This year Latino (increasingly referred to with the gender-neutral “Latinx”) are projected to be the country’s largest voting-eligible ethnicity. Because voters in Florida, Nevada, Pennsylvania and Florida could determine the next United States president, engaging these state’s sizable Latino voters is a high priority for both parties. But Latino Vote: Dispatches from the Battleground, premiering this month on SDPB, demonstrates the folly in wooing voters based on cultural assumptions. Recent data and polling are demonstrating traditional views around voters of color and their conservative or liberal leanings are anything but monolithic. Taneeza Islam is the Executive Director of South Dakota Voices for Peace (SDVP). SDVP formed in 2017 in response to that year’s state legislative session, which Islam says included several antiMuslim and anti-refugee bills. SDVP formally incorporated when anti-Muslim and anti-refugee events persisted in South Dakota, says Islam. Since then, the organization has grown to provide free legal representation for children in immigration court and immigrant domestic violence survivors. SDVP also undertakes education, advocacy, and civic engagement for and about South Dakota’s refugees and immigrants. “We don’t delineate between ethnic origin when it comes to this work,” says Islam. “But clearly our largest immigrant population in South Dakota is Latinx. We serve all of our immigrant communities, documented and undocumented. I would safely say 90% of our clients are Latinx.” SDVP’s mission extends to Get Out the Vote work, including providing messaging in multiple languages. This year, SDVP received additional funding to hire a consultant who is helping SDVP become more strategic in engaging eligible voters throughout South

Dakota’s immigrant communities by gathering voter profiles. Islam believes SDVP may be the first organization to organize Get Out the Vote work specifically concentrating on South Dakota’s Latinx, North African, Muslim, and Black voters in South Dakota. For a rural state of 557,509 registered voters, the projected numbers are substantial: perhaps as many as 10,500 Latinx/Hispanic, 3,220 Muslim Arab and South Asian, 1,998 Middle Eastern and North African, and 1,300 Black/African American voters live in South Dakota. SDVP is keenly aware that one approach does not resonate with all. To get a clearer picture of these voters, SDVP is engaging first- and second-generation immigrant and refugee children. These comprise South Dakotans in their 20s, as well as an older group in their early to mid-30s who typically moved here as refugees, grew up in the state, attended college and/or served in the military, and are working. Migdad Mustafa is one example. Born in Sudan, Mustafa moved to South Dakota at 13. A graduate of Sioux Falls Washington High School, Mustafa studied construction management at Southeast Technical Institute. After joining the Marines, Mustafa was deployed twice: once to Afghanistan, then to Iraq. A Muslim husband and father, Mustafa is a construction project coordinator in Sioux Falls. Islam says learning from these first- and second-generations is key to engaging more voters. “They’re multilingual, they understand the culture, they know how to approach their communities and talk about voting,” says Islam. This incudes factors that may dissuade them from going to the polls. SDVP is gleaning more information about the state’s immigrant and refugee populations from the COVID-19 emergency relief it launched last May when it formed the South Dakota Dream Coalition with the South Dakota Community Foundation. and direct service workers have been hard-hit by the pandemic; however, undocumented workers, including “mixed status families,” in which one person has legal status but another family member is undocumented, are not eligible for CARES Act assistance. “When COVID hit Smithfield, we were getting calls for food, clothing and necessities,” says Islam. “Smithfield workers were getting sick, not knowing if they would be able to go back to work,” says Islam. Aside from legal aid, SDVP does not provide direct services. The immigrant relief fund raises private money to provide a safety net to those living and working in South Dakota who were born in other countries, including international students whose home countries were shut down due to the pandemic. Thus far, the statewide fund has received over 1,200 applications representing 61 different countries. “Even as an immigration lawyer, I knew we had a diverse population, but I didn’t know it was that diverse,“ says Islam. “I don’t believe we have an accurate understanding of how diverse our population really is and how detrimental it is to not have a representative government, or elected decision makers, even if they don’t represent us racially or from a national or immigration status perspective, who realize that and understand the impact.” While SDVP has advisory council members from Aberdeen and Rapid City, they’re working harder to involve more communities

statewide. Currently, they’re hiring bilingual field outreach coordinators who will travel to communities with larger pockets of immigrant populations, like Alpena, Plankinton, Aberdeen and Huron, to apprise them of COVID relief funds. “The types of hurdles or bigotry they face can be different based on the size of their community and what resources are available,” says Islam. While COVID presents obstacles to meeting face-to-face, Islam hopes the initial conversations will grow into relationships that can encourage eligible voters to the polls. “Building trust in our communities is essential to do our work effectively,” says Islam. “We can’t just show up one time, tell them to register to vote, and then come back two years later and say, ‘here, do this now.’” SDVP is building its capacity in recognition of the reality that, like the 19th century Norwegians, Germans, Czechs and Swedes or 1980s-era Vietnamese immigrants who came to the area, immigrants become South Dakotans. “It’s important to be statewide because our immigrants are statewide,” says Islam. “And at the end of the day, when it comes to civic engagement work, I’m a firm believer that we should all be voting.” Latino Vote: Dispatches from the Battleground premieres Tuesday, Oct. 6, 8pm (7 MT) on SDPB1 and rebroadcasts on SDPB2/World Friday, Oct 9, 8pm (7 MT) and Saturday, Oct. 10, 3pm (2 MT). SDPB: Swimming against Tidal Waves of Fast, False News This month SDPB premieres American Masters Walter Winchell, starring Stanley Tucci as Winchell, the newspaper columnist, radio commentator and television personality who pioneered the fast-paced, gossip-driven, politically charged journalism that dominates today. Katy Beem: Winchell may not be very well-known to the current generation of journalists, but in journalism school, we extensively studied the lasting impact his exploitative brand of “reporting” had on the media. Winchell became a millionaire – during the Depression! – because the appetite for sensationalized news among the American public can be so strong. How do you see Winchell’s impact continuing to dominate today? Cara Hetland: “The outrageous sells. The gossipy ‘can it really be true’ headlines catch our attention. It’s more difficult now in a social-media dominated, 24/7 news cycle to separate fact from fiction. I’ve participated in several presentations about fake news. I start by asking a series of questions. One is if they stop and think if it’s true before they forward something they see on Facebook. Taking the time to check the source, check the facts, and being certain something is true isn’t something we do on 22

social media. And we should. But that’s how everything spreads so quickly. I believe we all need to take a look at what lens we’re reading news through. I concede we all have bias, but which bias do we use when we judge if a story is real? If we agree with what’s being said, then it must be true; if we disagree then it must be fake. But that’s not always the case. I tell people we need to be honest with ourselves, and judge for ourselves and make a conscious effort to not spread something that’s false or harmful to other people.” KB: Yes, sensation sells. It’s the water we swim in. When you oversee the SDPB news team, how do we keep ourselves from swimming into that lane? CH: “It’s easy – we swim in our journalism lane. We ask questions, we look for truth because we know we have a responsibility to provide that truth. Truth matters. Conversations are important. Giving perspectives from different viewpoints leads to understanding and acceptance and just might

make a difference. We give voice to the voiceless and hold elected officials accountable. If a news source is swimming in the sensation lane perhaps find a different news source.” KB: We thought the news cycle was fast before. Then came the Trump Administration and the COVID pandemic where stories are literally developing by the hour. How is the news team handling this logistically, on a day-to-day basis? CH: “We had a plan-of-action in place before the first positive case in South Dakota. We had talked about it and were ready. We spread our staff out to make sure everyone was safe; we used the tools we had to improve our communication; and we put our nose down and got to work. It was a team effort from every department to make sure the information on our air was timely and accurate. We looked out for one another for signs of fatigue and encouraged time off. We are still separated and doing our best to stay safe and healthy. I couldn’t be more proud of the entire network pulling together to make all aspects work.” KB: What are the goals for news-gathering and reporting for South Dakotans in this current climate? CH: “I don’t believe this climate is really in South Dakota. I think the reporters in this state are topnotch and do the best they can. The problem comes when we’re treated as evil or fake. I hear time and time again that local news matters most. The reporters on my team live in their communities and care about what happens (continued on next page)

in South Dakota. We don’t play “gotcha journalism,” and we don’t set out to make anyone look bad. We bring you the information we receive, and we share different perspectives so you can make your own decisions on a topic. KB: The NPR Public Editor is basically the only ombudsman employed by a major media outlet these days. How much work does it take to meet NPR’s journalistic and ethical standards? And, do you have any examples of items or stories that did NOT go to air because of ethical concerns? CH: “We’ve seen several stories by other organizations saying Amazon is building a distribution center in Sioux Falls. Really what that story says is Amazon signed on to a grant proposal for money to expand an area for a possible distribution center. Amazon confirmed to us that’s a standard practice for many communities and not a sure thing for Sioux Falls. There’s not confirmation. We chose to not jump on the bandwagon with a story because of Amazon’s statement. We decided it’ll be a story when they break ground. I believe what we do best is provide analysis and explain what issues really mean. We aren’t about being first with everything – we’re about telling South Dakotans what it means and how it will impact their lives.” KB: Anything to add? CH: “Journalism is under attack, partly because it’s easier to get one-sided information than multiple perspectives. So often news organizations are judged by one interview that airs and not the whole program. As a society we need to ask more questions and seek out answers. As individuals we need to know what we believe and why that is and admit that’s why we look at things the way we do. And be understanding when someone thinks differently.” Walter Winchell would likely disagree.

Supporter Spotlight Gene Ellenson, Huron

Originally from Britton, Gene has lived in Huron since 1991, where he is Business Manager of Dakotaland Feeds. He is also a CPA. Crunching numbers days, evenings, and weekends, Gene often had the radio tuned to SDPB for company. He’s a big Jazz Nightly fan. He started supporting SDPB in the 1990s and went on to not only become Treasurer for the Friends of SDPB Board, but is including SDPB in his planned giving. “I’ve been fortunate and giving to SDPB is a way for me to decide to take charge, make a commitment to this organization,” says Gene. “SDPB has been a very important part of my life for a long time.” “Public broadcasting has a big role to play, especially in South Dakota, of providing information. I wasn’t necessarily looking for anything from public broadcasting, but I’ve received a great amount. It’s made me a much more well-rounded person, given me a much broader worldview. I want to enable that for others.” 24 24

Steve & Mary Helen Flanery, Rapid City

Steve and Mary Helen grew up in Huron. The offspring of prominent Huron business owners, Steve’s family operated Flanery Meats, while Mary Helen’s (nee Gustafson) ran Habicht & Habicht Department Store. The couple first met, seated alphabetically, at Washington Elementary School. Although they both graduated from Huron High in 1973, they didn’t date until 1980, when they both found themselves living back in Huron and literally ran into each other downtown. “Steve had just finished breakfast at the Chef Café and I was coming from the post office,” says Mary Helen. Steve was a Caterpillar salesman and Mary Helen, who graduated with a psychology degree from the University of Minnesota, was back to run the family store. Selling bulldozers and road graders, Steve traveled to every county in South Dakota. “I was on the road for 25 years, and SDPB was everywhere I went, so I listened to SDPB forever.” After her family retired from retail, Mary Helen worked at home to raise daughter Mary Beth and son Stewart. “They couldn’t yet tell time, but they always knew when it was time for Barney and Thomas & Friends!” says Mary Helen. Now retired, the Flanery’s are including SDPB in their estate planning. “We both decided there were certain organizations we wanted to leave a gift to upon our deaths,” says Steve. “And we


both absolutely agreed on SDPB. It was our number one.” Mary Helen cites thoughtful news and unique entertainment. “The reporting is unbiased and programs like Antiques Roadshow are fabulous.” “The list of programs we tune in to is so long!” says Steve. “Masterpiece, Frontline, American Experience, POV, Dakota Life, All Things Considered, In the Moment with Lori Walsh. I’m a music nut and I love No Cover, No Minimum and Austin City Limits. Now we stream with the Passport app. I just love to get plugged in to not just the nation and the world, but South Dakota.” “It needs to continue,” says Mary Helen. “And there’s no one else that does it the way SDPB does it.”
