South African Draft Gambling Bill Published Minister of Trade and Industry Dr Rob Davies has published a notice of intention to introduce the National Gambling Amendment Bill 2018 into Parliament under Government Gazette number 41787, notice number 742, dated 20 July 2018. The draft bill seeks to: • Amend the National Gambling Act, No. Z of 2004, so as to amend certain definitions. • Reposition the National Gambling Board to be a National Gambling Regulator. • Transfer the regulation of bets on the national lottery, foreign lottery, lottery results and sports pools to the National Lotteries Commission. • Prohibit dog racing and bets on dog racing. • Strengthen the regulation of casinos, limited pay-out machines and bingo. • Provide for the procedure for the forfeiture of unlawful winnings to the National Gambling Regulator. • Provide for broad-based black economic empowerment in the gambling industry. • Recognise self-regulation in the horseracing industry. • Impose gambling advertising restrictions. • Regulate the electronic form of bingo. • Enhance the powers and duties of the gambling inspector. • Provide for matters connected therewith. The Final Straw for Tsogo Sun Adding its voice and substantial national presence to the global #nostraw campaign, Tsogo Sun will no longer be serving straws at any of its over 100 hotels (https://www.tsogosun.com/hotels) and 13 entertainment destinations (https://www.tsogosun.com/gaming-and-casinos) around the country. PLASTIC STRAWS, which are not bio-degradable and are generally used for less than 20 minutes, are one of the many single-use plastic items that end up in our oceans, polluting the water and harming marine life. According to Greenpeace Africa, “Up to 12 million metric tonnes of plastic enter our seas worldwide every year. The sea is choking.” Straws also end up in stormwater drains, causing flooding, polluting waterways, littering the streets and ending up in our food chain. ICE Africa an ‘Ideal Platform’ to Explore Proposed National Gambling Amendment Bill in South Africa Dan Stone, Senior Marketing Manager at Clarion Gaming and one of the key figures behind the inaugural ICE Africa (24-25 October, Sandton Convention Centre, South Africa), has stated that the event represents the first truly comprehensive platform for the industry to discuss the proposed National Gambling Amendment Bill which was announced recently by South Africa’s Department of Trade and Industry (the dti). THE BILL, which could potentially see much tighter regulations and stricter legislation for all gambling as well as a desire to ensure ‘no new forms of gambling’ in South Africa, has been discussed in various forms since 2016, but was given new clarity when it was bought to the table again recently. Tsogo Sun Sells Seven Casinos to HPF South Africa’s largest hotel and casino operator, Tsogo Sun, has sold seven of its casino and hotel businesses, including flagship operation Montecasino, to Hospitality Property Fund (HPF) in a shares-and-subscription deal worth R23 billion.
Tsogo Sun’s flagship operation, Montecasino, is included in the sale.
In a statement released by Tsogo Sun on the Stock Exchange News Service the hotel operator said that the transaction was in line with the board’s strategy to restructure Tsogo Sun into three separate and distinct operating divisions, being a property division, a gaming division and a hotel management division. “The board anticipates that the separation of Tsogo Sun into these three focused divisions – and separate listed entities – will unlock value and provide greater investment choice for Tsogo Sun shareholders. “On conclusion of the transaction, Hospitality is expected to own investment properties with a total fair market value of about R36bn,” the company said in the statement. Tsogo said upon completion of the transaction, it would hold about 87 percent of the shares in HPF. “It is Tsogo’s ultimate intention to unbundle their shareholding in Hospitality to its shareholders and has warranted to Hospitality to do so at a time and in a manner that does not have any adverse consequences to Hospitality,” it said. Tsogo said that it had appointed PSG Capital as the independent expert to make the appropriate recommendations in the form of a fairness opinion as required in terms of the JSE Listings Requirements. “The independent expert is in the process of finalising its opinion on the transaction, which opinion, together with the views of the board on the transaction will be detailed in the circular to be sent to Tsogo shareholders. “Based on the initial assessment of the transaction, subject to the independent expert opinion, the board is supportive of the transaction,” it said. Tsogo revealed earlier this year that its investment spending in the year to March had declined to about R3.25bn. Those investments included the purchase of Gameco in exchange for shares and R1.7bn in cash, according to a report by Bloomberg. The company said that its net debt had increased 4 percent to R12.5bn, compared with R3.58bn at the end of 2013, according to data. Tsogo’s chief executive Jacques Booysen had also expressed the company’s intentions to expand further into Africa, with plans to open a Garden Court in Zambia, and a Southern Sun Hotel in Ghana. Tsogo shares ticked up 1.31 percent on the JSE yesterday to close at R20.92. Africa’s Hotel Sector Offers Potential for Further Growth over next Five Years – PwC report Africa’s hotel sector has the potential for further growth over the next five years. An increase in the number of foreign and domestic travellers, as well as an expansion in a number of hotel chains on the continent, reinforces the hotel sector’s untapped potential for business growth. Key findings from PwC’s eighth edition of the Hotels outlook: 2018-2022 are: • South African hotel room revenue is expected to expand to R21.8 billion in 2022, up 5.6%, compounded annually, from R16.6 billion in 2017. • The total number of travellers in South Africa is expected to reach 19.5 million by 2022, a 4% compound annual increase from 16 million in 2017. • Overall, hotel room revenue in South Africa rose 4.6% to R16.6 billion in 2017. Overall, room revenue in South Africa is expected to expand at a 5.6% compound annual rate to R21.8 billion in 2022. • While the fundamentals affecting tourism to South Africa remain favourable, helped by an improving global and local economy, it is impacted by other factors like the water shortage in Cape Town. These are some of the highlights from a report issued recently by PwC on Africa’s hotel sector. PwC’s eighth edition of the Hotels outlook: 2018-2022 includes information about hotel accommodation in South Africa, Nigeria, Mauritius, Kenya, and Tanzania. The report projects that hotel room revenue for the five markets as a group will increase at a 7.4% compound annual rate to R50.5 billion in 2022 from R35.2 billion in 2017. Pietro Calicchio, Hospitality Industry Leader, PwC Southern Africa, says: “Tourism to the African continent has proven to be resilient in the face of economic and political uncertainty, impacts of droughts and other regulatory changes. The opportunities are aplenty for this industry to enjoy further growth albeit at a more modest pace. However, as we continue to see there are also a number of challenges facing each country. This is an industry that is reactive to the smallest change in political, regulatory, safety and sustainability matters.” South African hotel room revenue is expected to expand to R21.8 billion in 2022, up 5.6%, compounded annually, from R16.6 billion in 2017. The growth in hotel rooms in South Africa, remains similar to that forecast in our 2017 Hotels Outlook with an additional 2 900 rooms to be added over the next five years. We also forecast occupancy rates to continue to grow over the forecast period and to reach 62.5% in 2022. International visitor numbers to South Africa continued to grow with a 2.4% increase overall. The outlook for 2018 remains positive albeit at lower percentages than experienced in 2016. The report projects that the number of foreign visitors and domestic tourism will increase by 5.3% in 2018. The total number of travellers in South Africa is expected to reach 19.5 million by 2022, a 4% compound annual increase from 16 million in 2017. “There is also continued debate on further relaxation of visa requirements for international visitors and this may impact on our forecast growth,” Calicchio comments. After jumping 38% in 2016, visitors from China to South Africa fell 17% in 2017. Travellers from India rose a modest 2.7% in 2017, well below the 21.7% increase recorded in 2016. Of non-African countries the UK is still the largest source of visitors to South Africa at 447 901 in 2017, contributing to the overall growth of 7.2% in visitors from non-African countries in 2017. Of African visitors, the largest number came from Zimbabwe at 2 million, followed by Lesotho at 1.8 million and Mozambique at 1.3 million. While the fundamentals affecting tourism to South Africa remain favourable, helped by an improving global and local economy, it is impacted by other factors like the water shortage in Cape Town. As there is little historical precedence, it is difficult to project the impact of the drought on tourism. Although bookings were down in Cape Town, overall tourism to South Africa held up during the festive season and actually 12 I Gaming For Africa I

picked up in the first quarter of 2018. Hotels in Cape Town are taking a number of steps to conserve water. If the winter rainfall continues at the current rate, the crisis may be limited in scope. Nigeria is expected to be the fastest-growing country over the next five years. A number of new hotels are scheduled to be opened during this time. Continued improvement in the domestic economy will also lead to faster growth in guest nights. Kenya, Tanzania and Mauritius should be the next fastest growing, with compound annual increases of 9.6%, 9.1% and 7.2%, respectively. South Africa is projected to be the slowest growing market with a 5.6% compound annual increase in room revenue. Hotel accommodation: South Africa – Nigeria – Mauritius – Kenya – Tanzania Overall, hotel room revenue in South Africa rose 4.6% to R16.6 billion in 2017. Fivestar hotels had the highest occupancy rates in the market in 2017, at 79.5%. While the average daily rate (ADR) growth for five-star hotels slowed in 2017 (R2,6 million), as it did for the market as a whole, the 8.8% increase was still well above the increase for three- and four-star hotels, reflecting the impact of the high occupancy rate for five-star hotels. With a number of four-star hotels opening in 2017, available rooms increased 1.8%, the first rise since 2013. Most of the hotel openings scheduled for the coming years will be four-star hotels, leading to a projected 2.4% compound annual increase in available four-star rooms over the next five years – 76% of the total increase in available rooms for all hotels in South Africa. Three-star hotels accounted for 31% of total hotel room revenue in 2017. The hotel markets in Nigeria and Mauritius continued to perform well in 2017 with both achieving double-digit growth whereas Kenya and Tanzania had decreases in room revenue. For the forecast period as a whole, the number of available rooms in Nigeria will rise from 9 700 in 2017 to 12 600 in 2022, a 5.4% compound annual increase – still the largest expansion of any country in the report. Hotel room revenue in Mauritius increased by 12.7% in 2017 and the country continues to experience growth in the number of foreign visitors. Hotel room revenue is projected to grow at a 7.2% compound annual rate to 2022. Kenya experienced a drop in visitors following the national elections in August 2017 but recovery was already seen in December with an increase in visitor numbers resulting in 9.9% overall growth. However, this was not enough to boost overall room revenue, which showed a 13.5% decline in 2017. Going forward, tourism in Kenya is expected to increase at a 6.9% compound annual rate, rising to 2.06 million in 2022 from 1.47 million in 2017. Tanzania’s hotel room revenue amounted to US$206 million in 2017, a decline of 5.5% over 2016 due to a drop in guest nights. However, we expect guest nights to grow in 2018 and forecast revenue growth of 10.2% for 2018. The hotels and tourism sectors in each of the countries in our report are all showing signs of continued growth over the forecast period. Tourism remains an important part of each economy. However, the smallest change or disruption can have a fundamental impact on the future growth of each market. “It is therefore important that investors, hotel operators, tourism bodies and governments continue to work together to grow this important industry and ensure its sustainability so that all stakeholders derive the maximum benefit from it,” Calicchio concludes. Gambling Bosses slam Bill that would see another Casino in Cape Town Casino bosses have slammed the Western Cape government’s proposed legislation that allows for the relocation of casinos, saying if implemented it could lead to a massive decline in gambling revenue, overall profits and a loss of jobs. THE DRAFT Western Cape Nineteenth Gambling and Racing Amendment Bill, 2018, seeks to amend the Western Cape Gambling and Racing Act, 1996 (Act 4 of 1996). The new legislation would permit the moving of existing casinos to other areas. Casinos were established in five of the province’s district municipal regions, and owners were each granted a licence to operate a casino exclusively for a 10-year period in a designated area. The exclusivity periods have now expired. There are now proposals to make casino licences available in the City’s eastern region (Somerset West, Strand) and in the Table Bay and Tygerberg area. Anthony Leeming, chief executive of Sun International, said relocation by competitors would have a negative impact on GrandWest Casino. If the bill was passed into law “any of the four licensed outlying casinos will be allowed to apply to the Western Cape Gambling and Racing Board for amendment of their licenses”. “The amendment, if granted, will permit the respective casino operator to relocate their licensed operations from their existing locations in the outlying areas to the newly established Table Bay and eastern region.” He said GrandWest Casino, the metro licence holder, could see a decline of 24% of gross gambling revenue. “The headcount will likely decline by 15 to 20%.
“The majority of job losses will be from the casino, but a drop in footfall will result in additional and similar job losses in the supporting... operations at GrandWest, as many of these businesses are entirely dependent on footfall generated by the casino.” The closure of one or two of the outlying casinos would lead to retrenchments and hit local economies hard. “If Worcester is to close, 92 employees are forecast to lose their jobs alongside a reduction of R9 million in supplier spend.” In terms of the bill, “economic opportunity fees” would accrue to the holder of a casino operator licence as a direct result of a casino relocation. Jacques Booysen, Tsogo Sun chief executive, said: “We have seen the draft legislation and will submit our comments in terms of the process, with comments due by July 31. We are supportive of the possibility of relocating outlying casinos into the metropole as long as this is done in a manner that makes commercial sense for us.” Western Cape Finance MEC Ivan Meyer said the bill had been proposed for several reasons, but referred the Cape Argus to his office. Denis Joseph, chairperson of the legislature’s finance committee, said the bill was yet to be tabled before the committee.

Rehana Sayed, Tables Shift Manager Silverstar Rehana is a very motivated individual who constantly shows passion for the job that she does. She is an excellent communicator who works well under pressure and is able to remain focused even in extreme circumstances. As a faithful believer in teamwork, she consciously respects and honours the contributions made by all in the pursuit of excellence. Consistently setting goals for herself, and strategically working towards achieving them, assist her in being able to motivate and lead other passionate individuals. In all the leadership roles she has been in, she has consistently shown herself to be reliable, creative and passionate. Rehana always places great emphasis on teamwork, growth, accountability and the principle: HOW CAN I SERVE YOU? When asked who the most influential people have been during her career, Rehana says: “All the women that I’ve worked with over the years. Women who were/ are single parents, working full-time and rocking it in this industry. Women who had been abused and beaten down yet they pushed on and not only made a success of their lives, but turned around and mentored other women such as myself to achieve success too. Ilze Morton, HOD Compliance, Silverstar Casino Ilze moved to Krugersdorp when she was three and been living there ever since. She studied a Diploma in Hotel Management at Damelin, followed by University of Johannesburg study in Human Resource Management and completed her degree in 2005. She worked in HR for a while after that and then joined Silverstar Casino in 2009, worked her way up and until her appointment as Compliance Manager in 2015. The Grace Factory provide maternity packs to new moms in government hospitals and clinics. These packs include an outfit, beanie, blanket, socks, nappies, wet wipes, bum cream, aqueous cream, baby soap, face cloth and maternity pads. IGT packed and sponsored 140 maternity packs, and together with the Grace Factory Team visited the Charlotte Maxeke Hospital to hand out the maternity packs to the new moms. Often children are born into this world without the bare necessities and we hope that through this initiative we, as IGT may be giving a child and mother a hopeful, happy start.

GrandWest celebrates 75 years of SHAWCO with a Mobile Health Clinic Drive The University of Cape Town’s SHAWCO (Students’ Health and Welfare Centres Organisation) is celebrating 75 years of providing healthcare, thanks to sponsors like GrandWest. SHAWCO IS a non-profit organisation that provides primary healthcare to 5 000 previously disadvantaged patients in the Western Cape and rural Eastern Cape every year. The organisation uses fully equipped mobile clinics so that patients can be treated close to their homes. GrandWest is the organisation’s largest sponsor in recent years, having donated more than R21million to SHAWCO Health over the last ten years. GrandWest’s sponsorship to date has allowed for 137 clinics to be run, treating 2442 people with 889 student volunteers. To celebrate this 75-year milestone, GrandWest, through its funding, supported a 750km for Health rural mobile health outreach in the Western Cape. “This was a heart-warming initiative,” says Heidi Edson, Group Socio Economic Development Specialist at Sun International. “These clinics manned entirely by volunteers - 40 student volunteers, volunteer doctors, occupational therapists, nurses and dentists - travelled 750km around the rural Western Cape providing medical assistance to more than 500 patients over four days,” she said. “They reached communities that have suffered healthcare inequality and are in need of basic health screening and education. Mr. Oliphant insists failure to deal with lack of transformation and fronting will have far-reaching ramifications for the industry in near future.”Fronting in its all forms and sizes must be nipped in the bud,” Mr. Oliphant maintained.
