DIRECTOR’S NOTE                        

Sabaidee readers! It has already been an exciting start to the year. In the previous issue, we took you to some of the most romantic destinations in Laos. Now we journey south to Champasak Province. The Japan International Cooperation Agency (JICA) invited the Sabaidee team along for the ride. They are helping to develop the area for community based tourism. That means we were the lucky recipients of a firsthand tour of the area’s local activities guided by the experts of the JICA team. International Women’s Day is in March so we decided to showcase the tough and talented Lao Women’s Rugby team. They are becoming like cultural ambassadors of Laos traveling around Asia to compete in big name tournaments. For this issue’s ASEAN Connect, we also travel to a little known spot in Indonesia called Gili Air. If you enjoy clear blue oceans, soft sandy beaches, or being mesmerized as the sun slowly dips into the ocean at sunset then keep reading.

 

Gaid has been in the media industry since he graduated from Faculty of Art at Silpakorn University in Thailand in 1994. He was a part of the filmmaking crew in several household name movies, a screen writer for documentary programs and a columnist for a daily newspaper in Thailand. After spending most of his earlier years in the United States, Anousone Vongphrachanh decided to return to his native born country of Laos PDR. He is an outdoor person at heart. Lao Golf Challenge 2015 This year the tournament hits off April 4th at the Long Vien Golf Club in Vientiane Capital. A fabulous Ford EcoSport valued at over $40,000US is a hole-in-one grand prize. The competition will be divided into four categories – Challenge, VIP (senior), handicapped, and hole-in-one shot. The Vice President of the Lao National Golf Federation, Mr Songkham Silaphet, assures that the technical design of the course layout will be at international standards. Dr Bounthong Divixay Governor of Champasak Province Q. Champasak Province borders Cambodia and Thailand so this makes it a natural hub. What plans does the province for promoting tourism? We have built a bridge to connect the towns. Champasak is considered a corridor if traveling from Thailand, Vietnam or Cambodia because you have to pass through here in order to travel to Attapeau, Salavanh or Sekong. We have established an agreement between Lao, Cambodia and Vietnam called CLV. Then we also made an agreement with Lao, Thailand and Vietnam called LTV. Our mission is to build a roadway connecting all of these regions. A bridge project is being planned. It will become a port crossing at Xe Lampao. This border crossing will act as a doorway of tourism linking Wat Phou, Siam Reap, Angkor Wat. In addition, a bridge project is being developed to cross Don Khong to Xe Lampao and routing through to Cambodia. This will make it much easier for tourists to visit Wat Phou or Kon Papeng. The designs and plans of the construction have been prepared. It is in the final process of receiving approval for funding from the Chinese government. These projects will be a big boost for the Champasak economy. Currently Champasak offers 64 hotels that are 3-4 star levels and many other smaller resorts and guesthouses to accommodate tourist guests. In addition to tourism, Champasak hotels host many conventions and conferences because our facilities are able to handle these events. We also plan to create a program to bring people of the hotel industry, restaurants and tour guides together to build a stronger network. In the program, we will also relay information regarding history and other useful details to them so that everyone in the industry will have accurate and consistent information. Q. What is your vision for the future of Champasak 5 to 10 years from now? My vision is for Champasak to become a unique tourism destination that offers activities unlike those found in neighboring provinces. It should be a continuous development. We should use what is working well and make it even better. Sipandone area will become special tourism zone. There we will launch various activities to attract visitors. And we will continue to improve infrastructure to take tourists across the Mekong River.

Lao Women’s Rugby

Play Like a Girl: Lao Women Shine on the Rugby Pitch Rugby, a popular sport in many countries, is gaining traction in Laos, and to the surprise of many is fast attracting a talented and dedicated following of Lao girls and young women. Lao women’s teams have shown their strength on the global stage, in competitions in ASEAN and beyond, and have even won international awards. With strong female leadership and enthusiastic women’s athletes of all ages in 4 provinces and counting, it’s safe to say that the Lao ladies will be continuing to dominate the rugby pitch!

The Roar of the Lions The Lao Rugby Federation was started in 2001 and the first women’s club team, the Vientiane Lions, began in 2008. Membership has grown in the last few years with both senior and junior athletes currently playing with the Lions, who train twice a week year round, and more often before competitions. Annually, the team competes at the Vientiane International Rugby Championship, as well as competitions in Thailand, including Bangkok, Khon Kaen, and Pimai. This year a group of the senior Lions athletes are also fundraising to travel to Hong Kong, where they will compete against international caliber teams in the Kowloon Rugby Fest, a club tournament held in the lead-up to Asia’s biggest rugby competition, the Hong Kong Sevens. This will be an excellent opportunity

for the women to both play and watch high-level rugby. The women hope to raise $2000 to support them in their travels by doing odd jobs for people in the community, selling Lions t-shirts, and seeking individual and team sponsors. While the senior Lions are hard at work playing against other club teams in the region, there is also a flourishing junior Lions scene, with the U15s and U18s Lions teams playing in Vientiane and Xieng Khouang. This year the younger Lions will also get some international experience with an under 15 years old team from the UAE touring to Laos in April. This unique exchange will provide both a personally and athletically educational experience for Lao players from rural areas in Nonghet, who will get to meet and play alongside young girls close to their age from an extremely different culture.

Ambassadors for Laos Rugby has also provided an opportunity for Lao women to represent their country internationally. In September 2014, the Women’s National Team traveled to the Republic of Korea for the Asian Games, which was the first time even that a Lao rugby team has competed. They took on rugby giants like Hong Kong and China, and lost a tight 5-12 final match to Malaysia. A video of their Asian Games journey is being released just in time for women’s day, so visit the LRF’s website and YouTube for more information about where it can be viewed. Currently, the Lao women are training for the 28thSoutheast Asian (SEA) Games, which will be held in Singapore in June. Rugby 7s will be back in the SEA Games for the first time since the Lao Women’s National Rugby Team won the bronze medal in Thailand in 2008, and they are hoping for an even better finish this time.

Developing Young Leaders The LRF has always encouraged 50-50 malefemale participation in its programmes. As the only federation in Asia with equal gender participation at all levels, the LRF was recognized with the 2014 Women’s Rugby Development award by Asia Rugby, the regional governing body for the sport of rugby in Asia. Since 2012, the LRF has been running a sport for development programme in Nonghet District, Xieng Khouang Province, in partnership with Child Fund Laos. The introduction of a nontraditional sport in these communities has allowed girls and young women to take ownership of the sport, developing not only as rugby players, but as leaders in coaching, refereeing, first aid and team management roles. Currently more than 500 female players under 18 are playing rugby in Xieng Khouang and over 66% of youth leaders in Nonghet are female. Participants report increased confidence as one of the many benefits that they

gain from their participation in sport. Participation in rugby has also allowed young women to grow as role models and leaders in their communities. One shining example of this is Lao Khang, the LRF’s Rugby Development Officer from Nonghet. In 2014, she was awarded the ‘Athletes in Excellence Award’ by the Global Sports Development Foundation, an international honor awarded to only 18 people worldwide. She joined the LRF as an intern in 2012, and began playing rugby for the first time. In just 3 years, she moved into a full-time position coordinating rugby activities and trainings across 36 teams in Nonghet. She was recently certified by World Rugby as the first female Hmong Coach Educator in the world, and only one of 8 female coach educators in all of Asia. The project’s sport for development model integrates rugby training with life skills and leadership development, and has led to successes

growing participation and improving the quality of rugby coaching, officiating and matches across the country. In 2015, the LRF will expand to more communities in Xieng Khouang and Vientiane. Working with Asia Rugby, Child Fund Australia, and Women Win, LRF coaches and officials will play a lead role in helping other federations and teams around the region benefit from this exciting model, as well as remaining committed to supporting national development in Laos.

An Authentic and Affordable Island Adventure The daily ritual of visitors and locals: watching the sunset

The smallest of the archipelago of three islands off the northwest coast of Lombok, Indonesia, Gili Air is a natural beauty. Daily pink and purple sunsets paint the sky, stars twinkle like it is their last night to shine, and sea nomads guide travelers through clear water to spot colourful fish. Escape to Gili Air for an authentic and affordable experience.

Tourists and locals walk, bike or hop on a horse-drawn carriage to get around, and bungalows and beach huts line the island in between restaurants, cafĂŠs and bars. My five-night stay turned into 17 days of I was greeted by horses and dusty dirt roads reading, snorkeling, beach combing, when I arrived on Gili Air, a small island two swimming, and watching the sunset.

Exploring Clear Blue Waters Snorkeling and diving are the most popular and adventurous activities off Gili Air. The island’s clear calm water and beautiful coral reef makes it a kaleidoscope for seeing colourful schools of fish and big turtles swimming gracefully about. If you prefer a more intimate snorkel experience, then book a private tour for $10 more per person. We booked a private half-day snorkel tour for 440,000 rupiah (USD $35 per person) with Susan Bungalow, and it was a highlight of our trip. A quick glass bottom boat ride into the royal blue Bali Sea, and we were excitedly ushered to jump into the water when our guide spotted a giant turtle. We snorkeled all three islands away from boats overflowing with tourists and saw tiny schools of cobalt - blue fish and other reef creatures.

What The Locals Eat

Enjoy a massage, body scrub or facial while the breeze blows through your balcony bed overlooking the ocean. There are many spas along the island, and some travelers will book a full day at the spa with prices at a quarter of the cost of Western countries

Most of the restaurants, also known as warungs –small, family-owned businesses - are located on the beach and inner island, and you can enjoy a mix of Westernized fare and authentic Indonesian dishes. To enjoy an authentic Indonesian lunch or dinner visit Bamboo Warung and Yahoot Warung.

Sunset To Remember

Bamboo’s owner operates a small five-table restaurant out of the front of his home. He cooks a small menu of Indonesian dishes like mie goreng (fried noodle) and nasi goreng (fried rice), and a vegetarian dish, gado gado; a mixture of vegetables, crackers and rice with peanut-flavoured sauce. The owner cooks each dish himself, so expect to wait up to an hour at peak meal times. If you enjoy curry, then Yahoot Warung should be on your list. My partner and I ate here often, and he ordered the same dish every time: rendang curry. This dish was one of his favourite curries while traveling all of South East Asia, and he’s Indian with a high spice tolerance. A full menu of vegetarian and meat dishes is available. Both restaurants charge about 37,000 rupiah per dish (USD $3), and food is made fresh and quickly. By evening, fresh seafood is also available for barbecue. Italian restaurant Buglis barbecues daily, and is one of a few restaurants on the island that offers a full menu of fresh Italian food - bread, pastas, and desserts. Some evenings my partner and I would walk to Buglis after dinner just to eat the homemade chocolate mouse and tiramisu. Couple your food with classic rock and reggae songs from a Lombok-based band that plays every Saturday evening from sunset until dark.

Gili Air has some of the most spectacular sunsets I’ve seen, and they’re why the beaches fill each day around 4:30 p.m. as tourists and locals source out their viewpoints whether a bar, swimming, or simply sitting on sand. From about 5 p.m. until 6:45 p.m. the hot, golden sun slowly starts to cool and fade into a pink and purple sky.

Sleeping Style If you enjoy sitting on the beach and listening to loud dance music, then stay on the south or east sides of the island. If you prefer quiet, calm, and privacy then stay on the north side of the island. All accommodation is bungalow-based from basic stays to luxurious private villas. Agoda.com is a good one-stop site to book accommodation and get discounted rates. We booked Susan Bungalow for 415,000 rupiah (USD $33 per night) on Agoda.com, and we were so pleased with the short distance to the beach that we booked a 17-day stay at this family-owned inn. The rooms are standard, but clean, however, there’s no hot water. Cold showers took some adjusting, but inclusions like the pool, delicious breakfasts, Wi-Fi, and friendly staff made it a worthwhile stay

Getting Around There are several fast boat companies that operate from towns in Bali to Gili Air. Most hotels will have a partnership in place and can help book your ticket, which includes bus transportation to the departure port and boat ride to Gili Air. When you arrive, you can get to your hotel or find accommodations by hopping on a horse-drawn carriage for 63,000 rupiah (USD $5 per person).

Local Delights Discover Hidden Gems in the Villages of Champasak

Apart from being a naturally rich, and fertile land for agriculture, and various travel resources, Champasak, the southernmost province of Laos, now offers new travel experience for visitors by introducing community-based tourism. Sabaidee Magazine, with an arrangement by JICA embarked on a 3-day excursion into some local villages of Champasak to explore local products and way of life under the project of Laos Pilot Program Tourism Promotion Component (LPPT).

Ban Saphai The first community we made a visit was Ban Saphai, located 18 km from downtown Pakse. The first spot we stopped by is the village's cultural centre, where tourists can watch a demonstration of how local textiles are being woven and can shop some finished products as souvenir with cheap price. Later we walked into the village and saw many villagers were busy with their weaving projects. The hand-woven fabric produced at Ban Saphai although has a similar design as Xiengkhouang but they are developing the design to differentiate and create their own uniqueness. Most of the finished products will be delivered to customers and some will be sent to handicraft centres in Pakse and Savannakhet for tourists.

Ban Don Kho From Ban Saphai, we used the ferry crossing the Mekong River to Ban Don Kho, which is another destination we aim to visit in Champasak. The village sits on an island in the Mekong River, so it is blessed with a beautiful landscape. Once we arrived to the village, we first visited Wat Si Phoum, an old temple in the community and noticed that there are some statues of cows in the temple, later we were fully aware that the name of the village “Kho” means cow. For more than 500 years of settlement, the locals still earn their living from rice growing, planting, fishing, and making hand-woven fabrics. Since 2008, Ban Don Kho fully opened for tourists with homestays provided and some activities to offer for tourist, such as, cooking, fishing, boat riding, picnic on the beach, or making handicrafts.

Ban Don Khor The village of Don Khor is located 10 km from Pakse town. The landmark of the village is the giant Buddha image with a height of 30 meters located in Wat Chomphet and being worshipped by local people. Ban Don Khor is also famous for its stone carvings that have been maintained in their traditional style of craftsmanship for several decades. Ban Hua Pa Khor

On the way to Wat Phou, we stopped to visit Ban Hua Pa Khor, a small village located on the new road to Champasak. The highlight of this village is the temple located on Pho Malong hilltop named Wat Phou Ngoi or Wat Phou Malong. There is a stairway up to the hill and we walked up there in ten minutes. Upon arriving at the hilltop, we were rewarded with a stunning panoramic view of the Mekong River with many fishing boats dotted on the water.

Ban Nong Sa Ban Nong Sa is located adjacent to Wat Phou World Heritage and has some archeological sites related to Wat Phou such as Pha Pad, the stone quarry for Wat Phou and other ancient temples nearby and Nang Sida Temple, an old temple from the same age as Wat Phou, built around mid of 10th – the beginning of 11th century located inside the city of Lingapura. Adjacent to the east side is the old royal road running from Wat Phou to the Angkor city. The temple is composed by a small entrance (gopura), a hall (mandapa) and a short corridor (antalara) leading the ceremonial rooms. In the south of the building stood a brick building that functioned as a library. At present, Nang Sida Temple is being renovated by the Lao government with funding support by Korea.

Ban Nong Beung Ban Nong Beung village, located 42 km from Pakse, is famous for traditional wood carvings of animals, human figures and decorative patterns with a unique and interesting style. Most of wood carving artworks represent daily life of the local ethnic people; Lao and Taoy. Besides unique handicraft, Ban Nong Beung also has Xe Hintang Rapid, a natural attraction with unspoiled surroundings where tourists can make a soft kayaking adventure or jump in the river for a swim.

Ban Kiet Ngong Located in the Se Pian National Protected Area, Ban Kiet Ngong is a station for tourists before getting into the forest. There are several activities for tourists but most popular is to get on an elephant ride into the village, around the reservoir, and uphill to Phu Asa mountain. Tourists can stay overnight at a homestay in the village and do other interesting activities such as cooking, boat riding, bamboo weaving, and massage. For those who love trekking they can ask to be accompanied by local tour guide to the jungle with various programs of 6 hours or 3 hours

A combination of Lao and Vietnamese Beef stock with rice noodles. Originally a Vietnamese dish, Pho has become a favorite of people in Laos. Decades of cultural and economic exchange has integrated this warm and soothing soup into the Lao food vocabulary. There are two main styles of pho broth in Laos. The Lao style and the Vietnamese style. Lao style is a darker bone marrow broth. The Vietnamese style is clear beef broth with more herbal aromas such as Star Anise. The other ingredients are otherwise similar such as thinly sliced beef sirloin so it cooks in the bowl, beef shank, tripe and other beef parts.

Kao Soy Signature dish of the World Heritage City of Luang Prabang Sauce of ground pork and tomato layered on top pork broth. The soup is a fairly simple pork broth with medium wide rice noodles. The highlight is the pork tomato sauce that’s poured on top of the bowl. And it’s accompanied by fresh watercress leaves to balance the heaviness of the pork sauce. The watercress is commonly found Luang Prabang’s highland cool wet climates. Though some watercress can be found in Vientiane, not much is available and the leaves are not as vibrant as the ones found in Luang Prabang.

Official breakfast of Vientiane It’s not really the official breakfast of Vientiane, but it’s so popular that it seems like it. Every morning on the way to work, you’ll pass by many shops, sidewalk stalls, or carts serving up Kao Piak. You’ll see that all of the shops are packed with office workers filling up with a hot nourishing bowl to prepare for the work day ahead. Kao Piak comes in two main styles of broth. A pork or chicken broth. It’s served with a sticky white noodle that comes in regular or thick size.

Vientiane has Kao Piak for breakfast. In Pakse, they have Kao Poun Nham Pah for breakfast. In the morning, visit a boat dock where long boats or small barges ferry people and merchants across the Mekong River bringing fresh vegetables to the market every day. There you’re sure to find at least one mobile stand where people are crowded around but not saying too much because they’re busy slurping their noodles. The Pakse and Champasak area is known for its good quality river fish. So naturally, the soup is a fish broth with minced pieces of fish. It’s served on top a thin rice noodle.

Hearty beef stew with bamboo shoots This is a dark hearty soup with chunks of beef and tendon boiled until tender. Bamboo shoots adds a slightly sour flavor to balance the dark meaty soup. It’s accompanied by thin rice noodles.

This may sound very similar to Kao Poun Nham Seen, but it’s flavor will show you that it’s not. First it uses a peanut chili sauce. You can ask for it with soup in the bowl or dry. If you ask for it dry, then there’s no soup added to the bowl and the flavor is much more intense. And you’ll still get a soup in a separate bowl. Second it’s accompanied by yellow egg noodles.
