Implementing Recycling at Your Community by Amy Leonard, Valet Living
Did you know that the average person has the opportunity to recycle more than 25,000 cans in their lifetime? Sustainability is an interest for many organizations. There is an increasing focus on local and state regulatory requirements for recycling. Many cities, such as Austin and Dallas, have created plans to manage their waste and recycling, with a goal of zero waste (> 90% diversion) by 2040. Metro Nashville (Metro Public Works) is currently developing a list of recommendations, benchmarks, with targeted timelines towards zero waste over the next 30 years. The Environmental Protection Agency (EPA) reports that the United States waste diversion rate is 34.6%. Between the averages and coming mandates, the Nashville multifamily industry has significant opportunity to be recycling leaders within our larger community, to increase waste diversion rates and decrease waste streams.
Getting started
Having an effective recycling program starts by learning your community’s waste diversion rate. This is the metric that determines how much your community diverts materials from the landfill (i.e., recycling and composting). This metric is key to measuring and improving your community’s recycling program. If you do not measure your current waste diversion, conducting an audit is the best place to start. Once you have established how much waste is diverted, you can construct a plan to increase your diversion rate. Set milestones you can measure and implement tactics that help increase your community’s diversion rate, and then adjust your program accordingly.

According to the National Multifamily Housing Council and Kingsley Associates survey in 2016, in which 120,000
renters across more than 3,200 apartment communities nationwide were surveyed, 80% of all renters were interested or very interested in recycling at apartment communities and expected to pay $26.42 per month for the amenity.
Participation
Communication and education are key to residents actively participating in your community’s recycling program. Here are some ideas: • Distribute recycling information to new residents. Encourage recycling from day one. • Use social media and your website to promote recycling and increase participation. Share valuable information with residents about acceptable recyclable materials. Remind residents to never let recyclables enter the trash. • Set goals and report on recycling achievements and how they tie to benefits residents understand and realize. • Our youngest residents are often the strongest change agents (i.e., Ryan’s Recycling -www.ryansrecycling. com). Getting kids excited about recycling at an early age lays the ground for recycling behavior. A fun way to do this is to have a recycling cans challenge at your next community event. • Host hazardous materials (paint, pharmaceuticals, chemicals), paper shredding and recycling events. The more visible and vocal a community’s recycling program, the more likely residents will perceive high rates of recycling and up their participation, which will lead to increasing your diversion rate and actively help reduce the waste streams in our cities.

Eviction for Unauthorized Occupant Violated VAWA As a landlord, if you receive federal funding or if you accept a Section 8 housing voucher, you are subject to the Violence Against Women Act (VAWA) and its long-reaching application. The New York Supreme Court recently held VAWA even applied to protect a resident from eviction for having an unauthorized occupant in her unit when the unauthorized occupant was the abuser. The resident lived in an apartment in New York with her five children and had a Section 8 Housing Choice Voucher to assist with the rent. After living in the apartment seven years, she received a notice she was losing her housing assistance on the grounds that she had violated HUD rules by failing to disclose she had a man living in her unit. Since her rent was based on income, every household member’s income had to be counted in the calculation of rent. Therefore, it was vital that every household member be identified and his/her income determined. Her failure to follow the rule was grounds for eviction. When the resident received notice of the termination, she asked for an informal hearing to plead her case. In the hearing, the landlord provided evidence that the unauthorized occupant was living at her apartment and had been for some time. His driver’s permit application, pay stubs and parole information listed the resident’s home address. While the resident admitted she had allowed him to use her address for his parole officer, she allegedly did not give permission for him to use her address
on other documents. She argued the situation was meant to be temporary and he had never actually lived at the apartment. The resident went on to testify about a pattern of stalking and abuse by the man. He had broken her cell phone four times. He had stolen her spare set of keys and accessed her apartment at will. And eventually he began physically abusing the resident. She was afraid of the man and went along with what he was doing until one night when she decided to get her keys back. On that night, the resident and her cousin drove to the man’s place of work and told him they were locked out of the apartment and needed his keys. He gave the resident his keys and then followed them attempting to force the resident and her cousin to stop the car. Instead, they drove to a police station where the man hit the resident twice before the police could intervene. He went to jail. After testifying to all this, the decision was made to terminate the resident’s lease because she had failed to add the man to her lease. The resident appealed the decision to the New York Supreme Court. The New York Supreme Court held the woman was protected by VAWA and her subsidy and lease should not have been terminated. The testimony at the informal hearing was enough to establish that the man’s presence in the unit was the result of a pattern of domestic violence. The resident should not have to choose between her housing assistance and having her abuser made a legal occupant of her home. In sum, landlords should remember that any time domestic violence is alleged, it is time to step back and re-evaluate your actions. The VAWA may apply.

As GNAA gets geared up for another great Maintenance Mania event, we want to give a quick overview of what you can expect when you compete or attend to cheer on your favorite maintenance professional. We have so many new maintenance people in our ever-growing city that we thought this review may be in order!
What is Maintenance Mania®?
Maintenance Mania® is a national program offered by NAA and presenting sponsor HD Supply (HDS), in which maintenance technicians compete against each other in various skill-based games. Each NAA local affiliate has the opportunity to have their maintenance technicians compete individually to win various local awards and a chance to compete at the National Championship held at the annual NAA Education Conference & Exposition. Participants must be employed by a communitity in good standing with their local association or an NAA Direct Member. Members interested in qualifying for the National Championship must register as competitors in the National Championship Qualifying Program with their local affiliate. At the end of the competition year, NAA will offer the top participant from each of the NAA regions, plus 10 wild card participants, the chance to compete in the National Championship. The affiliate also can give the competing individuals various awards at a local level. It is up to the affiliate to decide how they will distribute awards to the winners at their event.
The Games
Nearly 20,000 maintenance technicians have signed up to compete in Maintenance Mania® since the program’s introduction. The event consists of several skill-based table games based on common maintenance activities and a race car competition. continued on p. 18

Maintenance technicians are recognized for their speed and skills by their NAA affiliates with certificates, trophies or prizes. Each local event is organized individually by the affiliates with support from their vendor members, so the form of recognition offered may vary but the following categories are usually awarded: • First, Second and Third Place for the overall event • First Place for each of the individual games • Best Use of Maintenance Supplies in a Race Car • People’s Choice Race Car Participants must compete in all eight games to win the overall event and to qualify for the National Championship.
National Championship
Each year, the Maintenance Mania® National Championship is held in conjunction with the NAA Education Conference & Exposition. The games will be developed from the standard competitive event categories, although games may be conducted differently than at the local level.
National Competitors
The National Apartment Association is organized into 10 regional entities. The participant with the fastest combined time in each region qualifies as a Regional Finalist. The Wildcard Finalists are then selected from the next 10 fastest times across all regions. continued on p. 19

A Moment with Don DeRoush For over 40 years, Don DeRoush and his wife Berleta have been in the multi-family industry. Don and Berleta have been involved with the GNAA in every conceivable way throughout their career. Don worked in maintenance, and in honor of our 50th year he sat down with us to talk about his experiences.
How did you get involved in this industry?
In 1972, I was working for a mobile home dealer in Paducah and was laid off. At the same time, the maintenance guy for our complex had just been fired. The grass was getting so tall that snakes were moving in. I went to management and said I could clean up the grounds. They agreed and for two weeks I cleaned up for $2 an hour. They were short-staffed all around, and both Berleta and I got officially hired on the same day. Decades later, we retired on the same day.
You worked as a team?
What do you like about the GNAA?
Education and networking have been crucial. I can’t say enough good things about the educational opportunities. All management companies should send their techs for certification. Not only does it save you money on vendors, but it also keeps everyone honest. Knowledge prevents fraud.
What did you like about being in residential maintenance?
Indeed. Berleta could work both maintenance and management. We were a great team. Our careers eventually took us to different companies. I never tired of watching Berleta’s maintenance technicians try to pull the wool over her eyes and then be shocked that she knew just as much as they did!
Every day was different and I got to see people of all different nationalities and cultures. Also, I would get to see the different objects people would value and collect. I found that very interesting. Same thing with pets. I’ll tell you, a pot-bellied pig may be a fine pet, but it’s not suited for apartment living.
Did you ever try to go commercial?
You have been married 53 years and have achieved retirement. Any advice for the youth?
Yes, I did commercial facilities for a time. However, I found it boring.

Well, a marriage is built on communication and trust. Both feed into one another. For money, put money aside and learn to live on what you take home, not what you make.
