Manager’s Report By Kathe M. Barnes, CAAM, PCAM Executive Director
Common area maintenance, and just as important, common area enhancements are some of the most important responsibilities of a homeowner association Board of Directors. The clean and pristine appearance of the common grounds is a vital contributing factor towards maintaining and enhancing property values throughout the Ranch. Because associations are chartered with the maintenance, improvement and enhancement of the common areas, an underperforming association in these areas can collectively affect the value of the homes. For example, if the current high standard of maintenance is not continued, this factor alone could account for an average drop in home values of around $5,000 per home. In other words, this could cause an overall collective depreciation of close to $20 million for Scottsdale Ranch as a whole. Therefore, leveraged enhancements such as revitalization and renovation of common areas is a continuous objective of the SRCA Board of Directors. Our association is taking steps to ensure the continuance of highquality, updated amenities and landscape on Scottsdale Ranch.
In January, the renovation of the lake cove area adjacent to the Scottsdale Ranch Community Center began. This area can be used by residents when enjoying a ride on a kayak, canoe, or paddleboat or those just wanting to fish or have a BBQ while enjoying the serenity of the lake. The enhancements to this area include: • Cantilevered dock for easier access to the recreational boats • Paver picnic and BBQ area with a grill • Paver walkway along the cove • Shade structure with table and benches • Kayak rack • Lush, new landscape and accent lighting The goal is to have this project completed by our annual event of the Fishing Derby and Lake Fest being held on Saturday, March 2, 2019. Be sure to attend this fun-filled event to see the new area, take out a kayak, ride in the pontoon boat and enjoy free refreshments.

Director’s Message Joe Dawson SRCA Director
Life growing up on the Prairies in a 2 bedroom 800 square foot ranch style farm house without running water and wood stove for heat taught me many lessons - none more important than you best get to know your neighbors and often times the nearest was a mile away. The thermometer would dip below minus 30 for weeks on those January nights, and for the life of me I cannot recall putting on my coat & boots to walk the 40 yards to use the facility snow crunching under my feet. Funny how unpleasant experiences are hard to recall and yet there are so many that have left indelible memories - a dial telephone with a button on top that you had to lift prior to making a call, the new electric stove that went unused for a whole year collecting dust because our meals had been prepared on the old wood stove and besides, what would we do if the electricity went out? we could freeze to death waiting for help to arrive.(or so we thought) Your likely asking yourself what on earth does this have to do with Scottsdale Ranch and exactly how many hundreds of years old am I. Permit me to suggest it has everything to do with The Ranch and I am a well meaning youthful, vibrant quinquagenarian, so please keep reading Growing up under such harsh conditions meant that you not only had to know your neighbors, you had get along with them. We minded our own business and we watched out for each other. In my wildest dreams I could not imagine firing up a loud piece of machinery on a Saturday or Sunday morning before 9 am for fear it might alienate our closest neighbor, and then what would we do if we had to call on them for help?

There was only two times per year when such behavior was appropriate, early May when we were seeding, and September during harvest. Appropriate because everyone was working 24 hours a day to get the crop in, or take it off while the weather was good - and when you were done you went to the neighbors to find out if they needed help. That’s just the way it was and still to this day . Scottsdale Ranch has been my home for 12 years and with one exception I have been fortunate to have good neighbors, and I think that’s pretty darn good. I met them all before I purchased my home having knocked on their doors to find out who owned the barking dog from hell, (yes I’m a pet lover and have rescued more than a few doggies, horses and kitties) and who is the well meaning not so affable, deaf aging rock musician that used to play in Alice Cooper’s band who thinks nothing of firing up his leaf blower every Sunday at 7:05 am before heading off to church? Upon discovering that I was surrounded by some pretty darn nice people I bought the home and the rest as they say is history. In closing I am grateful to have the opportunity to live, work and serve the residents of Scottsdale Ranch and as my folks liked to say “if you want a good neighbor you have to be a good neighbor.” So with that, I we would like wish you all the best in The New Year and say thank-you for the opportunity to be your neighbors. I encourage you to get to know your neighbors and let’s continue to work together to make our Community an even better place to live.

Board Briefs November (No December meeting) • The board accepted the proposed new Sherwin Williams paint palettes. Sherwin Williams paint palettes were created to match the Dunn – Edwards paint palette for residents to have more options. • The 2019 BOD meeting schedule has been approved. November and December meeting dates were adjusted to accommodate the meeting dates that would fall on holidays. • Appointed Kaylin Pagnan as a member of the SRCA Social Committee. • The monument committee is doing a great job working with designers to create monuments that update our property, incorporating Lake Serena and the beautiful tones of the ranch with new height and materials. Does Winter Get You Down? It May be More than Just the Weather Most of us rue the end of summer—sunny days, mild nights, vacations, the beach, ball games, picnics and so much more. Although fall and winter bring holidays, the warmth of a fireplace and football (actual and fantasy), for many people the winter months mark the return of seasonal depression. It’s known in medical circles as seasonal affective disorder (SAD), a type of depression that affects a person during the same season each year. If you get depressed in the winter but feel much better in spring and summer, SAD may be the culprit. Symptoms typically start in September or October and end in April or May. Anyone can be affected by SAD, according to WedMD, but it is most common in: Women • People who live in areas where winter days are very short or there are significant changes in the amount of daylight in different seasons. • People between the ages of 15 and 55; the risk of SAD declines as we age. • People who have a close relative with SAD. Like many other ailments, genetics can play a role. Experts are not sure what causes SAD, but they suspect a lack of sunlight, which may upset your sleep patterns. It also may cause problems with a brain chemical called serotonin that affects mood. Symptoms may include feeling sad, moody and/or anxious; losing interest in your usual activities; eating more and craving carbohydrates, such as breads and pasta; gaining weight, and sleeping more and feeling drowsy during the daytime. Treatments Doctors often prescribe light therapy to treat SAD. There are two types of light therapy: • Bright light treatment. For this treatment, you sit in front of a “light box” for half an hour or longer, usually in the morning. • Dawn simulation. For this treatment, a dim light goes on in the morning while you sleep, and it gets brighter over time, like a sunrise. Other treatments can include antidepressants and counseling. There are many articles online about SAD—check out Wikipedia and the Mayo Clinic or type “season affective disorder” into your browser. 6

Important Information About 2019 Annual Assessments By Ricki Stamos, Administrative Assistant/Bookkeeper
We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2019 Annual Assessment. By paying your annual assessment in a timely manner, you are not only insuring that Scottsdale Ranch Community Association continues to remain in good financial standing, you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible. As you are probably aware, the 2019 Annual Assessment, in the amount of $375.00, was due on January 1, 2019. Invoices were mailed to all homeowners in December 2018. Payment was considered delinquent if not received in our office by January 31, 2019 thus giving homeowners ample time to make a payment without being late. A 10% late fee of $37.50 was added to any unpaid accounts on February 04, 2019. If payment on unpaid accounts was not received by February 28, 2019, interest was added to the account at the rate of 12% per annum, or $3.75 per month. This fee will continue to be added to unpaid accounts each month until payment is received. If payment is not received by April 30, 2019, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit. Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt. If your annual assessment has not yet been paid, we encourage you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. If you have any questions regarding this matter, you may contact our Bookkeeper Ricki Stamos at (480) 860-2022. Board Election Another board election is right around the corner and will be held in the month of April in conjunction with our Annual Meeting. If you are unable to attend the membership meeting and election, you can still vote. SRCA will once again be utilizing a balloting service in order to provide a smooth and easy online election process. This process debuted last year and was selected to reduce the time, expense, and environmental impact of the election process, while, hopefully, increasing voter turnout and member participation in the election. Electronic voting will provide a secure electronic and anonymous way to participate; however, an option will be available for those who wish to continue with the paper ballot system. Here is how the process will work: • Every unit will receive a letter in the mail. • The letter will include a link to a secure site with the voter’s personal registration code embedded. Once a ballot has been cast using this code, it will not work again. • The ballot automatically loads in the voter’s browser. • Voter makes selections of candidates. A verification screen then shows the candidates chosen, and alerts about any undervotes. • The voter can return to the ballot to make changes, if necessary. It is that simple. We hope you find it to be an easy process. The letter will be mailed in mid-March to each homeowner at the mailing address on file with the association. Please take a minute to participate in the governance of your association. Your vote matters!

Employee Spotlight Meet Genevieve Long SRCA Community Relations/Event Coordinator
Genevieve became a part of the SRCA team in September 2017. She is from the Houston, Texas area and is a graduate from Texas State University with a Bachelor’s Degree in Communication Studies. Genevieve’s background includes working in corporate events, marketing and customer relations. At SRCA Genevieve manages the SR bi-monthly magazines which includes collecting articles, creating SRCA f lyers as well as creating Groups & Clubs f lyers. She also works on the SRCA website, sends weekly email blasts, and manages all of the many SR community events throughout the year. She creates marketing materials to promote these events and to keep residents informed of what is going on around the community. Genevieve also works with branding Scottsdale Ranch with various items such as event banners, tents, SRCA stationary products and SRCA merchandise. Genevieve stated that she loves what she does in her position at SRCA and is happy to be a part of a fast paced office environment and working with a fun team. In her spare time she likes to stay active, travel to new destinations, watch sports and most of all spend time with family and friends. Fun Facts: • She has been skydiving. • She has a unique koozie collection. • Her favorite sports team is the Houston Texans. • The beach is her happy place.

Light Up the Night? Unless you have submitted for exterior lighting, you may not know that Scottsdale Ranch maintains a policy that honors your privacy and security without the intrusion of excess light, or commonly referred to as light trespass. Outdoor spotlights, f loodlights and motion sensor light fixtures must be shielded and focused downwards to protect adjacent neighbors from light invasion. Only soft white or yellow bulbs can be used with a total cumulative wattage of 60-watts per fixture. Light fixtures must be mounted at a reasonable height. No lighting is to be installed on parapet walls. Landscape lighting rules are very similar. As anyone enjoying the beautiful night skies, no one wishes to be barraged with lighting from neighboring properties. Landscape lighting must be low voltage and yes, requires architectural approval as does all external property changes. Please call if you have questions. We are here to help!
City of Scottsdale Collection Services Upcoming Weeks of Brush Collection: February 25th and March 25th The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Please be patient as the City has all week to pick-up in our area. NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

Short Term Vacation Rentals in Scottsdale Ranch Many residents are noticing more and more homes being leased out as vacation rentals. On the 2018 Annual Election Ballot, an amendment to the community CC&Rs was proposed to further restrict short term rental leases in single family homes and allowing for swifter compliance action against vacation rentals. This amendment to the CC&Rs passed. The Scottsdale Ranch CC&Rs state: Section 3b (iv) An Owner may not lease his Lot to more than one Single Family at one time. Furthermore, an Owner may not enter into more than a total of two (2) leases for his Lot during any 365 day period. Additionally, all leases must be for a minimum of a thirty (30) day term. No new lease may begin less than thirty (30) days after the start date of the prior lease. No advertisement offering a lease or rental for less than thirty (30) days shall be allowed. All advertising for leasing shall limit leasing to only a Single Family. There are homes purchased in Scottsdale Ranch that were bought for the sole purpose of leasing as a vacation rental or it is purchased and leased out until the owners are ready to retire and make it their permanent home. What many homeowners don’t know is that Airbnb, VRBO or other short-term rentals would qualify as a “lease” since the host is being paid money (or rent) in exchange for allowing the guest to occupy their home. This means that any leasing restrictions in the CC&Rs would apply to short-term rentals.
When neighbors see people with their luggage coming and going from a property, it is disturbing. Remember, these are vacationers and they are not concerned with the neighborhood and the people who reside there permanently. SRCA takes reports of short-term rentals seriously. We regularly review vacation rental websites and welcome reports from residents who suspect a short-term rental in their neighborhood. Additionally, the SRCA Board of Directors have levied substantial fines to owners who do not follow the leasing restrictions set for in the community CC&Rs. Please see the fine schedule below. WITHIN SUBDIVISIONS CLASSIFIED AS SINGLE FAMILY RESIDENTIAL: RENTAL VIOLATION (LESS THAN ALL OF LOT, EXCEEDING NUMBER OF LEASES IN ANY 365 DAY PERIOD, OR NOT AS SINGLE-FAMILY RESIDENCE • No Courtesy Notice Required • Violation Notice – amount being charged as rent, or minimum of $200 fine per day • Subsequent Notices - amount being charged as rent, or minimum of $200 fine per day • Continuing Violations - amount being charged as rent, or minimum of $200 fine per day Please keep in mind if you live in a community that is not classified as “Single Family Residential” the above rules and fines scheduled can not be enforced by SRCA. Home & Landscape… Spring is in the Air By Randy Zellers, SDL, Director of Operations
Hopefully, we have all made it through our winter and made those funny phone calls to friends and family from back east and the northern states who have real winters, bemoaning the fact that it was 50 degrees today and cold. Spring training is in full swing and everybody thinks their team actually has a shot at the World Series in 2019. What can be better than the glass being full? We do have plants that may be adversely affected by cold weather like Lantana, Hibiscus, Bougainvillea, Yellow Bells, Orange Jubilee and succulents. Don’t worry, a simple prune back after the threat of frost has passed will correct the damaged leaves and branching. By mid-March, look for new buds forming on the branches of frost damaged material and simply prune above the bud. This will remove the dead wood and the existing root system will push new growth to the plant. Increase watering after the prune for best results. Winter annuals will still have a couple of months to thrive. By the end of May, it is best to change out the f lowers to species that will handle our warm summers. Ipomoea, Celosia, Gomphrena, Lobellia, Marigolds, Verbenna, Zinnias and Lantana are good
choices. Due to the extreme heat of our summers, it is best to choose species that have fared well for you in the past. Turf areas will begin to come out of dormancy once overnight temperatures have stabilized at 65 degrees for a period of a week or so. If you have installed rye grass for the winter, continue to water 3 to 4 days per week and gradually reduce the mowing heights to allow more sunlight to reach the Bermuda base below. If you did not overseed this past winter, gradually increase water times to your dormant turf to f lush new growth. Apply a balanced fertilizer to your turf to help nutrients to the root zones like a 21-7-14. The three numbers on each bag of fertilizer represent, Nitrogen, Phosphorous and Potassium. A simple way to remember what each nutrient does is up, down and all around. Nitrogen is the greening element, Phosphorous is for the root system and Potassium is for the overall health of the plant. Irrigation systems should be checked for head to head coverage after sitting idle during our rainy winters. Update nozzles in your turf heads and add new batteries to your controllers for the new year in anticipation of the heat of summer. In the desert, plants rely on water from our irrigation systems since Mother Nature rains can be few and far between. Enjoy the beautiful weather of spring time in Arizona and watch your landscapes come alive with color.

Rental Bikes and Electric Scooters By Scott Curtis #B1266 Scottsdale Police Department Via Linda District Crime Prevention Police Aide
You have probably seen plenty of the rental bicycles and electric scooters around town due to the increased popularity in ridesharing. The City of Scottsdale recently enacted some changes to the city ordinance to address the issues related to this trend, particularly in parking these devices. Riders are expected to keep the sidewalks open to pedestrians and to park the bicycles and scooters in racks or in designated parking areas. A maximum of 5 devices per company are allowed within 200 feet of each other. They should not be parked on private property unless they have permission from the property owner.

If you find a bicycle or electric scooter that is improperly parked, there are several ways to report the issue. The fastest and most effective way to report devices that are parked improperly is through the city’s Scottsdale EZ website. Go to eservices. scottsdale.gov/EZ, type “bike” or “scooter” into the search box and follow the prompts to make a report. The application will forward your report to staff or to the private bike- and scootersharing companies. Parking issues can also be reported directly to the owner companies: Bird (black and white scooters): call 1-866-205-2442 or email hello@bird.com. Lime (yellow and green bikes and scooters): call 1-888-5463345 or email support@limebike.com. Razor (red scooters): call 1-833-LAST-MILE or email sharesupport@razorusa.com. You can also report parking issues by calling 480-312-7433 (312-RIDE) 8 a.m. to 5 p.m. weekdays. The Scottsdale Police Department will only respond to illegally parked ride-sharing bicycles or electric scooters if it is parked in an extremely hazardous location, such as blocking a roadway. The ride-share companies are required to remove the illegally parked vehicles immediately after they are notified.
