They used three categories: business environment, access to resources and business cost. Couple that information with our low taxes, affordable housing, lack of natural disasters and availability of jobs and it is easy to see why so many people are moving here from all over the country. The only unpleasant thing we deal with is too much sunshine and a few months of heat but, it seems, people from everywhere would welcome our living conditions. We attended a Scottsdale Ranch Realtor meeting this week and we almost had to cancel the tour for lack of inventory. It is an extremely brisk market with about a 2½ month supply of homes for sale.

Board Briefs MAY • Tom Mitchell was appointed as a new member of the SRCA Architectural Committee. • The Edison lights rule is being kept as it stands. Edison-style string lighting is not considered holiday lighting and is never allowed. • Nina Munson has accepted the position of chair of the SRCA Social Committee. JUNE • Jan Kaschner was appointed as a new member of the SRCA Architectural Committee. • Approved the SRCA Financial Committee’s recommendation to renew the current liability and property insurance policies with the same carriers and coverage. • Approved Multiple Material Language to be added to the Architectural Guidelines in order to create and maintain harmony and consistency within a property. • Approved clearer setback language to be added to the Architectural Guidelines. Many times, homeowners living in HOAs complain about their associations. Complaining about the dues they must pay; about the regulations they must follow and question what they can and cannot do on their property. Despite these facts, people continue to live in HOAs. Why is that? Most of the time, HOAs will provide that extra level of service that the local municipalities do not. Homeowners welcome that extra level of service providing lush, manicured landscape; consistency in architecture; social and recreational opportunities; and, many times, zoning protections. A recent study conducted by Researchers Matthew Freedman and Wyatt Clarke suggests that HOAs provide value to homeowners. Not just the value of the services provided; it is the value based on the fact that properties in HOAs typically sell for more than other similar homes in non HOA communities. This study was based on data from millions of sales. The researchers used data over a 35-year period for 34 million singlefamily home sales resulting in an approximate 4% or $13,500 higher sale price than ones in non HOAs. Keep in mind, this is an average and will vary by state. This is music to my ears. For decades, I have worked hard to be sure that we as an association continually follow our Mission Statement and provide that high level of service. I hope that you feel the same. If there is ever anything that we, as YOUR association, can do better, please let me know. Thunderstorm Safety – Avoiding a Lightning Strike Warm weather usually means fun in the sun, but summer heat also can bring severe weather. Threatening thunderstorms often loom large on summer afternoons so it’s important to be prepared for downpours and accompanying lightning, which can strike outdoors or indoors. Consider the following suggestions when planning both outdoor and indoor events this summer to reduce the risk of a lightning strike. • Watch the weather. Pay attention to your local weather forecast before participating in outdoor activities. If there’s a chance of thunderstorms, consider rescheduling or moving events indoors. If that’s not possible, have an emergency plan in place in case a severe storm rolls in and designate a sufficient nearby structure as an emergency shelter. • Stay inside. If severe thunderstorms are imminent, go indoors and wait until they pass. Safe, enclosed shelters include homes, schools, offices, shopping malls and vehicles with hard tops and closed windows. Open structures and spaces do not provide adequate protection. • Duck and crouch. If you’re caught outside during a severe storm, it’s important to crouch low on the ground, tuck your head and cover your ears to help protect yourself from harm. Do not lie down; lightning strikes can produce extremely strong electrical currents that run along the top of the ground and laying horizontally increases electrocution risk. • Turn off faucets. During a thunderstorm, lightning can sometimes be conducted through the plumbing. Avoid any type of contact with running water, including bathing, showering, and washing your hands, dishes, or clothes. • Turn off electronics. All electrical appliances—televisions, computers, laptops, gaming systems, stoves, and more—that are plugged into an electrical outlet could carry a current from a lightning strike. Surge protectors will reduce the risk of damaging electronics. • Stay away from windows. Not only is lightning a threat, but high winds and hail create f lying debris that could be harmful during a thunderstorm. Close all windows and doors and keep away from them. If your property has been damaged in a natural disaster—hurricane, tornado, f lood, earthquake or fire—there are some important steps you can take in the immediate aftermath to ensure your safety and minimize financial loss. Consider the following actions: Enter with caution. Damaged homes or buildings could be structurally unsafe; use extreme caution when navigating those areas, and don’t enter unless necessary. Debris and other hazards are unsafe. Secure the property. In cases of significant structural damage or security concerns, determine whether the damaged area needs to be secured with temporary fencing or another type of barrier to keep out unwanted guests. Notify your insurer. Call your insurance company to inform them there’s been a disaster and to file an official claim. Take down the claim number and any relevant contact information for whomever will handle your claim. If your vehicle sustained damage, contact your automobile insurer. Notify utility companies. If property damage includes disruption to water, gas or electric utilities, contact the companies right away to shut off service. Failing to do so could pose a safety risk to you or emergency responders in and around the disaster area. Take photos of the damage. Beginning with the property’s exterior, take photographs of the damage. If it’s safe to enter the structure, take photographs of interior damage as well. These will come in handy for insurance purposes. Take inventory of your damaged belongings. Make a list of your damaged personal items and ensure you have photographs. Include the price of large appliances or valuable items with your list and, if possible, surviving receipts.

SRCA STREET PARKING REMINDER We continue to receive complaints regarding residents who are consistently parking on the street before utilizing the driveway and garage. Once again, we will be increasing our enforcement efforts and will conduct compliance inspections for parking outside of regular business hours. To avoid getting a letter and/or fine assessments from SRCA regarding parking, please know the parking rules per the SRCA CC&Rs. ARTICLE IV LAND USE CLASSIFICATIONS, PERMITTED USES AND RESTRICTIONS (CC&Rs, Article IV, Section 2(w), Page 20) Parking. It is the intent of the Association to restrict On-Street parking as much as possible. Vehicles of all Owners, Lessees and Residents, and of their employees, guests and invitees, are to be kept in garages, carports, residential driveways of the Owner and other designated parking areas wherever and whenever such facilities are sufficient to accommodate the number of vehicles at a Lot or Parcel; provided, however, this Section shall not be construed to permit the parking in the above described areas of any vehicle whose parking on Scottsdale Ranch is otherwise prohibited or the parking of any inoperable vehicle. Before any vehicles may be parked on the street, all parking spaces on the Lot or Parcel located within an Owner’s garage and on an Owner’s driveway must be used for parking vehicles. At least two covered off-street parking spaces must be provided for each single family detached unit. SRCA FINE SCHEDULE FOR PARKING AND VEHICLE VIOLATIONS (Admin Rules & Architectural Guidelines, Page 19) No Courtesy Notice Required Violation Notice - $100 fine Subsequent Notices - $100 fine Continuing Violations - $10 fine per day Our intention and the intention of the documents is to keep the streets uncongested by requesting residents utilize their garages and driveways before parking in the street. A majority of the time residents are parking additional vehicles on the street because the garage is being used for storage or it is inconvenient to jockey vehicles around with everyone’s different schedules. Parking on the street decreases line of sight for drivers and can be very dangerous. When there are vehicles parked on both sides of the street, only one vehicle can pass at a time and it can impede emergency vehicles. Parking is usually a point of contention in all communities. If we can be courteous to our neighbors and make an effort to not continuously park on the street, the streets will be less cluttered and safer for everyone. Desert Landscapes in Late Summer By Randy Zellers, SDL, Director of Operations
Our landscapes are trying to survive the intense summer heat this time of year. The welcome rains of the monsoon may help provide water to our landscapes, but the high winds associated with monsoons create their own challenge in maintaining the landscape during this time of the year. Limbs from trees often snap and crash to the ground if not properly pruned to alleviate weight and length of the limbs. Too many times, tree professionals thin and open the canopies to our desert trees which make them susceptible to breaking rather than allowing wind to pass through the canopy. You are better off to reduce the length of limbs and balance the tree rather than excessively prune the interior canopies of Mesquite and Palo Verde. The higher humidity and rainfall will create massive amounts of blooms on some species of desert plants like Sages, Ruellia and Lantana. Natives to Arizona often refer to the Sages as “Humidity Bush”, due to the blooms produced during the summer months of higher humidity. You can save water during this time of the year by turning off your irrigation controllers when we receive rain. An inch of rain will normally allow you to shut off your irrigation system for two to three days. Take advantage of the free-gift of water during monsoon season. As always, check the leaves of your plants for wilt before turning your system back on. Spurge is the dominant weed during the summer and it will invade both granite and turf areas if not controlled. For granite areas, use a glyphosate product to eliminate the weeds on contact and a healthy turf stand will prevent weed growth in your lawns as healthy Bermuda will out-compete weeds in your lawn. Fertilize your turf areas with light doses of nitrogen throughout the summer until September to prevent weeds from invading weak or bare spots in your lawn. If you have shaded lawn areas and Bermuda struggles to grow, consider creating a large mulch bed beneath the tree rather than trying to force summer grass to grow there. Come September, we should be preparing our lawns for over-seeding and mowing shorter each week until ready for rye seed. Do not trim plants this time of year. It is still too hot and trimming will stress the plant and increase the need for water to recover. It is best to wait until the weather cools down before trimming or planting new shrubs and trees. When walking early morning or evening, use your eyes to evaluate the landscape for watering adjustments that may be needed. Otherwise, let nature takes its’ course and stay inside during the heat of the day knowing that cooler temperatures of fall are just around the corner.

A simple questionnaire is completed by you and submitted along with the completed Community Center Rental Agreement form.

As many of you know, the amenities available to our members are second to none! Where else do you find a lake with 5 miles of shoreline in Scottsdale? The Community Center and boat rentals are wonderful amenities that offer spectacular settings for all kinds of activities. Rent the Community Center for all your parties, build wonderful memories and enjoy the backdrop of beautiful Lake Serena. Rent the Pontoon Boat and other recreational watercraft to treat your guests to the wonder of a lake in the desert. Keep in mind, the insurance requirements, as outlined below, offer protection for both the HOA and the homeowner.
RENTING THE PONTOON BOAT & OTHER LAKE SERENA RECREATIONAL BOATS – When renting the pontoon boat or other Lake Serena watercraft, you are required to provide proof of coverage by submitting your one-page current homeowner’s insurance declaration page. This is the page that includes: your name, the SRCA property address that is covered, and the policy period. Renters are required to submit proof of renter’s insurance. SRCA does not provide any insurance of any kind for users of the boat(s). All expenses related to the treatment of injuries incurred while using the boat are the sole responsibility of the user or his/her insurance carrier.

Employee Spotlight Meet Terry Barnes SRCA Facilities and Lake Team
Terry has been a part of the Scottsdale Ranch Community Association team for 9 years since retiring after working for a phone company for 40 years! Terry says what he enjoys most about working at SRCA is when he is out on Lake Serena. Fun Facts: • He loves spending time with his family, including his two dogs. • He adores his grandchildren and spends a lot of time with them. • One of Terry’s hobbies is riding his Polaris Razr when he is visiting Happy Jack, which is right outside of Flagstaff. • Terry is an avid weightlifter.

Dumpsters, Pods and Porta Potties As many of the homes on the ranch are past the 30-year mark, many homeowners are renovating their homes. There are many projects that require a dumpster, storage pods and porta potties. It is easy to forget to file a submittal when you have changes happening in your very personal space. Don’t let this happen. Having one of these units without prior approval is a violation and I want to help you steer clear of those! These submittals are processed within a short period of time at the staff level. Dumpsters, pods and porta potties share the same form. Just fill out the related sections and submit for approval. Remember to answer the easy questions and you’ll be all set. If you live in a sub-association, this submittal will be forwarded to the subassociation for their approval as well. The rules for all of these are the same in most respects. Dumpsters, pods and porta potties must be stored on your property and not in the public way. This means the device or devices must fit on your driveway or on your personal landscape without blocking the sidewalk or street. Storing anything on the street (public way) is not allowed.
City of Scottsdale Collection Services Upcoming Weeks of Brush Collection: August 26th and September 30th The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. New Architectural Rules adopted In the architectural committee meeting of June 12, 2019 the committee made the following changes to the Architectural Rules; • In order to create and maintain harmony and consistency within a property, when choosing materials and finishes (for walls, fences, gates, landscaping, driveways, walkways, and hardscape elements), having a large number of different materials, textures, or designs is to be avoided. The Architectural Committee reserves the right to deny applications which would result in too many different materials, textures, or designs being visible. • Gazebos, Ramadas, Pergolas, Cabanas and Sun-shade Structures was modified from the lesser of 10’ or the original building setback and now reads, the greater of 10’ and the original building setback.

Welcome back for another great school year! We are so excited to be back after the summer months, so much has been happening at Laguna while everyone was away! Camp Invention was a huge success at the beginning of June! Over 160 students participated in activities ranging from discovering undersea adventures to working on a farm and programming a robot to do different activities. The kids enjoyed every moment! Teachers spent time this summer brushing up on their skills in Arts Integration as well as strategies to engage students. We are committed to providing a STEAM-focused environment at Laguna that included inquiry-based instruction for all students! Meet the teacher night is Thursday, August 1st from 4:30 PM - 6:00 PM here at Laguna. Students and parents will have the opportunity to drop off supplies, meet their new teacher, and see the classroom room before school starts on Monday, August 5th. We will also host back to school nights for parents to learn more about the school, teachers, and curriculum for the year. This will take place on Wednesday, August 14th from 5:00 PM - 7:00 PM. Meet Bonnie Engstrom, a Local Author Bonnie Engstrom just published her thirteenth book! She writes inspirational romance and women’s fiction in which many of her characters are real people, some you might personally know or run into at the grocery store. Maybe it’s your banker, f lorist, physical therapist or manicurist. Maybe your dentist, piano teacher or school director. Maybe you! According to the Federal Trade Commission, credit card and new account fraud was up 24% last year. One way to curb the amount of “new account” fraud is to place a freeze on your credit. Luckily, a new federal law was passed last year that prohibits credit reporting agencies from charging fees to put a credit freeze on consumer’s credit reports. For those that do not know, a credit freeze, also known as a security freeze, restricts access to your credit report so that identity thieves cannot use your personal information to open a new credit account. Credit report companies could previously charge customers to freeze or unfreeze their credit reports. Since there are three major credit reporting agencies and a freeze must be placed with each company, these charges could really add up. This is no longer the case. Once you put a freeze on your credit, you will receive a PIN code, which can be used to unfreeze your credit whenever you need to obtain new credit. It is best to check with your prospective lender to find out which of the three credit reporting agencies they use. This way you only need to unfreeze your credit report with that one credit reporting agency instead of all three. Once that is complete, you can once again freeze your credit. The new federal law also allows parents to freeze the credit reports of children under 16 years of age. Unfortunately, it is common for identity thieves to open accounts in a child’s name, knowing that it may be many years before the child ever applies for credit themselves and learns of the fraudulent activity. Please note that a credit freeze does not prevent fraudulent activity on your current credit accounts. You should still look over your monthly statements and watch for any charges on these accounts that you did not authorize. A recent street count in metropolitan Phoenix shows a continued rise in homelessness – a 22 percent increase over last year. Along with that, the public has seen various activities that may be related to homelessness rise, including sleeping in public places, littering and panhandling. City staff are working to direct those in need to appropriate resources while accommodating citizens’ concerns about excessive panhandling and related issues. The most visible sign of that work will hit city streets this week, when temporary signs will be placed at “high volume” panhandling intersections in Scottsdale. The signs encourage the public to donate to social service agencies rather than giving to individuals asking for money. While handing money to someone may feel good in the moment, donating dollars instead to social service agencies that help those in need is a more effective way to address the root causes of homelessness and panhandling. The city also discourages panhandling (which is not illegal) because of the safety hazards associated with it. Panhandlers may distract drivers or obstruct views, and put themselves at risk alongside busy roadways. In addition to the temporary signs, which will be moved as needed to areas where panhandling is prevalent, city staff are distributing community resource cards to people experiencing homelessness and helping those individuals with access to social workers and job training specialists. The city has developed a resource page for residents and others seeking more information about this challenging topic. The city remains a committed partner, working with state and federal governments, non-profit organizations, faith communities, and compassionate, committed citizens to improve the lives of those in these difficult situations.
