The spotlight on Mandela Month has been on men’s mental health and how men keep bottling issues which sometimes leads to suicide. Mental health is a state of mental well-being that enables people to cope with the stresses of life, realize their abilities, learn well and work well, and contribute positively in communities. The high level of suicide among men bears testimony to the sad reality that mental health remains a big societal challenge in South Africa. Men increasingly continue to battle with depression, mental loss, and disturbance. We ought to deal with the dangerous misconception that men don’t or shouldn’t cry.

Our Department recognizes that mental health is more than an absence of a mental disorder/s. It exists on a complex continuum which is experienced differently by each person, with varying degrees of difficulty and distress and different social and clinical outcome. The Silapha Mental Health and Wellness Programme was initiated exactly to help our artists and sport personalities deal positively with the challenges they face. We should use every opportunity at our disposal to take care of our mental health. Thank you for taking the time to read this magazine. We strongly encourage our valued GSACR staff to continue to provide content or suggestions that will make your interaction with Ntshebele Magazine interesting.

SAVE MORE DURING THIS SAVING MONTH

July is designated as South Africa’s national savings month, but the question remains, howmany South Africans are able to save, given the rising cost of living, inflation, persistent load shedding and rising in food and petrol prices. This savings month, people are encouraged to save more and spend less. Although this sounds easier said than done, here are tips that can help you in your savings journey. 1. MAKE PAYING YOURSELF A PRIORITY - Pay yourself first, by saving at least 10% of your earnings before tax. This can be done by automating the process such as direct debit to a separate account. 2. TRACK HOW YOU SPEND - note how much money you spend daily and what debit orders you have, so you can determine your current spending habits, this will allow you to determine which debits are needs and which ones are wants. 3. REVIEW MEDICAL AID AND INSURANCE POLICIES, AND BANK CHARGES - You may be able to save thousands of rand a year by reviewing your medical aid, insurance and bank charges annually, and negotiating better rates or shopping around for better offers.

4. REDUCE PHONE COSTS - Tracking the calls you make and the data you use and the time you spend on your phone for a few days, then investigate whether you’ve got the best possible package/plan. 5. WATCH YOUR CAR EXPENSES - Currently, South Africans spend more of their salaries on petrol than most other nationalities, to save fuel, plan routes and combine tasks to minimise the number of trips. Have your vehicle’s wheel alignment checked and keep your tyres at the optimal inflation to minimise resistance. Close your car windows when driving to reduce drag.

ADDRESSES YOUTH AT THE YOUTH SECTOR PARLIAMENT

On Friday, 22 July 2022 the Gauteng Provincial Legislature hosted the Youth Sector Parliament at the Vereeniging Civic Centre in Sedibeng under the theme: “Gauteng Legislature, following up on our commitments to the Youth of Gauteng” This sector parliament offered the youth a platform to engage with policy makers, to influence and enhance the quality of youth life in the province and in the communities, where service delivery is needed and encouraged innovative ways to better their lives.

n the midst of increasing youth unemployment, economic exclusion, increase in school dropout and substance abuse and lack of youth participation in mainstream politics, this platform presented an opportunity for Gauteng Provincial Legislature to engage robustly with the Youth of Gauteng – in order to solicit their recommendations on how these can be addressed. MEC Hlophe was part of the guests who addressed the Youth at the sector.

ROLE OF MEN IN SOCIETY

ne of the values greatly esteemed by men is courage. Men are expected to demonstrate fearlessness in the face of danger and stand up to adversity. Through this value, men can protect the society against threats and put their lives at risk for the good of the society. Other members of the society praise men who show great courage. On the other hand, cowardice is greatly discouraged among men. Anyone who is regarded as a coward will be shunned and frowned upon by the society. The value of courage is an outcome of socialization since men are taught that being afraid is unmanly. Another value attributed to men is resourcefulness. Men are expected to come up with solutions to problems and demonstrate great practicality in life. Faced with a new situation, the man should be able to find a way to adapt to it, survive and even thrive. Through their resourcefulness, men can come up with solutions for most of the common problems that women might prefer to get professional help for. For example, men are more likely to fix faulty electricity systems in their house and diagnose their car for problems even if they do not have any professional knowledge on the issue. One of the main responsibilities of men in society is as head of the family unit. The man is expected to serve as the spokesperson for his family and make some of the major decisions on behalf of the family. While this is a traditional notion, it continues to be followed in our society today. Men play some very important roles and responsibilities in our society. Some of these roles such as security are because of the physical advantages that men possess. NAKANJANI SCOOPS A NATIONAL ARTS FESTIVAL AWARD

In 2019, after the service delivery protest by the Garankuwa residents, the Premier’s Office, under the leadership of Mr. Eric Xhayiya, convened a meeting for the Garankuwa residents, at the Garankuwa Community Hall. The meeting was attended by Arts, Sports, business and the general Public of Garankuwa. After much deliberation, wherein the Department was requested to present programmes that would develop Garankuwa artists. The Dance/Motjeko and Ishashalazi/Theatre development programmes, were implemented at the Garankuwa Arts Centre and Garankuwa Community Hall. Through the Creative Arts’ 3-fold approach (Identify, Nurture & Expose), a Setswana Dance group, Nakanjani Theatre Production was selected, nurtured and then taken to the National Arts Festival. In 2021, when the sector was fully opened, Motjeko Festival was implemented, Nakanjani Theatre Production emerged as the Gauteng Dance Champions. The group was selected to represent Gauteng at the National Arts Festival, in Makhanda (Eastern Cape Province). The National Arts Festival was held from 23 June - 03 July 2022. The Nakanjani Theatre Production was booked to perform at the Centenary Hall, and were afforded Five (5) performances.

The results tell a complete story of a successful appearance and representation, at the National Arts Festival 2022. After the group’s first performance, at the Sundowner Concert which is meant for five minutes previews of the shows, the National Arts Festival office requested their appearance to entertain their guests during the Standard Bank Ovation Awards Ceremony, held on the 02nd July 2022 at 1820 Settlers Monument.

This is a big achievement towards service delivery, the objective of Identifying, Nurturing & Exposing talent has been accomplished, the Department has adhered to the plea to direct the development/service delivery focus to the artists of Ga-Rankuwa. Gauteng has once again, lived up to its motto “The Home of Champions”. The group will be invited to a number of Standard Bank Functions for more performance opportunities.

The Awards were meant for all the shows that were nominated for the Standard Bank Ovation Awards in the categories of Bronze, Silver and Gold. Nakanjani Theatre Production took the Gold Standard Bank Ovation Award, out of the festival’s 128 shows. By Stanley Mthiyane

DO WHAT YOU CAN, WITH WHAT YOU HAVE, WHERE YOU ARE

In July, South Africa celebrates former President Nelson Mandela’s birthday. 18 July has been declared Nelson Mandela International Day, but as South Africans we embrace the chance to celebrate Nelson Mandela’s life for the whole of July. This gives everyone the opportunity to heed the call to action for people to recognise their individual power to make an imprint and change the world around them.

The theme for 2022 is “Do what you can, with what you have, where you are” A global movement for positive change begins with small actions. As each person acts, they fuel momentum toward positive change, raising awareness and expanding the reach of Mr Mandela’s values – fighting injustice, helping people in need and practicing reconciliation.

Mr Mandela became South Africa’s first democratically elected president in 1994. As a champion of reconciliation, he was instrumental in the Truth and Reconciliation Commission, which was set up by South Africa’s Government of National Unity to help deal with the atrocities of apartheid. Before his presidency, Mandela was heavily involved in anti-apartheid activities. He served 27 years in prison, many of which were spent with other sentenced freedom fighters. While officially retired, he continued to voice his opinion on topical humanitarian issues and campaigns globally for peace, children and the fight against HIV and AIDS. Government calls on all South Africans to contribute to the social and economic security of Africans, by living the values of our Constitution that provides for the rights of all people living in our country and the affirms democratic values of human dignity, equality and freedom for all.

I’m Peter Tukase Ramocha, of the Batswana family. I joined the public services in 2003 in Human Resource Management, Employee Health and Wellness. I enjoy working with people and it is fulfilling knowing that I make a difference in people’s lives. My education background is in the field of Human Resource Management, Employee Wellness and project management supported by years of experience. Few of the things that I love doing is playing and coaching Volleyball. The month of July has been identified as Men’s Health Month, which seeks to heighten the awareness of preventable health problems and encourage early detection and treatment of disease amongst men and young boys. As the official responsible for Employees Health and Wellness, give us your view about the state of our fellow male colleagues in 2022. Most men are reluctant to consult medical practitioners and end up discovering sicknesses at a later stage. It’s a bit difficult to give a true reflection of the state within the department, as only few departmental males participate in the Health screenings that the department organise for employees. The health risks that are identified it’s mostly issues of obesity, cholesterol, diabetes and high blood pressure. 18|Ntshebele |JULY 2022


Up Close ‘n Personal

Men within the department need a change of mindset to take care of their health. Men need to take opportunities like seminars that are given to discuss and find solutions to matters that affect them. There is a lot of challenges that require men to come together and find a solution for, such as; health, GBV and so on. It is or will be a challenge if we are not taking care of ourselves. How are we going to guide a boy child or discuss issues of health with our kids if we are not practicing it ourselves?

Lessons that I learned from my uncle and other wise men are; To be humble and respectful no matter the age of a person, “motho ke motho ka batho”. We are all leaders, but the most important leader is the one who moves with his/her team not to be followed by them “Kgetsi ya tsie e kgonwa ka go tshwaraganelwa”. I should be respected not feared.

MENTION FIVE THINGS THAT MEN CAN DO TO STAY MENTALLY FIT? • • • • •

We need to have the courage to always speak out about the things that are troubling us. We need to exercise. We need to consult with professionals (psychologists/medical practitioners) for our mental and physical health. Men need to have a support system even outside the work environment. EC Mbali Hlophe joined the Youth Advisory Panel Induction Session at the Hilton Hotel in Sandton where she gave feedback about her earlier engagement at the Youth Parliament in Vereeniging. She urged young people to start thinking outside the box, to be a generation that is not of job seekers but job creators. She also indicated that the Youth Parliament hopes to further engage with the panel and exchange ideas on how we can take Youth Development to the next level.

MEC HLOPHE URGED GAUTENGERS TO GIVE BANYANA BANYANA A HEROES WELCOME

O

n 26 July 2022, MEC Mbali Hlophe called on the people of Gauteng to join in, in welcoming the newly crowned champions of the Women’s African Cup of Nations (WAFCON), Banyana Banyana at the OR Tambo International Airport. Banyana Banyana made history when they were crowned champions of Africa on Saturday, 23 July 2022 in Morocco after beating the hosts 2-1 in the finals at the Prince Moulay Abdellah Stadium. In other exciting news, Mamelodi Sundowns Ladies were on Friday, 22 July 2022 crowned champions of the inaugural CAF Women’s Champions League following their win 2-0 over Ghanaian Hasaacas Ladies. MEC Hlophe extended well wishes to both the champions of Africa Banyana Banyana and top performing team Mamelodi Sundowns Ladies. 21|Ntshebele |JULY 2022

COST OF LIVING CRISIS WORSENS

A

nother driver of the increase in petrol prices in July is that the government has added 75 cents in taxes that are built into the retail price at the pumps. On 31 May, the department and National Treasury announced that the fuel levy would be reduced in two phases for two months ending August 2022. The levy is a form of tax built into the retail price of petrol and diesel at the pumps, and is paid to the government. The first phase involved the reduction of the levy by R1.50 a litre for the first month, from 1 June 2022 to 6 July 2022. The second phase will involve the reduction of the fuel levy by 75 cents a litre from 7 July 2022 to 2 August 2022. This is the last phase of the relief measure and another big increase awaits cashstrapped motorists in August if the government doesn’t extend the relief measure.

Fuel price increases over the past four months have also been a driver of consumer inflation, which increased to a five-year high of 6.5% in May. The Reserve Bank, which has the role of stabilising prices, typically wants the inflation rate to be between 3% and 6%. Kevin Lings, Stanlib’s chief economist, recently said that there will be upward pressure on inflation, which might rise above 7% in the coming months, when further petrol price increases are factored in. Industry players expect the upward trend in inflation to push the Reserve Bank to continue increases to the repurchase or repo rate, which informs the interest rates at which commercial banks lend to households and businesses. The bank’s next repo rate decision is expected on 21 July. Increasing interest rates can tame rising inflation as it has the effect of cutting the disposable income of consumers because debt repayment costs rise, curbing their demand for goods across the economy, which puts downward pressure on prices.

LOADSHEDDING AGGRAVATED BY EQUIPMENT AGE This year to date we’ve had 32 days of load shedding compared with 26 days of load shedding in close to the same period last year. As of the end March 2022, Eskom’s Energy Availability Factor — the amount of energy generation a plant is capable of supplying to the grid — was at 62%, below their target of 74% for the financial year. The most urgent issue to be addressed is that Eskom needs at least 4,000 megawatts (MW) of additional generation capacity to serve the country’s energy demand. It needs the space to take some of its units off for planned maintenance. Until this capacity is met, the risk of load shedding remains. The reasons for generation problems are rooted in lack of sufficient generation capacity, which Eskom says is aggravated by equipment age, insufficient funds for maintenance and additional system space. Understandably, the persistent load shedding is causing much frustration among South Africa’s citizens, businesses and industry. Frequent or long-lasting power outages are thought to constrain the economic wellbeing of households and businesses by reducing the output from existing electrical appliances and unpromising investments in new welfareimproving and income-generating ones.

For businesses, unreliable electricity results in increased running costs and reduced productivity and profitability. The power outages in South Africa will have caused many businesses in all kinds of sectors – from retail and service, to manufacturing and industry – to lose sales. It’s estimated that the loss to South Africa’s businesses and industries that battle with scheduled power cuts is about R1 billion per stage, per day. For some firms, spending money on backup generators (an expensive alternative to grid electricity) becomes a necessity, reducing the amount they can spend on more profitable investments. The limitations to resolving the challenges include a lack of money to adequately finance the maintenance programme to the extent that it is required, and time, in the form of a lack of head-room from a generation capacity perspective to remove units from production while at the same time supplying electricity to the economy. Eskom is also limited in terms of skills, which have been lost over the years, constraining the ability of Eskom to resolve the challenges facing the organisation. Further, persistent and endemic corruption continues to plague the organisation, which is framed as one of the key limitations to resolving the challenges of the organisation The crisis at Eskom can only diminish the confidence of potential external investors in our economy, if they cannot be guaranteed a stable and expectable supply of power.

If you’re cooking a whole fish (e.g. snoek) wrap it in four layers of newspaper and tie with string, then dunk the whole parcel in water before braaiing to steam the fish. 1. Salt the fish on the skin side. Braai over medium coals until slightly charred; the flesh should still be slightly opaque. 2. Serve the chimichurri on top of the salad, topped with the fish

INGREDIENTS 4 T olive oil 200 g Roma tomatoes, halved 2 whole red chillies 250 ml Woolworths mild or hot peri-peri sauce 1 Woolworths rotisserie chicken, jointed 4 T parsley, roughly chopped INSTRUCTIONS No need to roast a chicken for close to an hour when you can pop into your nearest Woolies and buy one. Preheat the oven to 180 °C. Heat the oil in a pan over a medium heat and add the tomatoes. Once the skins have begun to char slightly, add the chillies and peri-peri sauce. Toss and pour into a large ovenproof dish. Bake for 20 minutes, or until the tomatoes are soft. Season, then add the chicken and coat in the sauce. Garnish with the parsley.

essie Duarte - It is with deep sadness and regret that Gauteng has learnt of the death of Don Mattera, an author, struggle icon and an outstanding renowned poet who passed away on 18th July 2022.

S

easoned South African poet and apartheid activist Omaruddin “Don” Mattera sadly passed away on the 18th of July at his home in Protea North, Soweto. usi Lurayi, the young South African actress who starred as Tumi on the Netflix family comedy How to Ruin Christmas, has died, her agency announced. She was in her mid-30s. Eye Media Artists said Lurayi “passed away suddenly and was pronounced dead at her residence on Sunday by medical personnel.

ncedisi Baldwin Shabangu (1969 – 24 July 2022) was a South African actor, playwright, and theatre director best known for his role as Khulekani Ngobese in a South African TV musical drama series Rhythm City.

MENTAL HEALTH AWARENESS INITIATIVE FOR MUSICIANS On 21 July 2022 the Gauteng Department of Sport, Arts, Culture and Recreation together with Gauteng Department of Health collaborated with the Sistahood Foundation and the Wiskoppies Mental Hospital to host a mental health awareness campaign with the aim to help artists find solutions for their challenges without resorting to extreme decisions such as taking their own lives or end up in criminal activities. Various organisations within the Arts and health services had the opportunity to present their services to the attendees of the session. Speaking on behalf of the department, Mr Shane Maja reminded attendees of the programmes of the department that they can participate in such as the Basetsana Scriptwriting and Directing Workshop. Through his words of encouragement to the artists, Mr Maja said, “Have programmes that are continuous in your own communities, be a storyteller of your own community so that by the time government comes in, it becomes a ‘cherry on top’ of the work you have been doing.” He further announced the return of the Gauteng Heritage Carnival which seeks to give job opportunities to community-based artists. He further indicated that the Grants-In-Aid Funding makes a return, having appointed the adjudication panel nominated by the artists and that members of the adjudication panel will be announced soon together with the announcement of over 71 organisations that will be financially supported by the department. “Our socio transformation of how walk into communities, we don’t walk alone, we bring along other government entities to ensure impactful service delivery.” He concluded.

GAUTENG DEPARTMENT OF SPORT, ARTS, CULTURE AND RECREATION WILL TRANSFER R3,2MIL TOWARDS BANYANA BANYANA AND THE DEVELOPMENT OF GRASSROOTS FEMALE SOCCER The Gauteng Department of Sport, Arts, Culture and Recreation once again congratulates Banyana Banyana on the sterling job they did in representing the country. As a province we had the honour to welcome them at OR Tambo International Airport with Minister Mthethwa, SAFA and SASOL leadership, surrounded by thousands of proud supporters; who woke at the crack of dawn to give our girls a hero’s welcome. Appreciating and inspired by Minister Mthethwa’s contribution towards the team’s winnings. The province will add R1mil on top of his contribution for the benefit of the entire team. Whilst there have been calls and media enquiries made; pertaining the contribution the province will make towards Gauteng players within the team. The province remains of the view that this approach will merely deepen the crisis with regards to pay disparities, and contradicts our overall call for equal pay. The salary disparities between male and female athletes ought to be addressed and we thank the Ministers input in this regard. Our province will therefore not compound the matter through a further segregation based on geographic location.

Importantly, of the fundamental principles learnt through sport is team work. And in this regard, the girls played and won as a team. And should therefore enjoy the spoils of their win as a team. On the development of women’s football, our province has been supporting SAFA on this important milestone, dating as far back as 2019; when the call was made to introduce the first edition of the Women National League in August 2019.

It is therefore our pleasure to acknowledge Mamelodi Sundowns Ladies FC who are the champions of the inaugural CAF Women’s Champions League and Club of the Year (Women) winners at the CAF Awards 2022. Gauteng is indeed the Home of Champions. Our journey with development has been tangible through various programmes such as the Future Champions Tournament, where the Captain of Banyana Banyana Ms Refiloe Jane attained her big break and her resolve to become a professional footballer. She won the annual tournament’s talent search hosted by the Department, beating other young people, most of them boys, and by the end of the year, she was on a flight to Manchester (England) where she trained with the Manchester City and Everton girls’ teams. The primary objective of the introduction of the Women National League was to enhance and strengthen the performance of participating teams for the benefit of the Senior Women National team, Banyana-Banyana. Gauteng is the largest contributor of sporting stars and heroes in South Africa, evident in a majority of athletes within our national teams being Gauteng residents (across sporting codes). The Province is the breeding ground for raw talent, which when identified and nurtured can explode to record-breaking levels.

Our plan is to continue to carve the pathway for women in sport, so they may experience the highest and greatest expression of their performance. In this regard our Province has set aside R2,2mil towards our Gauteng based Women National League teams. Who will share in the investment equally, and work together with the department to strengthen the development of female athletes.
