B

EFORE I began churning out Broad Sheep I had little or no knowledge about journalism, newspapers or producing a magazine. The tiny amount of experience I did have was gleaned from spending a couple of years under the tutelage of Chas Ambler (the keyboard player from Your Dad), trying to produce a daily paper under chaotic circumstances at Glastonbury Festival in the late 1980s. The paper was called tthe Glastonbury Global and it’s modus operandi was this: Chas would hire a bunch of photo-copiers, a few of us would wander round the site all day and evening in a drunk and druggy haze trying to see as much as we could and then through the night we would attempt to write something funny or meaningful about what we had witnessed, type it up on little bits of paper, add some illustrations, stick it all together with pritt-stick and then roll them presses until dawn! I came away from the experience with two useful lessons. 1. Festivals can be a lotta fun. 2. You don’t have to be Albert Einstein to stick a newspaper together. As a result of 2. you have Broad Sheep in your hand still plodding along after 23 years. As for the festivals I guess my feelings have slowly altered as the years have gone by. I don’t go to Glastonbury any more, although I’m sure, if you’re sufficiently hopped up it can still be a lotta fun but I don’t even really go to big concerts anymore. I have no desire to be 200 rows back, only able to watch the video feeds either side of the stage. You might as well just watch the telly. The other factor that puts me off both big and mediumsized festival is the conflicting bass lines. As the years have rolled by the sound systems have undoubtedly racked up the bass drum and bass guitar levels in order to get that satisfying post-Ibiza thump in the stomach and standing in a field being physically assaulted by three lots of conflicting bass lines for days on end has lost its appeal, (not to mention the dubious pleasure of trying to sleep through the bass thump and generators). However last year, at the Linton Festival, just outside Ross, John, our fiddle player and I had a bit of a eureka moment. Here was a festival with nice food, nice drink, just one stage in a small field behind a pub. Hey, we thought, we could do that - in fact it’s not so different from the first Sheep Music. The first Sheep Music, conceived at about the same time as Broad Sheep came about after Nicola (the bravest of the Farmers Arms drunks) rushed off to Eastern Europe, when the Berlin Wall came down and came back full of enthusiasm and persuaded us it was a good idea to take the band to Czechoslovakia. There we met a crazy fiddle player, Honza and his band Kukulin and the first Sheep Music was born out of arranging an open air concert for Kukulin to play at in Presteigne. VER six years in the planning and costing around £90-million, Hereford’s eagerly-awaited Retail Quarter is now there for all to see. And you can hardly miss it. Driving north along the A49 towards Shrewsbury, its brick bulk assaults you as you negotiate the city’s Tesco roundabout. Towering about the traffic island is a 30m-high brick wall, every bit as intimidating as the outside of Broadmoor or Alcatraz. Decorating its skyline is a profile of five stainless steel roof ‘peaks’ – possibly a whimsical allusion to the distinctive outlines of the north lights atop the old cattle market’s auction sheds. Trouble is, this isn’t a proper roof and it isn’t facing north. Stretching down Edgar Street is a monumental 145m-long timber-clad grey steel frame - four storeys high - serving no architectural purpose other than it’s a commercially-expedient solution to mask sundry engineering ‘gubbins’. Pity the poor residents opposite: destined, for their lifetimes to gaze on something as exciting as the side of an oil tanker. Behind these two unsightly elevations lies the commercial ‘guts’ of the development, dreamt up by developer Stanhope, funded by British Land, designed by architects Allies & Morrison (A&M) and built by Sir Robert McAlpine. Stanhope won the scheme as a result of a three-way ‘beauty contest’ back in 2007. Over the summer months, around 450,000 sq ft of retail space, a 6-screen Odeon Multiplex, 1000 car parking spaces and sundry kiosks will start to suck the punters in. In November 2008, Its Our City (later to morph into the independent Its Our County political party, which now has 12 seats on Herefordshire Council) collected more than 9000 signatures of opposition to the scheme, then known as the Edgar Street Grid. The council ignored it. IOC’s gripe was that by shifting the cathedral city’s established retail centre-of-gravity (High Town), to a man-made monolith 300 metres to the north, the impact on old-established businesses – many locally-owned – would be catastrophic, possibly terminal. And so it has proved. According the British Retail Consortium’s latest ‘Empty Shop Survey’, 11% of all shops on English high streets are currently empty and un-let; in High Town, that figure is 20%. And with Stanhope’s letting agents bringing in more and more multi-nationals, the county’s economy will suffer. Around 80% of the money spent with local retailers ‘stays’ within the county; whereas 80% of the same spend in a multi-national ‘migrates’ to its HQ’s coffers. Generous ‘rent holidays’ are frequently offered as an incentive to the big names. In the Old Market - as the developers wish us to call it - anchor stores Debenhams, Next and Waitrose will all be enjoying rent-free occupation of their units until 2020 – and this trio’s combined floor space accounts for 25% of the whole development. If they’ve forfeited potential income by going for glitzy national names, the consortium behind the scheme

certainly hasn’t overspent on architectural excellence. Which is depressing, given A&M’s track record in other fields. Its exemplary refurbishment of the London’s Royal Festival Hall garnered tributes for its finesse from every quarter, and the scheme was even short-listed for the Stirling Prize for Architecture in 2008. The Old Market’s bulky brick wall (it isn’t load-bearing, of course – just a bit of ‘stage scenery’) is utterly loathsome and already disfigured by large areas of salted efflorescence, which will hang around for years. Its next-door-neighbour – a mock-medieval oak-framed Costa Coffee concession seems risible. Is the whole development built to last? It’s certainly an amalgam of just about every architectural cliché in the book. Does it exude the sort of quality craftsmanship you can smell when you peep into the interior of a brand new Jaguar? Err, up to a point Lord Copper. With the exception of the Costa coffee shop (beautifully built by local craftsmen from Oakwrights of Swainshill) much of the Old Market will probably need a major makeover in around 40 years time. Not a problem: British Land holds a 250-year lease, so they can have at least five more tries at getting it right. Nor have the various experts charged with creating a seamless connection between High Town and Old Market exactly excelled themselves. A high-level footbridge, slung across from the Maylords Shopping Centre, was ruled out on cost grounds and a pedestrian subway beneath Newmarket Street was deemed to be too difficult, given the unknown terrain. So shoppers will have to negotiate an undignified pedestriancontrolled ‘sheep pen crossing’ at the bottom of Widemarsh Street. One thing’s for certain: Hereford’s Old Market isn’t going to be short-listed for the Stirling Prize for Architecture any time soon, though this lacklustre scheme could well ensure Hereford’s inclusion in Jordison & Kiernan’s next edition of ‘Crap Towns’. What a pity Stanhopes didn’t commission Quinlan Terry to design its Old Market retail development. Herefordians could have had something to be proud of. Nick Jones

The Metropole Hotel, Llandrindod Wells

M

R PERNICKETY, responding to calls for more reports of eating places on the far side of Offa’s Dyke, had been feeling the urge to sally forth and take his researches to distant places. With this in mind, he paid a visit to Landrindod Wells, and the Metropole Hotel, an imposing, turreted castle of unforgettable deep green hue and rugged texture. That the Metropole should still survive and apparently thrive is something of a miracle. The town in which it sits was once a mid-Victorian version of Disneyland–conceived as somewhere to go, a destination and a reason for the wellto-do of Swansea to take their holidays up the enchanting railway line which diagonally crosses the open hills of mid-Wales. The town’s original rasion d’etre – apart from making money for its developers – was provided by four wells of various mineral water, three of which were turned off a long time ago on the grounds that their health claims were spurious. Some twenty years ago Mr P had a drink of the chalybeate water and, though fairly disagreeable, it hasn’t killed him yet. Once the fashion for guzzling nasty water had passed, Llandrindod ceased to prosper. It wasn’t a traditional market town and its few charms were barely skin-deep. The several big hotels built to deal with the crush of Victorian visitors have mostly dropped out of sight, collapsed or become hippy communes. The Metropole, however has survived. The family who have owned the place since the mid 1870s must have been determined not to buckle under the tides of change. With admirable fortitude they have hung on and, indeed, continued to invest in the hotel’s structure and facilities, to the extent that they still run two eating venues within the one sprawling building. Mr Pernickety set off with an old (very old) friend whose colourful life experiences have found him from time to time wielding knives and skillets in the kitchens of both metropolitan and country restaurants, in between writing pub guides, teaching languages and playing keyboards in a wrinkle-rock band. Of the Metropole’s two eating places, one is a large, traditional dining room at the rear of the building, called Radnor & Miles, whose chef has been awarded an AA rosette (whatever that is) and offers a “Taster” menu at £38.50. Mr P and the VOF eschewed this option and ate in Spencer’s Brasserie, sited near the front entrance to the hotel. This place which doubles as the hotel bar was re-ordered a few years ago, and has tried to present itself as a savvy, modern bistro, in a town where savvy and modern is rare. The two men settled down to dinner there with an open mind. Mr P didn’t think much of the dark beige and green, 80s-looking interior, which retained no hint of where it was, with a bland, designer-led ambience of banquette seating and shiny tables. However, both of them perked up at first sight of the menu, while Mr P ordered an assortment of ‘nibbles’ (annoying term with its rodent

connotations) which was meant to occupy them while they made their choices. In fact, the ‘nibbles’ didn’t arrive until twenty-five minutes after they’d sat down, so the point was somewhat lost, with the first course already waiting to pounce. The VOF had a Ham Hock Terrine with Home-Made Piccalilli (which he liked), but said he could have done with a bigger chunk of terrine (which isn’t an expensive dish to produce). He enjoyed it, as far as it went, though he felt it lacked seasoning. Mr P’s Wild Rabbit and Black Pudding Scotch Egg with Welsh Mustard, while potentially interesting, was bland and distinctly underseasoned. Nevertheless, the egg within was warm and enjoyably ‘mollet’ (as the French say), and the rabbit flavours came through, while the red Welsh Mustard provided a sharp hint of Dragon’s breath. Mr P followed this with a lamb shank. In a country littered with dancing, prancing lamb shanks, there could be no excuses for not serving the very best limb of bleater. No excuses were required; the meat had lovely flavour which wasn’t lost in the braising, and came off the bone with just the right firmness, while the red wine sauce was subtle and light enough to bring a smile to Mr P’s grizzled visage. His friend, who knows and fusses about food, chose a simply poached Lemon Sole. This, he said, is a dish that can be very easily overcooked, and requires a chef to be picky and strong-minded with his supplier, and firm in his shelf-life policies. This sole was fresh, lightly poached and comfortably satisfied his standards. As Mr P, in his annual booze-free mode, drank only water while his companion busily sampled several glassfuls of red and, after finding the Grenache ‘a bit strawberry jam’, eventually declared the house Rioja the best option at the cheap end of the list. For pudding, Mr P, recalling happy moments in his childhood, chose a Raspberry Ripple Cheesecake with Fruit Coulis, which had undoubtedly been made in-house rather than in the laboratories of Messrs Break Bros, was light and fresh tasting. The VOF, despite remarking cynically that the chef’s claim to use only seasonal produce was compromised by the offering of an Apple & Blackberry Crumble with Creamy Custard, was glad to have chosen it. Mr Pernickety and his VOF concluded that, as an eating place, despite the underwhelming starters, Spencer’s can deliver and they agreed that, although the lack of personality about the place and the stylistic muteness would not commend it as a ‘destination’ restaurant, if at some unlikely point in the future they found themselves in Llandrindod, they would happily eat at Spencer’s again, and Mr P coughed up £82 with reasonable equanimity. Affordable To Live In

I

NEED to clear up a myth. A Passivhaus is not just for rich people. And actually a small, simple Passivhaus could be a perfect solution for people on really low incomes.

“A building that demands as little as possible” Adam Dadeby. Passivhaus certified houses are affordable to live in. They can cut space heating energy use by 80% or 90% without sacrificing comfort or fresh air. Usually these will be new homes, but there are very few examples of people who have refurbished older housing to Passivhaus standard. This is the story of Adam Dadeby and his wife Erica, who turned an ordinary 40 year old house into a fully certified Passivhaus. After studying at The Centre for Alternative Technology in Machynlleth, Adam and Erica decided to refurbish their existing house instead of building from scratch. It was an ambitious decision, made on the grounds that it seemed more sustainable to do this than start again from scratch and that it was important to pioneer this approach. They made a start in 2009: “Week two has been quite eventful. The old windows are out and much progress made in digging trenches for the external insulation and preparing the foundation for the new build element to the side of the house. All (I hope) of the shortcomings of the existing building have now been exposed and this week I have found myself questioning why we are bothering to refurb and not demolishing what is left and starting again. If we had chosen to demolish it, we would have been able to do away with many hours of difficult design work. The problems of thermal bridging between the ground floor concrete slab and the structural walls would have gone away in an instant.”

For any Passivhaus, the focus is on minimising energy / house fuel requirements, but this is balanced by your budget and also external constraints. In a refurb, the constraints are greater, just because the existing building isn’t designed for purpose. For example, the original floor in Adam and Kate’s house consisted of pine boarding, felt underlay, 70mm of screed, 150mm of reinforced concrete slab and a hard-core base. To improve insulation, they considered removing the entire concrete slab to create the space. However, the added cost and risks of structural damage led to a compromise in which the concrete stayed, whilst the screed was replaced with 80mm of highest performance insulation, 20mm of wood fibre insulation and a wooden flooring with a total thickness of 17mm. This compromise worked, but it increased the finished floor height by about 20mm and a new build could have done better at less cost. This house was only the third in the UK to be refurbished to Passivhaus standard and has made quite an impact, winning awards and attracting plenty of interest. Adam Dadeby points out that, rather surprisingly, the financial odds are not yet stacked in favour of refurbishment: you can claim back the VAT on a new build but not on a refurb. That’s another budget constraint for refurb until the law can be changed. A simpler, cheaper, option for those in the energy saving business might be to opt for a standard just a bit easier than full passiv, such as EnerPHit or AECB Silver. This is still above and beyond minimum regulations for energy performance … a sort of Passivhaus on a budget. Here are the basic ingredients for energy saving housing: • Concentrate on the building itself: windows, walls, floor, roof and the junctions where they meet - “fabric first” • Get the insulation right and that means nice and thick and with ***no gaps*** because gaps let the whole insulation thing down • Reduce (and test for) air leakage, make sure doors and windows are well fitted and that the manufacturers made them up to spec • Eliminate cold-bridging i.e. places where poor thermal insulators such as concrete slabs or metal joists come through the insulation layers •Ventilation for fresh air without the heat loss in winter Adam Dadeby kindly helped me in the preparation of this article.
