Dear Cadets, By God’s grace you have made it! We are delighted to greet you on this important and spiritually significant occasion of your ordination and commissioning as Salvation Army officers. What a glorious sessional name you have, and what a privilege is yours to be Messengers of Grace. Our world needs grace right now. To a world familiar with political point scoring, grudges being held for years, wrongs and failures being remembered, and merit and respect having to be earned, you will bring a message of grace that speaks of another way of living and relating.

The General and Commissioner Rosalie Peddle, World President of Women’s Ministries You are being sent out not just as Messengers of Grace, but as sharers of grace. Do not just speak about grace - live lives of grace and live in relationships of grace. Each one of us are recipients of grace, not because of what we have achieved or earned, but because of the lavish grace of God bestowed upon us as His children. So, as you launch into your ministry, do not boast about your qualifications or experience - boast about the grace of God available for everyone. As freely as you have received the grace of God, so you must freely share that grace with others.

Throughout the duration of your ministry, which is lifelong, explore and revel in the grace of God for yourself. Let your awe and wonder at God’s grace lead to you communicate and share it with others. Grow in your knowledge and experience of God’s grace and become an evermore generous sharer of that grace. Receive your first and subsequent appointments with grace. Greet and treat your people with grace. Be graceful in all your community service and networking with those in community leadership. A daily consecrating of yourself to God will enable you to be a channel of God’s grace to this world. May your every word and deed be inspired and marked by the grace of God. God bless the Messengers of Grace.

Commissioners Mark W. and Sharon J. Tillsley Territorial Theology and Christian Ethics Secretary / Territorial Personnel Officer

Commissioners Mark and Sharon Tillsley have been involved in Salvation Army ministry for over forty years, the last 34 years as officers. Mark and Sharon come to their appointments at Territorial Headquarters following their appointment at IHQ as the International Secretary for the America Zone and the Zonal Secretary for Women’s Ministries. They have also served as Territorial Leaders in the Caribbean Territory, as Chief Secretary and Territorial Secretary for Women’s Ministries in the Canada and Bermuda Territory, in the USA Eastern Territory as corps officers, divisional youth leaders, College for Officer Training leaders, and then served in the Territorial Personnel Section. Mark served as the Secretary for Personnel, and Sharon served as the Territorial Wellness Bureau Director. Sharon also carried the appointment as the Executive Officer of the Eastern Territory Songsters. Mark and Sharon have now traveled to all

territories of Central and South America and from coast to coast in the Canada and Bermuda Territory. In the United States, they have been guests at the Old Orchard Beach Camp Meetings, the Central, Southern and Western Territorial Bible Conferences, and have served on staff of The National Soldier Seminar on Evangelism. They have participated in corps and divisional retreats throughout North America. Mark and Sharon celebrate their Salvationist heritage and believe the Army exists to reach people wherever they are in their faith journey. They desire to live out a strong message of Hope that represents the optimistic nature of our theological heritage. Perhaps stated most succinctly, they love and enjoy people and believe that God’s work is always relational. Mark and Sharon have three adult children, Michael who is married to Jackie, Paul and Karin. All live in the USA northeast and have been a source of great strength and encouragement.

On behalf of the officers and staff of the College for Officer Training, I want to share my congratulations with each of you upon your Ordination and Commissioning as Salvation Army Officers. This blessed day has come following two very unique years of training. The impacts of the Covid-19 pandemic on our world, our country, and our very own CFOT community have provided many challenges. Through it all, God’s grace has been poured out upon your session and our entire community. It has been a blessing to see how you adapted to the ever-changing training

environment as remote learning, as well as remote corps ministry, was put into place. The need to be adaptable and nimble will truly serve you well as you now enter your first appointments in a world that will require flexibility in ministry methods. It is now my prayer that the Lord will daily provide you, the Messengers of Grace, with every opportunity to share His grace, preach grace, extend grace, speak with grace, and receive new grace. “Now I commit you to God and to the word of his grace, which can build you up and give you an inheritance among all those who are sanctified.” Acts 20:32 (NIV) May God Bless the Messengers of Grace!

Three Steps in the Commissioning of Salvation Army Officers 1. The Signing of the Officer Covenant The Officer Covenant is signed by a person to be commissioned and ordained. The Covenant is made between that person and God. It is the means whereby a person binds himself or herself to God in the making of solemn vows. The Bible has many examples of believers entering into sacred covenants with God, who accepts their covenants and takes them seriously. Each person signing the Officer Covenant does so of their own free will, in the clear understanding that the commitment is intended to be lifelong. 2. The Ordination and Commissioning The Ordination and Commissioning allows the wider membership of the Body of Christ to gather in order to warmly affirm and encourage those about to become officers, and in order to witness publicly the moments of ordination and commissioning. The cadets are helped by the prayers and intercession of the faithful. The cadets declare before many witnesses that they will be loyal to Christ, will hold to the Doctrines of the Army, will be available to the marginalized, and will be obedient to the principles and purposes for which God raised up The Salvation Army. 3. The Appointing The Appointing is when specific responsibilities are placed upon the newly ordained and commissioned officer. The officer is granted the authority both to serve and to lead within the ranks of The Salvation Army. This is the outward authentication of an inward summons from God, and the imparting to the officer of the obligation to be a servant of all for the sake of Christ.

AFFIRMATION OF FAITH AND PROMISE The Cadets (standing) will say: In the name of God the Father, the Son, and the Holy Spirit, and in the presence of the officers, soldiers, and friends of The Salvation Army here assembled, we declare that: 1. We believe that the Scriptures of the Old and New Testaments were given by inspiration of God, and that they only constitute the Divine rule of Christian faith and practice. 2. We believe that there is only one God, who is infinitely perfect, the Creator, Preserver, and Governor of all things, and who is the only proper object of religious worship. 3. We believe that there are three persons in the Godhead—the Father, the Son, and the Holy Ghost, undivided in essence and co–equal in power and glory. 4. We believe that in the person of Jesus Christ the Divine and human natures are united, so that He is truly and properly God and truly and properly man. 5. We believe that our first parents were created in a state of innocency, but by their disobedience they lost their purity and happiness, and that in consequence of their fall all men have become sinners, totally depraved, and as such are justly exposed to the wrath of God. 6. We believe that the Lord Jesus Christ has by His suffering and death made an atonement for the whole world so that whosoever will may be saved. 7. We believe that repentance towards God, faith in our Lord Jesus Christ, and regeneration by the Holy Spirit, are necessary to salvation. 8. We believe that we are justified by grace through faith in our Lord Jesus Christ and that he that believeth hath the witness in himself.

The Chief Secretary will say: Do you promise faithfully to maintain and proclaim these truths? The cadets will reply: We do! The Chief Secretary will say: Do you regard it as your duty to bear this witness everywhere, to strive to lead all persons to their only Savior, and for His sake to care for the poor, feed the hungry, clothe the naked, love the unloved, and befriend those who have no friends? The cadets will reply: We do! The Chief Secretary will say: Do you promise by holy living, boundless charity and adherence to the principles and discipline of the Army to show yourselves at all times to be faithful officers of The Salvation Army? The cadets will reply: We do! The Chief Secretary will say: In the name of God I accept the declarations and promises you have made this day. We will now proceed to your ordination and commissioning.

9. We believe that continuance in a state of salvation depends upon continued obedient faith in Christ. 10. We believe that it is the privilege of all believers to be wholly sanctified, and that their whole spirit and soul and body may be preserved blameless unto the coming of our Lord Jesus Christ. 11. We believe in the immortality of the soul; in the resurrection of the body; in the general judgment at the end of the world; in the eternal happiness of the righteous; and in the endless punishment of the wicked.

The officer is offered up to the help and guidance of the Holy Spirit by the intercession of the faithful in Christ. The officer declares by the signing of the covenant and by the commissioning that he or she will be loyal to scriptural truth and, by example in life, word and unsparing service, be true to his or her calling as Christ’s messenger.
