Are you doing your part in Conserving Water? The city of Scottsdale officially declared “Stage 1” of the city’s Drought Management Plan taking effect immediately. This is a direct result of the Colorado River Tier 1 shortage declared by the Bureau of Reclamation. In a Tier 1 shortage, water cuts of the Colorado River will be mainly borne by central Arizona Agriculture, leaving municipalities such as Scottsdale largely unaffected. Nevertheless, this means we should take water management in Arizona seriously as additional stages could be forthcoming if the severity increases.
• Repair or replace those leaky faucets, showerheads, or toilets. • Install WaterSense rated kitchen and bathroom faucets, showerheads, toilets, urinals, and weather-based irrigation controllers as they are certified to use at least 20% less water. • Turn off the water while brushing your teeth. • Turn off the water while shaving. Fill the bottom of the sink with a few inches of warm water in which to rinse your razor. • Take shorter showers. A typical shower uses five to ten gallons of water a minute.
Scottsdale is asking residents and businesses to voluntarily conserve and more efficiently use water. Scottsdale offers a wide and varied list of programs and rebates to residents and businesses and can be found at https://www.scottsdaleaz.gov/ water/rebates. Everyone can make a difference by finding ways to use every drop efficiently and always having a conservation mindset.
I know this sounds like a lot but a little can go a long way. How many gallons do you use each day? The average household in Arizona uses 120 gallons per person each day.
Even though we use water every day, it’s easy to take it for granted. Just imagine how you would function without clean water. It’s everyone’s responsibility to conserve and protect water resources. The decisions and actions you make today truly affect our water resources for the future. Outdoor water use can account for as much as 70 percent of a home’s water use. The following suggestions can help you get in the habit of saving water: • Use a little bit of mulch around the base of landscape plantings. Mulch will help eliminate weeds and hold moisture in the soil. • Select low water use plants that don’t need much water. Native plants that are well adapted to your climate and soils will survive well without a lot of supplemental watering. • Water during the cool part of the day to avoid rapid evaporation. • Raise the mowing heights on your lawn mower. This promotes healthier grass that can better survive dry periods. • Check to see if your irrigation timer has been set properly. • When watering is necessary, water slowly and thoroughly. If you notice puddles or runoff, turn water off and wait for water to soak in. Also, be sure your sprinkler puts water where you need it—not on driveways or sidewalks. • Wash cars efficiently. First, give the car a quick rinse, and then turn the water off. Wash one section of the car at a time and rinse that section quickly. Turn the water off each time. • Use a broom to clean driveways, sidewalks, and steps. • Check all hoses, connectors, and faucets regularly for leaks.

Your HOA President’s Message By Matt Metz SRCA Board President
Scottsdale Ranch Community Association. It’s more than a name. Let’s look more carefully at the words in the title of our organization. Scottsdale. Arguably the best city in the Valley of the Sun in which to live. Excellent schools, high property values, great city services. Yes, being in the City of Scottsdale is part of what makes SRCA a great place to live. Ranch. Well, we’re not technically a ranch, but we do enjoy an excellent suburban lifestyle. We’re close to all the amenities of the Valley but enjoy the quality of life of a less urban environment. Community. This is truly what makes living here so great. When each of us signed those HOA documents, we agreed to be participating members of a community of citizens who care not just about ourselves, but our neighbors. Our CC&Rs document the rights we have as well as protecting our quality of life and property values. But at Scottsdale Ranch, we are also part of a larger community, which is why we get involved in traffic and zoning issues that affect not just Scottsdale Ranch but also surrounding areas and greater Scottsdale. For example, your Association takes a stand and speaks out regarding proposed developments east, west, and north of SRCA. We do this not only to protect our own residents, but to protect property rights and quality of life for those who live nearby. We live by the golden rule; just as we hope neighboring properties will come stand with us when we face challenges, we step up to defend the quality of life in our surrounding neighborhoods. Association. When you moved into Scottsdale Ranch, you became a member of this Association. We hope you appreciate and take advantage of the many benefits provided by SRCA – our beautiful Lake Serena, our Community Center, the shops at the Mercado, the park and senior center in the middle of our community, and our carefully landscaped common areas. And in return, we ask only that we treat each other with respect; that you let us know of any suggestions you have on how we can become even better; and that you give back by considering service on our Board or any of our many committees. Yes, you can put the “community” in Scottsdale Ranch Community Association. 4 October/November 2021
Board Briefs June 30, 2021 Board of Directors Retreat • Reviewed the Vison & Values statements and agreed the SRCA Mission statement should be added to the Vision & Values document. Additionally, a sub-committee was assigned to implement the suggestions made to expand, edit, and update the wording and place on a future Board agenda for review. • The second meeting for the Board Retreat was scheduled for July 13, 2021. Due to conflicts, the date was dismissed. Staff will contact the association attorney for other dates. August 9, 2021 Special Board of Directors Meeting • Accepted the Finance Committee’s recommendation to approve supplementing the Philadelphia Insurance umbrella policy with an Umbrella policy from Trisura Insurance. • Accepted the Governmental Committee’s recommendation to support the 9400 East Shea project. August 24, 2021 Board of Directors Meeting • Upheld SRCA Architectural Committee’s decision on appeals to board. • Adopted the updated version of the Board Vision & Values document. • Ratified the approval of the new monument signs electrical analysis. • Staff to work with APS on the color and intensity of the new lighting being installed around the streets in SR. • SRCA to review rules regarding car covers and fireworks. • Approved the expenditure to contract with Arizona Audio Visual to install a wireless connectivity and video conferencing system for the SRCA conference room. Annual Assessments Due January 1st By Ricki Stamos SRCA Bookkeeper
It’s getting to be that time of year! All residents of Scottsdale Ranch will receive an invoice in mid-December as a reminder that the SRCA annual assessment will be due January 1st. If your address has changed or you would like your invoice sent to a different address, please contact SRCA staff member Ricki Stamos at (480) 860-2022, or by email at rstamos@scottsdaleranch.org to update the information we have on file. The assessment payments are due January 1, 2022 whether you receive an invoice or not. Please note that any assessments deemed delinquent will be subject to a 10% late fee and will accrue interest at a rate of 12% per annum. There are a few different ways you can make your payment as we have tried to make paying the annual assessment as convenient as possible for our residents. You can mail your payment check to the lock box address located at the bottom of the invoice that will be sent out in December (please make sure to write your account number on the check) or you can visit our bank’s website at https://propertypay.cit. com/ where you can pay using an eCheck (no charge) or credit card (fee). You must have your invoice available if you choose to use this method to ensure that your payment is credited to the correct property. Alternately, you can sign up for our convenient ACH service of an automatic debit from your checking or savings account. The preauthorized electronic assessment payment form is available on our website at www.scottsdaleranch.org under Resident Resources. You can also stop by our administrative office to complete the form in person, or you can request one be sent to you via email by emailing your request to rstamos@scottsdaleranch.org. A voided check is needed to complete this process and our office must receive the completed form AND voided check no later than December 17, 2021 in order to process the 2022 assessment in January.

Who is at Your Home? Most homeowners attempt to abide by the CC&Rs, but violations can still happen. Often it is not the homeowners themselves but a hired contractor, landscaper, roofer, painter, or pool maintenance person. Many times, it can be the person(s) living in or visiting the home. Whether they are a tenant, relative or friend, problems can arise. Violations created by someone allowed on your property are ultimately the homeowner’s responsibility. Your guest’s or vendor’s actions while on your property, whether you are present or not, are your responsibility. Here are the violations most noted involving vendors, contractors, tenants, and guests. VENDORS/CONTRACTORS Landscape Debris – Leaving debris such as tree trimmings, palm clippings, dead plants, and trees on the street for the city’s bulk trash pickup is convenient and less costly for landscape workers. However, in the end it may cost you due to non-compliance. Debris may only be set out the five (5) days prior to the week pick up is scheduled to begin. If trash is set out too soon, you are in violation and are subject to fines. Trailers – Many workers use trailers to transport materials and tools or for use as a dumpster. However, they cannot leave trailers on the street or in your driveway overnight. They must remove the trailer from the property daily.

Construction Material – Lots shall be kept in a neat and tidy condition during construction periods. Trash and debris shall not be permitted to accumulate, and supplies of brick, block, lumber, and other building materials must be stored neatly in the least visible location or in your garage or back yards. There are many instances where granite or sand will be dumped in the street and will not be coned or taped off for driver safety. Additionally, construction material will be dropped off where it blocks the sidewalk. It is a violation of city code to block a public right-of-way. Materials should be placed on the resident’s lot. Material should only be placed on the street, if absolutely necessary and should be removed the same day. TENANTS/GUESTS Parking – It is the intent of the Association to restrict On-Street parking as much as possible. Vehicles of all Owners, Lessees and Residents, and of their employees, guests, and invitees, are to be kept in garages, carports, residential driveways of the Owner and other designated parking areas. Before any vehicles may be parked on the street, all parking spaces on the Lot located within an Owner’s garage and on an Owner’s driveway must be used for parking vehicles. In other words, if an Owner has a two-car garage and a two-car driveway, two vehicles must be parked in the garage and two vehicles must be parked in the driveway before any vehicles may be parked on the street.
Pool Draining/Backwashing – We see backwashing and draining of pools into the street frequently. If your pool vendor does this and states, they did know it is a violation of City code, this may not be a pool vendor you want to use. Not only can you receive a violation from SRCA, but you can also receive a visit form the city code enforcement officer. There are two options for pool draining or backwashing; use the water to irrigate your landscape or drain the water into the sewer cleanout located on the property. RV Parking – Temporary parking of certain recreational vehicles shall be permitted for the purposes of loading and unloading only. No one may reside in such vehicle or equipment at any time. Such temporary parking shall not exceed twenty-four (24) hours at any one time (“Temporary Parking Period”). No more than one Temporary Parking Period is allowed in any seven (7) day period.
Satellite and Cable TV installers – All new cabling must be bundled inside conduit. Single cables should be secured to the wall. Such additions must be painted the same color as the surface to which they are fastened. Please remember that satellite dishes require you to notify SRCA prior to installation.

Solar, Solar, Solar Many homeowners are considering installing solar panels on the roof of their house. People are thinking about their utility bills, wanting to do right thing for the planet and, of course, investing in their home. There are many factors to consider when pondering solar panels. Do I need approval from the HOA? The answer is YES. Installing solar panels is an exterior change to your home. All exterior changes require approval before commencement of the installation. Solar submittals require disclosure notices to be sent to your neighbors before review. The neighbors are given 2-weeks to respond. This is not an approval or disapproval; the disclosure gives your neighbors the opportunity to comment on the project before a decision is made. It is the same notification process for other exterior structure altering projects. Please plan enough time accordingly. How does this effect my value? I have not found any concrete answers to this question. It seems that installing solar is purely a personal choice. They say that the more cohesive the look of your home, the better the value. Does this affect my neighbor’s house value? There has been talk that if my neighbor has solar on their roof, I cannot sell my house for top value. There have not been any concrete answers to this question. The answers seem to depend on the perspective of who was writing the article as everyone has a differing opinion.

Imagine being in your garden in the back of your house and having to look at the neighbor’s big panels standing upright on the neighboring roof as you look out over the landscape from your pool. Some homeowners that do not have parapet walls on sections of their flat roofs where the panels will be installed are installing parapet walls to hide most of the panels as a courtesy to their neighbors. This is a beautiful way to take your neighbors concerns into consideration. Unfortunately, the panels installed on pitched roof sections cannot be hidden from view as they are laid as a flush mount on the roof tiles. Bits and pieces from homeowners. I have heard feedback from homeowners. Some are happy, some are not, and some have not been able to install solar panels for various reasons. It seems when making this decision, you will need to first know if you need a new roof or not. If you need a new roof, consider that expense. There is quite a weight load on your roof tiles when installing solar equipment. Some roof tiles are more fragile than others. Some homeowners have not installed solar because they would have to change their roof tiles first. Some people say solar saves them money. Some people say solar costs them more money than just paying a regular electric bill. You will have to do your due diligence to decide if solar is right for you. Then decide which program is right for you. Research solar just like you would research any large expense for your house. Most importantly, please remember… once you decide to install solar, please reach out to SRCA to learn more about the process for submitting. What if I sell my house? There are many online articles that state pros and cons depending on if the equipment is leased or owned. If your solar is leased, the lease will have to transfer with the sale. If the solar is owned and older, then new owners will have to spend money on the system to get it up to full production. I am sure this conversation will continue online with many different opinions. As house sale prices fluctuate, so will the answers. Home & Landscape RAIN AND YOUR LANDSCAPE By Randy Zellers SDL, Director of Operations
We’ve made it through the summer and now we can evaluate how the landscape held up over the hot months of June, July, and August. The good news is we did receive some rain this monsoon season and replenished the soils with some much-needed moisture. The plants, trees and turf all respond positively to the natural rainfall and show flushes of green due to the high nitrogen content of the rain. While this helps, the Southwest is still considered to be in an extreme drought and California has just instituted some drastic cutbacks in usage which will trickle over to Arizona shortly. Natural rainfall has dramatic consequences on your landscapes and how you react to the rain will determine how sustainable the landscape will be. Too often, monsoon rains come fast and furious and most just washes away rather than a slow, soaking rain which we often get during the winter months. TURF By the time you are reading this article, most people have already scalped the Bermuda turf and planted rye seed for the winter. It is not required to plant rye seed within Scottsdale Ranch and the choices to seed or not lies with the individual homeowner. What are the pros and cons of overseeding? Pros • Beautiful, green turf throughout the winter • Aesthetically pleasing • User friendly throughout the cooler months of winter for pets and people Cons • Requires watering throughout the winter months (500,000 gallons per acre) through October, November, December, January, February and March • Over seeding with rye will diminish the heartiness of Bermuda base turf over time • Labor required to mow, edge and weed eat weekly • Two to three fertilizations to keep green throughout the winter • Cost of seed is doubling over price from 2020 DECOMPOSED GRANITE AREAS Due to the rains, granite areas in your landscape will be producing more weed growth as dormant seeds are springing to life throughout our landscapes. Existing weeds can be controlled with a post emergent chemical containing glyphosate. To prevent additional weed growth, it is the perfect time to apply a pre-emergent chemical to the granite areas. A pre-emergent application will prevent weed seeds from germinating and needs to be watered in to create the barrier at the soil level. Time applications when you know rainfall is in the forecast. The good news is saved water during rain events and the bad news is creation of weed growth. EROSION During rain events, erosion may have occurred and caused granite and soil to spill over onto sidewalks and streets. During our latest storms, 104th Street was flowing like a river across Mountainview and into the reservation to the south. After water subsides, use 8 October/November 2021
a flat shovel to scoop the granite and soil and place back into the swale created by the fast-moving water. To prevent additional erosion, you may want to bevel the edges of sidewalks to keep soil and granite from being moved from their intended spot. Pull the granite away from the sidewalk and dig out several inches of soil and then replace granite at grade to the sidewalk. Regrading of extreme sloped areas will prevent quick runoff as well. Softening slopes and creating catch basins within the landscape will help capture rainfall instead of it flowing down the street to the nearest drainage swale or culvert. Reuse water captured in the basins to irrigate flowerpots and other plants around your home. Rain is always a welcome sight in the desert Southwest but realize there are unintended consequences to one of Mother Nature’s best gifts.

The newest member of the SRCA Architectural Committee, Richard Graff, was surprised when he attended his first meeting. Why, you ask? Was it our disagreement…our lack of decision making? No! He was pleasantly surprised by our consensus in thinking and our constructive points of view. When he volunteered several months ago it was because he experienced the architectural approval process after he moved into Scottsdale Ranch and re-painted the outside of his house. The staff was so helpful and the process so objective that he was impressed and volunteered. Little did he know that the Committee had been looking for an additional member with architectural experience? It was a win-win. Richard came to Scottsdale via South Africa and then San Diego where he worked a variety of positions as an Architect and creative problem solver. He says he always uses his architecture foundation both literally and figuratively when making important decisions. Richard has had a varied background in and out of corporate America: architecture, graphic design, knowledge management, appreciative inquiry, and furniture and door design. Now that he is retired, abstract painting absorbs most of his time. The SRCA Architectural Committee is so happy to have Richard as our partner in helping Scottsdale Ranch achieve its goal of being the best Community in Scottsdale.

Home & Landscape CITY OF SCOTTSDALE COLLECTION SERVICES Upcoming Weeks of Brush Collection: October 4th & November 1st The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on the date of the scheduled pickup. the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Placing items out before this time can result in hefty fines being assessed to your account. Please be patient as the city has all week to pick-up in our area. NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week.
ATTENTION: PLEASE NOTE UPDATED TRASH AND RECYCLING COLLECTION DAYS STARTING NOVEMBER 1!!! As of November, Trash pick up will be on Tuesday. Recycle pickup will be on Thursday. Information can be found on the City of Scottsdale’s website at https:// www.scottsdaleaz.gov/solid-waste/new-collection-day. This will also include the updated pick up dates for November and moving forward. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk. Trash and recycling collection days change for most residents beginning Nov. 1. The primary reason for this day of service change is to improve efficiency and make it easier to process recyclables. Current trash and recycling routes have not changed in over 20 years and have become unbalanced due to the growth of the city. Operating more efficiently means the city can balance the size of collection routes to provide more consistent service, preserve the longevity of collection vehicles by carrying the right sized loads and not overload our processing center. These changes will not affect planned solid waste rate increases and should help stabilize future rates. The new collection schedule is based on the number of homes on a route and the amount/weight of solid waste and recycling collected. Residents who do not have a change in collection days may see a difference in collection times due to the changes in routes. Trash and recycling containers should be placed on the street with wheels against the curb by 5 a.m. on collection days. New collection routes will begin Nov. 1, 2021. To determine your new collection days, please determine your service area on the map, use the Find My Service Day Tool on the city website at ScottsdaleAZ.gov, search “Collection Day” or by calling the City of Scottsdale at 480-312-5353. 10 October/November 2021

Let’s challenge each other to make a new POSITIVE habit by taking actions that will help to greatly reduce the potential for you to be a victim of a property crime. How, you ask? Great Question! Here’s How: Each night, remove all valuables from your vehicle…such as money, phones, credit cards, keys, tablets, etc....and of course, make sure that your vehicle is locked. Then make sure to lock your residence doors, activate your alarms/security systems, and turn on your exterior lights. While we call it the “#9PM ROUTINE” it can be done at any time of your choosing prior to your going to bed each night.

CamerEyes Neighborhood Watch goes digital: Scottsdale asks residents to join CamerEyes. Scottsdale police want help catching criminals from residents who have smart technology doorbells and home video systems. Anyone with these devices can notify the Scottsdale Police Department by filling out a quick online questionnaire. Following crime, police employees often go door-to-door to look for cameras in the area, which can be time consuming. CamerEyes eliminate that process by allowing police go directly to those registered with cameras. ScottsdaleAZ.gov, search “CamerEyes”.
With neighbors getting to know each other, taking the time to care about each other and working together in a program of mutual assistance, the residents that live in an area will know the needs of that area better than anyone else. By communicating with each other and working together as a team, your community can make a difference.
Sewer Line Project Reservation Trail Closed The City of Scottsdale is continuing the sewer line project along the southern border of Scottsdale Ranch adjacent to the reservation. The entire trail will be closed for the duration of the project which is expected to last until January 2022.
