I just pinched myself to make sure and then lo and behold… it really is holiday season 2023. I guess it happened while we were not paying attention. With the holiday season come the snowbirds who flock here just to escape the brutal winters of their home states. So many of them just simply fall in love with our area and our weather and they decided to buy a piece of it while they are here. Inventory is still low which makes the house hunt a bit frustrating for some. Interest rates took a break on increases after a decrease last week and we can hope this will result in more consumer-friendly rates. Scottsdale Ranch continues to “buck the system” and remains a strong and attractive housing option. A seven member Board of Directors governs Scottsdale Ranch Community Association (SRCA). The Board establishes the basic policies of the Association and oversees the operation of the professional staff while demonstrating values of fiscal responsibility, openness and inclusiveness, legacy and innovative leadership. It is our vision that by basing our decision making on our shared values, new ideas will be implemented, property values and quality of life will be enhanced, residents will feel a stronger sense of belonging, leadership and facilities will be recognized as best in class and Scottsdale Ranch will be the most desirable community in the Valley. SRCA’s Board employs an Executive Director who oversees the administrative, landscape and building/lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement. The Board of Directors meets the fourth Tuesday of every month at the Community Center. These meetings are open to the membership. Your HOA Manager’s Report By Kathe M. Barnes, CAAM, LSM, PCAM Executive Director

Know what is going on in your Community…..See Something? Say Something! Like most Americans, many of our residents are increasingly concerned about the threat of terrorism. That’s why the Department of Homeland Security (DHS) wants you to be aware of, “If You See Something, Say Something.” While we need to avoid paranoia, we owe it to our families, friends, neighbors and community to be vigilant—and do the right thing when something does seem amiss. According to the Department of Homeland Security, issues that may warrant contacting local law enforcement authorities include: Behavior that could indicate a terrorist act or planning a terrorism-related crime. Unusual situations might include a vehicle that is parked in an odd location, a package or luggage that is unattended and an open window or door that is usually closed. Someone who pays unusual attention to facilities or buildings beyond a casual or professional interest. This includes extended loitering without explanation (particularly in concealed locations); unusual, repeated, and/or prolonged observation of a building; taking notes or measurements; counting paces; sketching floor plans, etc. Importantly, most of these activities could be perfectly innocent, so you should let law enforcement professionals determine whether the behavior warrants investigation. As always, call 911 in an emergency, but contact your local law enforcement agency to report suspicious activity. When you call, describe specifically what you observed, who or what you saw, when you saw it, where it occurred and why it’s suspicious. DHS emphasizes that Americans must respect citizens’ privacy, civil rights and civil liberties by focusing on behavior rather than appearance. Race, ethnicity, and/or religious affiliation are not suspicious. The public should only report suspicious behavior and situations. Be cautious but always be courteous!

Board Briefs September 2023 No September board meeting. October 2023 • The board approved the 2024 budget as recommended which includes a 6% increase in the annual assessment. • A contract with Smart Property was accepted to conduct an update of the SRCA Reserve Study. • The 2024 Annual Homeowners’ Meeting date was set for March 21, 2024 at 6:00 p.m. • Appointed Von King to the SRCA Social Committee. The SRCA office will be closed December 25th and 26th in observance of the Christmas Holiday. The office will also be closed on Monday, January 1st for New Year’s Day.

We Need You! Board Applications Being Accepted Leaders can come from different places and backgrounds. There’s no one mode that fits all. Share your knowledge and passion with our community. SRCA is looking for enthusiastic residents to volunteer their time for the betterment of Scottsdale Ranch. Apply for a position on the SRCA Board of Directors. There will be three open positions for the SRCA Board of Directors’ election in March 2024. If you have the time and desire to contribute, we encourage you to apply. Board applications can be found on our website homepage at www.scottsdaleranch.org or in our office. Board applications are due no later than Tuesday, January 2, 2024 at 5:00 p.m. Candidates will be voted on by the membership and announced at the SRCA Annual Meeting which will be held on Thursday, March 21, 2024, at 6:00 p.m. at the SRCA Community Center. President’s Message By Matt Metz SRCA Board President

Your HOA, Scottsdale Ranch Community Association, is proud to be one of the few homeowner associations that keeps its reserves funded close to 100%. SRCA has consistently met its goal of keeping reserves at 95-105% of the amount indicated in our reserve study. You may be wondering what reserves are and why they are important. The concept of reserves is pretty simple. Major capital assets, such as the community center, signs, monuments, miles of walls, fences, artificial turf, landscape lighting, paths, docks, air conditioning units, lake pumps, boats, furniture, etc., eventually need to be replaced or have significant repairs. When those expenditures do happen, they are large – but they don’t happen every year. To ensure we have the money to do these large projects when they are needed, we simply set aside (or “reserve”) a small amount every year so that when those expenses are required, we have the funds available. These expenditures are different from our routine, predictable and regularly occurring expenses, such as landscaping maintenance, salaries, insurance premiums, etc. These routine expenses are considered “operational expenses” and we pay for them every month or year from the funds we collect every year. But a portion of what you pay in dues is set aside (again, “reserved”) for these longer-term, large projects. What would happen if we didn’t have reserves for these large items? We might have to put off needed equipment maintenance or replacement. Or worse, we might have to have a special assessment to fund these projects. Special assessments are, in my opinion, really, REALLY bad. A special assessment by your homeowner association means the board has failed to plan adequately. Worse, it means that people who moved out just before the assessment, got to use the asset without paying their fair share of its costs; and the people who moved in just before the assessment must pay for the costs of using the asset over the past several years when they didn’t even live here.

2024 Budget Approved After careful consideration from your Board of Directors and on the advice of the Finance Committee, the SRCA assessment will increase by 6% bringing your 2024 annual assessment to $463.00 per unit. This increase in the 2024 budget will ensure that Scottsdale Ranch has the ability to meet the rising demands of expenses our organization is facing and to remain a premier community in Scottsdale and Arizona. It should be noted that the SRCA Finance Committee has thoroughly evaluated every aspect of the association’s financial needs, both short-term and long-term. As is done every year, but even more important this year with the uncertain economy, each line item was reviewed to determine the basic requirements of each department. SRCA’s goal is to continue to provide a pristine, beautiful community while at the same time maximizing productivity and minimizing expenses. Keeping up with inflation has been a challenge; however, SRCA continues to enjoy the luxury of additional revenue sources such as our cell tower leases, resale fees and City of Scottsdale landscaping contract which have helped keep the association assessments much lower than other associations throughout the valley even with the slight increase being implemented starting January 1, 2024. Please feel free to contact association staff or attend one of our SRCA Finance Committee and/or Board meetings if you have any questions about the financial health of our association and know that we are looking forward to another successful year. At SRCA, we are proud that we have excellent reserves, and we pride ourselves on never having made a special assessment. We have our reserve study updated every few years to ensure it includes all our assets and that the set-aside for each asset is adequate to pay for its predicted future replacement cost. Ensuring our reserves are fully funded is part of the fiduciary responsibility your board has to you, the members, and part of why Scottsdale Ranch is the finest place to live in the Valley of the Sun.

Home & Landscape From Your Homeowner Liaison By Kathy Diab SRCA Homeowner Liaison

With today’s world, we all make safety in our homes & neighborhood a top priority. This holds true for both residents and the HOA. I’m not an expert in safety but I did come across some tips that could be helpful.

The use of SRCA facilities and amenities are voluntary and at your own risk. The Association is not the guarantor of your personal safety if renting the community center, recreational boat rentals, or attending any groups, clubs or SRCA events.

• Gated Access: Quite a few of SRCA Communities have controlled access points with security gates that include Security Personnel or security gates with access codes to keep residents safe. • Surveillance Cameras: Installing cameras at key locations within the community can be an effective way to deter crime. All cameras must be approved through our Architectural Committee. • Neighborhood Watch Programs-Residents can participate in programs through the City of Scottsdale, which can help create a sense of community and enhance safety through increased communication. • Traffic Safety: We ask residents to obey speed limits and signage to ensure the safety of pedestrians and drivers within the community. • Maintenance: Our crew performs regular maintenance of common areas, including landscaping, sidewalks, and parking lots. We ask residents to maintain their own yards and participate in keeping common areas clean. Especially, now that the weather is cooling down and we spend more time walking and sitting around the common areas. • Communications: SRCA maintains an open line of communication with residents through our email blasts, magazine articles and community meetings. If you haven’t signed up for the email blast, stop in the office and add your name to our list or you can find the link listed on the front page of our website: scottsdaleranch.org • Enforcement of Rules: SRCA enforces community rules & regulations to ensure that all residents contribute to a pleasant living environment.

DECORATING FOR THE HOLIDAY SEASON? This year, we are compiling a list of homes that are decorated for the holidays. It’s a wonderful opportunity to spread the festive spirit throughout the Ranch. Rest assured, we will not disclose your name or contact information. We are simply providing addresses of residents who want to showcase their holiday cheer. The list of homes will be posted by November 28th and updated regularly as residents send in their addresses. You can find the home address list on the SRCA website at scottsdaleranch.org. Unfortunately, we won’t be able to provide the address of decorated homes who live in gated communities as we cannot give out gate codes. Please note that this is not a contest. We are all in this to make our community shine during the holiday season! If you’d like to participate, please submit your home address to glong@ scottsdaleranch.org. Holiday Lights Please keep in mind that holiday lighting and decorations must be taken down within fifteen (15) days after the Christmas holiday; January 9, 2024.

Fruit Trees Some fruit trees around the Ranch are dropping fruit onto the streets and common areas, including Lake Serena. Fruit left on the ground attracts roof rats, ants, and flies. Fallen fruit also causes extra work and time for our landscapers and maintenance staff that keep the streets tidy and lake clean. If you have fruit trees, please be sure to pick the ripe fruit before it falls. Your efforts are appreciated. 6 December 2023/January 2024

LARGE SCALE PROJECTS The homes within Scottsdale Ranch are of the age where current and new homeowners are wanting to make changes to update their homes. Some homes have sunken living rooms, not enough rooms, and some people want a courtyard. No matter what your intended project entails, it is most important that you start with the architectural rules. The current copy of the architectural rules are always available on our website on the architectural page. Please visit the architectural page on the association’s website by clicking the plan my project blue/ white house icon on the SRCA homepage at www.scottsdaleranch. org. This will take you to the architectural page to access the current architectural rules, applications, project checklists and any other architectural information you will need to complete your submittal packet. The zoning information would be the first information to look over to find out what your property limitations may be. The zoning information for each community is listed within the architectural rules. Here you will find the following information. • The allowable distance for walls being constructed can be from front/back/side shared walls, shared property lines and the inside edge of the sidewalk. • Maximum height of walls being constructed. • The allowable % for lot coverage that can be covered with living space/housing. • Building height and second floor addition limitations.

The next are to read over will be the intended project information. This will be all the factors that create your project. Walls be it house walls or courtyard walls, windows, walkways, driveways, pergolas… anything that will be constructed or added that creates your project. Remember to read over the design compatibility and orientation rules and look around your community. Does your intended project fit the character of the community? For example, if you want to build a 5-story modern glass house in the middle of a community that has all single-story houses with pitched roofs, it would be best to reconsider these changes as this will not be compatible with the theme of the subdivision.

Home & Landscape WINTER IN THE DESERT By Randy Zellers SDL, Director of Operations

The Artists of Scottsdale Ranch are Back for Their 15th Annual Fine Art Show

We have just made it through the toughest summer on record in the Phoenix metro area. High temperatures with little rain stressed even the hardiest species of cactus. Saguaros, Desert Spoon and Agave species wilted and perished, which I have never seen happen in the 36 years I have been in the desert.

The Artists of Scottsdale Ranch are excited to announce their 15th Annual Fine Art Show & Sale as a 2-day event. Doors open on Saturday, February 3, 2024 (9:30am to 4:30pm) and Sunday, February 4, 2024 (9:30am to 4:00pm). The artists will present the best of their work for your enjoyment and purchase.

What do you do now? Take the time to evaluate your landscape and plan to replace the vacant spots in springtime. During December and January, we may receive frost warnings, so planting is best suited to wait until late March or early April when temperatures are at their best for new plantings.

Traditionally, Scottsdale receives nice winter rains in December and January and be sure to turn off your irrigation systems during rain events. A good rule of thumb is to shut off systems for three days for every 0.25” of rain received. Monitor your turf and plants and adjust accordingly based on weekly forecasts. Many times, a slow-moving weather system will linger over the Valley and produce slow and steady rains which help to alleviate the need to water your landscape. Every drop of water saved will help your budget and the water availability for the Valley. If you did not overseed your turf this year, run your system once per week for a short period of time to keep valves functional. If you did overseed, three to four days per week will be sufficient to keep your turf nice and green. Program your run times so your turf is getting adequate water, but not running down the street and wasting valuable water. Fertilize every six weeks with a balanced fertilizer and your lawn will stay vibrant until warmer weather hits and the Bermuda base will start to emerge. Trees will need water about once per week for a deep soaking if rain does not occur. Look for cross branching and dead wood on your deciduous trees and prune as needed. Little other maintenance will be required for your trees during the winter. Shrubs are much the same as trees. Water two days per week and do rejuvenation pruning of species like Bird of Paradise and Sage. Reducing the size of these plants during the winter will allow them to grow naturally during spring growing season and save time trimming next summer. Annual flowers will be in full bloom, and you may need to keep a frost cloth handy for those cold nights when there is a chance of frost overnight. Geraniums, Petunias, Pansies and Snap Dragons all will thrive in your flower beds or pots. Check the water every couple of days and adjust accordingly based on the drainage of your beds or pots. Fertilize with a balanced fertilizer monthly and dead head blooms as needed so they will last until your late spring changeout. Be sure to weed the beds weekly so competition with the flowers for nutrients will be minimized. Take advantage of the perfect winter weather and enjoy the season as spring is right around the corner and another summer will follow before you know it. Casa del Cielo Community Participates in G.A.I.N. (Getting Arizona Involved in Neighborhoods) Annual Event Casa del Cielo community blocked off their streets, brought out food, drinks, and desserts, and welcomed more than 75 residents to Saturday’s G.A.I.N. event on October 14, 2023. Formerly known as National Night Out, G.A.I.N. encourages residents to get together to promote safety and neighborhood communication and celebrate crime prevention through community involvement. During the event, City of Scottsdale vehicles were on hand including a Fire Truck, a Police SUV, and a Garbage truck for kids and families to check out close-up. Plus, there were visits from Councilwoman Kathy Littlefield, the City’s Code Enforcement, Police and Fire Officials, Solid Waste Services, Library Services, and Citizen Services. Residents learned more about available city services and received tips on crime prevention.

By submitting a waiver now, you can bypass having to sign a waiver onsite at the events. Invoices are mailed or emailed to all property owners in early December. Once you have submitted an event liability waiver form, you will receive an email with an attachment that contains a QR code. You can save the QR code to your smart phone to be scanned while entering events, or you can print out the email that you receive with the QR code, and have it scanned upon entrance and quickly pass up the lines. Your QR code will be valid at all SRCA sponsored events. To submit an event waiver, please visit www.scottsdaleranch.org and go to Activities & Events / Event Information and Forms. You can also submit and event waiver through your homeowners’ portal. Your personalized QR code will also be automatically stored in your homeowners’ portal; therefore, you can reference your event QR code at any given time.

Payment is due January 1, 2024, whether or not you receive an invoice, however, there is a 30-day grace period providing residents adequate time to make payments, as payments are not considered delinquent until February 01, 2024. All payments received in our office after February 01, 2024 are considered late and will be assessed a 10% late fee of $46.30. Starting February 29, 2024, all accounts not paid will be assessed interest at a rate of 12% per annum, per month until the assessment is paid. The Board of Directors, upon the recommendation of the Finance Committee, determined that an increase of 6% per unit, per year was warranted. The annual assessment fee has increased from $435.00 to $463.00 per unit. There are several ways you can pay as we have tried to make paying the annual assessment as easy as possible for our homeowner. See below for the various payment methods we offer. 1. Each statement will have a QR code on it that is specific to the property account being invoiced. Simply scan the QR code with the camera on your smartphone or tablet and you will be directed to your own personal payment page where you can pay using an eCheck (no charge) or credit card (nominal fee)! From there simply follow the instructions on how to make your payment and save yourself from having to write and mail a check and the cost of a stamp. We urge you to try our new QR code feature to pay your 2024 annual assessment! 2. You can still mail your payment check to the lock box address located on the payment coupon at the bottom of your invoice (please make sure to write your account number on your payment check) 3. Visit our bank’s website at https://propertypay.firstcitizens.com/ where you can pay using an eCheck (no charge) or credit card (nominal fee). You must have your invoice available if you choose to use this payment method to ensure that your payment is credited to the correct property. 4. Automatic withdrawal (ACH) is also available at no charge to homeowners. ACH forms are available on the following page, on the Scottsdale Ranch website at https://www.scottsdaleranch.org and in our office; and requires a voided check. If you have previously enrolled for ACH, your invoice will indicate so. Greetings from Laguna! Each morning I drive into the parking lot and see so many of our community residents going for their morning walk. It is one of the highlights of my day! It brings back memories of a time where neighbors get to know each other, join together, and experience all their community has to offer! We have just completed our first quarter of the 2023-2024 school year and are very excited to have the second quarter underway!

Boys and Girls Club

Each quarter our parents and teachers can conference together to discuss the students’ academic progress. This is such a valuable time for us to partner together. We are establishing a new team of students this year called “The Laguna Ambassadors”. These individuals’ main objective is to be of service to others by being positive partners with the school and community. Some of their activities will include making placemats for senior citizen centers, meeting our community workers, and accompanying visitors on tours of Laguna! If you are involved with a community organization and would like to find ways to partner with our school and the ambassadors, please contact the office at 480-484-2400. Our next Kindergarten Open House will be January 17th at 3:30. Parents who have children that will be entering kindergarten for the 2024-25 school year are invited to attend this event. Parents will learn about the kindergarten curriculum and tour the Laguna campus. Please help us spread the word about our wonderful community school!

Mercado Spotlight Kukos Nest An authentic Greek kitchen in your Scottsdale Ranch community? Yes, indeed! Kuko’s Nest was opened in May 2023 by Maria Tobras and her family. The new fast-casual concept is focused on food as served in the chicken grills and souvlakerias of Athens and southern Greece. HEALTHY MEDITERRANEAN CUISINE At Kuko’s Nest, you’ll find a menu featuring chicken, pork and vegetarian/vegan options. Traditional chicken gyros is allnatural white and dark meat, seasoned, then hand stacked on the vertical spit. Order it as an open face on pita, or wrapped in a pita with garnish, or stacked on a Greek salad. The gyros will be shaved hot and fresh from the vertical rotisserie when you order. Chicken and pork, flavored in the Athenian style, are offered in skewers (kalamaki), wraps and sandwiches. Entrée-sized spanakopita (feta/spinach pie), lemon-roasted potatoes, rice pilaf, briam, dolmades and Greek salads are all on the menu, too. NOWHERE ELSE IN ARIZONA “Kotopoulo lemonato” (lemony chicken) is the very special meal offered by Greece’s chicken grill shops. A whole chicken is butterflied and grilled over open flames. Holiday Crime The holiday season is always a special time of year. It is also a time when busy people become careless and vulnerable to theft and other holiday crime. Please stay diligent and aware of your surroundings. We can never be too careful, too prepared or too aware. Here are some tips for having a safe and joyous holiday season. Please share this information with family, friends and neighbors. Driving • Avoid driving alone or at night. • Keep all car doors locked and windows closed while in or out of your car. Set your alarm or use an anti-theft device. • If you must shop at night, park in a well-lighted area. • Avoid parking next to vans, trucks with camper shells, or cars with tinted windows. • Park as close as you can to your destination and take notice of where you parked. • Never leave your car unoccupied with the motor running or with children inside. • Do not leave packages or valuables on the seat of your car. This creates a temptation for thieves. If you must leave something in the car, lock it in the trunk or put it out of sight. • Be sure to locate your keys prior to going to your car. • Keep a secure hold on your purse, handbag and parcels. Do not put them down or on top of the car in order to open the door. • When approaching or leaving your vehicle, be aware of your surroundings. • Do not approach your car alone if there are suspicious people in the area. • Ask mall or store security for an escort before leaving your shopping location. Shopping • Shop during daylight hours whenever possible. If you must shop at night, go with a friend or family member. • Dress casually and comfortably. • Avoid wearing expensive jewelry. • Do not carry a purse or wallet, if possible. • Even though you are rushed and thinking about a thousand things, stay alert to your surroundings. • Avoid carrying large amounts of cash. • Pay for purchases with a check or credit card when possible. • Keep cash in your front pocket. • Notify the credit card issuer immediately if your credit card is lost, stolen or misused. • Keep a record of all of your credit card numbers in a safe place at home. 26 December 2023/January 2024

• Be extra careful if you do carry a wallet or purse. They are the prime targets of criminals in crowded shopping areas, transportation terminals, bus stops, on buses and other rapid transit. • Avoid overloading yourself with packages. It is important to have clear visibility and freedom of motion to avoid mishaps. • Beware of strangers approaching you for any reason. At this time of year, “con-artists” may try various methods of distracting you with the intention of taking your money or belongings. At Home • Be extra cautious about locking doors and windows when you leave the house, even for a few minutes. • When leaving home for an extended time, have a neighbor or family member watch your house and pick up your newspapers and mail. • Indoor and outdoor lights should be on an automatic timer. • Leave a radio or television on so the house looks and sounds occupied. • Large displays of holiday gifts should not be visible through the windows and doors of your home. • When setting up a Christmas tree or other holiday display, make sure doors and passageways are clear inside your home. • Be sure your Christmas tree is mounted on a sturdy base so children, elderly persons or family pets cannot pull it over on themselves. • If you use lights on your Christmas tree ensure the wiring is not damaged or frayed. Frayed or damaged wiring can cause a fire. • Place your Christmas tree in water or wet sand to keep it green. • Never place wrapping paper in your fireplace. Hosting a Party • Have non-alcoholic beverages available for party guests. • Find alternative transportation for intoxicated guests. • Arrange for an official designated driver for your party who will not drink at all. Attending a Party • Have something to eat before consuming alcoholic beverages. • Eat high protein foods that will stay in your stomach longer and slow the absorption of alcohol into your system. • Remember only time will eliminate the alcohol from your body. • Know your safe limit. • Never drink and drive.
