2016: The Good, The Bad… It All Adds Up
Looking at international news events 2016 might go down as one of the worst years in history, but on the local front it has been an enormously successful and productive year for the Parkes Shire, according to Mayor Ken Keith. He told The Parkes Phoenix the success of the year culminated in the Council winning the prestigious AR Bluett Memorial Award for the most progressive rural council in NSW. “We have also been successful in receiving three awards for our burgeoning Elvis Festival, two environmental awards for PAC Park and achieving accreditation for our workplace health and safety systems. It is quite an achievement for Council to reach the highest level for the

first time.” The completion of the turf 2 hockey complex, along with Mariah Williams and Scott Westcott’s selection for the Rio Olympics, were definite highlights for the community. The Mayor also listed the conclusion of the Lehman Bros settlement with the recovery of 70c in the dollar as a highlight for 2016. “The redevelopment of the Parkes Regional Airport with the impressive looking new terminal building appropriately named after former Mayor, the late Robert Wilson OAM, and the conclusion of the building of Lake Endeavour dam and spillway, need a mention too,” he said. The Tullamore Irish Festival has launched its new and improved event format for 2017, which will have a music concert focus. The lineup will have longer sets with each act playing for 1.5 hours. There are just two more nights to enjoy the Christmas illuminations throughout town before they switch over for the 2017 Elvis Festival. From Boxing Day onward, the 12 projections will have a ‘Viva Las Vegas’ theme to celebrate the 25th anniversary of the Festival. Rounding out a remarkable year, Council was awarded formal safety management accreditation by SAI Global. This means that Council is delivering best practice in WHS and providing a safe workplace for all our staff and contractors.

Paula Shearer with Poppy: We have a family roast lunch on Christmas Day. It is special for me as I live more than five hours away from my family and getting together with everyone is the best part of Christmas.
Grant money for farmers: Additional disaster assistance was announced this week. “Recovery grants of up to $15,000 are available to help flood affected primary producers with recovery needs,” said Michael McCormack, Federal Member for Riverina and Minister for Small Business. Eligible councils in the Riverina electorate are Bland, Forbes, Parkes, Bogan, Lachlan, Narromine and Warren.

Now that I have finally got my head around the fact that it has been a year since last Christmas and that it is actually going to happen again this Sunday I have been filled with Christmas cheer and am excited for the festivities. I love that families get the chance to come together at Christmas and enjoy some special time with truly amazing food. What are your Christmas traditions? You can keep on creating new traditions every festive period for wonderful memories for the years ahead.
Here are some ideas: Baking and fun food traditions: Have a cookie day and invite nan and your kids’ friends to help decorate them, or make a gingerbread house or even a whole village. A chocolate fondue with lots of different fruits is sure to be a winner. Choose somewhere to go to surprise people with Christmas cookies or chocolates, like a hospital or nursing home.
Keepsakes and memory makers: Make one keepsake ornament each year, such as handprints in salt dough. Give your children a new tree decoration each year to build up their own collection for when they leave home. Buy a bauble and write memories of each child on it and do one every year, or let your child grasp it with paint on their hand to get their hand print. On Christmas eve write a letter to each of your children about their year, what they love and what they’ve learned and keep it for them when they turn 18. Donate some of your kids’ toys to charity, or let the kids buy presents to put under charity trees.

CHRISTMAS Traditions NUTMEG-INFUSED EGGNOG Ingredients: 4 cups milk, 5 whole cloves, 2½ teaspoon vanilla extract, 1 teaspoons ground cinnamon, 12 egg yolks, 1½ cups sugar, 2½ cups light rum, 4 cups light cream, ½ teaspoon ground nutmeg. 1. Combine milk, cloves, 1/2 teaspoon vanilla, and cinnamon in a saucepan, and heat over lowest setting for 5 minutes. Slowly bring milk mixture to a boil. 2. In a large bowl, combine egg yolks and sugar. Whisk together until fluffy. Whisk hot milk mixture slowly into the eggs. Pour mixture into saucepan. Cook over medium heat, stirring constantly for 3 minutes, or until thick. Do not allow mixture to boil. Strain to remove cloves, and let cool for about an hour. 3. Stir in rum, cream, 2 teaspoon vanilla, and nutmeg. Refrigerate overnight before serving.

When Christmas Whipped Up A Storm
This time of year we expect a visit from Father Christmas, but occasionally Mother Nature has a surprise or two in store for us. Cyclones arrive with warmer seas and once again the top end is bracing for another destructive cyclone season. Last year Cyclone Marcia demolished 350 homes and damaged almost 2,000 properties in the Rockhampton region. Cyclone Larry struck north Queensland in 2006 causing extensive damage to 10,000 buildings, destroying 500 of them. Larry decimated 80% of Australia’s banana crops, creating a nationwide shortage. Perhaps the most infamous is Cyclone Tracy – it almost wiped an entire city off the map! On Christmas morning 1974 Cyclone Tracy battered Darwin with winds of more than 240km/h. The damage was so extensive that the Government considered relocating the entire city. A total of 71 lives were lost and more than 30,00 of the city’s 48,000 inhabitants were left homeless. All services and utilities were down, sparking compulsory evacuations.
The defence forces were mobilised for the Darwin Cyclone Relief Operations. An airlift began on Boxing Day, and within days Darwin’s population was reduced to 10,000. Parkes local and former RAAF serviceman, Arthur Parker, was the NCO in charge of equipment for the No. 486 Squadron, based in Richmond, NSW. He pitched in for the round-the-clock effort. “The moment we heard, we went to work and stayed until it was finished,” Arthur said. In his Commanding Officer’s message, Group Captain E J Bushell made special mention of Arthur’s remarkable performance. “He held this area together by himself for some days before being able to organise relief, and stayed on duty throughout the whole period,” he wrote. Arthur’s squadron played a significant role supporting relief efforts, supplying nineteen aircraft carrying more than 7,000 passengers and over 450,000 kg of cargo. By Raen Fraser
With one of the wettest winters ever experienced, the Mayor said: “What a year it was to try and implement improved business structures with our engineering team faced with the most challenging road conditions to maintain, and on top of that we had the freak tornado like storm that ripped through Parkes in October unearthing hundreds of trees and lifting the roof of the iconic race course grandstand.” The Mayor said the wet conditions also made it a challenging year to start work on Council’s new sewage and water treatment plants. “But work under the John Holland Group is progressing very satisfactorily. The $85 million cost of these facilities also includes a recycling capability with a recycled water ring main. “The Parkes Shire Council launched its new branding for the Shire community based on positive feedback that it all adds up to live in the Parkes Shire.” Mayor Keith said the year ended on a high note with the resurgence of the Christmas Street Parade, enhanced by the Sparkles Illuminations transforming buildings into an outdoor Christmas exhibition.” Looking ahead the Mayor said: “We look forward to 2017 with optimism and to celebrate the 25th anniversary of the Elvis Festival, the completion of major capital works projects and the opportunity to restore and upgrade the road network.” By Maggi Barnard

Two Shires Commit To Help Take Care Of The Land The environment will be the biggest winner as a result of Central West Lachlan Landcare (CWLL) teaming up with Parkes and Forbes Shire Councils. To enable CWLL to promote more sustainable environmental practices, wildlife habitat preservation and community education across the region, Forbes Shire Council have donated a 2015 Toyota Kluger with Parkes Shire Council providing $10,000 per year for three years to offset running costs for the vehicle. CWLL Chairperson, Margot Jolly said this support would enable CWLL to engage in activities and initiatives outside normal trading hours for the benefit of both shire regions. “With this additional support from Parkes and Forbes Shire Councils, CWLL can continue to host the Skillset Green Army teams, who have undertaken work in both shires. The program provides training and skill development for young people. CWLL will also be able to continue to develop programs across our region over the next three years”. CWLL secured funding through the Local Landcare Coordinator Initiative to provide a part-time position until June 2019 for a coordinator. This allows CWLL to run an office open between 9am – 3.30pm on weekdays. Parkes Shire Mayor, Cr Ken Keith OAM said: “This funding arrangement will serve
to reinforce the positive relationship between the organisations, and assist in the delivery of long term landcare outcomes for the two communities.” Forbes Shire Mayor, Cr Graeme Miller said his Council was proud to partner with a neighbouring community to support CWLL in its efforts to make the area vibrant and sustainable. “This is a significant contribution and will allow CWLL offer their services on a wider scale,” he said. The local Landcare Coordinator Initiative, which has been outlaid throughout NSW, will provide over $15 million to renew the government-community relationship and unlock the full potential of thousands of volunteers in the Landcare network.

Sun Sound Jingle Aimed At Teenagers Cancer Council NSW’s Sun Sound jingle will be playing at the Parkes Shire pools this summer to remind teenagers to be sun smart. “It’s easy to forget to slip, slop, slap when having fun at the pool, so this jingle is a great reminder for everyone to cover up or re-apply sunscreen,” said Parkes Mayor, Ken Keith. Cancer Council NSW is urging parents to prepare their teens to slip, slop slap, seek and slide when out at the pool. “The Sun Sound’s short seven second jingle will be played hourly between 11am and 3pm at pools across Western NSW to serve as a friendly reminder to reapply sunscreen,” said Fiona Markwick, Community Programs Coordinator for Cancer Council NSW. “The latest evaluations form Cancer Council NSW show that almost 40 per cent of teenagers don’t bring sunscreen to the pool, while nearly 60 per cent don’t wear a hat or sunglasses,” said Fiona. “Sun exposure during the first 15 years of life greatly increases the risk of developing skin cancer later in life. In the last decade, household debt has decelerated quite significantly — down from an average rate of 10% each year in the early 2000s to just 2% at the end of 2013. As a nation, it seems we’ve become far more conscious about our spending and borrowing habits since the Global Financial Crisis. Cutting back on unnecessary debt is a good thing. But good debt can be an excellent tool for building wealth and a financially secure future. Let’s look at how to avoid the bad stuff — and get more of the good. Cutting out the bad
The kind of debt you want to steer clear of is un-
secured debt — in other words, a loan that isn’t backed by an asset that you could sell if you got into trouble paying your creditor back. An example could be using your credit card to pay for a holiday, a night on the town or (more sensibly) your electricity bill or car registration. You should also try to avoid borrowing to buy depreciating assets, such as computers or cars. Of course, sometimes these items are a necessity, and if it’s a big purchase you might not have the cash. If you must borrow for these items, make sure to shop around for the best interest rate and have a payment plan that you stick to, to pay it off as quickly as you can.
Payday loans are another type of debt to avoid — while they may seem like a fast and convenient way to access cash, their interest rates can be crippling and can put you deeper in financial stress. Getting more of the good
Bad debt saps your savings and costs you more in interest. Good debt, on the other hand, can be put to work to make you money. A classic example is borrowing to buy your home — which generally
increases in value over time — or borrowing to buy business equipment, which helps to generate extra income.
As an investor, gearing (borrowing to purchase shares or property) can allow you to build an investment portfolio more quickly than if you just used your own money. This could potentially increase your earnings and your capital gains. What’s more, borrowing to invest is generally tax deductible, which can provide additional benefits. Finally, as you get closer to retirement you could sell your investments then put the proceeds into your super, building your retirement nest egg and potentially paying less tax. However, while gearing increases your potential to make money, it also multiplies your losses if your investments fall in value. It’s also important to have appropriate insurance in place when implementing a gearing strategy. Given the Australian tax system is complex and everyone’s tax situation is different, it’s important to seek professional advice before deciding whether a gearing strategy is right for you. New Years Resolutions For Businesses In the aftermath of the holiday season, when you look back on the past year, how well did your business fare? Ask yourself a few questions: What worked well? What can be improved upon? Which areas keep you awake at night? What would you like to see happen? Challenge yourself. Select one or two areas that you would like to work on and set some SMART goals: Specific, Measurable, Achievable, Relevant and Time bound. Would you like to increase sales x% by June 30? You could increase your advertising budget x%, provided it is aimed at your target markets. You could increase prices x%. Do you want to reduce costs by y%? You could look at the procedures and systems in place to produce your product. You could review your contracts and search for better deals. Perhaps improved cash flow is what you are after? You might need to chase those long outstanding accounts receivable, reduce debtor days down to xx days. You might be able to reduce your stock level by x%. Not all goals can be measured in percentages, perhaps you want to set up a website by next year. Do you want to be seen as an expert in your field? You could brush up on your knowledge. Read a business related book a month. Share that knowledge with your target market. Whatever goals you set for yourself, make sure they are SMART goals, and write them down. Twinkle Toes Dancers Shine At Concert
Twinkle Toes Dance Studio (TTDS) finished off a huge year of dance with the sell-out end of year Variety Concert at the Parkes Leagues Club last weekend. The concert showcased different dance styles – ballet, jazz, tap, hip hop, contemporary and acro. The Boy’s Hip Hop performance was a highlight, as was the Bollywood number performed by Senior Jazz. The ballet students were all thrilled to dance in their tu-
tus, from the youngest at just 2 ½ years old through to the pointe class dancing on their toes. Major awards for excellence and encouragement in each dance style were awarded at the concert, as well as junior and senior studio champions. TTDS enrolment day will be on Saturday, 28th January 2017 at the studio at 370 Clarinda Street.

Double demerit points will be in force for 11 days over the Christmas and New Year period to improve road safety. Parkes, Forbes and Lachlan Shire Council’s Road Safety and Injury Prevention Officer, Logan Dolbel, said double demerit points would run from today to Monday, 2nd January 2017 (inclusive). Lachlan Highway Patrol Sergeant Dearne Jeffree said double demerit points would apply to all speeding, seatbelt, mobile phone and motorcycle helmet offences over the 11 day period. “It is extremely costly to lose demerit points at this time of year. Don’t take the risk of losing your licence.” Logan said since the introduction of double demerit points in 1997 there had been significant reductions in fatal crashes over the holiday periods. “This year alone, 375 lives have been lost on the states roads, 39 more than the same period last year. We want everyone to have a happy and safe Christmas with their families - please obey the road rules and drive safely,” Logan said.

ryone in the Riverina and Central West drives to the conditions, takes plenty of breaks, protects themselves from the sun and heat and is water wise. While many of us will be with our family and friends, we also think of those who are on their own and perhaps not able to experience the joy of Christmas. We also think of and pay tribute to those who serve our nation in the defence forces and are on deployment, and to those rostered to work over Christmas as police, fire and ambulance officers. They give up their precious time with their loved ones to protect and keep us safe. In between the last morsel of Christmas ham being consumed, the end of the Boxing Day Cricket Test and the lighting of the New Year fireworks, I hope that everyone in the Riverina electorate can take the time to reflect on the year that was. It was a tough one for many in terms of flooding and natural disasters, but it was also a rewarding one for others and the many achievements it delivered. I am glad, as the re-elected Federal Member, to have been able to celebrate the many accomplishments of individuals, communities and small businesses and witnessed the goodwill and kindness shown to others throughout the difficult times this year. My wife Catherine and I extend our best wishes to all for a Happy Christmas and a successful 2017 and again encourage everyone to stay safe, make good choices and remember the reason for the season.

Colour Parkes Winner Picked From 90+ Entries The winner of the social media photo competition of the Colour Parkes campaign comes all the way from Queensland. Felicity Cootes from Black Duck Creek near Brisbane snapped the winning image at The Dish. She took the winning entry inside the Parkes Observatory Visitors Centre. Felicity was selected from over 90 social media submissions. Parkes Shire Council launched the Colour Parkes campaign in September and Council’s Brand and Marketing Manager Katrina Dwyer thanked all the local businesses for participating in the campaign. “Thanks to the Parkes Chamber of Commerce and our destination marketing partners for their support. It was fantastic to have over 16 special offers as part of the campaign. “Despite environmental impacts including flooding and storms during the 10 week campaign period, over 220 Colour Passes were downloaded, over 100,000 people reached via Facebook and over 70 special offers were redeemed at participating businesses,” Katrina said.
