Heartbeat Of The Community For 40 Years For the past 40 years Neighbourhood Central has played a pivotal role in the Parkes community. During that time many people have benefited from the services provided. Starting in March 1977 as the Parkes and District Neighbourhood and Community Information Centre Inc, this not-for-profit, incorporated, community-based organisation was formed to provide a variety of support services to people living in the Central West. From the very first days, there has been a clear focus on the needs of the residents of Parkes and the surrounding areas. Initially, a band of volunteers, under the direction of Wendy Orr, a Parkes Health Commission Social Worker, allowed the centre to expand quickly. A successful funding grant of $7,000 enabled Ivy Rooke to be appointed as the first Coordinator in 1978. During the 1980’s the centre continued to expand with services such as Aged Support, Housebound Library and a community bus. In November 1986, Parkes Shire Council provided the permanent, and present-day premises at the old Goobang Shire Building at 80-82 Currajong Street. The centre continued to evolve into the 1990’s with the addition of the Home and

Community Care programs. In 1995 a $400,000 expansion to the building was completed. The past 20 years has seen many more changes, including the opening of offices in Forbes and Condobolin, as well as a community hub at Peak Hill. A re-branding of the organisation occurred in 2015 to reflect the expanding area of service. “Over the past 40 years we have been dedicated to providing quality services in a professional and consistent manner to meet the needs of our clients,” said Exec-
utive Officer, Pam Symonds. Our services now cover the Parkes, Lachlan and Forbes local government areas with two of our current programs covering the whole Central West region.” From a voluntary management committee in 1977, Neighbourhood Central is now governed by a voluntary board and a fulltime management team. Employing over 30 staff, 130 volunteers and providing over 25 different services, Neighbourhood Central has stamped its mark indelibly on the community of Parkes and beyond.

MAYORAL NOTES This week I was fortunate enough to meet the amazing Pricilla Presley at the Elvis and Me: An Evening with Pricilla Presley gala event in Sydney. Joined by Parkes Festival Director, Cathy Treasure, we gained insight into Priscilla’s life and shared the successes of the festival with her. The Volunteer Induction Night this week attracted over 30 attendees. For those interested in helping, the next induction night is on 4th December at 6pm in the Coventry Room. Congratulations to our wonderful Engineering Cadet, Cate Fennell on being awarded the G A Taylor medal for best paper at the IPWEA NSW State Conference for her presentation ‘What makes an Engineer today?’ Cate now goes on to represent the State at the National IPWEA Conference in 2019. Nominations for the Australia Day Community and Cultural Awards close on Monday, 20th November. Keep An Eye On Your Personal Items Police from the Lachlan Local Area Command are reminding people to take extra care of their personal possessions when out and about. Phones, wallets and handbags can be popular items targeted for theft due to their size, concealability, and often containing something valuable such as cash or forms of identification. Everyone can take simple precautions to ensure property is not targeted by criminals. Leaving bags, wallets and phones on tables, counters or in shopping trolleys makes them an easy target to be stolen. When at a café, pub or bar, or even doing the weekly shop, think about where you are placing items. These locations are often busy with lots of people moving around.

When you concentrate on something, it creates an opportunity for someone to take your personal items without detection. “Thefts can have an enormous emotional and financial impact. By taking a few precautionary measures, you could prevent the need to replace stolen goods, cancel cards or worry about identity theft,” said Senior Constable Daniel Greef, Crime Prevention Officer at the Lachlan Local Area Command. Keep phones and wallets on your person, in pockets or bags, and do not leave handbags in trolleys or on the floor of a business, even if you’re sitting nearby. A long-term dream came true for a Parkes local yesterday when she ran onto the field in Sydney as a debutant for the Jillaroos in the Women’s Rugby League World Cup against the Cook Islands. “I was so overcome with emotions getting that call up saying I had made the team,” said Talesha Quinn, who graduated from Parkes High School in 2007. “It meant all the sacrifices I made and my big move to Sydney was all worth it! It’s such an exciting time to be involved with the women’s game and I wouldn’t change a thing.” Talesha knew she wanted to be a Jillaroo when she first played for NSW in 2012 and
has been working towards it ever since, taking a few detours. She joined the army and was sent to Townsville only to discover the local rugby league competition was discontinued. “That absolutely shattered me, so I converted to rugby union.” It was when she saw the NSW girls win the interstate game last year beating Queensland for the first time in 17 years, she knew in her heart she could have been there. “At that moment I knew where my heart was, and I made a decision to move to Sydney.” Continued on page 6

Goodbye Alex: After only 18 months with Currajong Disability Services (CDS) Alex Lee has become a favourite among clients and staff, not just because she is good at what she does but because she is passionate about her job, workmates and participants. Sadly, she finished on Wednesday planning to move back to Newcastle. “I will miss everyone – especially the clients at the houses.” Alex spent most of her time in Cecile Street. “CDS is brilliant and I would recommend it to anyone looking for work in the disability sector,” said Alex. Coobang Church Service: This year is the 20th anniversary of the Parkes Historical Society’s annual church service held in the small Coobang Church at the Henry Parkes Museum. This year’s service on Sunday, 19th November from 2:15pm will celebrate special heritage events, and pay homage to World War I battles in France and at Beersheba conducted by Rev Son Spindler. Special entry via Pioneer Street and through the large gates with parking near the church. Afternoon tea will be served afterwards. Everybody welcome! The Longest Day will officially take place on Monday, 18th December, but participants can hold event at their local golf club anytime during December. Participants are challenged to play four rounds of golf in one day with friends and fellow members. PPS Tennis Second In State: The Parkes Public School tennis team was runner-up in the finals of the Todd Woodbrigde Cup played in Sydney last week. The team included Flynn Thompson, Ewan DeanMoody, Tyson Lennox, Joel MacGregor, Samuel Quince, Tia Dunn, Faith Clarke, Liliani Latu, Lucy Hall and Ella McColl. Parkes Public played against Young, Kenthurst (last year’s winners), Tamworth and Holy Family ACT. They won their pool and advanced to the semi-finals defeating South Wagga 5 - 3. In the final they played St Raphaels from Cowra, who won the cup 5 – 3.

Democracy At Work - It’s A Yes! Wednesday was a day of celebration for the LBGTIQ community of Parkes when the results of the Marriage Law Postal Survey came out as an overwhelming yes. For Parkes couple Kasie Ferguson and Bianca Sheridan it was a joyous day. Although they were married in New York City in 2013, they were celebrating in Sydney as their marriage would now be legal in Australia too. Other Parkes residents with family members in same-sex relationships were also ecstatic by the result, saying they were very happy for them. The Australian Bureau of Statistics (ABS) announced that 61.6% of the 16 million eligible Australians supported changing the law to allow same-sex couples to marry and 38.4% did not. In the Riverina electorate, which includes Parkes, a total of 47,333 people voted yes accounting for 54.6%, while 39,308 voted no (45.4%). A total of 77.4% of eligible voters in the Riverina took part in the survey, compared to 79.5% countrywide. Riverina MP Michael McCormack said the vote showed democracy at work. “I am pleased nearly 80 percent of people voted, I think that shows that people wanted to have their say and now they have it is now up to the Parliament to uphold the will of the peo-
ple and change the act accordingly.” All states and territories recorded a majority Yes response. Of the 150 Federal Electoral Divisions, 133 recorded a majority Yes response, and 17 Federal Electoral Divisions recorded a majority No response. Australian Statistician, David W. Kalisch, said the participation rate was high for a voluntary survey. “This high response rate far exceeds expectations and compares extremely favourably with other voluntary exercises conducted around the world thanks to the strong interest and engagement of eligible Australians in this topic,” he said.

Parkes GP Scores Top Marks
A Parkes GP has won a major award recognising her excellence and ongoing commitment to quality general practice education and training. Dr Kerrie Stewart of the Ochre Medical Centre is well on her way to become a GP after she was announced as the GP Synergy Western NSW Registrar of the Year last week. She received the highest score amongst Western NSW candidates sitting the Royal Australian College of General Practice exams last term. After deciding to specialise as a rural GP, Dr Stewart is now in her third term of GP training based in Parkes. She grew up on properties in Cobar and Coonabarabran, and completed her internship and residency at Dubbo Base Hospital. “My family is settled in Parkes and I intend to continue working here once I am fellowed as a GP, as it’s a wonderful community to live and work in,” she said. “I really enjoy being a rural GP as it is always interesting and allows a great balance for me with my young family.
Continued from page 3 The army helped her to get accepted into an elite athlete program and she was posted to the big smoke at end of last year. “And here I am one year later playing at a World Cup still working fulltime with the Australian army!” Talesha said she would not have made it without the support of her parents and two brothers. “They are pushing me to chase my goals no matter the cost.” That was why she said earlier this week she could not wait for the first game wearing jersey number 17. “I am so excited and can’t wait to prove to everyone why I’m here.” She is most looking forward to playing the Kiwis. Don’t Play Renovation Roulette With Asbestos November is Asbestos Awareness Month to educate the public about the dangers of asbestos as Australia has one of the highest rates of asbestos-related diseases in the world. Asbestos-related diseases continue to increase as a direct result of exposure to asbestos fibres during home renovations and maintenance. Many people wrongly believe that only fibro homes contain asbestos, but asbestos products can most likely be found in any Australian home built or renovated before 1987, whether it’s brick, weatherboard, fibro or clad homes. It can be found under floor coverings such as carpets, linoleum and vinyl tiles, behind wall and floor tiles, in cement floors, internal
and external walls, ceilings, eaves, garages, around hot water pipes, fences, extensions to homes, outdoor toilets, dog kennels, chook yards and backyard sheds. It’s vital that Australians take the warnings seriously, stop playing ‘renovation roulette’ and protect themselves and their families from exposure to asbestos fibres during renovations and maintenance. If you suspect you have asbestos in your home, Dont cut it! Don’t drill it! Don’t drop it! Don’t sand it! Don’t saw it! Don’t scrape it! Don’t scrub it! Don’t dismantle it! Don’t tip it! Mister Golf’s Above Par Service Of 37 Years When Paul Thomas returned to Parkes in 1980 as a Vietnam veteran after six years in the army, he teed up his involvement with the Parkes Golf Club committee. “It gave me something to do,” said the man who had become known as Mister Golf after 37 years of involvement. He had become such an institution when he announced his intention to retire, nobody wanted to believe him. As a ‘free’ man who can now focus on his handicap, he also has time to reflect on a lifetime of working for the betterment of the
Parkes Golf Club. “That is all I ever wanted to do.” He rates turning the Parkes Open into a premier country golfing event as one of his achievements. “Over the 30 years of my involvement we did not change the format, but upgraded it fractionally to attract one of the strongest fields for any country event in NSW.” Paul gives a lot of credit to Ray White who was “a very good administrator” and his greatest influence. I followed him in most of his positions from captain, to president of Lachlan Valley to Golf NSW.” He looks fondly back at his involvement with junior golf. “The highlight was in 1986 when we filled up a bus with kids who had qualified for the Jack Newton International in Cessnock, with Greg Lawson from Parkes winning it.” The biggest highlight this year left him completely gobsmacked when Rotary awarded him a Paul Harris Fellowship for helping out with the Rotary golf day for ten years. “As a non-member of Rotary, it is an honour I am very grateful for.” Over Paul’s 37-year involvement he has seen a big change in society with people now working seven days a week and businesses staying open longer. “Shops used to close lunch time on Saturdays and then everyone did sport.” He said the club’s membership has decreased because of this change in lifestyle. Paul’s retirement does not mean a new routine for him as he still serves at the Lachlan Valley president, and he is secretary of the RSL Sub-branch with lots of projects to work on. Parkes better watch out his next title might just be Mister RSL.

Young Drivers Licensing Scheme Changes The NSW Graduated Licensing Scheme will change on Monday, 20th November to improve the way the scheme prepares novice drivers to be safe. Parkes, Forbes and Lachlan Shire Councils’ Road Safety and Injury Prevention Officer, Melanie Suitor said: “The first six months of solo driving is the highest risk period for novice drivers.” The three main changes include: 1. Learner drivers will now be required to complete the Hazard Perception Test before undertaking the practical driving test. 2. Provisional 1 drivers (red P Platers) no longer have to undertake the Hazard Perception Test to graduate to their provisional 2 licence (green P’s). 3. The Driver Qualification Test has been removed for P2 drivers to graduate to a full licence, though a six-month extension will be imposed if a P2 driver receives a suspension for unsafe driving behaviour. These changes will align the NSW licensing system with other jurisdictions and better prepare novice drivers for real world hazards. There are transitional arrangements in place for current learner and provisional 1 and 2 licence holders. Since October NSW learner drivers can now also use digital logbooks to record their 120 hours of on-road supervised driving. Melanie said there were three approved apps learner drivers can download for free and access a digital logbook, GPS tracking, automated weather conditions, video lessons and goal setting. “All learner drivers are able to use the Licence Ready, Roundtrip or L2P app as their learner driver logbook.” All of these licence changes will be covered in upcoming ‘Helping Learner Drivers Become Safer Drivers’ workshops to be held across the three council areas. As it is National Recycling week, here are some ideas to not only save money but also help save our planet by making recycled Christmas decorations this year! There is a wealth of ideas on the internet. This is just a taste of what you can look for, or let your imagination run wild and come up with your very own ideas. For instance, you can make Christmas trees out of old wine corks, coasters out of washers, and recycled Christmas decorations out of Christmas cards. Newspaper Advent Calendar If you are not only an avid reader of The Parkes Phoenix, but also collect all the issues, here is a quick and easy idea. Create a rustic advent calendar by rolling the paper into cones, glue them to secure the shape and write a date on the front. Cut out old Christmas cards and stick the images on for extra flair and festivity. Place the cones in a beautiful basket or anything else cheerful, and you can even use it as a centerpiece. Recycled Christmas Trees Before tossing out your trash, think again how you can make Christmas trees made with recycled materials. Trees from recycled plastic bottles have become a favourite. The bottles light up beautifully when you string lights around it, while tinsel can be made from bottle caps. Curious what else you can do with ap-
proximately 400 Mountain Dew cans? What about a striking Christmas tree? Cut and fold postcards into gift boxes and layer to form a tree. Construct a tree from hundreds of magazine face cutouts, folded and then arranged in a tree shape. If you like white Christmas trees, use shredded papers. Another way to use magazines and books when you are done is to fold them into a Christmas tree shapes. There are so many ideas out there, plan a fun family activity and see what you can come up with.

THE TREASURERS… Judy and Ian Chambers in the shop at their house where Ian keeps his treasured collection. He holds an old Billy Tea tin, which is one of his favourite items.
Too Industrious To Collect Dust
We are all collectors, but Ian and Judy Chambers have set themselves apart over 50 years of working together as professional treasurers. They have not only owned a collection of businesses, but Ian the hobbyist has amassed an amazing treasure trove of old Australian comics, corner shop items and tin toys. The entrepreneurial and industrious couple was recently recognised for their life’s work by being awarded the Ken Birch Memorial trophy at The Henrys business awards. “We have lived in Parkes all our lives, and we both started work at the then Central West County Council in 1966.” In 1978 they bought Coulston’s Jewellers, changed the name to Reflection Jewellers, and nine years later installed the first onehour photo lab in Parkes. In 1997 they sold the jewellery shop, only to get back into business about 15 months later purchasing the Video Ezy stores in Parkes and Forbes, which Ian said had been the most enjoyable business to run. “People always came into the shop in a happy mood.”
In 2000 their son Dave and his partner Tracey took over the management of the two stores and incorporated both stores shortly after as Discount Tobacconists. The sad news is that the video part of the shop is closing down, but the good news is the business is moving back full circle to where the jeweller shop used to be at 225227 Clarinda street, and will be expanded to include a men’s gift ware section. Next door is Dad and Daves – father and son’s collection hobbies turned into business. Ian and Judy continue to fill in as required, while also being very active in the community. Ian served as a Councillor for 12 years among other things, has a keen interest in the history of Parkes photographing the shops and businesses for the past 40 years and published a book in 1988. “We feel pretty privileged and lucky with what we have done in Parkes.” They have not only preserved history but have accumulated a treasure trove of stories too as every item in their vast collection has a wonderful tale attached to it.

1. When did you start at 2LVR and how did your show evolve over time? I started on 26th January 2015 doing a rock request show called Monte Rocks Your Friday Night. A few months later I started to find all this great independent music by Australian artists that we just didn’t get to hear. A friend said I should make a show focusing on this music. I then had the idea of interviewing the artists and my new show, Montefamous Mondays, was born. 2. What was the highlight of your time at 2LVR? The biggest would be being invited to attend and present an award at the Music Oz Independent Music Awards last year. To actually meet so many of the artists I had interviewed was a big deal for me. 3. What did you learn that you will take with you? Always be yourself on air, be authentic as listeners can tell when you’re faking it. If you are excited to be interviewing someone, let it show. 4. How many interviews did you do during your time at 2LVR? After 90 episodes I have interviewed 270 independent Australian artists. 5. What are you going to do next? I am moving to Inverell to become the breakfast announcer on 2NZ. I have achieved a dream, to be a paid announcer on radio. 6. Is this a big challenge? It is going to be a huge, but fun challenge.

7. Where do you see yourself going as a presenter on radio? I want to keep my passion for Australian independent music alive, so I will be moving Montefamous Mondays to a podcast in the new year. I would love to turn it into a national show one day. Good Support For Remembrance Day 2017 Almost 400 people attended the Remembrance Day ceremony in Cooke Park last Saturday. Captains of all the local schools participated in the ceremony too and at the end Paul Thomas of the RSL Sub-Branch Committee rounded them all up to sing the National Anthem.
With the weather finally warming up swimming is an ideal way to get a full body workout. Due to the repetitive nature of swimming, overuse injuries in the shoulder and neck are common. The shoulder is a ball and socket joint with a ring of cartilage around the socket to make the joint more stable. Around this is a loose joint capsule that is reinforced with ligaments and muscles. Because the shoulder is a very mobile joint it relies on the action of these muscles and ligaments to maintain stability. These muscles are called the rotator cuff and consist of four muscles that work together to keep your shoulder centred in its socket. So if swimming strengthens the shoulder muscles why do so many swimmers have shoulder problems? The simple answer is due to the repetitive nature of swimming. The more complex answer lies in the fact that many swimmers don’t have good stroke technique, while those that do, can still have problems because the swim stroke (in particular freestyle) mainly strengthens the shoulder internal rotators and adductors. This causes muscle imbalance, leaving the scapular stabilisers and external rotators relatively weak and joint laxity increases. The rotator cuff must work harder to keep the shoulder centred in the socket. When the already relatively weakened external rotators fatigue, the ball of the shoulder joint moves forward and the tendon of the rotator cuff muscles is pinched between the bones as the hand is raised above shoulder height. Only for 15 years – I am still only a visitor… I like living in country towns, especially western towns and was lucky to get a transfer here with my job. Where do you work and what do you enjoy about your work? I am retired from the RTA, and have been volunteering for Meals on Wheels for about 10 years. What do you do to unwind after work or on weekends? These days I spend a fair bit of time on the computer doing research or working on projects. Whenever I hear or see something on the radio or TV that interests me, I look it up online. If you could have a super power what would it be? I can’t think of a specific superpower, but I would like to see more peace in the world and that people would get on with each other no matter their race or creed. What is your pet hate? I can’t stand prejudice. I just can’t handle it when people don’t get along with everyone else. I think the postal marriage survey was a waste of money – they should have just done it. Tell us about your best holiday ever? Before I retired, I started going on coach tours and saw a fair bit of Australia, but my favourite trip was down the 1,850km Canning Stock Route right through the middle of Western Australia. It was rugged, extremely interesting and for 18 days we did not come near a hotel or motel. We pitched our tents every night to camp.

Sentencing Options Part I
For the majority of people their first exposure to the criminal justice system occurs when they are charged with offences that are dealt with at the Local Court. It is important that defendants (i.e. those charged with an offence) understand the broad range of penalties available to Magistrates. • Fines are the most common in addition to good behaviour bonds. A maximum of 28 days is given to pay the amount in full. If a defendant refuses to pay, it may possibly result in the seizure of assets, wage deductions, an order of community service, or for to traffic fines, suspension or cancellation of driver’s licence or vehicle registration. • Good behaviour bonds obligate defendants to be of good behavior. The court may also impose further conditions including supervision of the defendant by an officer of the Community Corrections Office. Other conditions could include counselling to treat an alcohol or drugabuse problem. There are a wide variety of bonds available, such as the bond in section 9 of the Crimes (Sentencing Procedure) Act 1999 (NSW), which allows Magistrates to direct offenders to enter into a good behaviour bond for less than five years, after convicting them of an offence. If the conditions of the section 9 bond are breached or the defendant commits another offence, the Magistrate may cancel the bond and impose a sentence. Section 11 bonds, which allow Magistrates to find an offender guilty, but suspend the sentence for a period of 12 months to assess capacity and prospects for rehabilitation, to demonstrate that rehabilitation has taken place or for any other reason the court considers appropriate. Meals On Wheels Deliver Thanks Instead of delivering a meal, volunteers for Meals on Wheels were served a lovely spread on Wednesday at the organisation’s Christmas party. More than 100 volunteers and clients packed the Parkes Golf Club for a festive celebration of their dedication and hard work through the year. Una Colley received special thanks as she is retiring after 35 years of volunteering, while three more volunteers were acknowledged for their hard work: Bob Fernando, Marilyn Phipps and Lynette Pengilly.

Joe And Pat Shine At Boars Presentation The recent Parkes Boars presentation night acknowledged the stars of the 2017 season with Joe Nash and Pat Jones walking off with the most awards. Joe received three senior awards for First Grade Best and Fairest, Most Points and Most Tries. Pat had a spectacular year for the Boars Colts and took four awards for the Colts Players Player, Colts Best and Fairest, Colts Coaches award and Club Rookie of the year. Ethan Kosef, who won second grade Players Player, and James Sellings second grade Best and Fairest and Coaches Award, are both players to watch in future seasons. Another junior rewarded for a great year was Jason Lowe earning the Club Player of the year. The Malaki Fisi’ilose Memorial award for Clubman of the Year went to Josh Miles. A popular award recipient was Cathy Ryan who received life membership for years of service. Cathy has been the seniors club strapper for over ten years and prior to that with the juniors tending to player injuries. Cathy was also Publicity Officer for several
years. Michelle MacGregor was recognised for her work with the junior club and awarded the Greg Connor Award for Junior Development. Incoming President Rory Nock thanked the outgoing committee in particular Jake, Di and Stuart Elliott who put in a tremendous effort for the club this year. Special mention went to Ed Lowe who stood down from the treasury position after four years. Allan Ryan received the President’s Award for Publicity and photography for 11 years.
