From the Editor: PROVING THAT the African gambling landscape is as vibrant as ever and abounds with business and development opportunities, the recent 2nd edition of Africa’s largest gambling trade show - ICE Africa - showed tremendous growth as it drew the continent together in Johannesburg, South Africa in early October. Pre-registered delegates from a total of 29 African nations passed through the doors at the Sandton Convention Centre following the opening of the second edition of ICE Africa and the ribbon- cutting ceremony was attended by some of the industry’s leading dignitaries, signalling the beginning of the annual two day event which served as a platform for 72 exhibitors and provided 15 hours of targeted learning delivered by a talent pool of over 60 thought leaders. Speaking at the opening, Kate Chambers, Managing Director of organiser, Clarion Gaming welcomed attendees and stated: “When Clarion Gaming was asked to create and organise an event for the industry in Africa our vision was to help establish the foundations for future growth. In other words we weren’t simply concerned with staging an event which satisfied short term objectives. Our aim was to work with existing stakeholders and to use the influence and reputation of the ICE brand to help create a sustainable and successful future within an environment in which we could bring together the international industry’s most respected thought leaders alongside the innovators whose products and services make this sector so dynamic and exciting. ”She continued: “There’s no doubt that ICE Africa has developed and grown to be an invaluable focal point for the industry, providing a professional meeting place for the a-z of gaming on the continent. It provides a great opportunity for operators, regulators and suppliers to meet, network, share best practice and see the very latest gaming products and services. A show review is featured in this issue. Other exciting news is that South Africa may be getting another casino following recent court developments in the North West province, and plans are afoot for a casino in Kenya in what will be Africa’s tallest building. Gambling Board CEO Elected Vice-President of IAGR At the recently-held conference in Montego Bay, Jamaica, the Chief Executive Officer of the Eastern Cape Gamblin Board, Mabutho Zwane was elected as Vice-President of the International Asssociation of Gaming Regulators (IAGR). THIS CONFERENCE was hosted just after the Eastern Cape Gambling Board had hosted a very successful conference of the Gaming Regulators Africa Forum (GRAF), in which the effects of the Fourth Industrial Revolution on the gaming industry across Africa were discussed. IAGR works to advance the effectiveness and efficien y of gaming regulation throughout the world and provides a forum in which gaming regulators from various countries meet, exchange views and information, and discuss policy issues. In addition, IAGR creates a means of fostering cooperation between gaming regulators in the
performance of their official duties and is a central point of contact for inquiries from governments, gaming regulatory agencies and personnel, and representatives of the international gaming industry. “This comes at a time when the Board has just received its 5th consecutive clean audit outcome fron the Auditor General South Africa and we really hope that our efforts will come in as added advantage in advancing gaming regulatory work,” said Zwane. Adv. Mayosi, the Chairperson of the Gambling Board congratulated Zwane on his election and

emphasised the need to continue improving the gaming regulatory work and having a representative in an international platform will surely go a long way in ensuring that we do just that. Zwane’s election puts him in a position to be at constant engagement with international regulators and will expose the ECGB to benchmarking opportuinities and be able to share knowledge and gain insight on industry trends, especially during this Fourth Industrial Revolution which is bringing with it a lot of changes and opportunities for innovation for regulators across the gaming sector.

Fifth Casino Licence for North West to Go Ahead After Failed Constitutional Court Appeal by CASA The North West Gambling Board has welcomed the decision by the Constitutional Court to dismiss an application for leave to appeal by Casino Association South Africa (CASA) on a decision to allow a fift casino licence for the province. “THE BOARD has always maintained that the decision by the then Minister of Trade and Industry, Dr Rob Davies to re-allocate the fifth casino licence was the correct one and the apex court has since vindicated the Board in that regard,” said Acting Chief Executive Officer of the North West Gambling Board, Mr. Jacob Montshioa. The Casino Association of South Africa (CASA) had argued that the allocation of the fifth casino license will result in the proliferation of the gambling industry. This according to CASA will

have far reaching ramifications for the industry’s economic prospects. The Acting CEOfficer of the North West Gambling Board insists that the ruling will give impetus to the economic trajectory of the province thus creating opportunities for the marginalised and downtrodden citizens of the North West. “The roll-out of the fifth casino will undoubtedly create employment opportunities for the residents of North West Province,
JUDGE DAVID Unterhalter dismissed the case with costs on Monday. HCI had sought to get an urgent interdict allowing it to access Ithuba’s financial statements over claims involving overpayment of fees to Ithuba’s management company, Zamani. Ithuba CEO Charmaine Mabuza is a shareholder of both Ithuba and Zamani. HCI, in its court papers, had argued that Zamani had been paid management fees of 4.67% of Ithuba’s gross revenue, and that it was entitled to only 3%. The company had also sought an order directing Ithuba to pay its monthly management fees into an attorney’s trust account. This was done so that the salaries of Ithuba’s employees would paid by Zamani, and not by Ithuba. In 2014 Ithuba won the bid to run SA’s lottery operations for eight years. HCI loaned R341m of “establishment” capital to Ithuba so that the BEE company would be able operate the lottery, HCI CEO Johnny Copelyn said. The loan agreement included certain terms that would kick in if the loan were repaid before its full term, including management oversight and a 1% management fee, he said. Judge Unterhalter ruled that HCI could in future exercise its right of management oversight over Ithuba, which included the payment of a 1% management fee but required regulatory approvals that had not been granted. “I find that since Hosken Consolidated Investments cannot presently exercise its right of management oversight, it has no claim to payment of the 1% fee and no claim upon the management fees that Ithuba is currently paying to Zamani,” he said in the judgment. He said HCI had not shown that Zamani was not entitled to the 4.67% fee. Mabuza said HCI had no leg to stand on after its loss in court and that the licence ran until June 2023.

who have been hard hit by other closure of other economic sectors in the Province,” Mr. Montshioa said. Mr Montshioa further maintains the mandate of the Board transcend its regulatory dictates. According to Mr. Montshioa the Board has a prerogative to create space and opportunities for new entrants particularly the previously disadvantaged individuals to participate actively in the socio-economic trajectory of the province.
“Ithuba is keen to put all of HCI’s bullying antics behind it and run the lottery, which is what it has been mandated to do. HCI’s loan has been paid back in bank guarantees and, as a funder, we believe they have no rights to the business,” said Mabuza on Tuesday. Copelyn said the award showed HCI still had a case which would be heard in March next year. “This week’s decision by the Honourable Justice Unterhalter is merely one declining to grant us interim relief pending the hearing of the matter in March next year,” he said. “The arbitrator’s award is very clear. It says they owe us R166m in capital plus interest thereon at agreed rates until the end of the contract. It says we were completely justified in exercising our right of oversight from April 2016 and that Ithuba must pay us the agreed fees for oversight from that date as soon as we have complied with regulatory requirements,” he said. In March the court will consider whether there is any reason not to make that award an order of court, Copelyn said. He said there was nothing in the current judgment which suggested the court had any thought that there was something wrong with the award and HCI “has every expectation it will in due couse enforce the award.” HCI may not need to merge with Ithuba in order to get oversight over Ithuba. “From there we have a single issue in dispute: namely whether a ‘merger’ is required to exercise ‘oversight’. We do not believe this is the case but even if we are wrong there will come a moment where the competition authorities have finalised the merger issue and we believe payment cannot be avoided even if it is delayed,” Copelyn said.

ICE Rides The AI Wave Tom Learmont sampled the offerings at ICE Africa 2019 THE CONTINENT’S casino interests converged on Johannesburg in early October to talk business at ICE Africa 2019. And the overall impression was that of a resounding success, as Gaming for Africa roamed the aisles in search of newsworthy exhibitors. First call in a crowded hall was to the GLI stand, where Devon Dalbock answered our questions about trends. He’s the man to ask about the near future, because the GLI Africa labs are busy testing gound-breaking approaches to the world of chance. Last year, there were two exhibitors with products based on blockchain, but this trend seems to have been a flash in the pan
Devon said there are two main trends this year. “Artificial Intelligence is the next big thing – with systems that learn from players’ preferences and habits. These systems are already legal in Africa, the EU and the States. Each player gets a tailored offering – based on past habits – to suit just him or her, and the machine greets them by name. The other growing movement is toward virtual AI-driven online casinos, and in this regard, website appeal is very important.” According to Devon, “I’m like a fisherman in a shoal of fish We’re surrounded by old customers and potential new ones, at a time of change when our labs are in demand. So, yes – GLI is having an
14 I Gaming For Africa I December 2019 / January 2020
excellent expo.” Our next call was to the stand of a trusted slots brand that seems stronger than ever: Aruze. GM Riaan Swart said, “We’re having a good show this year, doing lots of business.” He proudly demonstrated the video slots Dancing Lions and Golden Happiness from his new Wealth of Coins series. These designs rely on crowd-pleasing features such free games, with more wilds, and a jackpot. Then it was on to shake hands with Simon Pintar and Primoj Kovac, representing the Slovenian electronic table game firm Spintec Gaming Solutions. Simon said, “Our games keep the players involved for longer sessions, and we have proof of that.
BetoBet thrives on African grass roots
This is our first appearance at ICE Africa, and we will definitely be back here next year. There has been great interest in multiple set-ups of our Aura terminals, which are not limited to roulette. In fact, players can range through everything the multi game terminals offer.” Spintech also offers the classic Karma 8 automated roulette system, which has become the mainstay of many Asian casinos. Aardvark is a very African name for a go-ahead Lithuanian outfit which has been making waves for the last five years. Arijus Denisovas and Julius Krivkas explained that they already have some South African customers for their bookmaker systems, and have exhibited at the London ICE. Julius said, “What we have is a system to fill every need a bookmaker may have. We offer everything: Wheel of Fortune, Keno, global horse racing, live action roulette, live soccer – you name it! We have strong anti-fraud measures, detailed reporting – and we can bring a new customer on board within a day. And not only do we keep a bookmaker happy – there is much convenience for the player.”
BtoBet is firmly based on Artificial Intelligence and Machine Learning. Sophisticated algorithms operate live and online casinos, in collaboration with technical partners such as STM, and the excitement generated by the Neuron sports book, which offers some 60 000 events per month. But the five-year-old company has a unique philosophy – a powerful business model which is driving the rapid expansion of BetoBet all over Africa. Gibraltar-based chairman Alessandro Fried told Gaming For Africa: “We don’t work from the top down, supplying entertainment to a mass of anonymous players in the hope that they will go for attractions that worked on other continents. We target the individual – in his own environment, his own culture, his own language. And we treat each player as our main customer. We work from the African grass roots upward!” Alessandro calls the process “personalisation”. In practical terms, this means that BetoBet already has local partners – agents of all sizes, mostly small and medium enterprises – in some 25 (and counting) African countries. Managers and players speak dozens of languages and dialects. These taverns, shops, clubs and betting outlets, now numbering more than 100, are owned by locals, who run them with a wealth of local knowledge. When a regular player comes into a local outlet to enjoy a flutter, the system will greet him or her by name, and ask what the customer’s in the mood for that day. And there are opportunities for several outlets to team up in special promotions – even across borders. “AI is at work all over the world,” said Alessandro. “It is very powerful, granted. But you cannot impose Asian or European cultures on Africa. The player must feel that betting is part of his own world before he will trust us. And the continent of Africa has many, many widely differing cultures. By working with local agents in each country, we reach the African player’s heart. Our players are no longer an anonymous, faceless mass. They go back to our outlets again and again – for a face-to-face encounter in which they feel comfortable. “We have a clear vision of how we want to work. The individual player drives the system, not some remote head office where they speak a foreign language and are completely ignorant of African attitudes, ambitions, customs, etiquette and tradition. The data from our outlets is fed back by AI and comes through to us as vital information. The great priority for BtoBet is the African player’s user experience – that’s what drives management and marketing decisions affecting our dozens of partner shops. The player must be acknowledged and made to feel at home – in his terms, not ours.” This form of “gaming democracy” has fuelled BetoBet’s rapid expansion, and Alessandro is looking forward to even more explosive African growth. His “strong knowledge” philosophy is supported by the very best in technology – AI, machine learning and a very robust platform. The player is not subject to the governance of a company policy based in an alien culture – instead, he gets what he wants in an African way. And he comes back again, because to him the place feels familiar. For BetoBet, variety is the daily rule – different strokes for different African folks. Which also means that compliance with local African regulations can be a far-from-simple process. But it’s worthwhile in the end. “When we get into the ecosystem,” as Alessandro puts it, “The opportunities are spread out before us.” He added, “To create wealth with this business model is a massive job – but I just know that the market will be amazing!”
The Honoré stand at ICE Africa was manned by French “rocket scientists” Christophe Casanova and Sylvain Reye, who spoke perfect English as they enthused about their platform. Christophe said: “We are based in Paris, with a 30-strong staff of engineers and IT experts. And we have constructed a basic platform that is very robust. It is the foundation, and we can plug other software modules onto it – just like Lego – for various purposes: live soccer, horse racing, even a lottery. Our platform is elastic, and it delivers à la carte solutions.”
Sylvain added, “Yes, we do have an individual approach to the player, call it AI if you will. And Honoré can supply a turnkey solution to customers, firmly based on our very strong and flexibl platform. And let’s not forget our tried and tested totalisator software. We are very versatile, and offer ‘one-stop-shopping’ to our customers. It’s our firs time at ICE Africa, but we’ll be back next year, because Africa is a huge, promising market.” The reps at the Betradar stand were all smiling, and it was plain that the nine-year-old Swiss outfi

was on a roll, even faster than at last year’s “fantastic” show. It offers bets on just about any event, world wide, as the betting arm of Sportradar, which delivers the events. Sportradar Sales Manager Africa Matthew Campbell was there on the stand, talking business. Betradar is a fixed-odds firm which has now gone into live betting with tennis and cricket, just two of the 60 sports covered by the system – plus virtual games or races. Bookies love the prematch odds service, and punters love the live match tracker as well as the immediate payouts.
Slotegrator was back again, and having a good show, said Sales Manager Ayvar Gabidullin. After seven years in the online gambling industry, Slotegrator has reached the stage where it employs 80 people world wide, and deals with 30 gaming content providers. According to Ayvar, 3000 games are available. The platform ties in online slots, casino games, live dealer games and virtual sports. 5 Out of 5 - Eastern Cape Gambling Board Achieves Yet Another Clean Audit Outcome The Eastern Cape Gambling Board (ECGB) has achieved a 5th consecutive clean audit for the 2018/19 financial year. THE STERLING performance reflects matured governance, meticulous leadership and committed employees said the Chairperson of the Board, Adv. Cumisa Mayosi. “This Audit Outcome is testimony to our commitment to be the best, most efficient gaming regulator through effective oversight, governance and a strong control environment. The management and staff continue to work together to ensure that as an entity, we maintain a high level of reliability of performance information and compliance with key legislation” Mabutho Zwane, ECGB Chief Executive Officer said. It seems the industry agrees with the audit outcomes, as attested by the ECGB being triumphant in two categories during the 2018 Gambling In-
dustry Awards namely “Most Efficient Regulator and Best Responsible Gambling Campaign. “In the year ending 31 March 2019, the ECGB collected R191.3 million in gambling taxes which were subsequently disbursed into the provincial revenue fund. This is accompanied by a 100% achievement of planned key performance targets for the year and a total of 3.6 million people reached through responsible gambling campaigns, emphasized Mr Rodger Hill, ECGB Chief Financial Officer. He further stressed that the entity continues to implement efforts to achieve cost-efficiencies within current economic constraints. The 2018/19 financial year was surely momentous for the entity as it saw the opening of the anticipated
5th casino in the province in Mthatha, a development which is poised to bring much needed socio-economic relief to the town as well as the entire OR Tambo district through job creation and empowerment opportunities for local businesses. “These outcomes are indicative of an efficient and well-managed organisation with an effective leadership who subscribe to a high level of commitment to clean and transparent processes. As the industry grows and we continue to issue licenses, we remain passionate about ensuring that this growth does not adversely lead to excessive and irresponsible gambling, and we shall relentlessly continue the fight against illegal gambling”, concluded Mayosi.

Police Pounce on Chinese Foreign Nationals Dealing in Illegal Gambling The South African Police Service working hand in glove with the North West Gambling Board recently pounced on Chinese Foreign Nationals who are alleged to be running a cartel of illegal gambling machines. The operation which was spearheaded by the Hawks led Police to a house at Danville township in Mahikeng in the North West province. OVER FORTY illegal gambling machines were confisc ted by police. One Chinese Foreign National was arrested. Acting Chief Executive Officer of the North West Gambling Board, Jacob Montshioa says, there are over 60 illegal gambling operations in the province with Bojanala Platinum district, which is the province’s economic hub leading the pack.
“The Gambling industry in the North West loses millions of rands in Gross Gambling Revenue due to illegal gambling. We are happy that our efforts in dealing with this scourge are yielding desired goals,” Mr Montshioa said. Over four hundred and seventy million rand in Gross Gambling Revenue is lost by the industry as a result of illegal gambling. While government loses over forty million rand in taxes and levies. “We will continue to intensify our efforts in ridding the province of illegal gambling operations. The support from the South African Police Service has been enormous and we appreciate it. We further urge our communities to report these operations to police,” Mr Montshioa said. Mr. Montshioa further says not only are these operations thriving on illegal gambling but there are other criminal activities happening there. “We have got a reason to believe that these operations do not pay tax. There is money laundering. And over and above that there are human trafficking cases that have been reported to the police. That’s how sophisticated illegal gambling is,” Mr. Montshioa said.
