When you receive this we will be in the middle of the “Season” when there is event after event and the streets and restaurants are packed with people from all over the world coming to enjoy one of the best living environments in the world. It is truly wonderful to be able to live and work here. Here is a quick recap of the past three years in Scottsdale Ranch. When the market turned down in 2005-2006 we have said many times in this magazine that the absolute best recovery would be a gradual, steady climb so we did not end up with another false market that would need another “painful adjustment.” Our recovery has been steady, we are presently in a very healthy market and in 2019 were in the top five real estate markets in the country. Some takeaways… • In 2018 sales volume rose 20% and in 2019 another 10% • In 2018 $/square foot rose 5% and in 2019 another 6% • Days on market has gone down significantly attesting to a diminished inventory

What Are Governing Documents? We’re always talking about the association’s governing documents, but what are they? State Law Almost every state has statutes governing condominiums and homeowner associations. In addition, most associations are subject to the state corporations’ code as well as the Planned Community Act. Declaration, Master Deed, or Proprietary Lease and Their Covenants and Restrictions (CC&Rs) Planned communities are created by declarations (also known as master deeds). These contain the restrictions that regulate residents’ behavior, they define owner’s rights and obligations, and establish the association’s responsibilities. Articles of Incorporation Most associations incorporate and have articles of incorporation that define their purposes and powers. They specify such things as the number of directors and their terms of office. Bylaws Bylaws address association operations such as procedures for meetings and elections and specifying the general duties of the board. Resolutions—Rules and Regulations (Architectural Guidelines) Board members adopt rules and regulations. Rules and regulations are recorded as board resolutions. Resolutions must be consistent with the declaration or proprietary lease, the bylaws and state law. Association governing documents are almost always trumped by state law. But, when association documents conf lict among themselves, the declaration or proprietary lease carries the greatest weight, followed by the bylaws and then the rules and regulations. Finances/Homeowner: Extended Warranties and Service Contracts: Extra Protection or Waste of Money? When you buy cars, computer equipment, major appliances, home electronics or other expensive household items, chances are you will be offered a service contract or extended warranty for an additional fee. Often charged as a percentage of the purchase price, service contracts and extended warranties range in cost from less than $50 to several thousand dollars. While they may seem like a good way to protect your investment and buy some extra peace of mind, consumer advocates generally advise against purchasing this extra coverage and report that it is rarely worth the cost. Most big-ticket purchases come with a standard manufacturer’s warranty that usually covers the item for a least the first year. More often than not, if a product is faulty, any defects will become apparent during that period and will be covered by the standard warranty. If a product is not defective, problems typically show up much later in a product’s life cycle, beyond the term covered by an extended warranty. In addition, extended warranties often overlap the manufacturer’s coverage—you might buy a two-year extended warranty, but with the manufacturer’s warranty covering the first year, you are really only receiving one additional year of coverage. Another reason consumers are discouraged from purchasing service contracts is that they can contain so many conditions, terms and exclusions that they are virtually ineffective. In most cases, you will not have protection from common wear and tear, and some manufacturers do not honor contracts if you fail to follow their recommendations for routine maintenance. One more thing to consider when weighing the pros and cons of service contracts is credit card coverage. Some credit card reward plans will double the length of a manufacturer’s warranty, free of charge, when you purchase the item with the card, making additional coverage unnecessary. If, however, you do decide to purchase extra protection for a product, make sure you read the fine print in the service contract and ask the following questions to be sure you’re getting the protection you’re paying for: • Does the dealer, manufacturer or an independent company back the service contract? • How are claims handled? • Who will perform the service and where it will be done? • What happens to my coverage if the dealer or administrator goes out of business? • Is prior authorization required for repair work? • Are there any situations when coverage can be denied?

Important Information about Assessments By Ricki Stamos SRCA Administrative Assistant/Bookkeeper
We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2020 Annual Assessment. By paying your annual assessment in a timely manner, you are not only insuring that Scottsdale Ranch Community Association continues to remain in good financial standing, you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible. As you are probably aware, the 2020 Annual Assessment, in the amount of $395.00, was due on January 1, 2020. Invoices were mailed to all homeowners in December 2019. Payment was considered delinquent if not received in our office by January 31, 2020 thus giving homeowners ample time to make a payment without incurring a late fee. A 10% late fee of $39.50 was added to any unpaid accounts on February 04, 2020. If payment on unpaid accounts is not received by February 29, 2020, interest was added to the account at the rate of 12% per annum, or $3.95 per month. This fee will continue to be added to unpaid accounts each month until payment is received. If payment is not received by April 30, 2020, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit.
SRCA Board Election Another board election is right around the corner and will be held in the month of April in conjunction with our Annual Meeting. If you are unable to attend the membership meeting and election, you can still vote. SRCA will once again be utilizing a balloting service in order to provide a smooth and easy online election process. This process debuted a couple of years ago and was selected to reduce the time, expense, and environmental impact of the election process, while, hopefully, increasing voter turnout and member participation in the election. Electronic voting will provide a secure electronic and anonymous way to participate; however, an option will be available for those who wish to continue with the paper ballot system. Here is how the process will work: • Every unit will receive a letter in the mail. • The letter will include a link to a secure site with the voter’s personal registration code embedded. Once a ballot has been cast using this code, it will not work again. • The ballot automatically loads in the voter’s browser. • Voter makes selections of candidates. A verification screen then shows the candidates chosen, and alerts about any undervotes. • The voter can return to the ballot to make changes, if necessary. It is that simple. We hope you find it to be an easy process. The letter will be mailed in mid-March to each homeowner at the mailing address on file with the association. Please take a minute to participate in the governance of your association. Your vote matters!
Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt. If your annual assessment has not yet been paid, we encourage you pay it immediately or to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. Spring Trimming SRCA Common Walls Spring will be here soon and with a little rain and warmer weather plants and trees will begin to grow at a rapid pace. We would like to remind residents who share a common wall with SRCA ensure any trees and or plants are trimmed up and away from the wall. Owners are responsible for landscaping cut back from any wrought iron fencing and block walls for which the Association has maintenance and painting responsibilities (Please refer to the CC&Rs, Article IV, Section 2, Sub-section (q) (vi)). We ask all residents who share a wall with HOA common area, to check their parameter landscape and trim any vegetation away from the shared Common Wall on their property to prevent it from hanging over into the common area. In return, please contact us if you have a tree from the SRCA common area growing over the shared wall onto your property or if you are unsure of wall responsibility. Trimming Along Lake Serena Whether a property along the lake is maintained by an individual homeowner or a sub-association, it is crucial that
all landscape debris be kept out of the lake. Trimmings of grass, vegetation and palm trees along the lake’s edge need to be bagged and disposed of and not allowed to fall into the lake. Landscape trimmings that fall into the lake strengthens algae growth that disrupts the balance of the lake’s eco system and creates additional expense to the association to treat to keep the balance in check. The Association intends to levy a $150 fine against any Member dumping anything, including grass clippings and landscaping debris, into Lake Serena, per occurrence. The Association will also seek recovery of any costs incurred by the Association against any ancillary association that dumps anything into Lake Serena. The diligence of resident and community association landscapers is appreciated. Shared Party Walls It is important that all property owners monitor their vegetation along shared walls with neighboring properties. Repairing wall damage caused by neglected trees and vegetation and having to perform a major trim can be costly. It is less expensive to take the time for preventative trimming maintenance and catch any damage to property early. It is prudent to have trees trimmed every one to two years, depending on species, than have a massive trimming every five years. As a property owner you have a responsibility to maintain your property, whether you are an annual, seasonal or you rent your property makes no difference. Be a good neighbor and take the time to assess areas of your property that are shared with your neighbor. If you own property that borders a public sidewalk, it is important to monitor vegetation planted outside your perimeter wall along the sidewalk. Please keep in mind that it is not only a violation of HOA rules but City code to impede or block a public right-of-way. Please keep plants trimmed so they don’t encroach the sidewalk. From Your Architectural Liaison By Diane Botica, SRCA Architectural Liaison
As the winter weather winds down and warmer weather approaches, we look at our property in a different way. We long to be outside and consider plans to stretch the use of our outdoor space. If you are considering a pergola, gazebo, ramada, cabana or sun-shade structure, we have all the information to help you decide if this structure will work in your space. These structures and/or fixtures require Architectural Committee approval prior to the commencement of construction. Please note that the chosen structure must follow the guidelines as outlined below: • Be the greater of 10’ and the original building setback. Zero lot line properties must be a minimum of 5’ from all other properties. • Permitted in rear and side yards only. • All structures must be securely anchored to the ground. • Must also be painted to match the color of the house. Wooden structures may have a natural wood finish. Requests for other finishes will be reviewed on a case-by-case basis. • These structures must be freestanding and may not exceed a height of fifteen (15) feet. Some residents choose scratch-built structures and some residents choose Alumawood type products; both are allowed in Scottsdale Ranch. However, please note that aluminum roofs or aluminum awnings are not permitted and will not be approved. No rigid metal or plastic awning will be allowed. If you are considering an Alumawood type structure, it will need to be a pergola as the roof section consists of slats instead of a solid piece of aluminum. Overhead screens, shade covers, awnings, patio roofs, and other similar structures shall be constructed of materials and color to match or complement the main house or roof. If you are considering lighting for your structure, lighting kits with or without ceiling fans can be approved. Exterior lighting must be soft and indirect in white or yellow bulbs as the light element must not adversely affect neighboring properties. Should you desire to push that line of outdoor entertainment as far into the summer as possible, misters can be installed on your structure as well, once they are approved. During the installation of your structure, please note that no work outside shall take place prior to 7:00 a.m. Remember to always be considerate of your neighbors while you are enjoying your new outdoor space. No amplified music or amplified sound devices where the music or sound can be heard from outside of the Lot is permitted. Happy Spring and remember…when in doubt, submit. 8

Spring Is Coming Soon By Randy Zellers SDL, Director of Operations
Scottsdale is alive with Spring Training baseball and warmer weather is on the way. By the end of February, the danger of frost is less likely, and it is safe to prune back frost damaged plant material. Be sure to check the weather each night for those random potential cold evenings. Plants that typically are affected by frost are Hibiscus, Lantana, Bougainvillea, Citrus and some succulents. When pruning, look for new buds on the branches and make your pruning cut just above the branch. New growth will be invigorated with the warmer weather starting in March, April and May. Take advantage of the winter rains and turn off your irrigation systems for everything except turf. Mature trees and shrubs will get by with very little water until temperatures warm into the mid 70’s during the day. It is best to save water until you’ll really need it for the summer. Water turf as needed as you will slowly begin to transition to Bermuda later this spring. Lower your mowing heights to turf to allow more sunlight to reach the dormant Bermuda. Bermuda grass will reemerge from dormancy when nighttime temperatures stabilize at 65 degrees overnight. The result of winter rains is a high probability of weeds in your decomposed granite. If you hadn’t applied a pre-emergent application to the granite to prevent weeds from germinating, now would be a good time. Once weeds have germinated, it is best to hand pull the larger ones and spot spray smaller weeds with a post emergent chemical. In smaller areas, it is possible to combine the two to save the labor of doing it twice. Another item to notice as the weather warms is insect activity on and around your plants and trees. Hosing the plants with water is a cheap and effective way to address insect infestations but may not provide a permanent solution. Insecticidal soaps are a more environmentally friendly route to go when dealing with aphids and other insects emerging this time of year. Wait a little bit longer before fertilizing your plants. You don’t want to push new growth if there is there is the possibility of frost still looming in late February. Most of our desert adapted plants do not require fertilizer, but plants like Hibiscus and Citrus may require some specialty fertilizers to promote f lourishing foliage and fruiting. A general rule of thumb is to use a balanced fertilizer like 9-9-9 with Iron. The first number listed is for greening and top growth (Nitrogen), the second number is for root development (Potassium) and the third number is for overall health of the plant (Phosphorous). Early spring is a great time to start planning future plantings in your gardens and landscapes. March and April are the best planting time in Arizona before it gets too hot. This will allow your new plants to gradually adapt to warmer soil and air temperatures. This is a perfect time for entertaining outdoors and utilizing your patios and decks to host friends and family. Take advantage of the spring as we know summer is right around the corner.

Scottsdale Ranch Veterans Day Ceremony Commemorating Scottsdale Ranch Veterans On Veterans Day, November 11, 2019, Scottsdale Ranch honored its veterans with a ceremony at the Scottsdale Ranch Park. The ceremony consisted of two guest speakers, Scottsdale’s Mayor James Lane and Arizona Representative David S. Schweikert. The Scottsdale Police Cadet Color Guard, Desert Mountain High School Band and a f lyover by the Arizona Stearman Squadron all participated in the event. Afterwards a BBQ style lunch was served. This event was the creation of Kathe Barnes and Genevieve Long. Volunteers the day of the ceremony included SRCA staff members, the Board of Directors and some resident veterans. On behalf of the Scottsdale Ranch Veterans recognized at the event, Kathe Barnes and Genevieve Long were presented with a plaque in appreciation of their efforts.

Thanksgiving Birding at Scottsdale Ranch Park

Valentine’s Day is fast approaching and love is in the air. However, sometimes romance is not what it seems. Did you know that in 2018, $143 million was lost by people that were victimized by romance scams, the highest amount of any type of scam? The average loss for the victim of a romance scam in 2018 was $2,600. With these types of scams, a victim will meet the scammer on an online dating site. Usually, the scammer will have some excuse for being in another country. A common excuse is that the scammer is in the military and stationed overseas. They are usually quick to profess their love for the victim, despite never having met in person. At some point, the scammer will ask for money, usually for an emergency or to pay for an “in-person” meeting. Be wary of anyone that you have never met that asks for money. You should always be suspicious of a stranger asking for money via a wire transfer or with gift cards. They may even ask you to open up a new bank account so that you can quickly transfer money to them. If a stranger is asking you to do this, it is likely a scam.
The Fifth Annual Scottsdale Ranch Park Thanksgiving Bird Count, which was held on Thursday, November 28, 2019, was another success with sightings of 480 individual birds representing 34 different bird species. Some of the really special birds were Spotted Towhee, Orange-crowned Warbler, Yellowrumped Warbler, Gila Woodpecker, Ladder-backed Woodpecker, Gilded Flicker, American Kestrel, Cooper’s Hawk, Say’s Phoebe, Black Phoebe, and Rosy-faced Lovebird. On Lake Serena were wintering American Wigeons and a new sighting for the park of Buff lehead duck. The elusive Acorn Woodpecker was not seen on this day. The count ended on a Red note with great views of a Vermillion Flycatcher and a male Northern Cardinal. In fact, the very territorial Cardinal escorted the birders out of the park. With its extensive tree collection and the beautiful Desert Garden, this park provides visitors with excellent birding opportunities. Scottsdale Ranch Park has been designated as an official Cornell Lab eBird Hotspot. Readers are encouraged to experience some of the birds at this park any day of the year.
If you aren’t sure if the person that you are talking to is a scammer, try using the person’s photo using the “search by image” feature. If the same photo shows up under a different name or with different details than what you have been told, that could be a sign of a scammer. Poor grammar can also be a sign of a scammer, particularly if the person claims to have lived in the United States all of their life. Ask someone you trust for their opinion about the situation. They may recognize some signs of a scammer that you aren’t seeing. Finally, just take it slow. If a stranger is coming to you for money, that might be a sign that this is not a relationship you want to be a part of. This is just one example of many different types of frauds that are out there. More than $1 billion was lost to scammers in 2018 alone. Always be suspicious of someone that contacts you and tries to convince you to give them money with a gift card or wire transfer, particularly if they try to pressure you into sending the money immediately. If they won’t let you hang up without paying them, it is very likely a scam. It is best to report scams to the Federal Trade Commission. As a federal agency, they have the best ability to track and investigate these types of crimes. You can report a scam to them on their website at ftc.gov/complaint.
