Metro Action’s Assistance Portal Is Closed What Now?
In March 2021, Nashville’s Metropolitan Action Commission (MAC) opened its online portal for Davidson County residents seeking rental assistance. With varying degrees of success, speed, and efficiency, over the following 15 months MAC would distribute nearly $60 million in rental assistance. That online portal is now closed to new applications. MAC announced in May that as of June 30, 2022, the portal would be closed to new applications, as they expected the pending applications would exhaust their remaining funds. What does that mean for Nashville landlords and their residents? MAC has affirmed that they remain fully staffed and able to continue to process and approve the applications that are already pending. Their indication in May was that the current applications and any new applications received in the month of June will “obligate the remaining funds allotted to the city by the U.S. Treasury.” It remains unclear what will happen to pending applications if funding runs out before they are all satisfied. For residents who do not have a pending MAC application, MAC has indicated in its press releases

and announcements that beginning July 1, 2022, the Tennessee Housing Development Agency (THDA) will begin accepting applications for rental assistance from Davidson County residents until THDA’s funds are exhausted. Although THDA’s online portal hasn’t been updated as of this writing, MAC has repeatedly made the assertion that it soon will be updated. MAC and THDA are two completely separate agencies. In order to receive assistance funding from THDA, Davidson County landlords will need to establish an account through THDA, even if they’ve already done so with Metro. There is a link at https://thda.org that can direct landlords (and residents) in that process. What does all this mean for pending evictions in Davidson County? The Housing Resource Diversionary Court (HRDC) was created in advance of MAC’s online portal in an effort to connect landlords and tenants to these assistance funds. The General Sessions judges entered an order shortly thereafter indicating that any non-payment eviction with a pending MAC application was to be transferred to the HRDC. This order remains in place. The Court will continue to meet, although less frequently, with current dates being set as far out as October. This is in anticipation of approval and payment of MAC’s pending applications. As always, it is best to file your detainer warrant immediately to avoid any further delays. Please note, cases where MAC has previously made payment and the resident has again failed to keep up with their rent will not be transferred to the HRDC.

Trade Shows and Networking Events by Bridget Opfer, Contractors Inc One of the primary ways to connect with potential new and current customers is through trade show and networking events. Here are some overall best practices to ensure a successful event: • Support the theme. • Draw attention.
Shows usually have a theme. Embrace it! • Participate in the theme if possible. • Draw attention with theme and giveaways – $5 to $25 cash giveaways are always a hit. But remember to get something for giving – ask “Is there any work you need bid at your property?”
• Use social media – Facebook, LinkedIn, Instagram – to promote.
• Good client interaction is guaranteed with theme support and game inclusion. In most associations there are also awards for booth theme participation. Getting recognized with an award is free advertisement and easy PR.
• Remind customers before the show through social media, email, phone calls.
• Use a theme-related promo and high interest grabs that will stick around your target’s office or home.
• Make sure to thank the customers for coming by and send a thank you note to any new person you meet.
Important things to keep in mind during the show:
• Make it FUN! • Have games, pictures.
Most of the business development work at an event happens before it starts. • If possible, get a list of attendees before the show. • Set targets from the list of attendees or industry info for your area. Send an email blast to attendees to hype your booth. Include your booth number and any prize or game you may be playing. • Reach out to key targets prior to the show and set up one-on-one time to talk if possible. • Post to your Facebook page on the day of the show, showing the booth setup. Include a reminder of your booth number.
• Note follow-ups and interest during the show. You should always have a notepad with you. • If you have a prize for collecting business cards, write on the target’s card a follow-up need note. Take a picture of their card and email to yourself during show with note. An iPad and salesforce can also be options if you have the personnel and time during the show. • Send individual thank you emails to attendees, even ones you know didn’t stop at your booth. • Remind to call on your services. Follow up with a phone call, visit, email to targets with interests. Also, follow up with targets you may not have been able to see at the show.

Suppliers, cont. from p. 7 Questions you can ask at trade show and networking events As with all questions at events, find the appropriate time. Sometimes it is better to build rapport with personal banter. Then, ask a question here and there. • Why do you work with our company? (if they are already a customer) • Who else do you work with, and why? • What can we do better? • Is there anything any of our competitors do better? • What is your total annual budget? • How does your budget breakout capital spend vs. day-to-day maintenance vs. service? • How many other (positions) like yours are there in the company? • Who else should we talk with? • Could you please facilitate an introduction? • How long have you been with (company)? • What do you like to do when you’re not at work? • In what regions/states/cities do you focus the most? • What regions/states/cities do you see as the biggest opportunities? • What is your company’s decision-making process? Who is involved? What factors are considered? • What are the biggest hurdles you anticipate coming in the near-term? After the event, be sure to post photos on LinkedIn and Facebook. Be sure to tag the organization that hosted the event.

Some important things to remember while at all trade shows and networking events: • Follow up on leads. • Make new connections! • Qualify new customers. Ask questions such as who they work with in the industry, how they know you, why they want to work with you. Find out if you have connections in common. What ownership groups do they work for? • Work the transitions from old management to new management opportunities. Dig into the new management opportunity, including asset and ownership knowledge and connections. • Talk to customers you are trying to keep in good standing. Being “top of mind” in this business is key. You can casually “check in” with them to see how things are going. Take the opportunity to ask about new opportunities: “Is there anything you need us to take a look at?” or “Do you have any projects coming up?” • Actively pursue new opportunities – companies you have not worked with, markets you have not pursued, evaluate the market, new industry options.

Networking Made Fun at the Annual Trade Show It’s that time of year again! The Annual GNAA Trade Show is upon us, and this year’s theme is “A Show for All Seasons.” That’s right! Wall Street Lands On Honky-Tonk Highway AllianceBernstein Officially Opens Nashville HQ by Joel Stinnett, Reporter, Nashville Business Journal AllianceBernstein’s journey to its new home culminated in May with the grand opening of its Nashville headquarters. To mark the event, Joel Stinnett with the Nashville Business Journal sat down with Seth Bernstein and ChiefOperating Officer Kate Burke. Their Q&A has been edited for length and clarity. AB has made diversity an important focus of the company, and there is really no place in the United States more diverse than New York City. How have you been able to keep that diversity while moving to Nashville? Bernstein: Demographically, if you put aside the Asian population in New York, it’s not that different. The African-American population, I think, was more or less the same. Part of diversity isn’t just ethnicity [or representation] from underrepresented minorities, but it’s also different points of view. We need those different points of view to have a more spirited debate. You need those different points of view to really understand holistically a challenge or an opportunity. Kate and the teams that really drove this transition went out of their way to reach out to pretty much every walk of life you could imagine, every house of worship, every community, every lifestyle, in order to understand how our people would adjust, accommodate and feel welcome. And I think [Nashville has] at least met our expectations in that respect.
After the murder of George Floyd and the ensuing protests, Seth wrote a letter to employees outlining some organizational changes that AB intended to make. You promised to appoint a Black board member, which you did, as well as to make changes News & Events
to your investment platform alignment and corporate impact. How have those initiatives progressed? Bernstein: The timing, tragic though it was, was helpful for us because we were embarking on much broader responsible investing and corporate behavior. We think about it, particularly ESG [environmental, social and governance] concerns, quite differently than a lot of people in our industry. We’re not interested in exclusions. We buy energy or oil and gas companies. We just want to understand what the implications are. What are the negative externalities to a shareholder in owning that company? And can we help that company become less carbon-intensive, or whatever the particular goal is, through our own activism and engagements with them, and we’re very comfortable being that. We just released our 2021 Global Sustainability Report, which [shows] how we measure our managers, how we evaluate companies and the securities we purchase, how we govern ourselves, how we have embarked upon measuring our own impacts. Are we making progress in making this a more diverse, inclusive workplace? We want to be as a transparent as we can in doing that. It’s a long journey, and we’re not going to get there tomorrow, because hiring today is very challenging. Burke: On the ESG front, we do also recognize there are clients who are looking to have investment options that have more [purposeful] orientation to it. We have embarked on purpose-driven investment strategies that have been rolled out to our clients and have been very successful. 23

It’s the Law, cont. from p. 5 With these new changes, the only eviction cases that should be transferred by the Court’s order are non-payment cases with applications that were filed before the MAC portal closed. Because MAC’s portal has now closed, residents can no longer file a new assistance application the day of court and delay the proceedings. This should eliminate at least some of the cases transferred to HRDC these first weeks of July, and any new eviction filings for non-payment of rents after July should be almost entirely unaffected by the Housing Court. How a pending application with THDA will affect the eviction process, if at all, is yet to be determined.
MEC Breakfast Highlights
The agencies and judges involved in this process have agreed that a landlord cannot be compelled to accept rental assistance from any agency. In practice, the concept is not always applied consistently. Even in a situation where the landlord does not want to accept MAC funding through a previously filed application, the pending MAC application means the HRDC will be involved and will routinely allow extra time – well beyond the normal timelines – for a resident to vacate. If a landlord determines that they no longer want to accept rental assistance, there are two things that should be done: (1) file the detainer warrant immediately, if it hasn’t already been filed, and (2) make sure your attorney knows you do not want to accept rental assistance, whether from a pending MAC application or from a new THDA application. The sooner the “landlord refusal” process starts, the sooner it will end. The next meeting of the Housing Resource Diversionary Court is July 12, 2022. We hope to learn more about how these procedures and practices will evolve following the MAC portal’s closing and how the HRDC intends to operate over the next few months while the final remaining MAC applications are completed.
