LETTER FROM THE BOARD CHAIR Students are at the heart of everything that happens at Singapore American School. In 2018-19 students sent an experiment to the space station, were accepted into best-fit universities, won gold medals, outperformed peer school in AP tests, delivered professional-caliber performances, offered thousands of service hours, and had countless life-changing experiences. In 2018-19 the school board focused on four main priorities: Ensure the successful implementation and monitoring of the SAS strategic plan Ensure the short/long term financial health of SAS Enhance board effectiveness and sustainability Launch a superintendent search and secure a best-fit candidate 2018-19 marked the final year of Dr. Chip Kimball’s tenure at Singapore American School. Dr. Kimball left an indelible impression on SAS. He led the multi-year research and development efforts that transformed our school and moved SAS into the forefront of education. We are proud of the historic work completed during his seven years at SAS. The results of his leadership will be felt by generations of future Eagles. Finding the right leader to move SAS into the next era was the most important task the school board faced in 2018-19. A worldwide search was
conducted and the quantity and quality of the candidates demonstrated how desirable SAS is as a destination for talented educators and leaders. The hiring committee comprised of faculty and school board members unanimously agreed that Mr. Tom Boasberg was the ideal candidate to lead SAS into the future. Prior to beginning at SAS he served last year as an adjunct lecturer at the Harvard Graduate School of Education. Tom served for 10 years as superintendent of the 94,000-student Denver Public Schools. As superintendent, the district’s graduation rate increased by 28 percentage points, the number of students of color graduating high school and going to college more than doubled, and the district’s dropout rate dropped by half. During his leadership, Denver Public Schools were the focus of a Harvard Business School case study on innovation in education. We are excited to welcome Tom to our community and to work together with him to continue to make SAS a place where students have life-changing experiences. At the start of 2018-19, SAS partnered with communication firm, Ogilvy, to conduct an audit of our communication practices. Concurrently, the board sponsored a community engagement task force, co-chaired by the board and school admin and comprised of parents and faculty to develop a framework and best practice for parent engagement. The result of their work was a series of recommendations to move the school closer to our ideal state of engagement. Immediate progress was seen through events like the community engagement parent summits
and campus upgrade community engagement sessions. We are excited to continue to build on that work in the coming years. The board election task force spent significant time working on a series of recommendations to improve the board election process to ensure a fair, clear, and positive experience. A healthy, strong and sustainable board is critical for the overall success of SAS. The process demonstrated progress in our governance policies and was instructional in how we might continue to improve in the future. We are grateful for the loyal and outstanding service offered by our outgoing cohort of board members and always encouraged by the capable SAS parents who are willing to volunteer their time and service for our school and community. As we look forward to 2019-20 the school board has established the following key goals to guide our work: Ensure the successful implementation and monitoring of the SAS strategic plan • Decide on the long term future of our campus and key next steps by end of calendar year • Review and track the progress of the strategic plan against agreed metrics through mid-year superintendent reflections Ensure the short/long term financial health of SAS
• Devise and implement policies on the use of our reserves • Evaluate financial options with regard to the campus upgrade and decide on next steps • Adopt a budget for school year 2020-21 that aligns with the long term strategic priorities of our school including current and future facility needs Enhance board effectiveness and sustainability • Implement clear norms and procedures based on best practice to ensure a highly functioning board-superintendent relationship • Model the culture that we wish to see in the school • Review and as necessary amend Board election policy to support a healthy harmonious election in 2020 Nurture the new superintendent in his first year and implement the appropriate evaluation and support system There is much to look forward to in the future as we continue to provide each student an exemplary American educational experience with an international perspective. OUR FINANCES SAS is incorporated in the Republic of Singapore and recognized under the Singapore Charities Act. Accordingly, a school board that serves without remuneration governs the school, and financial surpluses, if any, are used solely for the betterment of the school. Current parents and faculty are automatically members of the school and participate in its governance by electing the school board, which oversees the superintendent. The chief operating officer works under the superintendent’s direction to implement the decisions of the board and its committees and to ensure that resources are managed efficiently and responsibly. School operations comply with high standards of financial accountability and transparency. The audited financial results for the 2018–19 school year compare favorably to the budget approved by the board in March 2018 for both revenue and expenses. Overall revenues were favorable to the budget due to a record number of enrolled students and correspondingly favorable tuition fee and facilities fee totals. Operating expenses were also favorable to the budget, with the largest contributor being the continued deferral of facilities projects relevant to the proposed campus upgrade plans. Overall, the total surplus amounted to $14.1 million favorable to budget. This surplus was allocated to our reserves to provide for the continued financial well-being of the school.

School-Wide Revenues, 2018–19 Enrollment-related income comprised 97 percent of total revenues. Donations, investment income, and the guaranteed placement program contributed to the remaining 3 percent. Due to a change in required reporting standards (IFRS 115), the presentation of registration fees for this year includes revenue collected for both the 2018–19 and 2019–20 school years. In fact, actual registration fee revenue for 2018–19 was similar to our budgeted expectations. This is a one-time change, and we expect next year’s registration fee income to return to a more usual proportion of total revenue.

School-Wide Expenses, 2018–19 Percentages of school-wide costs were similar to last year, with salaries & benefits costs dropping by 1 percent to 71 percent of overall expenditures. Campus operations also accounted for a smaller share of the total, dropping 2 percent due to the continued postponement of significant works projects. Technology costs’ share of total expenses dropped slightly while administration, learning resources, and research & innovation costs all retained the same percentages. Allocations to our planned reserves rose from 2 to 6 percent of total expenses, as funds originally allocated to rebuilding projects were redirected there.

Oversight and Review Committee for Private Education Like all of Singapore’s Foreign System Schools, SAS is regulated by the government through the Ministry of Education’s Committee for Private Education (CPE). The CPE’s regulations ensure that all private and international schools in Singapore are committed to financial solvency and that families selecting these schools understand their tuition and fee obligations. Annual Financial Audit One of the board’s responsibilities is to ensure that an annual audit of the financial accounts of the school and the SAS Foundation is carried out. This audit was performed by Deloitte during the 2019 summer and its results were available for review before the school’s and the foundation’s annual general meetings in October and September, respectively. Approval of the accredited financials is an important element of both AGMs.

OUR PHILANTHROPY Sixty-two years ago, Singapore’s American community and others seeking a US-style education raised the first S$100,000 needed to create a brand new school. Through six decades and several moves, the school has remained true to its non-profit origins, and the spirit of philanthropy continues at SAS today.

This year, SAS received the second gift toward a multi-year pledge from the Lim family, which supports three faculty positions to develop personalized curriculum and assessment. SAS is proud to receive the support of Marina Bay Sands for the third consecutive year, under the integrated resort’s Sands for Singapore corporate social responsibility program.
