Singapore American School Foundation Limited Annual Report for FY2010-11 Program Plans for FY2011-12 Purpose of the SAS Foundation Limited The SAS Foundation Limited (“SAS Foundation”) exists solely to provide charitable funding for the educational programs, operations, and capital initiatives, and for SAS student educational needs that further the capacity of Singapore American School (“School”) to carry out its educational mission. All charitable funds are utilized in strict accordance with the fundraising mandate (as articulated in the SAS Foundation Ltd. Memorandum of Association).

FY 2010-11 Activity Highlights The staff and volunteers of the SAS Foundation Limited devoted attention in 2010-11 to establishing a solid framework on which to build the Foundation’s future. These fundamental organizational efforts included a process to review policy and to further define the working dynamics between the SAS Foundation and the beneficiary school, Singapore American School. A joint ad hoc committee comprised of SAS Board of Governors and SAS Foundation Board of Directors was formed to review the separate and joint responsibilities of the two governing bodies and to align their roles for effective fundraising in the years ahead. The ad hoc committee is expected to deliver its recommendations at the end of 2011. Additionally, the SAS advancement office (one of the three offices that primarily liaises with the SAS Foundation, the other two being the superintendent’s office and the business and operations office) implemented a new database and donor software system that will allow for more complete, accurate, and timely record-keeping of interaction with donors, alumni, parents, volunteers, and prospective donors. The SAS Foundation successfully re-applied for Institution of Public Character (IPC) status in 2011. The SAS Foundation was notified by the Singapore Ministry of Education (MOE) in October 2011 that IPC status was granted through the end of 2013. The re-application process was a good opportunity to review our current procedures, policies and practices, and the SAS Foundation will consider a few adjustments to our policies and practices based on our interaction with the MOE. Preparations began for a comprehensive, multi-year fundraising campaign with nascent, early steps necessary for successful launch of such a campaign. Two activities occur simultaneously in order to determine the appropriateness for moving forward with a campaign. First, School volunteer and staff leadership began a series of conversations with key stakeholders to assess the interest of potential donors. Secondly, as part of the School’s strategic planning process, funding priorities are being identified as potential uses of contributed funds that will have the maximum impact on fulfilling the School’s mission and improving the quality of education. These efforts were begun in late 2010 and continue in the current operating year.

Finally, fundraising remains the core objective of the Foundation. In 2010-11, the SAS Foundation raised a record amount of gift funds of $800,000. These gift funds raised through the SAS Foundation combined with other school-affiliated entities (such as the PTA and Booster Club) that support SAS, contributed high impact in the outcomes of programming and services to advance learning at SAS.

Fundraising Report In 2010-11, the SAS Foundation received $800,000 in charitable revenue, primarily from the proceeds of the annual Star Appeal Gala Dinner. Not only does this important evening raise substantial funds for the educational purpose of Singapore American School, it is an opportunity to showcase the talents of SAS students. The Star Appeal Dinner was held in April 2011 at the Goodwood Park Hotel.

Uses of Funds Over the last three years, charitable funds have been designated for five categories: (i) academic programs; (ii) extracurricular and athletic programs; (iii) community service programs; (iv) student financial assistance; and (v) endowment growth. The first four categories of funding utilize charitable funds for supporting the delivery of the current operation and programs at SAS. Through the latter category, endowment growth, the SAS Foundation endeavors to develop long term financial security so as to have the capacity in the future to: (a) cover expenses for the School’s operations, regardless of the variances in the economic conditions in Singapore or the demand in the number of students seeking to attend SAS; (b) implement significant academic or other programs desirable or necessary to improve student learning; and/or (c) pursue significant building programs whether for purposes of expansion, replacement, or refurbishment. Endowed funds are currently being invested to increase the size of the endowment. Ultimately, distributions from the endowment will be utilized for the same purposes as our non-endowed funds. The designation of funds over three fiscal years is outlined in the following table.

Distributions in 2011 from the SAS Foundation to Singapore American School benefited the following areas at the school. 1. The SAS Foundation supports academic programs and provides educational programs for parents through the Community Library Speaker Series. Special projects such as the library collection, and professional staff and faculty development, benefit from SAS Foundation support. 2. Visual and performing arts are a strong emphasis at SAS, and funding underwrites the costs of bringing guest conductors, clinicians, and artists-in-residence to work with students and to provide school-wide cultural experiences. Donations support our athletic and extracurricular programs with additional sports equipment, coaching staff, and new activities. 3. The School’s growing dedication to service, volunteerism, and service learning is funded in part through Foundation funds that support service challenge grant funding, student leadership development, and supporting class-based service learning programs. 4. Financial aid supports SAS families who experience financial difficulty. In addition, scholarship programs have been established to support students from developing countries and to provide funding for students to travel and participate on teams, competitions, and honors programs away from the SAS campus. 5. A portion of donations is directed to the endowment fund for the long-term financial health of the school. Donors may choose to direct their gifts to the endowment.

Program Plans for FY2011-12 Annual Fund In the new fiscal year, the SAS Foundation, working in conjunction with staff and volunteers across campus, will expand the fundraising efforts in a comprehensive 2011-12 SAS Annual Fund. The Annual Fund is comprised of all gifts made to SAS and the SAS Foundation to advance the mission and vision of Singapore American School. As its hallmark fundraising event, plans are underway for the annual Star Appeal Gala Dinner. In addition, we will reach out to supporters through other mechanisms like direct mail, electronic mail, and through the SAS website to reach broader groups of donors, including alumni. Long-Range Planning and Major Gift Fundraising In FY2010-11, the SAS advancement office prepared a five-year strategic plan for the areas of communication, alumni relations, community relations, and development. The latter category most closely fits within the scope of work of the SAS Foundation, and staff will continue to work with Foundation volunteer leadership in all fundraising efforts. The SAS Annual Fund was described previously in this report. While annual fundraising concentrates on raising financial resources to be utilized primarily in the current operating year, a fundraising campaign (which will include as one component, the annual fund) with a longer time horizon and a more comprehensive approach, is being considered, with a recommendation from staff on how to proceed by the end of the FY2011-12 year. The SAS Foundation will continue its expansion and engagement of its base of donor relationships over the next several years. Matching Donor Intent with Strategic Funding Priorities In order to make more effective and efficient use of our donor funds, it is important to have identified ways in which donor funds may be maximized for use by Singapore American School. As well, since many funds will be endowed with gift funds being invested and distributions from the invested funds supporting the mission of SAS, it is also essential that uses of funds are identified with the long-term view and flexibility to adjust as the School’s needs change over time. The SAS Foundation will work with School staff and leadership through FY2011-12 to put into place practices that allow for this matching of donor intent with School funding priorities. Communicating and Engaging Donors on Impact of their Funds As SAS and the SAS Foundation devote more time and attention to the utilization of donor gift funds to meet the School’s mission and vision, it will be important to more frequently share with donors the impact of their gifts on improved learning at SAS. The SAS Foundation will collaborate with the School staff to create donor-specific communication platforms and other donor interaction opportunities.

Disclosure of Management and Avoidance of Conflicts of Interest Under the terms outlined in the Articles of Association of SAS Foundation Limited, Article Numbers 32E and 35A, all Directors must disclosure any potential or perceived conflicts relating to remuneration or contract or arrangement of services, in which said Director would be an interested party.
