Svi želimo i zaslužujemo najbolju zdravstvenu zaštitu.
4 I HUMAN RIGHTS AWARD 2021
Human Rights Day
E „Erst kommt das Fressen, dann kommt die Moral“, wrote Bertold Brecht in his famous Threepenny Opera: „first comes food, then morality“. The saying is sometimes transposed to the fields of human rights. Aren’t human rights a luxury of rich Western countries, where citizens do not have to worry about their primary needs, their daily food?
The answer is no. Human rights are a primary need, they are “food”. That is precisely why the European Union is so strict on the standards for Rule of Law, both within the EU and in the accession process of new member states. Take health care, the theme of this year’s Human Rights Day at the Sarajevo Film Festival. We all want and deserve the best health care. Admittedly, rich countries can afford a higher medical standard than countries with a lower per capita income. But in too many countries, the health care system suffers under corruption and political
failure that has nothing to do with the level of per capita income. We have to fight that evil, a threat to fundamental human rights. In most Western Balkan countries, corruption in the public health system affects the lives of almost all citizens. With education, health is the number one concern for people, and for good reasons. It is not just a higher salary that brings so many young people in this region to move to Western Europe, but above all the feeling of insecurity for their families: will I be able to find the best education possible for my children? Will I be able to find good medical assistance in case of health problems? I therefore welcome very much that this year’s Human Rights Day of the Sarajevo Film Festival is devoted to a film – The Collective – that focusses on health care fraud, the inability of politicians to deal with it, and the importance of protection of journalists who write about these abuses. Because morality is not a luxury. It is our daily bread.

Documentary Film as an Instrument of Social and Political Discussion
otpora u logoru Auschwitz.
E The new harvest of films yielded very mature, engaging, and compelling films, and we proudly present sixteen powerful documentaries in this year’s competition. The films reflect, comment, and give the viewer food for thought that may well, in the long run, bring about positive change.
Two Bosnians, Oscar winning director Danis Tanovic and Pulitzer Prize winning photographer and cinematographer Damir Sagolj just finished a short, compelling film that calls for urgent action. In their film WHEN WE WERE THEM, they depict the horrible reality of migrants stuck in Bosnia and Herzegovina on their way to Western Europe. The remarkable film essay DISTURBED EARTH by Kumjana Novakova and Guillermo Carerras Candi is a sophisticated author’s take on dealing with the collective pain of people’s soul, mind, and soil. This warns us that the tragedy of Srebrenica genocide is reality of all of us. Our opening film, the brilliant cinéma verité FACTORY TO THE WORKERS by Srdjan Kovacevic from Croatia, meticulously observes and questions the dream of workers to keep their factory in their hands and withstand capitalism. A burning topic especially in the post-socialist part of Europe! Another observational, captivating and somewhat humorous film is Sunny by Keti Machavariani from Georgia. She skilfully focuses on the calm, sympathetic interviewer that conducts an official research on acute political and civic issues. We observe what Georgians think about politics, patriotism, religious freedom, and nationalism. Another socially relevant and burning topic is explored in RECIPE FOR HATE by Filip Colovic from Serbia; it deals with violence among various groups of young hooligans. It is a deeply disturbing, even shocking, and thought-provoking film that observes the process of creating and spreading hate in society. The film is initiated by the personal case of lethal violence against the filmmaker’s brother. RECONCILLIATION, the Slovenian debut by Marija Zidar, takes us to Albania to re-visit and re-think, HUMAN RIGHTS AWARD 2021 I 7
with great insight and sensibility, options for solving the pressing issues of the infamous blood feud present in that territory for centuries. Ahmet Necdet Cupur from Turkey films his own family in the impressive LES ENFANTS TERRIBLE and reveals the harsh reality of a family where adolescent children, especially female, are under enormous pressure from the family and community. A dramatic narrative in a well-structured and visually stunning film. Another thought-provoking film comes from a country with a very small production capacity – Cyprus. EVERY SUNDAY, directed by Keti Papadema, follows the harsh reality of Filipino women who are nursing most of the elderly and sick Cypriots. On this small island, a serial killer starts murdering migrant females.
Among eight world premieres, there is a remarkable short film, THE SAME DREAM by Vlad Petri from Romania, that re-examines, in an exciting cinematic manner, moments in life of a Romanian soldier and of an Afghan girl. Juxtaposing images of war with shots of everyday life, the film takes us back and forth from Afghanistan to Romania. Another short cinematic gem is HORIZON by visual artist Tanja Deman from Croatia. She sets the incredible, surreal beauty of the Adriatic Sea against ecological disaster, posing relevant questions. BOSNIAN BROADWAY by Jasmina Besirevic, brings to the surface hopes and dreams of a young generation of actors. What chances they have at home, or should they all have the same dream – to leave their homeland for good?
SOLDAT AHMET by Jannis Lenz depicts a slice of life of a professional Austrian soldier with Turkish roots who is also a boxing champion. Yet Ahmet’s dream is to become an actor. On stage, he comes face to face with himself and confronts his own demons. DIVAS, the captivating debut by the talented Mate Korosi from Hungary focuses on the life of three engaging girls who attend a special secondary school for those who missed the regular education. The director lucidly, and appropriately concerning the narrative, uses the language of social media and animation, positioning himself as a side-character in the film.
ŽŽŽ (JOURNAL ABOUT ŽELIMIR ŽILNIK), made by the experienced documentarian Janko Baljak from Serbia, re-examines the extremely potent, creative world of the well-known and at the time rebellious author Zilnik, who was the moving force of the Yugoslavian Black Wave movement. Zilnik is still one of the most inspirational, hardworking cineastes and thinkers of our region.
The cinematically exciting LANDSCAPES OF RESISTANCE is a poetic and philosophical take by Marta Popivoda on the incredible past of a remarkable 97-year-old woman from Serbia who was an antifascist fighter and the leader of the Resistance movement in Auschwitz. This compelling, visually refined, and lucidly conceptualized film recalls the time of the past but also questions Europe today. The essayistic and intimate LOOKING FOR HORSES by Bosnian-Dutch Stefan Pavlovic, deals with the search of the filmmaker’s own identity while focusing on a deaf and lonely fisherman Zdravko from Herzegovina. With charm and playfulness, this cerebral and poetic film explores the line between staging and observing.
Welcome!

Hrvatska, 2005. Tvornicu alatnih strojeva zauzimaju njeni uposlenici i postavljaju jedini primjer uspjele radničke okupacije u postsocijalističkoj Evropi.
E Croatia, 2005. A machine tool plant is taken over by its workers. The incident becomes the only successful example of a factory occupation in post-socialist Europe. Ten years after this revolutionary turning point, the rebellious employee behind the occupation now strives to prevent a production shutdown. Sustainability depends on the sacrifices of the workers protecting their livelihood from the threats of a ruthless economy. For five years, director Srđan Kovačević follows the inside story of the people who struggle to keep the once prestigious factory running. A decade later, the question remains: can the slogan “Factory to the Workers” be kept alive, or is it just a utopian dream?

Isti san / The Same Dream Romania, 2021, Black and white, 29 min, English, Romanian Režija / Director: Vlad Petri Scenarij / Screenplay: Vlad Petri
E A Romanian soldier during his first mission in Afghanistan comes across a wounded Afghan girl and their lives become intertwined from that moment forward. This film, based on a true story, bordering between documentary and fiction, tells the story of a soldier struck by the brutality of war and that of a young girl who found herself in the wrong place, at the wrong time. The director combines archival footage from the most recent war in Afghanistan with videos from his personal archive, in a film about the cruelty of war from the perspective of both the invaders and that of the civilians trapped within.

E Ahmet is the dutiful son of Turkish immigrants, a tough boxing champion and a diligent soldier, who has dedicated himself to “serving the people of Austria.” Throughout his life, he has learned to adapt and conform to other people’s expectations. The desire to feel like himself again pushes Ahmet to pursue an old dream and enrol in acting lessons, where he is encouraged to connect with his own vulnerability. But this is easier said than done. Pejzaži otpora / Landscapes of Resistance Serbia, France, Germany, 2021, Colour, 95 min, Serbian Režija / Director: Marta Popivoda Scenarij / Screenplay: Ana Vujanović, Marta Popivoda
Dok Sonja priča, putujemo kroz pejzaže njene revolucionarne mladosti – šume i planine Srbije i blatnjavi teren Auschwitza, zabilježene onako kako izgledaju danas – kao i kroz njen mali stan u centru Beograda, gdje živi s mužem i mačkom.
E LANDSCAPES OF RESISTANCE traces a journey through the memories of ninety-seven-year-old anti-fascist fighter Sonja, one of the first female partisans in Yugoslavia, who was also among the leaders of the resistance at Auschwitz. As Sonja speaks, we travel through the landscapes of her revolutionary youth as they exist in the present – the Serbian forests and mountains and the muddy terrain of Auschwitz – as well as her tiny Belgrade home, where she lives with her husband and cat. Since Sonja is a great storyteller, capable of telling about past events without hindsight, she brings us directly into the singular atmosphere and mindset that gave birth to anti-fascist resistance.

No, mogu li ona još uvijek ponuditi bijeg u vremenu globalnog zatopljenja i zagađenja?

E LOOKING FOR HORSES is about a friendship between the filmmaker and a fisherman who lost his hearing during the Bosnian War and retreated to a lake to live in solitude. The filmmaker, the son of Bosnian parents, struggles to communicate as he lost his mother tongue due to a heavy stutter. Despite their speech and hearing limitations, a bond develops between the young man and the veteran as he shares his world of the lake: full of large catfish, wild horses, vast silences and dangerous thunderstorms. Whereas for the fisherman the lake stands for a withdrawal from a fractured country, a land of war, for the filmmaker it means precisely a return to that broken place – the land of his parents.

Kad smo mi bili oni / When We Were Them Bosnia and Herzegovina, 2021, Colour, 15 min, Bosnian, English, French Režija / Director: Danis Tanović, Damir Šagolj Scenarij / Screenplay: Danis Tanović, Damir Šagolj
E Surrounded by minefields and destruction from the Bosnian war and not welcome by everyone, thousands of migrants are still stranded in the northern part of the war-torn country. Their flimsy tents set up in the woods or abandoned socialist era buildings offer no protection from the harsh Bosnian winter. The food, clothes, firewood and communication are problems but nothing compared to the serious and constant violation of basic human rights these migrants are subjected to on a daily basis. In this visually driven film, Danis Tanović and Damir Šagolj show the brutality and inhumanity of the everlasting story of people “on the move” trying to reach the EU, where they are hoping for a better life. The question “do we remember “when we were them” is asked.

Društvo i pojedinac – nestanak osjećaja odgovornosti?
22 I HUMAN RIGHTS AWARD 2021
13th Human Rights Day
E Under the auspices of the Kingdom of the Netherlands, the 2021 Sarajevo Film Festival will organize its 13th consecutive Human Rights Day programme. The programme will include a screening on 17 August 2021 of Alexander Nanau’s COLLECTIVE. The screening at multiplex Cineplexx Sarajevo will be followed by a panel discussion centered on the topic ‘’Society and the individual - a perishing responsibility?’’. The discussion will be moderated by journalist and director Robert Zuber. The film will be accessible to visually impaired audience. Audio description in B/H/S will be provided in collaboration with Association “Novis”.
Society and the Individual – A Perishing Responsibility?
Presented to Sarajevo Film Festival audiences as part of this year’s Human Rights Day programme, Alexander Nanau’s COLLECTIVE raises an increasingly urgent question that remains unanswered: To what extent do societies as collectives in fact act responsibly towards the individuals who comprise them – particularly when it comes to forms of injustice or accident caused by non-action on
the part of those who should be in control of such incidents, or as a result of their corrupt actions? The case presented in Nanau’s film might easily be labelled as “one of those things” that happen in the new Eastern European democracies, with their few years of democratic tradition. Similar cases can be found, however, across the Western European democracies, in examples of the unscrupulous behaviour of the rich and powerful who stop at nothing in the quest for personal profit. In such cases, life becomes no more than a mathematical calculation of collateral damage in the pursuit of profit – and it would seem that, measured against profit levels, such “damage” is very often deemed acceptable. When did we become a society – indeed a global society with what has become a global problem – in which the fate of the individual has become so insignificant, and the responsibility for the injustice done to those individuals so diminished? And is it even possible to switch the focus back to the fate of individuals in a society that would not exist without them? Robert Zuber

E In 2015, a fire at Bucharest’s Colectiv club leaves 27 dead and 180 injured. Soon, more burn victims begin dying in hospitals from wounds that were not life-threatening. Then a doctor blows the whistle to a team of investigative journalists. One revelation leads to another as the journalists start to uncover vast health care fraud. When a new health minister is appointed, he offers unprecedented access to his efforts to reform the corrupt system but also to the obstacles he faces.
