any lottery (including the South African National Lottery) is illegal,” Ithuba said in a statement. Ithuba CEO Charmaine Mabuza, said, “We welcome the judgement which reaffirms that only Ithuba as the National Lottery operator can lawfully offer bets on the lottery. Ithuba has always been driven by the desire to offer maximum contributions towards the betterment of South Africans. Ithuba has touched many lives through its high-impact programmes and contributed over R1.8 billion to various socioeconomic initiatives and good causes through lottery ticket sales.” “When gaming companies illegally encroach

The judgment, delivered by the Mpumalanga High Court of Appeal, sets a precedent for Ithuba to challenge any bookmaker deriving free financial benefits through unlawfully accepting bets on the outcome of the National Lottery, and to any responsible Provincial Gambling Board to put an end to this unlawful practice,” Ithuba further stated. “Lottostar along with Betting World (which was granted leave to intervene as the third

respondent) were taking bets on the outcome of the South African National Lottery and some foreign lottery draws. Both companies relied on their bookmaker licences, issued by the Mpumalanga Gaming Board. However, the Provincial Gambling Act does not empower provincial gaming boards to authorise bookmakers to accept bets on the outcome of the National Lottery draws.” The High Court interdicted Lottostar from offering bets on the outcome of any lottery and directed Lottostar, the Mpumalanga Gaming Board and Betting World to pay all Ithuba’s legal costs. The judgment declared the exclusive right of Ithuba to operate the National Lottery to be statutorily protected. This makes it illegal for any bookmaker to offer bets on the National Lottery. Lottostar has said that it would be appealing the decision made by the High Court of Mpumalanga. The company has since given its lawyers instructions to commence with an appeal on its behalf. NATIONAL LOTTERY Regulatory Commission is also considering on one hand to enlist the help of the Central Bank of Nigeria (CBN) to monitor the payment settlement services to unauthorized lottery operations; and the Nigerian Communications Commission (NCC) on another to ban illegal lottery and gambling activities on GSM networks. It will be recalled that Mr Bello Maigari, acting executive secretary, National Lottery Trust Fund (NLTF) has last week raised alarm over the activities of illegal lottery operators. Maigari, said that there were many lottery operators in the country without a licence, adding that this has resulted to leakages in terms of what they were supposed to remit to the trust fund. “Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages. Some are conducting this business without being regulated and there are chances that such proceeds will be channelled towards crime, fraud and money laundering,” he said.
