Scottsdale Ranch Real Estate Update
Interesting times we live in these days. With that said, let me focus on the Scottsdale Real Estate market, which we all have involvement in, and which we can affect. Here is a report compiled from our ARMLS database by Fletcher Wilcox summarizing the Scottsdale market trends for Single Family Residences, Sales, New Listings, Median Purchase Prices and Average Days on Market for January and February, 2020 compared to the same time last year. Some takeaways. Despite inventory’s continued decline there are more sales, at higher prices and after fewer days on the market. This is an excellent time to sell if you are thinking about it with the caveat that you match your listing price to your property’s condition and comparable sales. If you have any thoughts about making a move, be sure to call us and take advantage of our 32 years of experience here in Arizona and allow us to add you to our ever-growing list of satisfied clients and customers.]

President’s Message By Michael Breslin SRCA Board President
After the SRCA Annual Meeting later this month, I will no longer be on the board, as I have termed out after serving six years on the SRCA Board of Directors. I have found it to be one of the most enjoyable and rewarding experiences of my life as I interfaced with the SRCA staff and the many board and committee members throughout the years. I strongly recommend that each eligible SRCA homeowner takes advantage of our annual BOD election process so you too can share in my personally enriching experience. As I write my last article as president for the SRCA magazine, I would like to ref lect on what I have found to be the basic principles that boards must use as best practices to create and maintain harmony, reduce conf lict and build a stronger, more successful community. Reprinted with permission from the January/February 2020 issue Community Manager, a bi-monthly newsletter published by the Community Associations Institute (CAI). www.caionline.org Best Practices / Tip to Help Better Govern Communities Governing fairly, responsibly, and successfully should be the guiding principles for community association boards. How? Embrace these 15 guidelines. They’ll help your association board increase harmony, reduce conf lict, and build a stronger, more prosperous community. 1. Conduct annual meetings. Hold at least one membership meeting annually and provide appropriate notice to homeowners. 2. Conduct elections. Hold fair and open elections that provide all candidates an equal opportunity to express their views. Associations should allow a representative from each candidate to observe the vote-counting process. 3. Disclose conf licts of interest. Reveal all personal and financial conf licts before assuming a board position and, once on the board, before participating in any board decisions. 4. Fulfill fiduciary duty. Act within the board’s authority, exercise due care, and act in good faith and with ordinary care in the best interests of the association. 5. Be financially transparent. Share critical information and rationale with residents about budgets, reserve funding, special assessments, and other issues that impact their
4
April/May 2020
financial obligations to the association. Give residents an opportunity to ask questions and engage in dialogue on these matters. 6. Collect assessments. Levy and collect assessments and other fees from homeowners in a timely and equitable manner. 7. Budget for reserve funds. Account for anticipated longterm expenditures as part of the annual budget-development process, commissioning a reserve study when professional expertise is warranted. 8. Budget for insurance. Protect the community’s assets and mitigate risk. 9. Foreclose only when necessary. Initiate lien and foreclosure proceedings only as a last stop in a well-defined debtcollection procedure and only after other, less-disruptive measures have failed to resolve a serious delinquency. 10. Distribute and enforce rules. Uniformly enforce all rules, including architectural guidelines. Request input from residents when developing new rules and communicate new rules effectively. Ensure rules are readily available to all residents and owners. 11. Establish and adhere to an appeals process. Allow residents an opportunity to correct violations before imposing fines or other sanctions. The board or a board-appointed committee should adhere to standard procedures for resolving disputes. 12. Communicate. Provide regular communication (emails, f lyers, newsletters, website, etc.) with residents and use it to report substantive actions taken by the board. 13. Share records. Allow homeowners reasonable access to appropriate community records, including annual budgets and board meeting minutes. 14. Know and follow the law. Govern the community in accordance with all applicable laws and regulations. Regularly review governing documents to ensure legal compliance and to determine whether amendments are necessary. 15. Continue learning. Commit to staying informed of trends related to community association board governance. Note: Community association boards should consult with the appropriate professionals to ensure their association is governed in accordance with applicable governing documents and laws. Some governing documents and laws may require adherence to the above principles or principles like them.

Manager’s Report
Have you paid your 2020 Annual Assessment? By Ricki Stamos SRCA Administrative Assistant/Bookkeeper
By Kathe M. Barnes, CAAM, LSM, PCAM Executive Director
Annual Board Election underway! Another board election is right around the corner and will be held in conjunction with our Annual Meeting on April 16, 2020 at 7:00 pm. If you are unable to attend the membership meeting and election, you can still vote. SRCA will once again be utilizing a balloting service in order to provide a smooth and easy online election process. Electronic voting will provide a secure electronic and anonymous way to participate; however, an option will be available for those who wish to continue with the paper ballot system. Here is how the process will work: • Every unit will receive a letter in the mail. • The letter will include a link to a secure site with the voter’s personal registration code embedded. Once a ballot has been cast using this code, it will not work again. • The ballot automatically loads in the voter’s browser. • Voter makes selections of candidates. A verification screen then shows the candidates chosen, and alerts about any undervotes. • The voter can return to the ballot to make changes, if necessary. It is that simple. We hope you find it to be an easy process. The letter was be mailed in mid-March to each homeowner at the mailing address on file with the association. Please take a minute to participate in the governance of your association. Your vote matters!
We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2020 Annual Assessment. By paying your annual assessment in a timely manner, you are not only insuring that Scottsdale Ranch Community Association continues to remain in good financial standing, you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible. As you are probably aware, the 2020 Annual Assessment, in the amount of $395.00, was due on January 1, 2020. Invoices were mailed to all homeowners in December 2019. Payment was considered delinquent if not received in our office by January 31, 2020 thus giving homeowners ample time to make a payment without incurring a late fee. A 10% late fee of $39.50 was added to any unpaid accounts on February 01, 2020. If payment on unpaid accounts was not received by February 29, 2020, interest was added to the account at the rate of 12% per annum. This fee will continue to be added to unpaid accounts each month until payment is received. If payment is not received by April 30, 2020, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit. Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt. If your annual assessment has not yet been paid, we encourage you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. If you have any questions regarding this matter, you may contact me at rstamos@scottsdaleranch.org or call the SRCA office at (480) 860-2022. We are here to work with you.

Home & Landscape
From Your Homeowner Liaison By Sonja Perez, CAAM, CMCA SRCA Homeowner Liaison
Street Parking In Scottsdale Ranch Parking seems to be an on-going issue in a lot of Scottsdale Ranch neighborhoods. Some of the complaints are outside the reach of the association rules and into the territory of neighborly etiquette, such as parking in front of a neighboring property on a consistent basis or parking blocking a neighbor’s mailbox. While the SRCA rules don’t encompass these situations, I think we all agree parking in front of somebody else’s home instead of your own is just plain rude and blocking a mailbox could interrupt mail delivery. Other situations I have observed is parking over the curb and onto the sidewalk and parking the wrong way on the street, against the f low of traffic. City Ordinance 17-106.3 prohibits parking on a sidewalk, or in the area between the curb and the sidewalk. Additionally, City of Scottsdale Code Sec. 47-46 prohibits the encroachment of a public right-of-way in a manner that interferes with the public uses of the right-of-way. City Ordinance 17-127 prohibits parking the wrong way. These ordinances carry fines by the City if they are violated. For more information check out the City of Scottsdale website. https://www.scottsdaleaz.gov/Assets/ScottsdaleAZ/Court/ Previous+Parking+Fines The intention of the documents is to keep the streets uncongested by requesting residents utilize their garages and driveways before parking in the street. A majority of the time residents are parking additional vehicles on the street because the garage is being used for storage or it is inconvenient to jockey vehicles around with everyone’s different schedules. Parking on the street decreases line of sight for drivers and can be very dangerous. When there are vehicles parked on both sides of the street only one vehicle can pass at a time and it can impede emergency vehicles. It is expected that residents follow the SRCA parking rules and City code and ordinances. To avoid getting a letter from SRCA regarding parking, please know the parking rules per the SRCA CC&Rs.
www.scottsdaleranch.org
ARTICLE IV LAND USE CLASSIFICATIONS, PERMITTED USES AND RESTRICTIONS (CC&Rs, Article IV, Section 2(w), Page 20) Parking. It is the intent of the Association to restrict On-Street parking as much as possible. Vehicles of all Owners, Lessees and Residents, and of their employees, guests and invitees, are to be kept in garages, carports, residential driveways of the Owner and other designated parking areas wherever and whenever such facilities are sufficient to accommodate the number of vehicles at a Lot or Parcel; provided, however, this Section shall not be construed to permit the parking in the above described areas of any vehicle whose parking on Scottsdale Ranch is otherwise prohibited or the parking of any inoperable vehicle. Before any vehicles may be parked on the street, all parking spaces on the Lot or Parcel located within an Owner’s garage and on an Owner’s driveway must be used for parking vehicles. At least two covered off-street parking spaces must be provided for each single-family detached unit. Parking is usually a point of contention in all communities. If we can be courteous to our neighbors and make an effort to not continuously park on the street, the streets will be less cluttered and safer for everyone. COMPLIANCE REMINDERS • RV parking is prohibited except for a Temporary Parking Period that shall not exceed twenty-four (24) hours at any one time. No more than one Temporary Parking Period is allowed in any seven (7) day period. • Dumpsters needed for interior or exterior renovations must be submitted for approval prior to drop off. The application form can be obtained on the SRCA website or in the SRCA office. • Pets shall be allowed to make an unreasonable amount of noise or to become a nuisance or annoyance to other Residents. A nuisance shall include, but not be limited to, any pet leaving the owner’s property unattended and/or unleashed, failure to clean up after one’s own pet on the Owner’s Lot or Parcel or allowing one’s pet to defecate on or damage another property or Common Area. The SRCA Summary of Rules and Architectural Guidelines can be found on the SRCA website at https://www.scottsdaleranch. org/srca-documents-and-forms under Governing Documents. If you have any questions or concerns regarding a compliance issue or if you are just unsure about the rules, please contact our office. We are here to help!! Mercado at Scottsdale Ranch I am sure many of you are aware of the situation with camping/ overnight parking at the Mercado shopping center. We have been and will continue working diligently with the SRCA Board, Mercado management, Planet Fitness and the Scottsdale Police Department to get this issue resolved. We would encourage residents who shop at the Mercado to report any unusual activity to the proper authorities. If you have any questions, please contact the SRCA office. From Your Architectural Liaison By Diane Botica, SRCA Architectural Liaison
Architectural Committee and its Purpose Scottsdale Ranch is a master-planned community with a strong commitment to protect and preserve its aesthetic values. The Scottsdale Ranch Community Association Architectural Committee has been organized to assist Owners in complying with the Guidelines and is specifically charged with the responsibility for reviewing all architectural applications submitted by Scottsdale Ranch residents before building is initiated or before any changes that affect the exterior appearance of a property are made. Prior to any change, addition or alteration being made, a formal application must be submitted to the Committee containing all pertinent information. The decisions rendered by the Architectural Committee are based on the approved Guidelines and the aesthetic judgment of the Committee. These Guidelines provide SRCA with the means to control the harmonious appearance and environment of the Ranch to prevent any disruption to this planned community.
Calling all Architects! The Architectural Committee is looking for an Architect(s) to join the Committee . SRCA is looking for someone who would like to give back to their community and assist our association as we monitor the aesthetics of the Ranch based on the guidelines adopted by the board. The candidate will be required to attend the committee meetings twice a month (the 2nd and 4th Wednesday of the month), and take a drive of the properties submitting for changes before the meeting. As you may or may not know, we have a healthy list of “types” of submittals that
8
April/May 2020
are addressed on a staff level. Many submittals for house painting, landscape, window replacements… are received daily from homeowners. A streamlined approval process has been created to allow these submittals to be reviewed by the executive director instead of being added to the Architectural Committee’s busy agendas. This allows the Architectural Committee to focus on more extensive projects. There isn’t a day that I don’t walk away from the Committee meetings impressed by and appreciative of the individuals on the Architectural Committee. The members of this Committee sort through very detailed submittals and review the rules that relate to each aspect of the project. If you would like to share your knowledge from your Architectural career with fellow homeowners who are equally invested in Scottsdale Ranch, and have relevant backgrounds we want you! If your background is structural engineering or construction development, you can also be an amazing candidate. Please complete a Committee application which is available on our website at: https://www.scottsdaleranch.org/committees/ . Please submit to me at the SRCA Administration office at 10585 N. 100th St., Scottsdale, AZ 85258 or via email at dbotica@ scottsdaleranch.org. We look forward to adding another amazing individual to the Committee! Thank you and remember……. When in doubt, submit.

The Calm Before the Storm
City of Scottsdale Collection Services
By Randy Zellers SDL, Director of Operations
As you know, we are getting dangerously close to those hot summer months. Let’s enjoy April and May while we can before June, July and August make it unbearable to go outside and enjoy our landscape. The desert landscape starts to transition this time of year and here are a few things to look for. IRRIGATION Gradually increase the water to your trees, shrubs and turf as dictated by the increased temperatures. A good rule of thumb is to water deeply and infrequently to encourage root systems to grow downward to cooler soil temperatures. Shallow watering will keep roots near the surface where soil temperatures are the warmest and most stressful for the root systems. Watering every day for a few minutes will stress the roots of all living material and not f lush salts through the root system. Tips of leaves turning brown is a sign that salt burn has occurred and the need for deeper watering is required. SHRUBS Decrease trimming as this action stresses the plant. By this time, all frost damaged material has been eliminated and major rejuvenation pruning has occurred. Shrubs will bloom more frequently if allowed to grow naturally. Only prune if plants are encroaching on sidewalks or driveways during warmer months of the year.
Upcoming Weeks of Brush Collection: April 20th and May 18th The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Please be patient as the City has all week to pick-up in our area. NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.
Stuff your wallet.
TREES Spring is a good time to open canopies of trees like Sissoo, Eucalyptus, Palo Blanco and Jacarandas. Remove cross branching and dead wood to help rejuvenate your trees. Water deeply once per week to f lush salts in the soil through the root system. A balanced fertilizer for your trees is a good idea before the warmer temperatures hit us. All plants and trees are coming out of dormancy and the root system would enjoy the boost of nutrients. TURF Rye grass is transitioning out and our base grass of Bermuda is emerging with the warmer temperatures. Gradually increase water to your lawns and mow the rye shorter each week to encourage more sunlight to the Bermuda. By the end of May, most turf has transitioned, except shaded areas, where Rye will hang in a little longer. Bermuda turf needs 8-10 hours of direct sunlight to f lourish and trees in turf obviously inhibits sunlight needed for health. Consider Fescues for shaded areas or convert weak turf to a more xeriscape landscape.

Treasurer’s Report By Brian Munson SRCA Board Treasurer
Hello fellow neighbors of Scottsdale Ranch. I hope you are having a great year! I am writing to advise you of the association’s financial health as of the end of 2019 and I am happy to report, once again, that the Ranch’s finances are in very good shape. Our SRCA Finance Committee has been presented with the results from the annual audit for 2019 by Butler-Hansen, PC who reports that SRCA has a good system of financial controls in place and that the audited documents fairly represent the association’s financial condition. Our documents show that the association’s financial condition is sound. In August of last year, the finance committee reviewed a proposed budget for FY 2020. The committee approved the budget to be passed on to the Board of Directors for final adoption. As you know, for 2020, the Board approved an increase in annual assessments of $20.00 per year per property. You may recall that the damage due to the storms of 2018 required substantial resources to address. This stressed our landscape budget to an extent, but we were able to sustain the hit. Ranch management addressed a lot of the damage through insurance claims. As of April 2020, according to recent financial reports, the association remains in very good overall financial condition.

Architectural Committee Review By Michele Holzman SRCA Architectural Committee Chair
GET TO KNOW YOUR HOA Have you ever been to a Scottsdale Ranch HOA meeting? If not, you don’t know what you are missing. The Architectural Committee meets twice a month and the Board meets once a month* and we hardly ever see residents at these meetings. It is really a great place to learn about what is happening where you live and would help you understand why certain decisions are made about the properties that surround your home. I have been a member of the Architectural Committee since I moved here 3 years ago from Arrowhead Lakes, where I also served on the Architectural Committee. I chose to volunteer here to help me assimilate into Scottsdale Ranch and to have some input into my community. It is also a great way to meet new and interesting people that are your neighbors and call them your friends. The Architectural Committee reviews your requests for paint colors, walls, decks, landscape changes and other exterior features. This isn’t intended to stifle individual creativity, but rather it ensures the integrity and beauty of our community. It also protects you from situations such as neighbors painting their house purple or erecting a structure that has a negative impact on your property. Our meetings are open to all residents of Scottsdale Ranch. Whether you have lived in the Ranch for 20 years or 2 months, we would love to see you at OUR meetings and look forward to your input. Come join us and meet the fantastic staff that works every day for YOU!! *Architectural Committee meets on the 2nd and 4th Wednesday of the month at 3:30p.m. and the Board of Directors meet on the 4th Tuesday at 4:30p.m.
Community Leadership Committee Review By Barbara Sarwar SRCA Community Leadership Committee Chair
The Community Leadership Committee serves as a channel to exchange information amongst the sub-associations and the master association that is beneficial to Scottsdale Ranch as a whole. This committee is comprised of Board members and other resident volunteers as well as the expertise of Sonja Perez, to find and arrange interesting topics. The group is designed to keep the various sub-associations within Scottsdale Ranch informed on various aspects of managing an HOA. The Committee meets several times a year to plan the informative programs requested or suggested by the interested HOAs. Members are kept informed on laws and insurance issues annually, as well as other topics, such as landscaping, water usage, and other areas of local interest. Each meeting includes a light lunch and the opportunity to meet and get together with fellow HOA Board members.
Thank You Volunteers! We would like to thank all the SRCA Committee volunteers for all their hard work, time and dedication to ensure that Scottsdale Ranch continues to be such a wonderful place for all to call home. There are approximately 20 people in attendance at each session and time is given for open discussions between leaders of the various communities in Scottdale Ranch. Communications Committee Review By Barbara Sarwar SRCA Communications Committee Chair
ease of usage. Overall, the Committee found that the personnel is doing a great job of keeping the residents informed of what is available to them.
The Communications Committee knows the importance of good communication between the association and its residents. Communication is essential for the success of our HOA’s board and management and working with its residents. The Scottsdale Ranch Board of Directors has assigned the Communications Committee with determining the efficiency of Community Outreach from the Board to the community and making recommendations for improvement.
The Committee continues to send out Welcome Packets to new homeowners with information about our community as well as inviting them to an informal meet and greet, which introduces our association and what it has to offer. Our New Resident Welcome Party is also a way to meet your fellow new residents. We have developed a number of communication methods for our residents which includes meetings, bi-monthly magazines, weekly email blasts, a comprehensive website, mailed communication such as letters and postcards to inform the residents of social gatherings, clubs and groups. We hope to reach everyone; however, we are open to suggestions if SRCA is missing some preferred form of communication. There is always room for improvement.
The Committee meets at least twice a year to review the multiple avenues the association uses to communicate to our residents in order to keep them ‘in the know’ of what is going on and what is available to them around the Ranch. The Committee last met in January 2020 and had a few suggestions to enhance the website for
We are always open to new members, so do not hesitate to contact Genevieve Long at the SRCA office for further information. Genevieve is our “go to” person in the office regarding communication outlets and is a great asset to the Scottsdale Ranch community in the area of communication.
Social Committee Review By Nina Munson SRCA Social Committee Chair
Early Spring: that time of year, we all are so grateful to be living in Arizona and, especially, on Scottsdale Ranch! It’s time to open your doors and windows and let the fresh breezes in. It’s also time to enjoy the many amenities and activities Scottsdale Ranch and the community at large, have to offer to their residents, not only in the Springtime but all year long. Stroll or bike the paths at Scottsdale Ranch Park, Desert Garden or Toulane Park at 96th St., or bring your children to the newly installed playground equipment. There are many lake activities to enjoy that are accessible to our residents. Reserve a kayak, paddle boat, canoe or the SRCA pontoon boat, by stopping by the SRCA office to make a reservation or call (480) 860-2022. Reservations are required for all rentals of the SRCA lake equipment. Another activity you can enjoy at Lake Serena is fishing. You do not need to make a reservation to fish; however, you do need a card. Please stop by the SRCA office to complete a Lake Serena Membership Card Application. Gather your neighbors for a fun afternoon or evening block party by booking our FREE Party Trailer. Inside the trailer, you will find 10 six-foot tables, 75 folding chairs, pop-up canopy, charcoal

grill, coolers/tubs, and barricades/cones. Email jshepherd@ scottsdaleranch.org for requirements and guidelines, if you are interested. Participate in one of the many clubs we offer. Naming just a few are the Mom’s Club, Golf Club, Retired Active Men’s Club, Women’s Association, Chess Club, and Wine Club. In addition, throughout the year, events are sponsored by SRCA, including New Residents Welcome Party, Spring Event and Egg Hunt, Movies in the Park, Children’s Storytime, Adult Themed Dinners, Fall Carnival and Concert in the Park. As you can see, they target all age groups. For ongoing information about all of our amenities and activities, please check out our website at www. scottsdaleranch.org, our bi-monthly magazine, our weekly email blasts and our semi-annual mailers. In collaboration with our SRCA administration, we have a Social Committee comprised of volunteers throughout the Ranch who work to help identify and facilitate many of our events. We are always looking for interested residents to bring their ideas and energy for these activities and events. We also are soliciting volunteers who just want to help at an event but not be a part of the committee. It is a community team effort. Anyone interested should contact Genevieve Long at glong@scottsdaleranch.org or call the SRCA office 480-860-2022. Happy Spring, and I look forward to seeing you at our upcoming events.

Election Committee Report By Mike Breslin SRCA Election Committee Chair
Scottsdale Ranch Community Association’s (SRCA) Election Committee oversees the SRCA Board of Directors’ election process to ensure fairness and integrity. As you may know, it is very easy to throw your hat into the ring and run for a position on our board. There is no nominating committee that preselects candidates for you. The only requirement is that you are in good standing, which means your assessments are paid. For the 2020 election, SRCA only received two applications for the three open positions. Brian Munson, SRCA Treasurer, and I must go off the board this year as we have served the maximum number of consecutive terms on the board (three 2-yr. terms). Those running for the board are incumbent, Michele Holzman and returning board member, Matt Metz. We are lucky to have these residents who are willing to volunteer their time to serve our community. They will be the only two names on the ballot. For this year, the board is not presenting any amendments to our legal documents. SRCA will continue to utilize the electronic on-line voting option which has been proven to be easy and efficient. Last year, we saw that more homeowners particpated in the election by a couple hundred ballots which accomplished another one of our goals. Once again, as an added incentive to encourage members to vote, we will be holding a drawing for five $100 gift cards to be awarded at random from those members who cast a ballot. All you need to do is vote to be entered! Thank you for taking a part in SRCA by casting your vote!
Lake Committee Review By Brian Munson SRCA Lake Committee Chair
The Scottsdale Ranch Community Association (SRCA) Board of Directors feels that it is very important to maintain Lake Serena as an asset for both the residents who reside on the lake and for those residents who also use it for recreation. It is an asset for all residents in that it is a mainstay for our property values as well. You may or may not realize that Lake Serena is a man-made lake within a substantial drainageway that f lows through the Ranch. Water in the lake is supplemented by groundwater, for which the Association has rights for withdrawal. So, it is not a f low-through system except for those times when there are storm water f lows from upstream (north of Shea Boulevard). The setting for the lake creates very interesting challenges for the association. The challenges include balancing lake chemical and physical characteristics to avoid potentially unpleasant conditions for residents and to encourage healthy populations of maintenancerelated and recreational fish. A desert lake that is not a f lowthrough lake will tend to experience greater losses through evaporation than those supplemented by natural inf low. This condition can lead to the concentration of undesirable water quality constituents, an increase in algae and other similar undesirable organisms, decrease in dissolved oxygen, and overall decline in lake conditions and fish populations. The SRCA Lake Committee is tasked with monitoring conditions of the lake over time and making recommendations to the board for lake management. The committee oversees the testing of the lake at critical times, selecting options for lake treatment based on expert opinions, and making recommendations to the board for additional treatments. Such treatments may include the addition of chemicals to control algal growth or the dredging of lake sediments in certain areas. The Lake was last tested in December of 2019. Overall, the lake was in fair to excellent condition in most respects, but poor for phosphorous and algae, for reasons discussed earlier. The Lake Committee has constructed and installed “fish condos” in various locations in the lake to provide shelter and breeding habitat. In most respects, the lake has a self-sustaining population of many species, but we occasionally supplement them with food fish and bottom cleaners. We have been making efforts to assess the condition of the condos, but they are somewhat difficult to monitor. We will continue to try to assess the efficacy of these condos over future months. There have been observations of potential issues regarding the health of certain fish populations, such as bass. We will continue to monitor the population’s health and ascertain whether other measures are necessary. In conclusion, enjoy your lake!

2020 Census By Brian Hartman #866, Scottsdale Police Department Crime Prevention Officer, Via Linda District
It’s that time again…the 2020 Census is right around the corner! According to Census.com: The census provides critical data that lawmakers, business owners, teachers, and many others use to provide daily services, products, and support for your community. Every year, billions of dollars in federal funding go to hospitals, fire departments, schools, roads, and other resources based on census data. The results of the census also determine the number of seats each state will have in the U.S. House of Representatives, and they are used to draw congressional and state legislative districts. It’s also in the Constitution: Article 1, Section 2, mandates that the country conduct a count of its population once every 10 years. The 2020 Census will mark the 24th time that that country has counted its population since 1790. In mid-March, households will begin receiving official Census Bureau mail with detailed information on how to respond to the 2020 Census. You will have three options for responding: 1. Online 2. By phone 3. By mail. Count Everyone Under Your Roof: If you are filling out the census for your home, you should count everyone who is living there as of April 1, 2020. This includes any friends or family members who are living and sleeping there most of the time. If someone is staying in your home on April 1, and has no usual home elsewhere, you should count them in your response to the 2020 Census. Please also be sure to count roommates, young children, newborns, and anyone who is renting a space in your home. These people are often missed in the census. This means they can miss out on resources for themselves and their communities over the next 10 years.

Research shows that the more time youth spend at a Boys & Girls Club, the more likely they are to feel more connected to school and have greater post-secondary aspirations. The door to our kids’ futures is often crowded by temptation and misdirection making it difficult for them to reach their full potential. Inside our doors, youth development professionals and mentors provide guidance, support and encouragement in an enriching and safe environment. Our outcome-based programming assures that success is in reach for all kids and teens who enter our doors, no matter their circumstances.
