With continued rate rises, Australia saw some changes to the market in 2022, but one “set and forget” asset continues to catch the eye of investors. Building approvals were trending upwards for commercial sectors at the end of 2022, showing some encouraging signs for the year ahead.
We also get to know some of our agents and directors, who all come from a diverse range of backgrounds, but all now share the same passion commercial real estate.

In 2022 we saw Australian commercial sales transaction levels decline as interest rates increased, seeing a number of buyers exit the marketplace. As a result, there has been some revision in yields given this growing cost to finance as well as limited rental growth expectations across most commercial asset classes. While volumes have been trended down for major asset types such as office, retail, industrial, and even development sites, there have been some categories which continue to grow in attractiveness including service stations.
There has been an increased appetite for service station assets since 2011. Since this time we have seen regular portfolios of tenanted assets come to the market generating interest, predominantly from the private investor market, continuing to set new record lows in investment yields. These assets were typically considered attractive given their long, secure leases, often to multinational groups, making them the ultimate “set and forget” asset. Their main road and corner locations, which make their development potential high (after remediation, creates possible exit strategies for owners.
Over the last few years, these assets have evolved to include greater food and convenience offerings, growing the average custom time as the demand for electronic charging was anticipated to change the way in which service stations were interacted with. Furthermore, the rise of EVs continues to raise questions as to the longevity of the asset class all together. With 3.4 per cent of new car sales to September 2022 being EVs (or hybrid) according to the Electric Vehicle Council, this represents a 65 per cent increase on 2021 results. This highlights good growth, albeit Australia continuing to lag behind much of the world. In addition, the slow delivery of vehicles, limited fast charging facilities, and overall rising cost of energy, are yet another roadblock in the rapid rollout of these vehicles which currently only account for an estimated 0.3 per cent of the total registered vehicles on Australian roads.
With this in mind, the future for service stations continues to look secure and their stable income streams remain attractive to savvy buyers. In 2022 we recorded transactions of over $1 billion across Australia, up 52 per cent on last year’s result.There continues to be interest from experience investors, developers, and private syndicates, who are looking to take advantage of the corrections in yields, as many first time buyers who were instrumental in lowering yields over the past few years have now left the market.
Overall, 2022 yields have averaged 5.9 per cent within a broad range from as low as 3.9 per cent upwards to 10 per cent. This is an increase on 2021 results, fuelled by low interest rates, where the average sat at 4.4 per cent for metropolitan assets while regional assets averaged 5.1 per cent. This correction is likely to see the need for some owners to bring their assets to
the market which will add to the portfolio transaction activity anticipated in 2023.
As for the future of the service station asset, their need will continue into the long term. While groups such as Ampol and BP start to offer fast charging stations within their establishments, this pivot is indicative of new services available to the driving community, not the demise of the service station. With the most rapid charging still taking at least half an hour, the need for comfortable and enticing food, retail and entertainment options within service stations will grow, continuing the evolution of what these assets look like. However, as petrol vehicles are expected to continue to make up the large majority of vehicles over the next few decades, service stations are here to stay and will continue to be attractive investment options for investors.

FROM LAWYER TO COMMERCIAL REAL ESTATE DIRECTOR: GET TO KNOW RUBY ROZENTAL
Ruby Rozental is the director at Ray White Commercial Western Sydney alongside her husband Peter Vines. While Peter is out doing deals, Ruby runs the operational side of the business - one of Ray White’s top performing commercial businesses. Let's get to know her.
Tell me a bit about your background and how you started your career in real estate?
Prior to joining the Ray White network I was a property/M&A lawyer for around 17 years. I worked both in-house and at large and small law firms. I started my own small firm after my first child was born, wanting some autonomy around my working hours and freedom from the stress of billable hours. The opportunity to join Ray White arose just after our second child was born, as Pete was growing restless in his role with a big corporation and I was wondering how to resurrect my client list after another stint of maternity leave. Our 'recipe' was almost a sure thing - he had a great reputation as a commercial agent in Western Sydney and strong client relationships, and I had the operational and legal skills to manage the business side. We haven't looked back.
What do you enjoy most about your role, in the commercial sector, and as a business owner?
I am grateful to have made the leap from law to a career centred around people - whether they be our staff or our clients. I enjoy immensely crafting a work environment and a business that has a strong focus on building a culture of kindness, caring and reciprocity - whether that is with our staff, our environment, or our clients. Of course we also encourage a heavy dose of killer instinct when it comes to getting deals done. However, I am
genuinely inspired by the people I work with everyday. Each of them has personal and professional goals that they strive for and I'm privileged to be a part of helping them all get where they are going.
As a woman business owner in the commercial sector, what do you think is the importance of mentorship for other women in the industry?
You just have to love women! And what's not to love? I think mentorship happens naturally when you have women in leadership positions. It is a sad reality that 'women leaders' are still outliers in our society. And even sadder that people usually hire/champion people that are like them. So if women aren't in leadership positions, how will they hire the next generation of female leaders? That's a hard one. It's going to take quite a few brave men to champion the active promotion of women into leadership positions, and a few outstanding women to stand up and demand them, before we can actually set the stage for decent mentorship. On a personal level, I am just raw, honest and direct with the women I work with. I guess they know me as a business owner, as a mum, as a human and as a pretty smart and tough lady, but I also show them that I get stuff wrong, that I can laugh at myself and that I can apologise.
When you're not helping to run the business, what do you like to do in your spare time?
Well, we started the business 3.5 years ago and there were just four of us - now there are 27! So I haven't had much spare time lately. I am hoping this year is different. So I declare that in 2023 I will read lots, garden, and pickle strange things.

The latest ABS data release on building approvals has recorded some encouraging results for commercial sectors, up 2.0 per cent for November 2022 in contrast to residential dwellings which have shown a 4.0 per cent decrease in terms of value, seasonally adjusted. Industrial and office/retail assets are showing good growth when looking at the original data series, however, when coupled with the latest finance commitment data, it suggests the commercial markets may still be some time away from a development resurgence. Industrial approvals have recorded a 34.9 per cent increase on the month, or 101.4 per cent improvement compared to last year, to represent $1.3 billion in value. The prolonged low vacancy environment across the industrial market has spurred on the need for additional supply in all regions and, despite the continued high construction costs and cost of funding, the overwhelming need for stock is likely to see industrial as the sole sector where construction will rebound in 2023. Victoria and its availability of vacant, zoned industrial land has seen a 133.6 per cent increase in approval values this month with WA up 89.6 per cent, whereas NSW and its constrained land supply has only seen a 10.2 per cent increase in approvals this same period.
The performance of the office and retail sectors has shown great volatility over the last few years with occupancy levels a key concern for this market segment, while building approvals are up on last month. The greatest increase has come from NSW and WA while Victoria and Queensland results have seen some decline in activity. Similarly other non-residential sectors such as education, medical and aged care have all recorded annual declines in building approvals this period.
Despite the overall improvement in approvals, concern surrounding the increased cost to finance future developments will see construction starts lag given the downward movement in financing commitments across the commercial markets continue to be recorded. New loan commitments for construction are currently at their lowest rate since April 2013, this month recording just $943 million a 62.1 per cent decline on the month and 59.3 per cent decrease over the last year. With the expectation of financing costs to continue to move upwards this year, we are likely to see continued lows in new construction finance and the development pipeline to remain on hold.
While commercial construction will be impacted this year by reduced loan commitments, so too will lending on the purchase of property which has recorded a 18.4 per cent reduction on last year’s results. Therefore, we expect to see commercial sales volumes continue to decrease in 2023. In 2022 Australian commercial sales fell by 30 per cent in comparison to 2021 results due to market uncertainty and the rising cost of finance which is likely to be further exacerbated this year.
