Move-Out Inspections Can Be Exciting As we’re all aware, residential property management is full of surprises. Team members are constantly presented with puzzles, problems, and emergencies. Just when we think we’ve seen everything, new situations arise. Some of the most unusual problems present themselves after the tenant has voluntarily surrendered the property. We are all familiar with the surprise and disappointment when we open the door to the vacated unit and see excessive damages. This type of damage causes extended make-ready that interferes with availability for new prospects, especially in cases where the unit has been preleased. We have experienced this problem before and know what it takes to resolve this situation. We also know how to take care of the usual items left behind: broken toys, legless furniture, old mattresses, handfuls of loose change scattered about the floor, etc. We’ve seen this before and know how to dispose of these items. This month, we’ll concentrate on problems caused by the unusual items that have been abandoned. It is truly amazing the things you find when performing the move-out inspection. We will categorize these unusual discoveries according to the agency or party that you should contact regarding disposition of this type of property. First, let’s think of those items that require police intervention: prescription medication, illegal drugs and
drug paraphernalia, drug-manufacturing chemicals and equipment, hypodermic needles for medical use, firearms, ammunition, and any other dangerous weapons. These items should be left in place just as they are found until the police can be dispatched to remove them. This list could go on and on. Use the reasonable, prudent person rule when determining if police intervention is necessary. The example of drug-manufacturing equipment does not mean that the police should be called about every chemical container found in the unit. Small unassuming quantities of household cleaners and chemicals can be disposed of in accordance with Federal, State, and local guidelines. What about the myna birds, snakes, etc.? This of course involves, in the case of wild animals, contacting the Tennessee Wildlife Resources Agency or local animal control. In the case domestic animals, contact local humane societies, non-profit shelters, or local animal control. Of course, you can provide food and water, but just as with any other personal property, you must not take possession of the animal. Our recommendation is to contact the proper agency as soon as possible to avoid that perception. Abandoned vehicles are covered by statute. The URLTA counties have specific statute and non-URLTA have State guidelines, as well as local ordinances concerning removal of abandoned vehicles. Both URLTA and non-URLTA counties require that landlords post a notice on the subject vehicle prior to having the vehicle removed. Professional wrecker services are well-aware of the requirements for removal and disposition of abandoned vehicles after being properly posted. The 2017 session of the 110th General Assembly adjourned on Wednesday, May 10. With almost 2,000 bills and resolutions introduced, this proved to be a busy session for the Tennessee Apartment Association. Highlights from this legislative session include the passage of the IMPROVE Act which will help maintain and expand Tennessee’s safe and reliable transportation network; the Tennessee Broadband Accessibility Act which proposes a responsible path to improve access to broadband; and the Reconnect Act which offers all adults without a degree tuition-free access to community college. As is required by the Tennessee Constitution, the legislature passed a balanced $37.1 billion budget, taking on no new debt and cutting taxes by $257 million in the next fiscal year. As always, TAA monitored all legislation and actively lobbied relative legislation on behalf of its members to ensure that Tennessee remains friendly to the multifamily housing industry by providing a business-friendly environment with limited regulation and oversight.
NAA Update Congratulations go out to Tammy Lee, CAM, Regional Manager, Lincoln Property Company, for her newly appointed participation in NAA’s Leadership Lyceum. An active member of the Greater Nashville Apartment Association (GNAA), Tammy has been a member of the organization’s board of directors since 2009 and a member of its executive committee from 2010 to 2015. She serves as a past chairman of the GNAA board, and has chaired and/or served on the organization’s Governance, Apartment Tour, Golf Tournament, Community Service, Communications, and Membership committees. She is a member of the National Apartment Association and serves on the NAAEI apartment careers committee as an appointed member. Tammy holds a certified apartment manager (CAM) designation. Pattie Woods was elected as one of the Region IV Regional Vice Presidents at the recent NAA Educational Conference in Atlanta. Pattie, Vice President of Training and Development for Fogelman Management Group, is a 16-year veteran of Fogelman and responsible for implementing and delivering FMG training programs designed for all employees. She serves on the National Apartment Association Education Institute (NAAEI) Advisory Board and is an advanced instructor serving on the NAAEI faculty where she guides curriculum development. At the height of summer, high temperatures can create uncomfortable conditions. “The body cools down primarily by the evaporation of sweat on the skin,” Director of Integrative Pain Management at The Mount Sinai Hospital Houman Danesh, MD, said. “When the air is dry, sweat evaporates and cools the skin. When the air is humid, sweat doesn’t evaporate as well and the body is unable to cool down.” The best way to be safe is to stay hydrated and keep indoors during peak sun hours. However, even inside can get steamy. If you don’t have an air conditioner to rely on, or if that still isn’t cutting it, here are five unconventional ways to stay cool this summer.
1. Load up on spices.
While it may sound strange, eating spicy foods can actually cool your body down. The heat of your dish will make you sweat and, in turn, cool you off naturally. If that sounds too extreme, Registered Dietician and Professor at the University of Connecticut Nancy Rodriguez suggested using spicy ingredients in salsa, guacamole and other summer snacks.
2. Use the products you already have.
You can turn everyday products into a cooling sensations simply by storing them in the refrigerator. Sunscreen, lotions, toners, creams and even perfume can all be kept safely in the fridge to give you a refreshing lift upon application. Nicole Darmanin, spokesperson for skin care company Mario Badescu, said that products such as eye creams can be kept in the refrigerator and applied cool. “It
is so refreshing, especially during the summer months. The application of the cool eye gel around the eyes is also great for calming tired, puffy morning eyes,” she said.
3. Cool your pulse.
The National Sleep Foundation recommended placing a damp washcloth in the freezer to create an easy, cooling compress. Placing the frozen cloth on your wrists or any pulse points will bring an icy shock to your body. If you do not have an ice pack, leave your wrists under cold, running water for 30 seconds. This will cool the blood in your veins and provide some instant relief.
4. Drink up but avoid caffeine, alcohol.
Especially after being outside in hot weather, it is important to hydrate and replenish your body. Registered Dietician and Professor of Nutrition at Baylor Suzy Weems suggested “cool, refreshing liquids” following time in the sun. She recommends water and juices. She cautioned against iced tea or anything with caffeine as some people can see increased perspiration. As refreshing as it may sound, beer, wine or hard liquor are all poor options, according to Weems. Alcohol is dehydrating and should be avoided during scorching heat.
5. Create a faux AC.
To simulate the feel of an air conditioner, Medicine.net recommended placing a bowl of ice in front of a box fan and sitting directly in front of the flow of air.

When properly utilized, a trade show can provide you with a wealth of information and insight to help you propel your company forward. Unfortunately, few attendees know how to attend a trade show to get the most from it. Here are some inside tips to get the most out of the 2017 GNAA Trade Show!
Before attending a show, you should come up with a couple of things you want to accomplish while there. Try to learn what is new that will affect the industry, which standards are trumping the others, and how people who spend all their time in this industry see it evolving from their perspective. Map out your experience before you hit the trade show floor.
Remember why companies exhibit.
Exhibiting at a trade show can take up a lot of a company’s resources. Exhibitors are there because they have products and services that they believe you will want badly enough to justify the expense. They may or may not be right in your particular case, but you should view every booth with

Create an objective.
Identify key exhibitors in advance.
At least the night before the show, identify the exhibitors you are most interested in visiting. Come up with an objective for each. It might be to meet with a specific individual, learn about a new product, better understand the exhibitor’s marketing support, or some other reason. Visit the key exhibitors first. If a booth is crowded, skip it and come back. You want to maximize your time.
Make advance appointments.
If there is someone you really want to see, make an appointment. Reach out to the person before the show to see if you can carve out 15 minutes and set a fixed time and location. Make sure you come to your appointment prepared so that you can get what you want from the exhibitor and then move on to your next objective..
Get valuable information.
When you spend time with an exhibitor, make it matter. Ask about their products and program, especially new ones. If the exhibitor is likely to have insight into your continued

competitors, ask about them. An exhibitor who talks with lots of your competitors is a great person to ask what the most successful people are doing. If nothing else, ask what is coming up from the exhibitor or the industry.
Dress for trade show success.
Each show has its own dress code. If you dress consistent with the dress code, you will be taken more seriously and given more attention. No matter what the attire, make sure your shoes are comfortable since you will be on your feet a lot. This year’s GNAA theme is “United We Stand,” so maybe pick out your most patriotic gear to join in the fun of the show.
Remember business cards.
Bringing lots of business cards is natural. However, many people still forget. Pack them first so you will have plenty to hand out as you make your way through the exhibits.
Network.
A major element of a trade show is networking. Some of the networking occurs on the show floor. A lot of it occurs in other areas of the event center, like stepping over to the food area or heading over to Gaylord Hotel and hanging out at a restaurant after the show.
Walk the floor.
Once you have hit the key exhibitors, walk the floor. Look for things that are new and interesting. Look for surprises. Check out the exhibitors who may be exhibiting for the first time. They are less likely to have a big marketing budget to promote their exciting new products and services, so the show is an ideal time to learn about them and get a jump on the competition.
Get the most out of the 2017 GNAA Trade Show! Remember why companies exhibit. Create an objective. Identify key exhibitors in advance. Make advance appointments. Get valuable information. Dress for trade show success. Remember business cards. Network. Walk the floor. Take notes. Take marketing materials. Take pictures. Create an action plan.
Take notes.
Bring a small notebook or use your phone and take notes as you go. Stick the appropriate business card in front of the page where you write the notes (or better, tape or staple it). If you use your phone, write something on the back of business cards so you can match your notes on your phone to the correct card. Everything tends to blur together by the end of the show. You will be glad you have notes.
Take marketing materials.
Every exhibitor will have their marketing materials, along with their “swag,” promotional items they have brought for attendees. Feel free to take items you know will help you to remember the company – that is why they brought them. Even if you do not have a current need, you may find you need them next week or next month and you will have their information. continued

Take pictures.
If someone does not have a business card, use your phone’s camera to take a picture of the nametag of the person you are talking with. It will help keep the name and company straight. You can also take pictures (with approval) of the booth.
Create an action plan.
After the show is over, go back through your notes and write down action items. Prioritize them, working on the most important first and delegating whenever possible so your follow-ups are done in the most timely manner possible. When you go to the GNAA trade show with a plan, you are bound to come out of there with some very useful information. Make some new friends, get a leg up on your competition or connect with a vendor that fills a need you have at your community. It ends up being a true win-win situation for all!

Abandoned packages that were commercially delivered should be returned to the entity that made the delivery. At times we find loose paperwork of all kinds strewn about the premises. Remember, “No good deed goes unpunished!” It is not the landlord’s responsibility to read and determine what should be done with such items. In fact, we highly suggest that you do not invade the former tenant’s privacy by doing so. Therefore, bag these items and properly dispose of them in the trash as soon as possible. It is clear that the tenant has purposefully left these items behind and we have no reason or responsibility to preserve them. As always, if you discover that there is so much property remaining in the unit that you are uncomfortable with taking possession, it may be time to legally evict the tenant through the detainer and writ process. This process will take additional time; however, the loss of rent will be much less than the expense of a lawsuit. Remember, there are now statutory protections for the owners, managers, sheriff ’s officers, and other persons involved in the eviction process when using the legal eviction procedures.
