Service In Action By Jennifer McCoy, Esq. Law Office of Jennifer McCoy The Community Service Committee is responsible for engaging members in service projects that meet the needs and concerns of the larger community and industry. Each year, the Committee teams up with local non-profits to serve others and promote those warm, fuzzy feelings. This year, our community has been rocked to its core by multiple disasters. Now more than ever, our friends and neighbors in the Greater Nashville area need our kindness and compassion. Above all else, they need our help. With that in mind, we are going to exhibit what it truly means to be a Tennessee Volunteer by proudly serving the following organizations:
Visits with Santa, storytime with Mrs. Claus, and a toy workshop are just a few of the festive activities the Committee and volunteers provide for the children of the center.

GNAA founded the Emergency Relief Program (ERP) in 1997 to help families displaced from apartment homes Hands-on Relief Day – Cookeville due to fire, flood, and other disasters. The King’s Daughter Child Development Center opened in 1966 to provide child care and educational programs for children from financially challenged families. It’s Beautification Awards Time It’s hard to believe we are already talking about our annual Beautification awards but we are! For our new apartment community members, each year we accept applications for your community to be considered for a number of beautification awards that will be presented at the 2020 GNAA Awards Gala in November. Top three winners will be awarded for each of these categories: Community Beautification – Awarded for overall community appearance. Judged on curb appeal, signage, flowers/landscaping. Flowers – Judged on both design and the landscaping’s suitability to site. Clubhouse – Recognizing the best in overall design, layout, furnishings, and amenities.
One winner will be awarded for each category below: Best Pool – Recognizing the best overall swimming pool appearance, safety, and cleanliness. Best Model – Recognizing the best in a model’s design, use of furnishings, creativity, decor, and overall effectiveness. Best Renovation – Overall best renovation started no earlier than 1-1-2018 – this award requires a booklet of before and after photos needed for judging. Contact the GNAA office for your entry form and to pick which categories in which you would like consideration. Each entry per community is a separate $85 fee or you can choose to enter all for $325. Journey to a Career in Maintenance By Wes Schmitz I find it fascinating how much growth we obtain when we share our career journeys with each other, whether it’s tips on how to work smarter and not harder, or a journey from our first day on the job to our current position. We are grateful to these maintenance professionals for sharing their wisdom and insight with us. GNAA is full of industry leaders like these who are willing to share their stories and career path. As your career blossoms, know there are many resources for you in this association!
Diane Mason This is my advice to anyone working in this industry. I have heard these quotes and fully believe them. • Find out what motivates your people. • Show them your appreciation, because an employee who feels appreciated will do more than what is expected of them. • Educate and train your people so they can leave you, but treat them so well that they won’t want to leave.

I was prepared for. It was not a simple as replacing a light bulb or changing keys for new move-ins. Coming into this industry I was a very green tech looking to my supervisors to mentor and show me the way. I wanted to know how to make everyone happy, from the resident who was stressing over their A/C not working when it was 70 degrees outside, to my Manager working with a tight budget and trying to meet NOI (Net Operating Income). Every day brought a new challenge. My first supervisor, Terry Ingles, was instrumental in getting me through my first few years and becoming the maintenance supervisor I am today. He taught me balance and the art of doing things the right way, the first time. This job can be very overwhelming and you need to have balance and the understanding of what it takes to do it the right way. Doing it the right way will save time and prevent a return visit for the same issue. It will also save your budget, because doing it right requires troubleshooting and not just replacing. As I babble on about the little things, I have to say when starting in this industry, the key things you need to know or do are:
The best advice I ever got was to do your preventive maintenance. I take the property and divide it into thirds; that way I do a third every month. It just makes it easier and not so overwhelming. Change filters, add pan tabs, check for leaks, etc. It’s amazing how many residents won’t report things.
• Find a great mentor. This person does not have to work for your company, but I encourage you to be involved in the GNAA and get to know people. Having a connection with someone who is known for their integrity, leadership, and work is priceless.
Benjamin Franklin said, “An ounce of prevention is worth a pound of cure,” and that is so true!
• Communication. Have an open line of communication with your entire staff. Every employee who works in your community is vital to success. Plus, you may be the mentor they are looking for.

Lastly, never stop taking the opportunity to listen and learn. Time marches on, and fresh eyes often lead to a different approach for solving an issue, but if we do not listen it could be an opportunity lost. 11

What is NAA Advocate? Advocate is the National Apartment Association’s (NAA) annual advocacy conference. It brings rental housing industry leaders together in Washington, D.C. to meet face-to-face with their representatives about important issues impacting the multifamily industry. In addition to the lobby day on Capitol Hill, the four-day conference has a schedule consisting of issue briefings, guest speakers, NAA committee meetings, region meetings and board of directors’ meetings.
2020’s Key Issues This year’s legislative priorities centered around housing affordability and making real progress on increasing supply and preventing adverse policies from taking hold. Specifically, our advocates spoke to Congress about: • Yes in My Backyard (YIMBY) Act (S. 1919/H.R. 4351)1: bipartisan legislation in the House and Senate encourages the elimination of discriminatory land use policies and removal of barriers that prevent needed housing from being built. NOTE: On March 2, The U.S. House passed H.R. 4351! We will ask Advocate participants to ask for support of S. 1919 in the Senate and add an ask on an Infrastructure bill to their House visits. • Infrastructure-Build More Housing Near Transit Act (H.R. 4307)2: bipartisan legislation would ensure that housing is a higher priority in federally funded transit projects. • Section 8 Reform3: streamlining the program to enable more owners and operators to provide more homes to individuals who qualify for vouchers. • Evictions4: work to provide meaningful assistance to residents who need it, while avoiding burdensome new requirements. Special Guest Speaker, HUD Secretary Dr. Ben Carson One of this year’s highlights was having United States Department of Housing and Urban Development (HUD) Secretary, Dr. Ben Carson address the board of directors meeting on the final day of the conference. Dr. Carson has made clear that one of his top priorities has been to reduce the barriers developers and builders face in producing new housing. “We have teachers, nurses, policemen and firemen who can’t afford to live in the neighborhood where they work, and that is not only a disservice to them, but is a disservice to the community as well,” Carson says. Carson says regulations can increase costs up to 42 percent in apartment housing. “Look at places like California, for example, [if] you want to talk about the affordable housing crisis,” he said. “The estimated cost of building new apartments there exceeds $500 per square foot. There’s a lot of other places where you’re talking $100 per square foot, and those land issues tend to be local issues.”

To address the problem, Carson says local leaders need to be persuaded to change their approach and agree to share and utilize best practices. He credited NAA’s research, specifically the U.S. Barriers to Apartment Construction Index, in helping HUD better understand the obstacles to affordability and prioritize appropriate partnerships. “All of those barriers have a collateral impact, obviously on the ability to attract development financing as well,” Carson said. “I’ve often said that in order to find solutions for the problems we face, it’s going to be necessary for the federal, state and local governments to work together, along with the for-profit and not-for-profit, faith-based organizations.”

To improve affordability, Carson is taking a hard look at deregulation. “If there’s one thing that a surgeon is good at, it’s cutting stuff,” he said. HUD also is pursuing regulatory reform to make it easier to develop and rehabilitate housing. The agency recently announced that it would allow newly constructed or substantially renovated properties to be refinanced under the Section 223(f) program, without needing to wait two to three years to obtain a waiver. The program ensures lenders against loss on mortgage defaults by allowing long-term mortgages to be financed with mortgage-backed securities.

“Owners no longer need to endure that long, cumbersome waiver process, which means they can come to HUD a lot sooner, to recapitalize through refinancing,” Carson says. “That refinancing is going to get even better with the interest rates dropping. The Challenges of Recycling in Multifamily By Mike Medwed, Music City Removal Recycling as we know it has changed leaps and bounds throughout the years, but the struggles remain much the same. There were times when recycling meant plastics in one bin, glass in another, and paper in yet another. Thankfully, things began to change at the turn of the 21st century, allowing for a more single-stream service. This meant that people no longer had to separate their recyclables, instead – putting them all into one bin and allowing the sorting to take place at a facility. This new level of convenience brought more and more people into the fold and greater participation in recycling than ever before. Recycling was enjoying something of a boom period.
What Changed? Despite this boom, packaging and products themselves began to get more complex. Because of the complexity of these products and packaging, the single-stream method has become contaminated. In addition, non-recyclables like organic matter (yard waste, food, liquids, etc.), plastic bags, and lowgrade plastics began to make their way into the recycling stream. This wasn’t much of an issue until 2018 when China announced its “National Sword” policy that banned the import of most plastics and other materials. China, which bought 70% of our recycling, now accepts only a 0.05% contamination rate. Today, the

average rate of contamination among businesses and communities hovers right around the 25% mark. And with one in four items placed in a recycling container not being recyclable, this has created a huge problem for the recycling community.
Multifamily Apartment Communities Face the Greatest Challenge Getting the message out to single-family homes can be easier. The message is more refined and specific, impacting that family and that family alone. Getting one family to make a change has a direct impact. The issue becomes more difficult with apartments. This is because, even if nine families get the message, the tenth may not and could wind up contaminating the recycling that comes from that building. What may come as a bit more surprising is the fact that most residents care greatly about recycling. One marketing survey performed in 2015 showed that a whopping 85% of Americans viewed recycling as important. This leaves the question – where does the contamination from apartment buildings come from? The quick answer is likely due to the facility itself.
Why is Contamination Prevalent? Whenever apartment communities are involved, there are always going to be challenges in getting 100% of the residents to take part, regardless of how good or noble the cause is. The simple mathematics shows that getting 100% efficiency out of anything is always going to be a challenge. But there are multiple reasons why it is a prevailing issue in places like apartment buildings. There is a misconception that people don’t care or that they are too lazy to recycle, and that could not be further from the truth as evidenced by that marketing survey. care. They want to do their part, but they are also human beings. If the process is made more difficult, they will likely stray away from the greater goal. In some apartments, for example, recycling bins may not be clearly labeled. When there is no clear distinction between waste and recycling, people will not go to great lengths to make that determination. They have enough going on in their lives; they’ve made the effort to want to recycle, but they aren’t going to chase down the right bin to do so. There is also the issue that some of the bins provided by the buildings aren’t big enough to handle the recycling quantities of the building. Perhaps people see the clearly noted bin, but it fills up too quickly. Instead of adding to the recyclable pile, residents simply toss those recyclables into the waste bin. The intent was there but the tools provided became insufficient. Lastly, there have been issues with apartments keeping the recycling bins too far away from the waste bins. Again, people have good intentions when it comes to the recycling process but will not go far out of their way to do so.
Taking the Necessary Steps Convenience certainly plays a part in the matter of contamination when it comes to multifamily recycling.
Posting clearly labeled bins that are not only ample enough in size to handle demand but are convenient in location encourages residents to recycle on a more consistent basis. While the families are the ones ultimately disposing of their materials, it is up to the management team to make things as convenient and easy as possible. This will only encourage further recycling efforts and should help to cut down on the number of organic materials that make their way into the recycling. There will likely never be 100% efficiency when it comes to recycling efforts, but getting as close as possible to that mark is something we can all work to attain. With the solutions being straightforward and, most importantly, cost-effective to implement, there is no reason that apartment communities can’t begin to close the contamination gap that exists between them and single-family homes.
Tips and Tricks • Make it convenient to recycle. • Hang signage highlighting what can and can’t be recycled. • Include recycling as a topic during new resident “orientation.” • Send email blasts with recycling tips. • If you experience contamination fines, send community-wide messages that educate residents on the types of contamination you are experiencing. • Promote your recycling efforts on social media.
