As we near the last months of 2021, and still posting record numbers in certain sectors, we should maybe look a little closer. The modest slowdown in late summer growth has given way to a small increase in inventory and a welcome relief to buyers who were experiencing short sales windows for purchasing. Home sales activity continues to exhibit resilient growth for both long and short term projections. Still, expiring mortgage forbearance programs and higher inflation concerns cause some level of uncertainty. All in all - we are experiencing a cautious but optimistic view of the future housing market. The Zillow home value index rose 1.6% from August to September and 18.4% year over year - a new record high pace of annual appreciation. For Sale inventory crept up 0.4% since August. Inventory but is still down 19.9% since this time last year. Even so - things are slowly changing in the buyer’s favor. Hope this helps in your decision making process.

Help Make our Community Better – Apply for the SRCA Board or a Committee Our community has lots going on, and that includes a range of upcoming social events as well several important ongoing projects. The website is everchanging, there’s always room for another article in the association magazine, and several very active committees—finance, social, architectural, lake, community leadership and election—are all looking for volunteers. You can be instrumental in helping to plan the communitywide events, to provide oversight of the association assets and common areas, to review and update the association’s architectural guidelines, to monitor the association’s financials and to get involved in any number of other important endeavors. All it takes is a few hours of your time each month and a commitment to your neighbors and the community. There’s a lot to be gained from volunteering your time: new friends, new skills, recognition by your neighbors and—perhaps best of all—an improved community. While serving on the board is probably the most visible example of volunteerism in our association, there are many other ways that you can contribute your time and talents to improving our community. Your participation in the community is beneficial to you, your neighbors and the association. For example, common benefits gained by volunteering include: • making a positive difference in other peoples’ lives • sharing or learning new skills • meeting new people • having fun All residents—long-time homeowners, new residents and even renters—can contribute to making our community a great place to live by volunteering. Your ideas, time and effort will be a valuable contribution to making our association successful. Even a few hours of your time can make a big difference in the culture of the community. Help us generate goodwill, encourage “paying it forward” and strengthen our community.

Board Briefs September 2021 • Upheld SRCA Architectural Committee’s decision on appeal to board. • Adopted new umbrella rules for front yards in Architectural guidelines. • Approved 2022 Budget with no assessment increase. • The Board took no action on 92 Ironwood Redevelopment project. • Communications Committee to look into feasibility of a Community Survey. • Adopted resolution as it relates to Military flags. • Adopted year around office hours for Fridays of 8 a.m. to 3 p.m. October 2021 • Board upheld fines imposed for violations. • Adopted new Architectural Guideline language for storage sheds. • After review of Scottsdale Transportation Plan, the board accepted the Governmental Committee’s recommendations to: o NOT SUPPORT the Widening of Mountainview Rd. from 3 lanes to 5 lanes from 92nd to 96th St. o SUPPORT the addition of a traffic circle to the intersection at Mountainview and 92nd St. o NEUTRAL on the addition of a traffic circle to the intersections at Mountainview and 96th St. At this time, the committee does not feel it is warranted and not a good use of taxpayer money. o SUPPORT the downgrading of 96th St. from a Major Collector to a Minor Collector from Shea to Via Linda. Your HOA President’s Message By Matt Metz SRCA Board President
To paraphrase a line from Shakespeare’s play Hamlet, “To get involved, or not to get involved, that is the question.” I’ve served on, and consulted to, many HOA boards. Boards often note that very few people come to board meetings or committee meetings and wonder if that’s good or bad. The answer is that low membership attendance at these meetings is a mixed message. Probably the overriding reason SRCA members don’t attend board or committee meetings is that they are pleased with how the Ranch is being run – or at least not majorly upset about any issues. “I don’t have any concerns or issues – why would I spend my time at a board or committee meeting?” In that sense, non-participation by members represents satisfaction (at best) or apathy (at worst). But there are times when community and membership involvement is appropriate because of projects being considered – whether those projects are taking place on the Ranch or nearby. That’s why the Board of Directors and our able staff have multiple ways of communicating with our membership: our web page; our monthly magazine; our email blasts; etc.
It’s important that you read these communications. If you have not already signed up for the email blasts, please call into – or drop by – the office and add your email address to the distribution list. Or visit our website at www.scottsdaleranch.org to sign up. These many channels of communication will let you know about so much that’s going on. You can learn about social events on the Ranch, get landscaping tips, learn how and when to apply for architectural changes, find coupons for Mercado merchants, and perhaps most importantly, hear about upcoming board and committee meetings. It’s also your chance to learn about significant City of Scottsdale projects and proposed developments nearby the Ranch, and get information on how you can learn more; especially, if you feel these items may impact your quality of life in Scottsdale Ranch or our part of the city. This is your opportunity to have your voice heard, by attending a Scottsdale Ranch board or committee meeting, or a developer open house, or a City of Scottsdale event. Of course, in addition to attending these meetings, you might consider volunteering to serve on a committee or run to serve on the Board of Directors. These are additional opportunities for you to actively work to protect Scottsdale Ranch quality of life and property values. If you choose “not to get involved”, it’s your choice. But as master Po said to the young Caine on the 1970’s Kung Fu television series, “choose wisely.” You don’t want to miss an opportunity to understand and to be involved in important decisions that can affect all of us in Scottsdale Ranch.
Treasurer’s Report By Mike Breslin SRCA Finance Committee Chair and Treasurer
I am currently serving as your Treasurer and chair of the Finance Committee having previously served as a Director, Vice President, and President of the SRCA Board of Directors. Our financial condition continues to be excellent in large part because of the outstanding work of our Executive Director, Kathe Barnes and her gifted staff. As of September 30, 2021, total revenue is $140,856 ahead of budget, much of which was due to resale disclosures and compliance fees, while expenses are currently at $61,504 below budget indicating a positive trend for full year 2021. The lake dredging is now complete and was successful. The accounting firm of Butler Hansen, PC completed its audit of SRCA for the year 2020 and reported that we continue to have a good system of financial controls in place and concluded that we remain in sound financial condition. The Board will again be engaging Hansen Butler, PC to conduct an independent audit of the association’s books and records for 2021. In August of this year, the SRCA Finance Committee reviewed and approved a proposed budget for FY 2022 which was reviewed and approved for adoption by the Board of Directors. 4 December 2021/January 2022
Highlights of the 2022 Budget: No assessment increase. Annual assessment will remain at $395 per unit for the 2nd year. General operating expenses in the 2022 budget are 3.6% higher than in the current budget. The main reasons for the change is higher umbrella insurance costs, software upgrades for the homeowner portal and accounting and increased tree service costs due to size and age of trees. Our umbrella insurance costs are increasing causing us to shop additional companies to maintain our $15 mil coverage. The Reserve Study dropped below the recommended 95-105% due to lake dredging in 2021. The budget recommends additional deposits to the reserve fund in order achieve 100% funded no later than 2024. Some additional 2022 expenses are: Refurbishing of lake well pump; resurface Community Center patio {deferred from 2020}; exterior painting of Community Center building; painting of common walls {based on 7-year cycle}; and replacement of office carpet. The Board of Directors and SRCA staff are committed to being good stewards of your money, keeping Scottsdale Ranch the premier master planned community in Arizona and will dedicate our expenditures to enhance the aesthetics of the Ranch, further increasing home values and maintaining our “Ranch Lifestyle”. As is always the case, you are welcome to review any documents as allowed by law related to the Finance Committee and/or The Board of Directors by visiting the association office.
Annual Assessments Due January 1st By Ricki Stamos SRCA Bookkeeper
Invoices will be mailed to all residents of Scottsdale Ranch in mid-December to remind you that the 2022 Annual assessment of $395.00 is due January 1st. If you do not receive an invoice, or if your mailing address has changed, please contact our Bookkeeper, Ricki Stamos at (480) 860-1259, ext. 14 or by email at rstamos@scottsdaleranch.org. It should be noted that it is the date that the bank receives the payment check that determines whether or not a late fee is applied, so please be sure to promptly mail your payment. Any assessment deemed delinquent will be subject to a 10% late fee and will accrue interest at a rate of 12% per annum. We utilize a lock box payment processing service provided by our bank to help simplify this process and further secure all payments.
Again, if you are paying using automatic check payments through your bank, please be sure to confirm that your SRCA account number is correct. If the account number is not correct, this could lead to your payment being posted to the wrong account or delay your payment which could cause you to incur a late fee. Alternatives to mailing a check include a convenient service of an automatic debit from your checking or savings account. The preauthorized electronic assessment payment form is available on our website at www.scottsdaleranch.org under Resident Resources/SRCA Documents and Forms/Assessments or you can stop by our administrative office to complete this form. A voided check is needed to complete this process. Our office must receive this form by December 17, 2021 in order to process the 2022 assessment in January. You can also visit our bank’s website at https://propertypay.cit. com/ where you can pay using an eCheck (no charge) or credit card (fee). You must have your invoice available if you choose to use this method to ensure that your payment is credited to the correct property. SHORT TERM/VACATION RENTALS IN SCOTTSDALE RANCH As we all know the winter months in Arizona is a popular destination for tourist with the City of Scottsdale being at the top of the list. Great events like the Barrett-Jackson, the Waste Management Open and Spring Training baseball, draw people here from all over the country and the world. VRBO, Airbnb, and the multitude of companies like them has made it easier for homeowners to rent out their homes to strangers and popularized the practice as an alternative to hotels. Scottsdale Ranch is no exception for people wanting to rent their homes during these lucrative times. Additionally, there are investors who have purchased property just for the short-term rental market. The Scottsdale Ranch Board of Directors takes the violation of rental rules very seriously and has fined thousands of dollars to residents who chose not to comply with the rules. The Board is acutely aware of the issues that can come from short term rentals. Vacation rentals create a constant flow of strangers coming and going in SR neighborhoods that are family or retiree oriented. While many of the vacationers may be families, they are there to have a good time and do not have a vested interest in the neighborhood and can create noise nuisances and parking issues within the community. The SR Board of Directors has created robust rules for restricting short term rentals within its single family home communities. While SRCA only has rental restriction jurisdiction over single family home rental, communities classified as condominium, cluster residential or townhomes have their own rules regarding vacation rentals.

Scottsdale Ranch Fine Policy WITHIN SUBDIVISIONS CLASSIFIED AS SINGLE FAMILY RESIDENTIAL: RENTAL VIOLATION (LESS THAN ALL OF LOT, EXCEEDING NUMBER OF LEASES IN ANY 365 DAY PERIOD, OR NOT AS SINGLE-FAMILY RESIDENCE No Courtesy Notice Required Violation Notice – amount being charged as rent, or minimum of $200 fine per day Subsequent Notices - amount being charged as rent, or minimum of $200 fine per day Continuing Violations - amount being charged as rent, or minimum of $200 fine per day There is also restrictions and requirements on the state, county, and city level. In 2019 HB 2672 was passed and requires property owners renting out space through apps like Airbnb or VRBO to provide authorities with contact information in case of a complaint, like for excessive noise. The bill also prohibits rentals for the purpose of holding a special event that would otherwise require a permit or license, or for using the building as a retail space, restaurant, or banquet hall. PROPERTY OWNER REQUIREMENTS FOR SHORT TERM RENTALS State All Vacation Rentals and Short-term rentals have a Transaction Privilege Sales Tax and a Transient Tax liability. A Transaction Privilege Sales Tax license with the State of Arizona Department of Revenue is required.
Scottsdale Ranch Rules TENANTS (CC&Rs, Article IV, Section 3(b), Page 22) “No Owner may lease less than his entire Lot and the residential dwelling unit situated thereon. All leases shall be subject to the following restrictions: (i) All leases must be in writing and must provide that the terms of the lease are subject in all respects to the provisions of this Declaration and the Association Rules and any State, County, or City Rules or Regulations regarding leasing of properties. (ii) (ii) All leases shall contain a requirement that any violation of this Declaration or the Association Rules, State, County, or City Rules by the lessee or the other occupants shall be a default under the lease. (iii) (iii) There shall be no subleasing of residential dwelling units or assignments of leases. (iv) (iv) An Owner may not lease his Lot to more than one Single Family at one time. Furthermore, an Owner may not enter into more than a total of two (2) leases for his Lot during any 365day period. Additionally, all leases must be for a minimum of a 6 December 2021/January 2022
County All rental units, including vacation and short term rentals, shall file with Maricopa County, prior to being occupied, the information required by ARS 33-1902. City The owner of a vacation rental shall provide to the City of Scottsdale the name and contact information of a person designated as an emergency contact, as well as contact information for owner or owner’s designed for responding to complaints, in accordance with Section 18-150 of the City Code. Are these one of your questions? If so.… I have answers for you. Do I have to submit? Yes, any and all exterior projects require a submittal. Landscape, stucco changes, paint, windows, additions, courtyards, pools… everything requires approval before beginning work. If you live in a sub association, you will need their approval as well. Please plan accordingly.
When should I submit for my project that I want to start? Please allow 2 weeks for review. We are receiving nearly 40% more submittals than we received pre Covid. The sooner that all the required information for processing is received, the sooner the submittal packet can be reviewed. If you have built a complete submittal packet for your project, send it in as soon as it is ready. Once your request is entered into the system, it will be reviewed by SRCA staff. It will then be determined if it is approved/denied or ready to be set for a committee review date with disclosure notices if required.
When will I be approved? If all of the required information for processing is not received when first submitting, the answer is that your submittal will always take longer to be reviewed. It is in your best interest to use the project checklists to make sure you are submitting all the requirements the first time. Visit www.scottsdaleranch.org and click the “plan my project” blue/white house icon to take you to the architectural page with checklists, rules, and forms. Please remember Scottsdale Ranch is comprised of approximately 4,000 residences. Every submittal is important, and every submittal requires a review. It is most important to plan accordingly when planning home projects. Please submit as soon as you know what changes you want to make on the exterior of your home.
The committee meets on the 2nd and 4th Wednesdays of the month. Those dates sometimes change during the holiday season. The SRCA calendar on the website is always up to date. Why can’t I paint my house the same colors that I used in 1999? You may be able to use the same colors, however we will not know the answer until an application packet is submitted and reviewed. The approved color palettes are reviewed every few years to make sure the colors are fresh, current and that they continue to be well suited for the rest of the approved color palettes. This is another reason when submitting for approval is important. It ensures the approved paint palettes are cohesive and the esthetics within the community go together. As always… when in doubt, submit for approval.
Will my application be reviewed by the committee? Not all submittals go to the architectural committee. Certain types of architectural projects are reviewed on the staff level by the Executive Director. A list of these desk review projects is available on the SRCA website in the Rules and Architectural Guidelines. If your submittal requires disclosure notices to be sent to neighboring properties and review by the architectural committee, it will take longer to complete the process. Disclosure notices allow a minimum of 2 weeks for reply. At the end of the disclosure period, the project will go to the architectural committee or the Executive Director for review.

Home & Landscape BEGINNING OF THE NEW YEAR By Randy Zellers SDL, Director of Operations
It is time to reflect on the year and improve on things that didn’t go your way in 2021. The same can be said for your landscape. Landscapes are a lot like life, in that, you get out of them what you put into them. Winter gives you the time to evaluate your landscape while not having to deal with the triple digit temperatures of the summer in Arizona. Water usage will be a hot topic in 2022 with Stage 2 and Stage 3 tiers possibly coming into play for Arizona. Many of you know that the Phoenix valley obtains its’ water from Lake Mead and Lake Powell through the Central Arizona Project and its’ labyrinth of canals. Both lakes are at roughly 33% capacity as of September 1, 2021 and unless snowpack melt from higher elevations replenish the lakes, we are at a major crisis of having cutbacks instituted by municipalities in 2022. We have often mentioned that turf areas are the largest water user in your landscapes and require roughly three times more water over the course of the year than plants and trees need. Having said that, Scottsdale Ranch Community Association is positioned nicely with very small amounts of turf located in the common areas and will not be drastically affected as some other master planned communities throughout the Valley. If you have turf at your home, now would be the time to evaluate if it is needed or not. Turf should always be functional and esthetic and if it does not meet that criteria, it should be on the table for removal. Poor designs of turf with lots of curves will make it difficult to irrigate efficiently and water is wasted by not getting irrigation to its’ intended target. The best designs are squared off to allow the use of nozzles that will efficiently water the turf with full circle, half circle and quarter circle spray heads. Most nurseries in town have desert adapted plants and trees for your landscape. In older communities, it is time to start to change the plant palette and adjust to plants that are more
efficient in your landscapes. Again, Scottsdale Ranch has been proactive with the plant palette and has been updating the plants and trees for the past decade to bring more color and lower water use plant material into the landscape. A plan was put in place to eliminate Eucalyptus and Olive trees throughout the community and replace with trees like Southern Live Oak, Chinese Elm, Desert Willow, Palo Verde, Mulga and Mesquite. These variety of trees fit the spaces along the right of ways far better and allow growth without constant pruning to clear walls and streets, thereby, reducing labor costs for the community. Plants that have been incorporated into the landscape for color are Texas Yellow Bells, Coral Fountain, Orange Jubilee, varieties of Lantana species, Sage species and Emu bushes. All these plants bloom more prolifically and give The Ranch seasonal color throughout the year. Hard cutbacks allow plants to thrive to their normal growth pattern and allow more blooms from the tips of the plants. Shearing of plants does damage to the normal growth patterns of the plant and usually is the result of the wrong plant in the wrong space, which requires controlling the growth due to space limitations. Based on the topics above, evaluate your landscape and see where you can save water, time (labor) and money in maintain your landscape. Planning with better choices will result in a more fulfilling experience with your landscape and be the best it can be. Work smarter, not harder and let’s get 2022 off to a great start.

The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. ATTENTION: PLEASE NOTE UPDATED TRASH AND RECYCLING COLLECTION DAYS!!! Trash and recycling collection days changed for most residents on November 1st. The primary reason for this day of service change is to improve efficiency and make it easier to process recyclables. Current trash and recycling routes have not changed in over 20 years and have become unbalanced due to the growth of the city. Operating more efficiently means the city can balance the size of collection routes to provide more consistent service, preserve the longevity of collection vehicles by carrying the right sized loads and not overload our processing center. These changes will not affect planned solid waste rate increases and should help stabilize future rates. The new collection schedule is based on the number of homes on a route and the amount/weight of solid waste and recycling collected. Residents who do not have a change in collection days may see a difference in collection times due to the changes in routes. Trash and recycling containers should be placed on the street with wheels against the curb by 5 a.m. on collection days. ~LANDSCAPING MAKEOVER~ When we moved to Scottsdale Ranch a few months ago, we found the exact community we were looking for to prepare for retirement in the near future! We wanted a conveniently located neighborhood that had community pools, close to stores and trails to ride our bikes that would be beautiful to walk around and feel proud of the community in which we live. Las Brisas fit the bill! We had just downsized from a large house with a big yard and a pool. We wanted the low maintenance lifestyle of a smaller, one-story patio home. Unfortunately, the yard we got had “real grass” and many overgrown bushes. We wanted our courtyard and backyard to match the interior of house which was modern, minimalist and low maintenance. (Once we finished our remodeling!) We started doing our research on Pinterest and Houzz and any other sites we could find by searching for small backyards, rock landscaping and modern landscaping. We made copies of the pictures and went about combining many different elements we really liked to create a non-traditional yard. We drew up “mock plans” and kept “tweaking our ideas” as the weeks went by. Before

We finally came up with the design you see today. We used artificial turf, 24x24 grey porcelain pavers, grey 1-inch rocks and combined the 3 elements to create a yard that we know no one else might have. We wanted areas that were linear, but not just against all the walls. We have some planting areas that are perpendicular to the walls and jut out as a perfect place to put our “modern” succulents in the ground that were repeated in groups of threes. We wanted plants that had low water usage, although everything is hooked up to drip lines. We also used large black modern planters for many of our arrangements to continue the modern affect. We tore out all the old bushes and plants and started fresh. We wanted “grassy areas” but not the whole yard, just sections of linear areas. We wanted our courtyard to be an area where we could sit out with our coffee in the mornings or a glass of wine in the evenings and wave hello to our neighbors walking by. I feel we created quite the sanctuary for our esthetic! I sit in my little yard and feel the “Zen”! I am so happy with our new lifestyle and love living in Las Brisas. Things are still looking sunny at Laguna Elementary School this year! And though we continue to take precautions to keep everyone safe, we always manage to have fun, learn, and do amazing things at school! We are currently in our third and final year of becoming a STEAMcertified school, (Science, Technology, Engineering, The Arts, and Math). While we have been using a STEAM approach for quite a while, it will certainly be a feather in our cap to be officially certified. Many schools in our great state teach “STEM,” but only a handful teach “STEAM,” and even fewer are actually certified. We are lucky to have two classrooms that were converted several years ago into a giant Makerspace, where kids can plan, create, and “make” creative solutions to real-world problems. Kids sure love visiting it! What sets us apart from other schools in our area is that we truly have something for everyone! We have the lead music teacher for the district at our school, as well as the lead art teacher for the district at our school. We also have a full-time PE teacher, orchestra teacher, and band teacher. All fourth and fifth grade students get to choose either orchestra, band, or music, which is very exciting! Many of our students go on to play in middle school and high school. We also have an on-site Preschool, Media Club, Student Council, Gifted

Even during a pandemic, we have found new and innovative ways to enhance our students’ learning. All students have their own personal Chromebook, which is checked out to them, similar to a library book. We also have a new full-time Librarian, who is currently updating our Library for our students. And, new to us this year, is our full-time Reading Specialist who works with small groups of students from all different grade levels to help close the “learning -gap,” which a lot of students developed as a result from online learning. Our students, staff, and community have continued to amaze us each and every day with their positive attitudes, strong work ethic, and desire to give back. Most impressive is their ability to adapt and be creative. Just last month, we had a “Family Math Night,” which was online so all families felt comfortable to attend. Even during a pandemic, the learning doesn’t stop, we just have to be a little more creative! We are also proud to welcome many new families to Laguna this year! We are still giving tours before and after school, so if you’re interested in visiting our campus, please call our front office at 480-484-2400, and schedule a tour today! HOLIDAY BOAT PARADE! Saturday, December 11th! Join your neighbors for some Holiday excitement! Whether you have a pontoon boat and want to participate in the parade, or if you prefer to watch and wave as the decorated boats pass by, come out and have some fun! Boats will be meeting at 5:45pm in the SRCA lake cove and setting sail at 6:00pm. Suggested viewing locations for residents include the SRCA lake cove and common areas adjacent to the SR Community Center, the sidewalk/embankment south of Shea and along the lake shoreline. (Keep in mind that if you choose above viewing locations, the boats leave the cove at 6:00pm.) Other viewing locations include the grass areas along Lakeview Drive, the mini park dock on 98 th Street and behind the SR Park & Tennis Courts. *Please note, that we do not have exact times of when the parade will be riding by each of the viewing locations, so get a spot early so you don’t miss out! It’s hard to believe that “winter” is upon us already…but it’s here. We hope that the holiday season offers the chance for each of you to spend quality time with family and friends. That often involves traveling to the high country to enjoy skiing, sledding, or just an old-fashioned snowball fight. Here are some tips that will help make those trips as safe as possible: Prior to departure, have a mechanic check the following on your vehicle: 1. Battery. 2. Wipers and windshield wiper fluid. 3. Antifreeze. 4. Ignition System. 5. Thermostat. 6. Lights. 7. Exhaust system. 8. Heater. 9. Brakes. 10. Defroster. 11. Oil Level. Vehicle Supply List: 1. Ice Scraper. 2. Sand or kitty litter, to be used in case your vehicle becomes stuck in snow.
