Dear Cadets,
Commissioner Bronwyn and I consider it a privilege to greet you on this important and spiritually significant occasion of your ordination and commissioning as Salvation Army officers. Congratulations to each of you!
God has called and equipped you for such a time as this. You have completed your training and applied yourself to the journey of learning and preparation. We are deeply grateful to those who have trained and encouraged you. Now, at the commencement of your ministry as officers, you experience this day of commitment and joyful celebration before you are sent out into a world that desperately needs you. It’s a beautiful thing.
Yours must be more than a sessional name. In a world where Biblical justice is markedly absent, you are called to be defenders of justice. You are much needed in a world filled with injustice. The Hebrew Scriptures often record justice being defended and proclaimed. Jesus himself affirmed justice when He commenced His own ministry with a proclamation of liberty to captives, and freedom from oppression. At the end of His ministry, He would send out His disciples with the same holistic gospel.
Officership will provide you with many opportunities to be defenders of justice. So, in the words of the Psalmist “Go forth to perform awe-inspiring deeds.”
May God bless you richly in your service for Him.

Dear Defenders of Justice,

Your Calling, Covenant and Commission reflect how much God cherishes you. Through His mercy, He has rescued you from the injustice of sin and redeemed the brokenness that is part of a life separated from Him. He surrounds you with His presence, guides you with His Word, equips you with His Gifts and empowers you with His Spirit.
In your obedient response, you have stepped forward to minister to God’s people with a message of forgiveness, reconciliation and hope.
God’s Word tells us that “He loves righteousness and justice (Psalm 33:5a) and “Blessed are they who observe justice, who do righteousness at all times!” (Psalm 106:3). You are among those who embrace, defend and promote God’s pattern for justice, where “His work is perfect, all His ways are just. A God of faithfulness and without iniquity, just and upright is He” (Deuteronomy 32:4).
It’s His work, His plan, His purposes and His glory with which we align—justice and righteousness. Follow that design, then “Commit to the Lord whatever you do, and He will establish your plans” (Proverbs 16:3).
Get ready to speak up: “Open your mouth, judge righteously, defend the rights of the poor and needy” (Proverbs 31:9).
Get ready to stand up: “Guarding the paths of justice and watching over the way of His saints” (Proverbs 2:8).
And, get ready for God to show up: “Commit your way to the Lord, trust in Him, and He will act. He will bring forth your righteousness as the light, and your justice as the noonday” (Psalm 37:5–6).
Serve in His strength and defend His justice. May God bless you—now and in the years to come!

Chief of the Staff and World Secretary for Women’s Ministries
Commissioners Edward and Shelley Hill were commissioned as Salvation Army officers in June 1993 as part of the Heralds of Jesus Session in the USA Western Territory. Their shared service has taken them to appointments throughout the USA Western Territory; the Singapore, Malaysia, Myanmar and Thailand Territory; the Canada and Bermuda Territory; and International Headquarters (IHQ).
Effective in August 2023, Commissioner Edward Hill was appointed Chief of the Staff at IHQ and Commissioner Shelley Hill as World Secretary for Women’s Ministries.
Edward and Shelley were married in 1985 and have three children—Stephanie, Samantha, and Samuel. They entered the Salvation Army College for Officer Training (CFOT) at Crestmont in Rancho Palos Verdes, California, in 1991 from the Pasadena Tabernacle Corps and would later serve as corps officers there, after their initial appointments in Hawaii at the Leeward Corps in Oahu and then as Divisional Youth Leaders.
They next served in staff positions at CFOT before their return to Pasadena. After six and a half years as pastors there at the corps, they became Divisional Leaders for the Hawaiian and Pacific Islands Division in 2008. The Hills followed that up with several years in leadership positions at Territorial Headquarters before beginning their appointments abroad in July 2016.
Both Edward and Shelley have their associate degrees in ministry from CFOT. In addition, Edward has earned a Master of Divinity degree from Northwest Nazarene University, a Master of Arts in Christian education from Azusa Pacific University, and a Bachelor of Arts in history from California State University at Fullerton. He also served as a founding member of the USA Western Territory Staff Band and as executive officer of the USA Western Territory Staff Songsters. Shelley graduated from the Executive Track of the Arrow Leadership Program (Vancouver, Canada) in February 2016.
Commissioners Hill thank God for the opportunity to be of service to God, the Army, and others, recognizing that they too are a work in progress. They celebrate the assurance of the Lord that “My grace is sufficient for you, for my power is made perfect in weakness” (2 Corinthians 12:9).

We have personally witnessed the affirmation of your calling, your deep commitment to embrace the studies, mission & ministry opportunities, and the times of worship & fellowship with your CFOT community. Well done, my friends!
We are praying for each of you as you prepare to begin your first appointments as Salvation Army Officers. As I shared with you during our Foundations of Leadership Course, “Servant Leaders run to Great Purpose.” It is time to run the race that the Lord has planned for you!

The Covenant
The Steps in the Commissioning of Salvation Army Officers
1. The Signing of the Officer Covenant
The Officer Covenant is signed by a person to be commissioned and ordained. The Covenant is made between that person and God. It is the means whereby a person binds himself or herself to God in the making of solemn vows.
The Bible has many examples of believers entering into sacred covenants with God, who accepts their covenants as a serious undertaking. Each person signing the Officer Covenant does so of their own free will, in the clear understanding that the commitment is intended to be lifelong.
2. The Ordination and Commissioning
The Ordination and Commissioning allows the wider membership of the Body of Christ to gather in order to warmly affirm and encourage those about to become officers, and in order to witness publicly the moments of ordination and commissioning.
The cadets are helped by the prayers and intercession of the faithful. The cadets declare before many witnesses that they will be loyal to Christ, will hold to the Doctrines of the Army, will be available to the marginalized, and will be obedient to the principles and purposes for which God raised up The Salvation Army.
3. The Appointing
The Appointing is when specific responsibilities are placed upon the newly ordained and commissioned officer. The officer is granted the authority both to serve and to lead within the ranks of The Salvation Army. This is the outward authentication of an inward summons from God, and the imparting to the officer of the obligation to be a servant of all for the sake of Christ.

Taya Gaukrodger comes from a country town on the East Coast of Australia. In 2010, she relocated to Sydney to pursue a career in music. Soon after arriving, she got involved in a local church and began volunteering in youth and young adult ministries. The world was first introduced to TAYA on UNITED’s RIAA Certified Multi-Platinum global worship anthem, “Oceans (Where Feet May Fail),” and since then, her voice has become an unmistakable clarion call to worship across the world. Driven by hundreds of millions of streams for “Oceans” and others like “Touch the Sky” and “Whole Heart (Hold Me Now),” tracks led and stewarded by TAYA have amassed over one billion global streams. Over the past decade, between her tours with UNITED, Hillsong Worship and Young & Free, TAYA has performed live for more than 5 million people in 30 different countries, across six continents. TAYA’s newest single “Gonna Be Good” is out now, amassing more than 1.2M global streams since release. TAYA is most passionate about worship that points people to Jesus and her hope is to lead people to worship more authentically and passionately as they discover more about Him. Faith and Promise
The Cadets (standing) will say: In the name of God the Father, the Son, and the Holy Spirit, and in the presence of the officers, soldiers, and friends of The Salvation Army here assembled, we declare that:
1. We believe that the Scriptures of the Old and New Testaments were given by inspiration of God, and that they only constitute the Divine rule of Christian faith and practice.
2. We believe that there is only one God, who is infinitely perfect, the Creator, Preserver, and Governor of all things, and who is the only proper object of religious worship.
3. We believe that there are three persons in the Godhead—the Father, the Son, and the Holy Ghost, undivided in essence and co–equal in power and glory.
4. We believe that in the person of Jesus Christ the Divine and human natures are united, so that He is truly and properly God and truly and properly man.
5. We believe that our first parents were created in a state of innocency, but by their disobedience they lost their purity and happiness, and that in consequence of their fall all men have become sinners, totally depraved, and as such are justly exposed to the wrath of God.
6. We believe that the Lord Jesus Christ has by His suffering and death made an atonement for the whole world so that whosoever will may be saved.
7. We believe that repentance towards God, faith in our Lord Jesus Christ, and regeneration by the Holy Spirit, are necessary to salvation.
8. We believe that we are justified by grace through faith in our Lord Jesus Christ and that he that believeth hath the witness in himself.
9. We believe that continuance in a state of salvation depends upon continued obedient faith in Christ.
10. We believe that it is the privilege of all believers to be wholly sanctified, and that their whole spirit and soul and body may be preserved blameless unto the coming of our Lord Jesus Christ.
11. We believe in the immortality of the soul; in the resurrection of the body; in the general judgment at the end of the world; in the eternal happiness of the righteous; and in the endless punishment of the wicked.
The Chief Secretary will say: Do you promise faithfully to maintain and proclaim these truths?
The cadets will reply: We do!
The Chief Secretary will say: Do you regard it as your duty to bear this witness everywhere, to strive to lead all persons to their only Savior, and for His sake to care for the poor, feed the hungry, clothe the naked, love the unloved, and befriend those who have no friends?
The cadets will reply: We do!
The Chief Secretary will say: Do you promise by holy living, boundless charity and adherence to the principles and discipline of the Army to show yourselves at all times to be faithful officers of The Salvation Army?
The cadets will reply: We do!
The Chief Secretary will say: In the name of God I accept the declarations and promises you have made this day. We will now proceed to your ordination and commissioning.
The officer is offered up to the help and guidance of the Holy Spirit by the intercession of the faithful in Christ. The officer declares by the signing of the covenant and by the commissioning that he or she will be loyal to scriptural truth and, by example in life, word and unsparing service, be true to his or her calling as Christ’s messenger.
