Take a Closer Look
Identity Theft Is On the Rise
During the height of the COVID pandemic, instances of online fraud and identity theft exploded across the country, as we were forced into an even more online and faceless system of commerce. Multi-family housing was no exception. Now that the pandemic has waned, but many of the systems it created remain in place. NAA reports 85% of property managers report being the target of application fraudsters, up from 66% prepandemic.
We’ve seen the same increase locally. Whether it’s presenting phony bank statements, check stubs, job offer letters, or in some cases altered government IDs, it may be time to re-examine some of our application procedures.
The most egregious form of fraud is identity theft. Just in the past month, I have had two separate clients contact me because they learned too late during the application process the identity used to qualify for the lease was stolen. Only when the eviction process began did the victim of the theft contact management from out of state. In both of these cases, the fraud could have been prevented with photo ID verification.
Determining if and when to request an applicant’s photo ID is not as simple as it sounds. Requiring a photo ID verifies that you – and therefore property management and ownership – are aware whether the applicant falls into a protected class. From there, a potential Fair Housing claim could be made that the

application was rejected because of the applicant’s status as a protected class, or that the applicant is encouraged to occupy a specific building in the property, or is otherwise treated differently in some way. That risk must be weighed against the financial risk of leasing an apartment to someone of whom we have no legitimate information. Quite simply, when that happens there is almost nothing that can be done to recover the rents that will no doubt go unpaid – probably sooner than later.
Timing is everything. When an applicant requests a tour, maybe we verify their identification with a photo ID, but only to confirm they are who they say they are. At this point, there’s probably no need to retain a copy of the ID. During the application process, requiring a photo ID serves a legitimate business purpose – to root out and discourage identity theft and prevent significant financial loss. It’s important to note that we want to accept any valid government-issued ID (not just an ID from the United States). Certainly we don’t want to be accused of discriminating against applicants from another country. Management and ownership may also consider investing in ID scanners to verify the authenticity of a photo ID. If this entire application process occurs online, there may still be an opportunity to match a face with an ID when the resident actually takes possession of the apartment. While the lease can’t be “un-signed” at that point, it’s certainly better to discover the problem before thousands of dollars in unpaid rent are racked up.

The Greater Nashville Apartment Association (GNAA) isn’t just leading the multi-family housing sector locally and statewide; they’re setting the bar nationally, too. With an outstanding score on the National Apartment Association’s Net Promoter Score and more than 1,000 responses showcasing member satisfaction, GNAA is showing what dedication to excellence truly means.
“As the president of GNAA, I am immensely proud of our association’s dedication to excellence in serving our members,” said Ginny Johnson, president of GNAA. “Achieving an outstanding score on the National Apartment Association’s Net Promoter Score is a testament to the hard work and commitment of our team. We strive to create a welcoming environment where members can connect, learn and grow, both locally and nationally. The feedback we’ve received reflects our ongoing efforts to provide valuable networking opportunities, a gold standard in education and a supportive community for professionals in the multi-family housing sector. This recognition motivates us to continue our mission of leading and serving with excellence.”

• The Nashville association has a robust calendar with many opportunities available to its members –whether it’s education offerings, networking events or volunteering. I have personally taken advantage of all the NAAEI credential courses at this association, as their speakers are always top-notch. I also actively encourage my associates to attend their courses because I know they will take back things to apply to their jobs and improve our service to our clients.”
Any score over 70 is considered outstanding.

GNAA’s 2024 education schedule boasts 24 classes and testing days with courses ranging from HVAC certification and Certified Pool Operator certification to CAPS, CAMT and CALP, as well as many more options that allow members the opportunity to get ahead in their careers and have continuous learning opportunities.
In 2023, GNAA launched the LEAD program, which is a leadership program and distinction for current and aspiring maintenance professionals complete with a development curriculum and as a means of helping maintenance professionals get involved in the association.
As part of GNAA’s 2023-2025 Strategic Plan, the association launched an RPM Careers Committee to focus on workforce development initiatives to build more relationships with key stakeholders to attract more people to the multi-family housing industry and to attend more job fairs across the Greater Nashville area.

Calvin Johnson Rising Star in Multi-Family Housing Maintenance Shines Through Dedication and Community Spirit
In the bustling landscape of multi-family housing maintenance, Calvin Johnson stands as a beacon of dedication and community spirit. With a fervent desire to learn and a passion for helping others, Johnson’s journey embodies the essence of growth and camaraderie within the industry.
Joining MAA, Johnson embarked on a path marked by continuous learning and meaningful connections. His introduction to the field came through a serendipitous encounter within his motorcycle club, where a fellow member alerted him to an opportunity at MAA Charlotte. Little did he know that this encounter would shape his career trajectory profoundly.
“One of my motorcycle club brothers let me know that MAA was hiring a service representative,” he said. “I applied to work at MAA Charlotte, where I met my current property manager Tiniki Yarbrough.”
Reflecting on his initial days, Johnson recalls the pivotal role played by Yarbrough. Despite facing health challenges, Yarbrough’s unwavering support and belief in Johnson’s potential resonated deeply. Holding onto the position during Johnson’s illness was more than a gesture of goodwill; it was a testament to the familial bonds fostered within the

MAA community, spurring Johnson’s determination to excel in his newfound role.
“After I was hired, I became sick and was in the hospital,” he said. “Tiniki held on to the position for me the entire time I was sick, instead of hiring someone else. This helped encourage me to make my decision and join the maintenance field.”
Now stationed at MAA Brentwood, Johnson thrives on the diverse array of projects that come his way. From installing water heaters to finetuning thermostats, each task fuels his thirst for knowledge and mastery. His motivation stems not only from personal growth but also from the unwavering support of his family, propelling him forward in his quest to expand his expertise.
“I enjoy learning to work on different projects,” he said. “For instance, installing water heaters, installing thermostats, etc.”
Johnson said he is motivated to constantly learn new things. “I am motivated by learning something new every day to help me in this field,” he said. “Also, my family motivates me to keep pushing and expanding my knowledge.”
Johnson recently completed his requirements to earn his GNAA LEAD designation as part of the inaugural class of LEAD candidates.

GNAA launched the LEAD program in 2023 which provides a complete development curriculum for maintenance professionals. LEAD is designed to recognize the development efforts of maintenance professionals upon completion of a specific class. Through the program, students participate in a Basics of Maintenance course where they hear from maintenance veterans about things such as customer service and curb appeal; basic makeready tips; HVAC electrical basics; basics of pools; preventive maintenance; and plumbing basics. Program participants also attend one of GNAA’s luncheons, a committee meeting of their choice and a maintenance appreciation event.
One they complete the checklist, they are recognized and receive a tool bag with muchneeded tools to assist them in being successful in their careers.
For Johnson, the LEAD program proved instrumental in broadening his horizons, particularly in understanding HVAC systems and fostering valuable networking connections. Beyond the classroom, he found himself immersed in a vibrant community of like-minded individuals, each driven by a shared commitment to excellence.
“The LEAD program has helped me learn more about HVAC systems and networking,” he said. “I have met many amazing people from this program and am happy to have been involved.”

unwavering dedication to the residents, who have come to rely on his expertise and congenial demeanor.
“Calvin has learned a lot throughout the program and has been able to do things he hadn’t been able to do before the LEAD program,” she said. “Calvin is always eager to work and help our residents. Our residents love him and will even request him to complete their maintenance items. Calvin has become more organized since the program and has even taken on more responsibilities and leadership traits. Calvin is known for keeping it real and having a good time.” Johnson said that one of the things he really enjoys about his job at MAA Brentwood is helping people. “One thing I truly enjoy about this field is the people I get to help along the way,” he said.

R410A to A2L Questions Answered
The federally mandated shift away from R-410A refrigerant has begun. As of January 1, 2024, production was reduced by 40% for all HFC refrigerants, including R-410A. Here’s what you need to know to make sure your properties and maintenance teams are fully prepared for what happens next.
While this reduction is a phasedown, not a phase-out, the supply of R-410A and availability of related equipment will be significantly reduced. As this supply decreases, refrigerant and equipment costs will increase. This change will have significant impacts on multifamily properties at every level of the organization. Managers and support teams should review their properties now to determine when and how they will replace their current equipment. New equipment and tools may need to be purchased. Maintenance teams will need training on how to safely handle and store the new refrigerant, and some technicians may need refreshers on how to safely recover and store legacy refrigerants. As costs continue to rise, refrigerant recovery will become increasingly important.

Why This Is Happening
The United States Environmental Protection Agency (EPA) has enacted new regulations limiting certain refrigerants. The AIM Act authorizes the EPA to reduce the production of hydrofluorocarbon (HFC) refrigerants that have high Global Warming Potential (GWP). Refrigerants in this phasedown include, but are not limited to, R-410A (air conditioners, heat pumps, PTACs, mini-splits), R-134A (commercial refrigerators), and many drop-in replacements for R-22.
GWP measures a refrigerant’s environmental impact as a greenhouse gas. The new limit for residential HVAC refrigerant is under 700 GWP. A2L refrigerants, which offer similar operating characteristics to legacy refrigerants, are below the 700 GWP threshold and more energy efficient than R-410A.
Safe, Reliable Replacements
When manufacturers began looking for the best refrigerant options to meet the new GWP standard, A2Ls were the clear choice. A2Ls have a much lower GWP rating, and they have been in widespread use in Europe for more than two decades. On the ASHRAE scale, A2L refrigerants are rated as flammable with relatively low flame potential. When handled correctly, using the proper equipment and tools, A2L refrigerants are safe and reliable.

I admit I have too many digital subscriptions. Can I outsource anything or find more cost-effective ways to do things? Find five minutes just to meditate on the future and what amazing things you are already doing.

Many suppliers are currently well-stocked, but this will not last, as manufacturers will begin re-tooling their factories well before the end of 2024. Every supplier will reach a “while supplies last” tipping point. Between now and then, the cost for 410A and related equipment will increase significantly.

The Benefits of Fair Chance Hiring in Residential Property Maintenance, Rental Housing and Supplier Companies
In today’s competitive job market, many qualified individuals face significant barriers to employment due to having a criminal record. An increasing number of companies and organizations are recognizing the benefits of implementing “fair chance” or “ban the box” hiring policies that remove questions about criminal history from the initial application process.
Nearly 1 in 3 Tennessee adults has an arrest or conviction record that may prevent them from working in a variety of occupations. The residential property maintenance, rental housing industries and supplier companies stand to gain immensely by auditing current hiring protocols to broaden fair chance hiring guidelines. Tennessee releases roughly 298,822 men and 113,413 women from its prisons and jails each year. Fair chance employment practices give employers the ability to access a wider pool of talented and motivated workers. Programs like Project Return can help your organization grow talent pipelines by developing inroads to a group of overlooked and underutilized individuals. Last year, 792 individuals came through our programming. In 2023, 68% of our participants found employment through our connections in the community and our ability to help our participants with I-9 documentation, medical referrals, employment out fittings and housing stipends.
Individuals with criminal records often come from underrepresented communities and backgrounds. Fair chance hiring is a great way to support DE&I goals within the workplace. In Tennessee, Black people constituted 18% of state residents, but 36% of people in jail and 42% of people in prison.
Providing equal employment opportunities fosters a more diverse workforce, which can bring fresh perspectives, varied experiences, and a better understanding of the communities served by residential properties. Furthermore, fair chance hiring aligns with the principles of rehabilitation and second chances. Many individuals who have been involved in the criminal justice system have worked hard to turn their lives around, gain new skills, and become productive members of society.
Denying employment opportunities based solely on past actions can perpetuate a cycle of recidivism. The national average for recidivism is 50%. When a person comes through programming at Project Return, that rate goes to 16%.

largely unfounded. A person’s time since last conviction, age, and number of prior convictions are by far the best predictors of recidivism. If an individual knows those factors, knowing the type of crime a person has committed in the past adds little value in predicting the type of crime a person will commit in the future or the likelihood they will commit any crime. About 75% of people with a first conviction do not get a second conviction within 10 years.
To ease other concerns with liability, the State of Tennessee encourages employers to participate in the free federal bonding program, and fair chance employers can earn work opportunity tax credits (WOTC) for hiring community members with criminal backgrounds.
From a practical standpoint, fair chance hiring can benefit residential property maintenance and rental housing operations. Individuals with criminal records may have unique skills and experiences that can be valuable assets in the industry. Aside from identity theft, the application process also allows management to take a close look at pay stubs and bank statements. Don’t ignore what could be a potential alteration to these documents. We can always pick up the phone and authenticate the applicant’s employment and pay, maybe ask the applicant to verify their bank balance live on their phone.
So long as we maintain a standard that applies to all applicants, we can get creative with how to address this growing problem – the criminal element has certainly done so.
